AbstractMost evaluation studies for Germany's active labor market policy (ALMP) indicate that subsidized employment programs in the public sector (public works programs, „Arbeitsbeschaffungsmaûnahmen“) and publicly funded training programs have, on average, no or even negative effects on individual re-employment probabilities. This paper provides possible explanations for the ineffectiveness of these programs, where we focus on heterogeneous treatment effects, which are not accounted for in the German evaluation studies due to lack of data, and locking-in effects, in particular related to the relatively high level of income support for participants in these programs. Since there is very little direct evidence on these effects for Germany to date, we draw on results from evaluation studies for other European countries. We argue that the success of ALMP is to a large extent determined by design features like the targeting of particular groups and the incentives from the coordination with unemployment insurance as well as the incentives of program administrators and local governments.

The high level and trend of corruption in Indonesia Province could hinder the goal of Sustainable Development Goals point 16. This study aims to identify disclosures of integrity through websites and classify the Indonesia Provinces into 3 categories, namely high, medium, and low based on the integrity disclosure index using institutional theory. The data is based on content analysis to analyze practices through disclosure of integrity on 34 Indonesian Province websites using the Integrity Framework Disclosure Index instrument. The findings indicate that Indonesia has disclosed 775 items (48%). The items of vision, mission, and integrity report are the biggest disclosed items among other items that show Indonesia’s effort to create a “good image” in the public eyes. Several Provinces are in the moderate category because of a strategic issue in the field of education. Local governments still have to review the increase in integrity disclosure on websites and their real-life implementation to improve integrity and fight corruption in Indonesia.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

Local Governments in Indonesia currently had extensive autonomy in conducting their affairs. The pressure on public sector organizations to improve their performance encouraged the establishment of performance-based public sector organization management systems. The formulations of the problem that will be raised in this study were: How is the work program at the Public Works Agency for Irrigation in South Sumatera Province? What factors are the supporting aspects in optimizing the work program? The purpose of this study was to obtain information regarding the evaluation of work programs and budgets at the Public Works Office of Irrigation in South Sumatra Province and determine the factors that are supporting aspects of the optimization of the work program and budget. The method of data collection in this study was the method of observation and documentation. Quantitative analysis techniques were used to perform calculations on financial data. Qualitative analysis techniques were used for the assessment of the of observations conducted using CIPP Model Approach, the results of this study were the work program at the Public Works Agency for Irrigation in South Sumatera Province has largely fulfilled the economic, efficient and effective aspects. Data analysis with the CIPP Model approach concluded that it was not maximal towards the assessment of the implementation of the strategy, the measure of performance, and interpreting performance achievement.

Good asset management will contribute greatly to local governments, on the contrary if the management is bad it will also have a negative impact on the local government. Based on the background above, the researcher is interested in further analyzing the "Analysis of Optimizing the Management of Assets / Goods (State Property) in the Office of the Provincial Public Works Office of 2017-2018". Data were analyzed using validity and reliability tests for questionnaire data and Multiple Linear Regression analysis. From the results of the analysis of the results of the analysis and discussion of research on the optimality of asset management (State Property) at the Office of Public Works and Public Housing in Jambi Province which includes planning, implementation, as well as guidance, supervision, control, it can be concluded that the first hypothesis states that there is no influence significant between the planning of the optimal level of management of assets / goods (State Property) in the office of the Public Works and Housing Agency of Jambi Province in this study proved, because it does not have a positive and insignificant effect. The second hypothesis states that it has a significant influence between implementation of the optimal level of management of assets / goods (State Property) in the office of the Public Works and Public Housing Office of Jambi Province in this study is proven, because it has a positive and significant effect. The third hypothesis which states that has a positive and significant influence between the Development, supervision and control of the optimal level of management of assets / goods (State Property) at the Office of Public Works and Public Housing in the Province of Jambi in this study is proven, because it has a positive influence and significant.

The performance of the construction industry in Japan has been high due to a lack of emphasis of price. Due to rapid change in the industry environment such as social requirement of fair implementation process of public works; however, there is a deep concern that the performance of the industry is being lowered due to more emphasis on the public works getting the low price contractor. Many efforts are being made to keep its high performance in a more cost competitive environment. A comparison between the essence of public bidding reforms in Japan and principles of the Best Value Approach shows some ideas on the future of the public bidding scheme. The critical areas needing to be addressed are the importance of various levels of feedback loops in social capital management and clarification of the position of supervision for appropriate risk sharing between the public client and the vendor. Additionally, in order for local governments with insufficient engineering resources to be truly accountable, it is worthwhile studying an alternative evaluation method of proposal and performance including non-technical one.

This research aims to analyze the relationship between the fiscal capacity of district and city governments in East Java Province with uploading on the website. This research is important to find out the extent to which the Government needs to provide public information that can be accessed by the public and stakeholders, and the existence of transparency that provides a positive image for the government. This type of research is associative research. The population in this study were all-district / city local governments in East Java with a focus on 2017. Based on the criteria determined in the sample selection using purposive sampling techniques, there were 36 local governments used in the study. Research results show that the amount of wealth owned by local governments does not encourage local governments to disclose financial statements on local government websites. While local governments with high levels of leverage tend to cover their financial statements. This can be due to the higher leverage, the lower the funding obtained from creditors. The high level of leverage that is owned by local governments makes creditors will rethink in lending funds because it takes into account the ability to pay long-term obligations. In addition, the use of high debt as a source of regional financing can signal a negative performance of local governments.

The economic outlook has substantially deteriorated since the Second Review, driven by the negative effects of the COVID-19 pandemic on global economic activity and oil prices. The adverse impact of the shock on the Angolan economy, which is highly dependent on oil (95 percent of exports, two-thirds of government revenue), adds to the hardship from five consecutive years of recession. Rapid exchange rate depreciation and the decline in oil prices have pushed the public debt-to-GDP ratio to a very high level. However, continued fiscal retrenchment, prudent debt management, and debt reprofiling are expected to improve debt dynamics progressively.

Title: Identification of Slum Settlement in Wuring Area, Sikka District, East Nusa Tenggara The Wuring area, located in Sikka regency East Nusa Tenggara province. This settlement is dominated by the Bajo tribe and considered as a slum area. The identification of slum areas was carried out in order to provide basic data and slums-related information for local governments, planners, designers and area developers in making decisions or considerations in handling the slum settlement program. Determine criteria for slum areas was conducted by considering various aspects or dimensions such as the suitability of the location allotment related with spatial planning, land status (ownership), location, level of population and building density and physical, social, economic and cultural conditions of the local community. The study aims to identify and assess the location of slum areas in the Wuring area and furthermore recommend how the handling of this slum areas. For this purpose, the deductive research method using the criterias based on the Slum Settlement Identification Handbook issued by the Directorate of Settlement Development, Directorate General of Human Settlements, Indonesian Ministry of Public Works. The result of the study is that in the Wuring area has high level of slums and illegal land status.

The level of corruption has consistently been a significant social and political phenomenon that affects the level of satisfaction with the current political situation and the support of the political system. Research conducted in recent years by third sector anti-corruption foundations or professional opinion research agencies suggests areas where the public perceives greater or lesser transparency. In the last decade, this significantly included the judiciary, healthcare, political parties, education and distrust grew e.g. also against the media. On the contrary, a relatively high level of trust was maintained by representatives of local governments - municipalities and cities. Given that the perception of transparency is highly emotionally based and the public can make their judgment based on “what I have heard”, the subject of the article is transparency in the local government environment. With the support of the Operational Program Effective Public Administration and the European Social Fund, a survey was conducted among the member local self-governments of the three local action groups (LAGs). From the methodological point of view, two techniques were used. The first was questionnaire survey among the inhabitants of the affected municipalities and at the same time data were requested from the municipalities within selected processes.

This paper concerns an analysis regarding the performance of X-ray equipment as well as the radiological safety in veterinary facilities. Data were collected from 380 X-ray veterinary facilities countrywide during the on-site regulatory inspections carried out by the Greek Atomic Energy Commission. The analysis of the results shows that the majority of the veterinary radiographic systems perform within the acceptable limits; moreover, the design and shielding of X-ray rooms as well as the applied procedures ensure a high level of radiological safety for the practitioners, operators and the members of the public. An issue that requires specific attention in the optimization process for the proper implementation of veterinary radiology practices in terms of radiological safety is the continuous training of the personnel. The above findings and the regulatory experience gained were valuable decision-making elements regarding the type of the regulatory control of veterinary radiology practices in the new radiation protection framework.
