Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

This exploratory review of the literature provides a comprehensive overview of the settings that are available to the planner when managing participatory strategic planning of spatial socio-economic development on the local level. We contextualize individual potential configurations of participation in local development planning practice, documented in a number of case studies from different parts of the world, in order to reflect the multidimensionality of the participatory planning process. These reflections are used to build a participation plan model, which aimed to help local planners, especially local governments, to optimize the participation of local stakeholders, according to the specifics of the local environment. The paper evaluates the options of planners to manage the participation from perspective of the organization of participation, the determination of its scope, selection of stakeholders, methods and techniques of communication, decision-making and visualization, as well as the deployment of resources, or the possibility of promotion and dissemination of information. As a practical implication of this review, we compose a participation matrix, which is intended to be an auxiliary tool for planners to establish own locally-specific participation plans and that can serve as tool for education, or life-long learning of planners.

The early independence period in Tanzania was not simply an ante-chamber to the post-Arusha Declaration period of Ujamaa. The state undertook to incorporate, for the first time, the people of Tanzania in the formal development planning structures in an attempt to marry national developmental objectives to local needs. Self-help, or ‘nation building’ as it was also known, was an attempt to bring consensus and dialogue to the planning process. The scale of self-help activity unleashed by its formal adoption as part of rural development policy caught the government by surprise, however, and raised fears over the level of control that local government in particular was able to exert over popular efforts in development. The gradual emergence of statism in Tanzania, in place by the end of the decade, was in large part the response of a panicking state, fearing an imminent crisis in its power to direct development policy, and maintain command over scarce resources.

Economic development at the municipal level often necessitates that local governments make trade-offs between firm- and locality-based strategies. In recent decades, economic development researchers have described these efforts over time as exhibiting certain patterns and metaphors: as a series of waves, as embodying a type of lock-in effect, and as a policy layering process; however, the mechanisms behind these patterns remain unclear. This article draws upon 30 years of economic development policy decision making across the United States to understand what leads local governments to prioritize growth- or equity-oriented policies. We find that equity-enhancing economic development policies are more likely when local governments face less competitive pressure, have greater resource capacities, and experience greater intergovernmental involvement in the economic development planning process. Leveraging these factors can aid governments as they struggle to navigate a more sustainable path toward growth and equity.

Pembangunan wilayah pesisir dan perbatasan memiliki banyak tantangan dan permasalahan, diantaranya adalah ketidakselarasan antara pemerintah pusat dan daerah. Rendahnya nilai akuntabilitas kinerja pembangunan yang termuat dalam Rencana Kerja Pembangunan Daerah (RKPD) adalah salah satunya. Penelitian ini bertujuan untuk menganalisis tingkat penguatan koordinasi fungsional terhadapRKPD yang berorientasi pada percepatan pencapaian Indeks Pembangunan Manusia (IPM). Penelitian ini dilaksanakan pada bulan Maret – Juni 2016. Lokasi penelitian di Kabupaten Sambas yang merupakan wilayah pesisir dan perbatasan dengan potensi sumber daya perikanan yang cukup besar. Data primer dan sekunder digunakan dalam penelitian ini. Penelitian ini menggunakan metode survey dengan angket sebagai alat bantu pengumpulan data. Informan dipilih secara purposive sampling sebanyak 42 orang pejabat struktural lingkup Satuan Kerja Perangkat Daerah (SKPD) di Kabupaten Sambas. Data kualitatifdianalisis secara deskriptif dan data yang bersifat kuantitatif dianalisis dengan pendekatan statistik. Hasil penelitian menunjukkan bahwa pembangunan manusia di Kabupaten Sambas fluktuatif dalam periode 2010 – 2015, namun secara agregat mengalami peningkatan. Penurunan tingkat kesejahteraan dicerminkan oleh nilai IPM berkorelasi dengan penurunan laju pertumbuhan nilai Produk Domestik Regional Bruto (PDRB) per kapita. Laju pertumbuhan PDRB sub sektor perikanan terus meningkat yang menandakan bahwa sub sektor perikanan lebih stabil dan dapat diandalkan sebagai sub sektor unggulan. Hasil analisis penguatan koordinasi fungsional RKPD menunjukkan bahwa koordinasi lingkup SKPD di Kabupaten Sambas sudah memiliki kinerja yang baik, yaitu dengan rata-rata nilai skor secara keseluruhan adalah 2,32 (77,21%) dan masuk ke dalam klasifikasi “kuat”. Kinerja yang baik ini dapat menjadi modal utama dalam proses perencanaan pembangunan Kabupaten Sambas sebagai wilayah pesisir dan perbatasan sehingga dapat menjadikan Kabupaten Sambas sebagai salah satu wilayahperbatasan yang berkembang.Title: Strenghtening of Coordination of Functional Work Plan of Local Government (RKPD) Through Development Coastal Areas Based on Human Development Index (A Case Study in Sambas Regency, West Kalimantan)Development of coastal areas and the border has many challenges and problems, including the lack of central and local governments policys. The low performance accountability of development policy in RKPD is one of the issues. This study aimed to analyze the level of functional coordination strengthening against RKPD oriented to accelerate the achievement of Human Development Index (HDI). This study was conducted in March-June 2016. The research location in Sambas Regency which is the border with the coastal areas and has its potential fisheries resource. Primary and secondary data were used in this study. This study uses a survey by questionnaire as a tool for data collection. purposive sampling as many as 42 people SKPD scope of structural officials in Sambas regency. Data were analyzed descriptively qualitative and quantitative data was analyzed by a statistical approach. The results showed that the human development index in Sambas regency fluctuated in the period 2010 - 2015, aggregatlye increased. Decreased levels of well-being mirrored by HDI value correlates with decreased growth rate in the value of GDP per capita. GDP growth rate fisheries sub-sector continues to increase indicating that the fisheries sub-sector is more stable and reliable as the leading sector. The results of the analysis of functional coordination enhancement RKPD show that the coordination sphere SKPD in Sambas district already has a good performance, with an average value of the overall score was 2.32 (77.21%) and can be classified as “strong”. This good performance can be a major capital in Sambas district development planning process as coastal and border regions in order to make Sambas district became one of the developing border areas.

Citizen participation in the city development planning process is guaranteed by law in every civil society. In Poland, the participation of local communities in spatial planning has been evolving since the political transformation of the years 1989/1990. Changes that occur in the participation process are a result of the formation of civil society and a resulting increase in social awareness on possibilities of expressing one's needs and influencing planning decisions of local governments, as well as modifications in laws and regulations. The article presents the experience gathered in the field of extended social participation in the procedure of drawing up local spatial development plans, on the example of ongoing work on plans for the village of Józefosław in Piaseczno, nearby Warsaw. The problems identified in the area covered by the plans and their origins have been characterized, the assumptions of the plans, whose main purpose is to alleviate diagnosed problems and respond to the needs of the inhabitants, articulated at various stages of the planning process. Then the scope and results of the various phases of social participation – preplanning and based on formal planning procedures – have been described. The experience gained from the phase of public consultation during the preparation of local plans for the village of Józefosław allowed us to draw more general conclusions about participatory procedures specified in the binding regulations, which were included in the summary.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
