The COVID-19 pandemic has generated a wide range of socio-economic disruption, which causes devastating in numerous aspects. Our knowledge of the true health of the construction industry under the ravage of COVID-19 outbreak is largely based on very limited data. This study aims to assess the impact of pandemic on the construction industry through an investigation in Vietnam. Data were collected through 129 respondents whose online questionnaire survey completed according to their recent direct or indirect participation in delivering construction projects during the spread. The implications of COVID-19 on the construction industry were examined based on simple percentage analysis and Relative Importance Index approaches. Three principal facets of the construction industry were considered: firms' business activities, project performance, and workforce demand. The findings highlighted the multilevel, multidimensional nature of the epidemic consequences on the construction sector. Notably, the revenue and profitability, in a general sense, have decreased during the COVID-19 period, while most of the production and business costs had remained unchanged. Further, the pandemic was argued to impair construction practitioners' incomes and mental health and sabotage projects' schedule and cost.

     Suicide attacks, bombings, explosions became the part of daily life in Iraq. Consequently, the threat of terrorism put the Iraqi construction sector in the face of unique and unusual challenges that not seen on other countries. These challenges can have extensive impact on construction projects. This paper seeks to examine the impact of the terrorist attacks on construction industry and determine the extent to which the impact of terrorism on construction projects in terms of cost, schedule, and quality. This study adapted quantitative and qualitative approaches to collect data using questionnaire survey and interviews, as well as historical data. The study focused on projects that have been the target of terrorist strikes in Diyala governorate. A variety of statistical procedures were employed in data analysis. The results revealed the extent to which terrorist attacks impact construction projects in terms of cost, time, and quality. The results of this study will enhance the awareness of all construction parties to the impact of the terrorist attacks against construction projects. Eventually, this can develop a risk management assessment and assist contractors to properly protect projects and buildings to minimize injuries and fatalities in the event of terrorism.

Purpose The coronavirus disease 2019 (COVID-19) pandemic has affected the global economy and, thus, the global construction industry. This paper aims to study the impact of COVID-19 on construction project performance in the United Arab Emirates (UAE). Design/methodology/approach This study adopted a qualitative and exploratory approach to investigate the impact of COVID-19 and its policies on project performance in the UAE construction industry in critical areas of the project management body of knowledge (e.g. schedule, cost, resources and contracts). Semi-structured interview questions were asked from ten construction professional to obtain valuable insights into the pandemic’s effects on the UAE construction industry and the effectiveness of policies implemented to rectify the damage and identify the industry’s new normal. Findings The findings indicate that the construction industry faced several challenges such as schedule delays, disrupted cashflows, delayed permits, approvals and inspections, travel restrictions, serious health and safety concerns, material and equipment shortages, among others which hindered the timely delivery of construction projects. It also indicates that efforts made by the government institutions and the construction industry of the UAE such as economic support programs, digitization of processes, fee and fine waivers, health facilities, among other statutory relaxations proved effective in supporting the construction industry against the adverse effects of the pandemic. Research limitations/implications The research findings are limited to the literature review and ten semi-structured interviews seeking an expert’s opinion from industry professionals working in the UAE construction industry. The research team did not get access to project documents, contracts and project progress reports which may be required to validate the interview findings, and to perform an in-depth analysis quantifying the impact of COVID 19 on construction projects performance, which is a limitation of this research. Practical implications The implication is that, owing to the imposed lockdowns and strict precautionary measures to curb the rapid spread of the pandemic, smooth execution of the construction project across the country was affected. The government institutions and stakeholders of the construction projects introduced and implemented various techniques and solutions which effectively handled the implications of the COVID-19 pandemic on the construction industry of the UAE. Originality/value This study has identified the challenges faced by the construction industry of the UAE in the context of the management of project schedule, project cost, construction contracts, health and safety of construction employees and other related aspects of the construction projects. This study also identified the techniques and solutions adopted by various public and private institutions of the country and their implications on construction projects. Therefore, this study provides guidelines for policymakers and future research studies alike.

This article explores the impact of risk attitude on the assessment of project uncertainty encompassing both risk and opportunity and expected project performance. A survey was conducted involving project risk management experts from the construction industry, and the data collected were analyzed using various statistical techniques. The findings reveal that the impact of risk attitude significantly varies across multiple dimensions of project uncertainty and project performance. To the best of the authors’ knowledge, the association between risk attitude and project uncertainty and expected performance assessments has never been explored while capturing multiple dimensions of project uncertainty and performance.

Multiple studies have found that productivity in Chilean construction has been stagnated during recent decades; thus, creating the need to understand better what factors have led to these results in the construction sector. In the international literature, studies have found that changes are the leading cause of productivity losses in construction projects; however, limited studies have been done in Chile in this regard. This context is understood as an opportunity to learn from the existing literature about the impact of changes in construction productivity, more importantly, such learning can contribute to the discussion of productivity improvement in the Chilean construction sector. This study recommends that more studies are necessary to be done in Chile regarding the impact of changes in construction projects. Namely, future studies should be based on an extensive database of projects so that generalization can be drawn for the construction industry. Additionally, the data collection process of changes in construction should be improved, paying specific attention to the size of changes, the timing of changes, and the scale of assessment—namely activity, project, and industry levels. Ultimately, this study aims to contribute to the discussion about productivity improvement in Chilean construction as this remains one of the main challenges in the industry

Cost overrun in construction projects is a common phenomenon in Iraq. This might occur due to diversity of factors. This study aims to identify the factors influencing construction projects cost that are potentially controllable by main contractors. A field study through a questionnaire survey was directed to a sample of related Iraqi professional engineers from general contracting companies at both public and private sectors. Their opinions on the impact and frequency of each factor were investigated. The questionnaire offered (59) factors classified in (8) categories namely; legislations, financial and economic, design, contractual, site management, material, labor and equipment. The factors were ranked according to the highest Relative Importance Index (RII). The study revealed (10) major factors that are potentially controllable by main contractors namely; labor productivity, sub-contractors and suppliers performance, equipment productivity, site organization and distribution of equipment, experience and training of project managers, scheduling and control techniques, planning for materials supply, planning for equipment supply, materials delivery and planning for skilled labor recruitment. Recommendations to aid contractors and owners in early identification of these factors are also included in this study.

Total factor productivity (TFP) is of critical importance to the sustainable development of construction industry. This paper presents an analysis on the impact of migrant workers on TFP in Chinese construction sector. Interestingly, Solow Residual Approach is applied to conduct the analysis through comparing two scenarios, namely the scenario without considering migrant workers (Scenario A) and the scenario with including migrant workers (Scenario B). The data are collected from the China Statistical Yearbook on Construction and Chinese Annual Report on Migrant Workers for the period of 2008–2015. The results indicate that migrant workers have a significant impact on TFP, during the surveyed period they improved TFP by 10.42% in total and promoted the annual average TFP growth by 0.96%. Hence, it can be seen that the impact of migrant workers on TFP is very significant, whilst the main reason for such impact is believed to be the improvement of migrant workers’ quality obtained mainly throughout learning by doing.

Like other kinds of projects, construction projects are exposed to uncertainty, which plays a critical role in determining the transaction cost (TC). This study explores the uncertainty factors that are associated with construction projects that substantially influence the TC. To obtain the opinions of construction professionals, a survey questionnaire was developed after identifying 30 relevant causes of uncertainty from the literature. A survey of 216 professionals was conducted in Pakistan, and the relative importance index (RII) was used to prioritize the significant uncertainty factors that escalate the TC. Based on the responses from various construction professionals, this study determined that the most significant uncertainty factors that influence TC are: competitive tendering, incomplete design and specifications, late payments, conflict management, delayed possession of sites, force majeure, and work acceleration. This study also compared and analyzed the views of project managers and consultants and found that uncertainty from internal sources has a more significant influence on TC than that from external sources. The political and environmental groups do not contribute much escalating the TC. However, uncertainties that arise from the commercial, project site, and technical groups are more of an influence on TC. This research helps practitioners and professionals to adopt integrative systems in most uncertain situations proactively to find opportunities in volatile markets to reduce the impact of uncertainty on the total project cost.

Construction projects are of a special nature affected by many factors, which makes them exposed to multiple risks that may lead to the abandonment of projects. Recently, the Iraqi construction sector is facing a number of problems. Abandoned construction projects are one of the most common and dangerous problems in the construction industry in Iraq, with their negative effects on stakeholders, the economy, and the environment due to the lack of sufficient financial and administrative capabilities to complete construction projects, which is reflected in exceeding the time limit for the completion of projects. The aim of this research is to use the analytic network process (ANP) technique to choose the best form of Public-Private Partnership (PPP) contracts to fund abandoned projects in Iraq. using a questionnaire survey to determine the most criteria and alternatives for selecting appropriate financing for the abandoned project. The results shown final weight of the Build-Own-Operate (BOO) contract from ANP is 0.533, which is the best form of PPP contract among the alternatives proposed to fund the project.

Construction practitioners recognise that rework is undesirable due to the detrimental effects. While rework literature has examined rework causation factors in construction projects, the problem continues to plague the industry resulting in poor delivery performance. To better understand this phenomenon and given the scarcity of Malaysian-based rework study, a questionnaire survey involving 130 Malaysian construction practitioners (consultants, contractors and clients) were undertaken to obtain feedback about nature, implications, causes and solutions for rework. Data were analysed using descriptive statistical techniques to prioritise the variables studied. From the analyses, rework is a causal factor for delays and cost overruns, higher wastage and productivity inhibitor. The findings revealed the leading causes of rework are poor quality management, improper planning, lack of communication, design changes and poor subcontractor management. Some practical rework minimisation approaches are also suggested to better manage and prevent rework towards enhanced project performance.

Construction projects in all regions continues to be developed for the creation of facilities that can be utilized by the community. One of them is the construction of apartments which are now being intensively carried out to meet residential needs for the community. Making a construction project plan always refers to estimates that exist at the time development plan is made, therefore problems can arise if there is a discrepancy between the plans that have been made and the actual reality. So the impact that often occurs is the delay in the time of project implementation which can also be accompanied by an increase in the cost of implementing the project. In the construction project of Cinere Terrace Suites Apartemen & Citywalk, Jakarta there was a delay resulting in a late payment of monthly bill progress by the owner. Based on the above reasons, this research was conducted to find out how the project performance was seen from the cost and time period of the review period. how is the estimated cost and time to complete the overall project work. The method used in the analysis of this study is the Earned Value Method. Based on the results of the analysis carried out for 29 weeks the project performance on schedule has been delayed and cost shows a positive value. For the estimated completion time of the project there is an increase in time whose duration increases from the planned 98 weeks or 685 days to 109,624 weeks or 768 days. While the estimated cost of completing the project from the results of the analysis obtained a value of Rp. 270,147,448,569.16 smaller than the planned cost of Rp. 315,272,727,272.73. With the difference VAC of Rp. 45,125,278,703.57 this shows that there are benefits obtained by the contractor.
