Impact Assessment of Uranium Exploration Liabilities in Albania

Former uranium mining and milling activities in Central and Eastern Europe have resulted in a number of environmental and radiological hazards to the local populations of these countries. Depending on the nature of the activities undertaken, the results can range from a small number of large liabilities (e.g. tailings heaps, ponds, etc) through to a large number of much smaller liabilities (e.g. exploration adits, contaminated rubble, etc). Where a small number of liabilities exist (e.g. Slovakia [1]), a detailed dose assessment is appropriate, from which decisions about the need (or otherwise) to remediate can be made. Where a large number of smaller liabilities exist (over six districts in Albania), time and cost constraints preclude this approach. Nevertheless, the radiological hazard from the smaller liabilities needs to be evaluated at some level of detail, to determine if remedial action is required. The focus of this paper is to assess the impact of six former Uranium exploration sites in Albania. Albania has a mountainous geography. About three-quarters of its territory consists of mountains and hills with elevations of more than 650 feet (200 metres) above sea level; the remainder consists of coastal and alluvial lowlands. The North Albanian Alps, an extension of the Dinaric mountain system, cover the northern part of the country. With elevations approaching 8,900 feet, this is the most rugged part of the country. It is heavily forested and sparsely populated, and most people there make a living at forestry or raising livestock. The six former mining sites are generally in relatively remote locations, however some are in proximity to towns and villages. In total Uranium exploration activities have led to the creation of around 1500 small liabilities. The cost and time required to undertake site-specific assessments for all 1500 liabilities would be considerable, and only limited data were available on these liabilities. Much of the historical data were gathered many years ago and it was considered that they were not to assess current liabilities. The proposed solution for the assessment of liabilities in Albania consisted of three principal subtasks: 1. Development of a screening assessment methodology that could be applied easily and quickly by local Albanian workers; 2. Development of a simple proforma outlining data requirements for the screening assessment, followed by data collection by local Albanian workers; 3. Analysis of the screening assessment results and subsequent decisions regarding which of the liabilities require intervention measures to reduce doses. The focus of this paper is the methodology of subtasks 1 and 2. The objective of the screening assessment is to distinguish those liabilities of only limited environmental impact from other liabilities of potentially significant environmental impact. It was expected that a large number of liabilities would be eliminated from further consideration, and this was found to be the case. This enabled the limited project resources to be deployed to determine the degree to which the remaining liabilities do, in practice, impact upon the environment and human health.

ABSTRACT The fate of 86,000 metric tons (t) of Gullfaks crude oil at the Braer incident was governed by the process of natural dispersion. The overall impact of the spill was minimal in time and extent indicating that dispersing oil spilled at sea can reduce the impact of oil spills. Experimental work in the North Sea has shown that the characteristics of the oil played a critical role in promoting the dispersion process. The Braer incident provides support for the use of dispersants to reduce the environmental impact of a spill in cases where the oil type is less amenable to natural dispersion.

As a result of a number of constitutional reforms in recent decades Belgium is now a federal state. The societal evolution and the historical devolution of competencies have resulted in a multi-actor policy approach at different policy levels: municipal, provincial, regional and national (federal). Competencies regarding particular policy fields like the environment are often not attributed to one policy level. The application of policy instruments in such a framework leads to complex processes and regulatory frameworks for decision-making within Belgium. The transposition of the consecutive EU Directives has resulted in a growing environmental impact assessment practice. (E)IA approaches and requirements are found in horizontal as well as in specific legislation. The application of the impact assessment frameworks has raised questions about the coherence of both proponents and authorities have to deal with these institutional features. Institutions provide not only for frameworks; they are also stakeholders in decision-making and have an interest in impact assessment. Most EIA legislation is, however, to be found at the regional level, except for the projects in the Belgian marine environment and nuclear installations which have remained a federal issue. Yet, for certain projects and even plans – e.g. on the North Sea coastline in Flanders, the only coastal region in Belgium – the decision-making process requires the application of both the federal and regional legislations. Later on the transposition of the Strategic Environmental Assessment Directive of 2001 revealed a more profound “impact” on decision-making processes. The final adoption of federal and regional SEA legislation happened in the course of 2006-2008. This article briefly outlines EIA and SEA (and emerging IA) regulations at the Belgian federal and regional policy levels. Furthermore, some particular issues regarding the involvement of stakeholders and consultants as an element of impact assessment quality requirements are explored.

Power and desalination plants are very important in the Arabian Gulf region to provide water and electricity. Abu Dhabi, United Arab Emirates has a number of power and desalination plants. One of these plants is Umm Al Nar plant. It is located inside a lagoon north of Abu Dhabi Island, which is the North Lagoon. Hydrodynamic study was carried out to investigate the impact of constructing a temporary closure dam in the tidal water near the plant intake on the flow pattern and the recirculation of effluent discharges from the outfall to the intake of the plant. The effect of the proposed dam on the mangroves in the vicinity of the plant was investigated. Two dimension hydrodynamic numerical flow model simulates the study area was used in the study. The hydrodynamic and environmental impact of the proposed dam was evaluated by comparing the results of the model computations with and without the dam simulation.

Background: Though the introduction of modern safer underground coal mining methods and automation, mine accidents still cause loss of lives, time, and money. This paper aims to analyze in detail the causes of safety and environmental issues in the coal mining industry, as well as the impact of IoT on coal mining.Method: A systematic review was conducted. A comprehensive search involving Web of Science, Google Scholar, Scopus, and Science direct databases was conducted using a combination of the following keywords: mining accidents, coal mining injuries, human error in mining, intelligent mining, etc. The inclusion criteria: (1) the study was published between January 2000 and June 2020; (2) the participants were coal mining employees/coal mining accidents and accidents were work-related; (3) the study focused on identifying causes of coal mining safety issues or accidents, factors that influence unsafe behaviors and accidents in coal mining, coal mining rescue management, coal mining rescue plan, coal mining environmental impact, mining information technology, intelligent mining; (4) the study was published in a refereed journal; (5) the study was written in English. In this paper, articles were retained if they were original studies.Results: A total of 59 papers were reviewed in detail. Safety issues in coal mining and the impact of IoT were identified and categorized into three main factors: general safety issues, environmental factors, and mining information technology. Recently, the coal mines had become mechanized and automated leading to improved safety, productivity, and cost. However, Human factors such as lack of appropriate skill, lack of experience, perceptual error, and unsafe behaviors, as well as lack of detailed emergency rescue plan were the leading causes of coal mining injuries. Furthermore, abandoned mining sites' carbon emission is greater than active sites.Conclusion: The study recommends further research to be conducted using different psychological models to understand human factors and design effective safety management systems. And the environmental impact of abandoned mining sites should be given due attention.

Are there any common patterns in the transition processes from traditional and more or less sustainable forest management to exploitative use, which can regularly be observed both in central Europe and in the countries of the South (e.g. India or Indonesia)? Attempts were made with a time-space-model to typify those force fields, in which traditional sustainable forest management is undermined and is then transformed into a modern type of sustainable forest management. Although it is unlikely that the history of the North will become the future of the South, the glimpse into the northern past offers a useful starting point for the understanding of the current situation in the South, which in turn could stimulate the debate on development. For instance, the patterns which stand behind the conflicts on forest use in the Himalayas are very similar to the conflicts in the Alps. In the same way, the impact of socio-economic changes on the environment – key word ‹globalisation› – is often much the same. To recognize comparable patterns can be very valuable because it can act as a stimulant for the search of political, legal and technical solutions adapted to a specific situation. For the global community the realization of the way political-economic alliances work at the head of the ‹globalisationwave›can only signify to carry on trying to find a common language and understanding at the negotiation tables. On the lee side of the destructive breaker it is necessary to conserve and care for what survived. As it was the case in Switzerland these forest islands could once become the germination points for the genesis of a cultural landscape, where close-to-nature managed forests will constitute an essential element.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

BackgroundThere is an emerging debate that general practice in its current format is out-dated and there is a requirement to move to a federated model of provision where groups of Practices come together. The emergence of federations has developed over the past 5 years but the factors that influence how federations develop and the impact of this new model is an under researched area.AimThe study explored the rationale around why a group of independent GP practices opted to pursue an alternative business venture and the benefits that this strategy offered.MethodA single organisational case study of a federation in the North of England was conducted between 2011–2016. Mixed methods data collection included individual and group semi-structured interviews and quantitative surveys.ResultsFederations promote collaborative working, relying on strategic coherence of multiple individual GP practices through a shared vision and common purpose. Findings revealed many complexities in implementing a common strategy across multiple independent businesses. The ability of the federation to gain legitimacy was two dimensional – externally and internally. The venture had mixed successes, but their approach to quality improvement proved innovative and demonstrated outcomes on a population basis. The study identified significant pressures that practices were experiencing and the need to seek alternative ways of working but there was no shared vision or inclination to relinquish individual practice autonomy.ConclusionOrganisational development support is critical to reform General Practice. Whether central funding through the GP Five Year Forward View will achieve the scale of change required is yet to be evidenced.

The presented study analyzes the opportunities for North Korea to capitalize on its competitive advantages in foreign trade in the context of sanctions.Aim. The study aims to identify mechanisms that allow North Korea to engage in foreign trade in circumvention of UN sanctions and to analyze their impact on the national economy.Tasks. The authors analyze the structure of North Korea’s national economy, its initial competitive advantage, identify the specific features of North Korea’s foreign trade in the context of sanctions, and determine the consequences of illicit trade in circumvention of sanctions for the national economy.Methods. This study uses an interdisciplinary approach that combines the classical theory of competitive advantage with the concept of rent seeking, with the concept of rent seeking and analysis of trade flows.Results. The study shows that, despite the restrictions imposed by sanctions, North Korea strives to make the most of its advantages, such as resource availability and cheap labor, in global trade. The country builds its own export-import chains in circumvention of sanctions. These chains are rather mobile, flexible, and controlled by the elite. As a result, benefits from trade that could be evenly distributed among the population are concentrated in the hands of a narrow segment of society. ‘Rent seeking’ makes it possible to formulate the negative consequences of these processes for the North Korean economy and the international community.Conclusions. Solving the North Korean issue requires an economic transformation in the country through the replacement of restrictive sanctions with more constructive ones. The exclusion of North Korea from open global trade leads to the country’s marginalization and impairs the transparency of international commodity flows.

The main environmental problems associated with fish farming in Denmark are attributable to the dam, the “dead reach” and nutrient and organic matter discharge. The environmental regulation of fish farming in Denmark started with the Environmental Protection Act of 1974, the Statutory Order of 1985 forbidding wet feed, and the Action Plan on the Aquatic Environment of 1987. In the case of freshwater fish farms, the latter was implemented through the measures stipulated in the 1989 Statutory Order on Fish Farms. The impact of Danish legislative measures to reduce and regulate the environmental effects of freshwater fish farms can be summarized as follows: - the number of fish farms has been reduced from about 800 in 1974 to about 500 at present; - production has tripled since 1974 and has been stable since 1989; - a change from wet to dry feed has reduced the environmental impact of the farms; - the national goals of the Action Plan on the Aquatic Environment of 1987 for reducing fish farm discharges of organic matter, nitrogen and phosphorus have been fulfilled. The main remaining problems are that: - the local impact of fish farms on downstream stream quality is still much too high in about 15% of cases; - the problem of the passage of migrating invertebrates and fish is still unsolved at some farms; - the problems posed by “dead reaches” are still unsolved. It is concluded that sustainable fish farming is possible in Denmark, but with the present technology production will have to be significantly reduced.
