Corruption in Nigeria, as in several other countries across the globe, is a serious scourge that continues to expose the country to developmental setbacks in the political, economic and social facets. Apart from the unquantifiable financial resources lost annually to corruption in the private and public sectors, almost all of Nigeria’s security, social, ethnic, political and religious conflicts can be traced to corruption directly or indirectly. Whistleblowing, as an anti-corruption mechanism, has proven to be effective in many parts of the world. This paper, from a background of rentierism, attempts to examine the epistemology of Nigeria’s whistleblowing policy as well as the effectiveness, limitations, and justifications for the enhancement of the policy. The descriptive design was employed as the methodology of the study. Data were obtained mainly from secondary sources. The Theory of Two Publics was employed as theoretical framework for the study. The paper identifies insufficient legal knowledge, fear of reprisals, lack of meaningful litigation, prebendalism/loyalty provisions, and cultural and historical barriers as some of the challenges of whistleblowing in Nigeria. The paper submits that the policy, though a viable one, but yet to get the backing of an enabling law as at the time of this study, should be delicately formulated, assertively promoted to the public, and speedily sent to the National Assembly for consideration and passage.

This chapter seeks to show how the society of the digital swarm we live in has changed the way individuals behave to the point that we have become Homo digitalis. These changes occur with information privatization, meaning that not only are we passive consumers, but we are also producers and issuers of digital communication. The overarching argument of this reflection is the disappearance of the “reality principle” in the political, economic, and social spheres. This text highlights that the loss of the reality principle is the effect of microblogging as a digital practice, the uses of which can either impoverish the space of people's experience to undermine the public space or achieve the mobilization of citizens against of the censorship of the traditional means of communication by authoritarian political regimes, such as the case of the Arab Spring in 2011.

The article examines the tradition of formation of the concepts “family” (famille) and “household” (ménage) in the political theory of the French lawyer, Jean Bodin. The article looks into different editions of Six Books of the Commonwealthto explore the connotations of the key concepts and the meaning that Bodin ascribed to them. As secondary sources, Bodin uses the works by Xenophon, Aristotle, Apuleus, and Marcus Junianus Justin, as well as the Corpus Juris Civilis. Bodin examines three different traditions, those of Ancient Greece, Ancient Hebrew, and Ancient Rome. Each of these traditions has its own history of the concepts of the “family” and of the “household”. Bodin refers to ancient traditions for polemics, but eventually offers his own understanding, not only of the concepts of “famille” and “ménage”, but also of the term «République», defined as the Republic, a term that (with some reservations) refers to the modern notion of state. The very fact that these concepts are being used signifies the division of the political space into the spheres of the private and the public. Furthermore, the concepts of the “family” and of the “household” are key to understand the essence of sovereignty as the supreme authority in the Republic. The author concludes that the difference between Bodin’s concepts of the “family” and the “household” lies not only in the possession of property and its legal manifestation, but also in the fact that the “household” is seen by Bodin as the basis of the Republic, the first step in the system of subordination to the authority.

This research paper aimed at presenting the traces of Altanokhy's book (Relief after severity) from a historic, political, social and economic perspectives and methodology. upon which the author relied on texts, also, based on artistic and literary elements which reflect the political era and the characteristics of AlTanokhy's personality. The research paper deals elaborately and redundantly with the topic of slave-women. from the perspective of Altanokhy in his book "Relief after Severity". Almost all nations had the knowledge of possessing women as slaves, and this wasn't restricted only to caliphs but also by their followers, the luxurious, high -class princes and their people. Hence palaces were full of slave-women. Altanokhy,in his book, had mentioned the prices of these women and the trade of them by the merchants of slaves ,also he mentioned the places of them, which were called (homes of slaves and maids. ) The role of slave-women. was not only restricted to singing, but it exceeded to excelling in different branches of science, The Holy Qura'an , literature and poetry ,besides other household chores and serving palaces or houses including cutting wood and carrying water. Furthermore, these women had a great influence on caliphs, ministers and the public.

‘Smart cities’ has become a hegemonic concept in urban discourses, despite substantial criticism presented by scholarly research and activism. The aim of this research was to understand what happens when one of the big digital corporations enters the field of real estate and land use development and urban planning, how existing institutions respond to this, and how modes of urban governance are affected. Alphabet Inc.’s plans for Toronto’s waterfront provided insights into these questions. Our investigations traced a complex web of place-making practices that involved all levels of government, the general public, and networks of actors throughout the private sector. Methodologically, the discourse was reconstructed with local fieldwork, interviews with key actors, participating in tours and public meetings, and secondary sources. It was found that Alphabet Inc.’s plan to build a world-class digital city contained some lessons for urban studies and urban planning practice. First, Alphabet Inc.’s plans, which unfolded amidst initiatives to expand the knowledge economy, confirmed concerns that the trajectory of neoliberal, market-driven land use and speculation along the waterfront remains unchanged. Second, digital infrastructures are potentially a Trojan Horse. Third, it was seen that municipalities and their modes of urban planning are vulnerable to the political economic manoeuvrings of large corporate power. Fourth, Alphabet Inc. operates as a post-political package driven by a new coalition of politics, where the smart city is sold as a neutral technology. The controversies surrounding the project, however, stirred a civic discourse that might signal a return of the political.

<p><strong>Abstract</strong></p><p>Mankind has put forth a special effort to ensure the order of society since the very beginning of it. The Ottoman State, has always ensured the public and social order like other Islamic states in the light of Allah's commandments. However, the present order started deteriorating due to dwindling basic principles (justice, merit, consultancy ...) with time which were imposed by the Shariah Law; to which the Ottoman Empire was subjected.</p><p>The radical developments in the political, economic, social and legal fields that took place in Europe had affected the Ottoman State seriously like other states. Under the influence of all these internal and external dynamics, the Ottoman Empire started quest for a new order and attempted to bring a series of reforms under the name of westernization or modernization. Thus in the Ottoman State, besides these reform movements, the idea of creating a constitution had also emerged.</p><p>This study tries to find out the internal and external dynamics in the formation of Kanun-ı Esasi which was the first constitution of the Ottoman Empire in the modern sense and the consequences of this quest for order.</p><p><strong>Öz</strong></p><p>İnsanoğlu, var olduğundan beri yaşadığı toplumun düzenini temin edebilmek için özel bir çaba göstermiştir. Kuruluşu itibariyle Ortaçağ devletlerinden olan Osmanlı Devleti, diğer İslam devletleri gibi kamu ve toplum düzenini her zaman Allah’ın hükümleri doğrultusunda tesis etmiştir. Ancak Osmanlının   tâbi olduğu şer’i hukukun vaz ettiği temel prensiplerin (adalet, liyakat, meşveret…) zamanla göz ardı edilmesi ile mevcut düzen bozulmaya başlamıştır.</p><p>Avrupa’da meydana gelen siyasal, ekonomik, toplumsal ve hukuk alanlarındaki köklü gelişmeler Osmanlı Devleti’ni ciddi anlamda etkilemiştir. Tüm bu iç ve dış dinamiklerin tesiriyle yeni düzen arayışına giren Osmanlı Devleti, batıcılık ya da modernleşme adı altında bir dizi reform teşebbüslerinde bulunmuştur. Osmanlı Devleti’nde bu reform hareketlerine paralel olarak bir anayasa oluşturma düşüncesi de böylece ortaya çıkmıştır.</p><p>Bu çalışmada Osmanlının modern anlamda ilk anayasası olan Kanun-ı Esasi’nin oluşumuna kaynaklık eden iç ve dış dinamiklerin neler olduğu ve bunların tesirleri ortaya konulmaya çalışılmıştır.</p>

This chapter presents the different theoretical texts that informed our study and interpretation of empirical data. We review selected health services and social science literature to provide insights on the mobilization of knowledge in the health care sector, with specific attention to practice-based examples. We include a critical reading of perspectives on evidence-based management (EBMgt) which takes its lead from evidence-based medicine (EBM). Drawing on insights from the strategic management literature, and the Resource-Based View (RBV), we discuss how knowledge is understood as a valuable asset, and explore some implications for public services and health care settings. We conclude by contributing a novel perspective on the political economy of public management knowledge production—a macro-level analysis that seeks to explore how interactions at the political, economic, and policy levels shape the institutional context for management knowledge use in the public sector.

In recent times, the political impetus gathered by the greater public environmental awareness has resulted in an explosion in the volume and complexity of mandatory environmental standards imposed on almost all industry, but particularly on mining and petroleum operations.1 Pressure exerted by the public (including shareholders) requires that companies not only take their mandatory requirements seriously, but that they also voluntarily assume certain environmental responsibilities. These pressures have and will result in higher levels of expenditure for many companies in areas not previously incurred, highlighting the need for adequate taxation relief to be provided.The paper examines firstly the deductibility of rehabilitation and environmental expenditure under Section 51(1) of the Act. Further, it examines specific provisions within the Act available to all companies which relate to expenditure on environmental impact studies, or for the protection of the environment. The paper also examines rehabilitation provisions which relate specifically to the mining industry. The discussion includes consideration of recent leading cases such as the MIM Case and the AMC Case.While the paper looks at the deductibility of such costs generally, it is directed at the mining and petroleum industries and seeks to identify practical examples that would be encountered by petroleum explorers. The paper also seeks to identify weaknesses within the current legislative framework that adversely affect companies carrying out rehabilitation and other environmental activities.

The problem of economic growth perspectives in Russia is the most actual one both in the political, economic and social aspects. Obviously, the possibility of avoiding the stagnation first of all depends on effective investments. After a long and deep depression almost all industries could increase the production for some time by means of better utilization of productive capacities. This offered time for working out the development projects and creating the investment basis of growth. Has this possibility been realized? The analysis shows that investment activity is aimed not at overcoming but at fixing of the structural diseases of the Russian economy and stagnation of the processing industries.

Chen Zhongshi’s novel, White Deer Plain, is a complex text revealing the social, political, economic, and cultural dimensions of a community in transformation in which multiple public spaces coexist and struggle to survive. As a reinterpretation of the novel, this article examines three types of public spaces: the popular, the political, and the cultural-educational, respectively. Focusing on the forms of depiction, the inner workings of the public spaces, the overlapping between different spaces and their expansion, this article aims to delineate the trajectories of the rise and fall of such public spaces and explore their entangling and association with modernity.

The impact of intergovernmental grants on the expenditures of recipients has been the focus of considerable investigation, while their impact on the relative sizes of the public and private sectors has been given little more than brief discussion. No well-defined structure has emerged to explain how a system of intergovernmental grants might affect public sector size. This article is a first attempt at such a structure. It investigates the impact of intergovernmental grants by comparing public sector size in the presence of conditional lump-sum grants to public sector size in their absence for given grantor and recipient preferences on the allocation of financial resources between the private and public sectors. Implications are drawn from the model and comments are made pertaining to the empirical investigations of grant effects on recipient governments spending.
