Improvement of the Management of Institutional Radioactive Waste in Slovenia

The Central Storage Facility (CSF) in Brinje is the only storage facility for institutional radioactive waste in Slovenia. The storage has been in operation since 1986. Since the year 1999, operation of the CSF in Brinje and managing of institutional radioactive waste in Slovenia has been under the control of Agency for Radwaste Management (ARAO). At the time of taking over the CSF, the waste in store was not fully characterized and in some cases the available data did not match records and inventories. Besides this, some shielded containers and drums were degraded, which creates a potential risk of uncontrolled spread of contamination. In addition, in 1999 the Slovene Nuclear Safety Administration (SNSA) requested the ARAO to perform refurbishing works in the CSF in order to reinforce and tighten the building on the one hand, and characterize and condition radioactive waste in store on the other. In order to improve the existing situation ARAO lunched considerable assistance and know-how transfer through training and other technical cooperation within the IAEA and the EC projects. In this context, several projects have been carried out in the period between 1999 and 2007. However, these projects only addresses one third of the total inventory of radioactive waste. In particular, the radioactive waste in the form of bulky material, which occupies a significant surface of the CSF, will not be processed. Therefore, the implementation of new project in the frame of EC Transition Facility programme entitled “Improvement of the Management of Institutional Radioactive Waste in Slovenia” has been carried out in December 2007. Through a public invitation for tenders, an international Consortium consists of Belgian and Slovene radwaste experts gained the contract. The project was executed in ten months and it was divided into three tasks of treatment and conditioning according to the type of packaging: - waste packed in drums, - contaminated or activated bulky items and - spent sealed radioactive sources. The implementation of the project enabled the ARAO to meet the requirements for improving the institutional radioactive management and the storage facility itself. It also improved knowledge of the ARAO’s staff in treatment and conditioning technologies for the future management of the CSF. The results of the project and operating experience regarding the waste management in the CSF which were obtained through this project are presented in this paper.

In attempting to present some observations on the kind of information on the Earth’s resources which may be obtained from spacecraft and space satellites, I think I should explain that I speak as a geographer with research interests in the field of biogeography/geobotany where I have been concerned with the use of vegetation in mineral exploration work and in the assessment of land potential for agricultural and other uses. In the course of this work I have come to appreciate major problems of regional or even continental dimensions and have become aware of the great potential offered by suitably equipped Earth resources satellites for providing information which would assist their solution. At the same time I have come to recognize the great contribution which Earth resources satellites can make in the fields of agriculture, forestry and conservation, topographical and geological mapping, hydrology, oceanography, land use and urban planning, to mention but a few. As a setting for my subsequent remarks I would like to state what I believe to be the relative positions of the U. S. A. and the U. S. S. R. on the one hand and this country and certain West European countries on the other with regard to the acquisition of information from Earth resources satellites. America and Russia have led the world in space research. They have the resources, the facilities and the technical know-how for placing spacecraft and satellites in orbit. For the effective development of Earth resources satellites, however, ground control information is essential. Here this country, together with member and former member countries of the Commonwealth possesses a body of people scattered through universities, government departments and organizations, commerce and industry whose firsthand knowledge of remote terrain in many parts of the world is unrivalled. This knowledge harnessed into an Earth resources satellites programme could enable this country to make a leading contribution to the development of the less developed parts of the world and at the same time materially assist the economy of this country.

The main goal of the article is to present the possibilities and methods of research on the Rurikid’s matrimonial policy in the Middle Ages on the example of a selected group of princes. As the subject of studies were chosen Mstislav Vladimirovich and his children. In total, 12 matrimonial relationships were included. The analysis of the source material revealed very unfavorable phenomena from the perspective of the topic under study. The Rus’ primary sources gave information on the conclusion of just four marriages out of twelve. The next four matrimonial arrangement inform foreign sources (Scandinavian and Norman). It should be emphasized particularly strongly that – save for two exceptions of Scandinavian provenance – the sources convey no information whatsoever as regards the political aims behind this or that marriage agreement. It appears, then, that the chroniclers of the period and cultural sphere in question did not regard details concerning marriages (such as their circumstances or the reasons behind them) as “information notable enough to be worth preserving”. Truth be told, even the very fact of the marriage did not always belong to this category. Due to the state of preservation of primary sources the basic question arises as to whether it is possible to study the Rurikids’ matrimonial policy? In spite of the mercilessly sparse source material, it is by all means possible to conduct feasible research on the Rurikids’ marriage policy. One must know how to do it right, however. Thus, such studies must on the one hand be rooted in a deep knowledge of the relevant sources (not only of Rus’ provenance) as well as the ability to subject them to astute analysis; on the other hand, they must adhere to the specially developed methodology, presented in the first part of the article.

This chapter reviews the issue of information overload, introducing the concept of “infoxication 2.0” as one of the main downsides to Web 2.0. The chapter describes some of its potential effects on the learner, on the one hand, and puts forward some solutions to deal with the informational and communication barrage worsened by Web 2.0 plethora, on the other. The review of the issue reveals that although the problem of information overload has existed for many years, the massive abundance of fragmented Web 2.0 informational and communicative resources for the language learner might become an obstacle, i.e. it is often difficult to find what’s useful. Two kinds of solutions are identified, those based on common sense and time management, and those based on technology agents such as RSS readers and especially the future generation of RSS mash-up tools. An emphasis is placed on the role of the teacher as the facilitator to provide the know-how on these tools.

Remediation of a spent nuclear fuel (SNF) and radioactive waste (RW) temporary storage facility is a multifaceted process that includes a number of stages, such as development of a remediation programme, performance of comprehensive engineering and radiological survey, development of a remediation design, removal of SNF and RW up to the site cleanup. At any stage of the remediation, making of justified decisions is ensured by availability and completeness of associated information. Huge amount of information has to be managed. Therefore an information analysis system (IAS) was developed by the National Research Centre «Kurchatov Institute» within the framework of the project for environmental remediation of the SNF and RW temporary storage facility in Gremikha with financial and technical support provided by France (CEA) and the Russian Federation (Rosatom). The IAS accumulates all information about the project: technical and radiological characteristics of objects/facilities, cartographic information, documentation, data on the project participants, technologies and equipment involved. The IAS architecture includes the following functional subsystems: data management, data analytical processing, project management, geoinformation, 3D modeling, and public information. The IAS allows developers and performers of environmental remediation of the SNF and RW temporary storage facility in Gremikha to fulfill tasks arising at all stages of the work. The IAS operating experience can be transferred for use during surveys and remediation of any radiation hazardous facilities.

Professor Clark's splendid essay represents a step forward from which there should be no retreat. Our de facto moral cognition involves a complex and evolving interplay between, on the one hand, the non discursive cognitive mechanisms of the biological brain, and, on the other, the often highly discursive extra-personal “scaffolding” that structures the social world in which our brains are normally situated, a world that has been, to a large extent, created by our own moral and political activity. That interplay extends the reach and elevates the quality of the original nondiscursive cognition, and thus any adequate account of moral cognition must address both of these contributing dimensions. An account that focuses only on brain mechanisms will be missing something vital.

In this paper, I will try to propose a general characterisation of the spirit in Hegel'sEncyclopaedia. This characterisation is based on the opposition between nature and spirit. More precisely, in my view the Hegelian spirit can be defined as the activity of bringing the natural exteriority back to a living totality.We know that for Hegel the notion of spirit takes so many shapes that their unity is difficult to find. For instance, what does the soul in the subjective spirit, property in the objective spirit and the cult of the Greek gods in the absolute spirit have in common? Furthermore, when we consider property, for example, the problem is knowing if the spirit is here constituted by the owner, by the deeds of ownership or by the living relationship between the owner and the possessed goods.Moreover, the Hegelian spirit is a philosophical descendant of several different traditions. The question is, therefore, to know how these traditions are linked in the Hegelian notion. I will present these briefly before stating my general hypothesis about the definition of the spirit.First, the Hegelian spirit is connected to thenoûsof the Greek philosophers (the Latinspiritus, intellectus). Thenoûs— on the one hand, an immaterial entity leading the universe, and, on the other, a faculty of the soul — is most often distinguished by its separate and rational nature. For Hegel too, the spirit, as a non-perceptible entity, constitutes the freest and most rational stage in the development of the Idea.

Kenngrößen sollten Intuition und Erfahrung von Unternehmern sowie Führungskräften bei der Entscheidungsfindung und Entscheidungsdurchsetzung unterstützen. Dabei ist zweierlei zu bedenken: Zum einen sind unternehmensspezifische Bedürfnisse in das Berichtswesen und das Kennzahlencockpit zu integrieren und zum anderen bedeutet die Umsetzung von Personalmaßnahmen vor allem auch Transparenz zu schaffen und Kommunikation zu pflegen. Since personnel and know-how are cornerstones of the company´s innovative and competitive capabilities, utilization of relevant personnel information is absolutely essential for a future orientated development of companies. Key performance indicators support intuition and experience of entrepreneurs and managers in decision making. While doing so company specific needs have to be taken into account in designing reporting and data cockpits on the one hand. On the other hand implementation of personnel related activities always demands transparency as well as timely and continuous communication. When, on his way back to Manhattan from Kennedy Airport where he has picked up his girlfriend Maria, Sherman McCoy, the protagonist of Tom Wolfe's The Bonfire of the Vanities, takes a wrong exit, he gets lost and ends up in the Bronx. This is Sherman's first meeting with the Bronx, and it turns out to be nothing less than a catastrophe. A wealthy Wall Street stockbroker with a very WASP background, Sherman McCoy has lived his life under conditions as remote from those of any child growing up in the Bronx as can possibly be. The distance between McCoy's Manhattan – that of his business address, Wall Street, as well as his private one, Fifth Avenue – and the Bronx may not be great in geographical terms; in economic and psychological terms, however, it is enormous. In the Bronx, McCoy encounters “the other” America, the poor, non-white, and violent America from which his sheltered background has successfully shielded him until he is well into his thirties. He, or rather his girlfriend Maria, runs down and mortally wounds a young black man – an accident for which later Sherman gets all the blame and is put to trial. Puzzled and frightened, Sherman does not quite know how to relate to the Bronx and to the accident, and it is Maria who finally has to enlighten and explain to him what it is all about:Sherman, let me tell you something. There's two kinds a jungles. Wall Street is a jungle. You've heard that, haven't you? You know how to handle yourself in that jungle…. And then there's the other jungle. That's the one we got lost in the other night, in the Bronx…. You don't live in that jungle, Sherman, and you never have. You know what's in that jungle? People who are all the time crossing back and forth, back and forth, from this side of the law to the other side…. You don't know what that's like. You had a good upbringing. Laws weren't any kind of a threat to you. They were your laws, Sherman, people like you and your family's…. And let me tell you something else. Right there on the line everyody's an animal – the police, the judges, the criminals, everybody (p. 275).

The use of mobile technologies is reshaping how to teach and learn. In this paper the authors describe their research on the use of these technologies to teach physics. On the one hand they develop mobile applications to complement the traditional learning and to help students learn anytime and anywhere. The use of this applications has proved to have very positive influence on the students' engagement. On the other hand, they use smartphones as measurement devices in physics experiments. This opens the possibility of designing and developing low cost laboratories where expensive material can be substituted by smartphones. The smartphones' sensors are reliable and accurate enough to permit good measurements. However, as it is shown with some examples, special care must be taken here if one does not know how these apps used to access the sensors' data are programmed.

The theory of games as a domain of mathematics is one of the methods proper for making decisions in the world of economics when we do not know how the other subjects are going to act. It seems to be a suitable tool for gambling on the stock exchange. During gambling on the stock exchange, the problem of the choice of proper portfolio appears; the player wants both great profit and low risk. It is reasonable to limit the choice only to portfolios which belong to the effective set. Then the decision of choice of a particular portfolio is individual and depends on the player and his aversion to the risk. In this article this problem is presented as the game that is, the inner conflict of the player. On the one hand he is expecting a great profit, yet on the other hand he is expecting a low risk. Which portfolio should be pointed out to give the satisfaction to the player? The solution of this problem presented in this work is based on the theory of games, which treats the search for a proper portfolio as a two-person game. A suitable game was formulated and described. The analysis of the game as a cooperative one was performed. There is also an example provided explaining the way of acting with data coming from the stock exchange in Warsaw.
