Citizen participation in the city development planning process is guaranteed by law in every civil society. In Poland, the participation of local communities in spatial planning has been evolving since the political transformation of the years 1989/1990. Changes that occur in the participation process are a result of the formation of civil society and a resulting increase in social awareness on possibilities of expressing one's needs and influencing planning decisions of local governments, as well as modifications in laws and regulations. The article presents the experience gathered in the field of extended social participation in the procedure of drawing up local spatial development plans, on the example of ongoing work on plans for the village of Józefosław in Piaseczno, nearby Warsaw. The problems identified in the area covered by the plans and their origins have been characterized, the assumptions of the plans, whose main purpose is to alleviate diagnosed problems and respond to the needs of the inhabitants, articulated at various stages of the planning process. Then the scope and results of the various phases of social participation – preplanning and based on formal planning procedures – have been described. The experience gained from the phase of public consultation during the preparation of local plans for the village of Józefosław allowed us to draw more general conclusions about participatory procedures specified in the binding regulations, which were included in the summary.

The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

A new ski resort village plan proposed for Lake Louise in Banff National Park triggered intense opposition at public hearings in 1972. Local proponents, backed by Imperial Oil, had entered into agreements to expand services at Lake Louise, which led to federal public consultations. We investigate Parks Canada’s early public consultation process and how it was institutionalized in federal policy making from 1964 to 1979. Public debate was significant and influenced political decisions in the Village Lake Louise controversy. The National and Provincial Parks Association of Canada, Bow Valley Naturalists, Environmental Law Association, mountain clubs, academics, and others advocated for protection as conservation lobbyists and the Government of Alberta also objected to the proposal, leading Minister Jean Chrétien to halt the plan. It was a win for citizens, environmentalists, and ecological integrity as Village Lake Louise debates became Canada’s town hall. Past environmental protection is relevant to civil society and public space in a moment of new approvals for massive ski hill industry expansions in national parks. Precedents in civil society and governance can inform understanding of public consultation and a new environmental politics.

Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

Tungku Tigo Sajarangan holds a vital role in the deliberation process of the development in the Minangkabau community, regardless of the lack of synergy. This study aims to analyze and describe the position of this customary institution in the development planning of Bukik Batabuah Nagari in Candung District, Agam Regency, West Sumatra Province. The qualitative methods used in the data collection were semi-structured interview techniques comprising 20 informants, as well as field observations and documentation. Subsequently, the results showed that there was synergy from the perspective of individual and behavioral dimensions. Although this synergy was not observed from the position dimension, especially the Cadiak Pandai element, it can still be overcome by mutual control.  Concerning the dimensions of the relationship with other parties, Tungku Tigo Sajarangan remains active and participates in providing recommendations and opinions. This activity was observed even though no village regulation came from the Bamus Nagari initiative in implementing the village administration. Consequently, it was concluded that Tungku Tigo Sajarangan has played an active role in the planning process for the development of Bukik Batabuah Nagari. Also, the research recommended that the leadership system should act as a civil society to participate consistently and supervise the policies of the Bukik Batabuah Nagari government, with good synergy and coordination between all related elements.

This exploratory review of the literature provides a comprehensive overview of the settings that are available to the planner when managing participatory strategic planning of spatial socio-economic development on the local level. We contextualize individual potential configurations of participation in local development planning practice, documented in a number of case studies from different parts of the world, in order to reflect the multidimensionality of the participatory planning process. These reflections are used to build a participation plan model, which aimed to help local planners, especially local governments, to optimize the participation of local stakeholders, according to the specifics of the local environment. The paper evaluates the options of planners to manage the participation from perspective of the organization of participation, the determination of its scope, selection of stakeholders, methods and techniques of communication, decision-making and visualization, as well as the deployment of resources, or the possibility of promotion and dissemination of information. As a practical implication of this review, we compose a participation matrix, which is intended to be an auxiliary tool for planners to establish own locally-specific participation plans and that can serve as tool for education, or life-long learning of planners.

ABSTRAKMembangun Indonesia dari pinggiran dengan memperkuat daerah-daerah dan desa dalam kerangka negara kesatuan merupakan salah satu agenda “Nawacita” dari Presiden Joko Widodo untuk pembangunan desa di Indonesia. Penting bagi para perencana kebijakan pembangunan desa memperhatikan prinsip-prinsip keberlangsungan, keterbukaan dan pertanggung jawaban sehingga aspek-aspek ini pun mendukung pada pengunaan dana desa. Membangun kemandirian desa dalam kerangka Desa Membangun harus dimulai dari proses perencanaan desa yang baik, dan diikuti dengan tatakelola program yang baik pula. Penelitian ini bertujuan untuk mendeskripsikan dan menilai dampak perencanaan pembangunan desa di Kabupaten Minahasa dalam mendukung pengunaan dana desa di Desa Manembo Kecamatan Langowan Selatan. Untuk mengetahui peran strategis evaluasi pengunaan dana desa, dalam mendukung perencanaan pembangunan Kabupaten Minahasa.Rancangan penelitian yang digunakan berupa deskriptif. Metode analisis yang digunakan dalam penelitian ini adalah analisis kualitatif. Dalam penelitian ini direncanakan observasi non-behavioral dan behavioral akan dilakukan. Pengamatan akan dilakukan pada physical, process maupun secara spatial analysis. Mempertimbangkan analisis data yang akan diperoleh melalui wawancara semi-structure dan observasi, content analysis dipilih menjadi teknik analisis data. Konten sumber data yang di analisis dapat berupa konten tertulis, rekaman suara dan video dari hasil wawancara maupun hasil pengamatan observasi.Kata Kunci: Pembangunan Desa, Pengunaan Dana Desa, Perencanaan dan Evaluasi, Content Analysis ABSTRACK              Building Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state is one of the "Nawacita" agendas of President Joko Widodo for village development in Indonesia. It is important for village development policy planners to pay attention to the principles of sustainability, openness and accountability so that these aspects also support the use of village funds. Building village independence within the framework of the Village Building must begin with a good village planning process, followed by good program management. This study aims to describe and assess the impact of village development planning in Minahasa                 District in supporting the use of village funds in Manembo Village, South Langowan District. To find out the strategic role of evaluating the use of village funds, in supporting Minahasa District's development planning.The research design used was descriptive. The analytical method used in this study is qualitative analysis. In this study planned non-behavioral and behavioral observations will be carried out. Observations will be made on the physical, process and spatial analysis. Considering data analysis to be obtained through semi-structure and observation interviews, content analysis is chosen as a data analysis technique. Abstract. Community participation is very important in realizing sustainable village development, so that development planning can be felt by every level of society. Currently, the development carried out in Katapang Indah Village has not been fully participatory. This can be seen from the contribution of community participation in the development planning process, where the development being implemented has not responded to community needs. Given the importance of community participation in the development planning process, it is necessary to conduct a study on efforts to increase community participation in Katapang Indah Village, in order to realize sustainable development. The purpose of this study is to identify the form and level of community participation in the development planning process. By using the descriptive analysis method, the results show that community participation in Katapang Indah Village is included in the induced participation group with the form of vertical participation, where the community only follows policies that have been formulated by village leaders or traditional leaders. This is due to the lack of knowledge from the community about the importance of participating in the activities of the village development process. Efforts were made to (1) provide outreach to the public about the mechanism for community participation in the planning process; (2) increasing the intensity of socialization and counseling regarding development planning to the community; (3) increasing the role of traditional and community leaders in formulating decisions by taking into account the characteristics and needs of village communities.Keywords: community participation, development planning process, sustainable village developmentAbstrak. Partisipasi masyarakat merupakan sesuatu yang sangat penting dalam mewujudkan pembangunan desa secara berkelanjutan, sehingga perencanaan pembangunan tersebut dapat dirasakan oleh setiap lapisan masyarakat. Pembangunan yang dilakukan di Desa Katapang Indah, pada saat ini belum sepenuhnya dilakukan secara partisipatif. Hal ini dapat dilihat dari kontribusi partisipasi masyarakat dalam proses perencanaan pembangunan, dimana pembangunan yang dilaksanakan belum menjawab terhadap kebutuhan masyarakat. Mengingat pentingnya partisipasi masyarakat dalam proses perencanaan pembangunan, perlu dilakukan kajian mengenai upaya untuk meningkatkan partisipasi masyarakat di Desa Katapang Indah, agar dapat mewujudkan pembangunan berkelanjutan. Tujuan dari kajian ini adalah mengidentifikasi bentuk dan tingkat partisipasi masyarakat dalam proses perencanaan pembangunan. Dengan menggunakan metode analisis deskriptif diperoleh hasil bahwa partisipasi masyarakat di Desa Katapang Indah termasuk pada kelompok partisipasi terinduksi dengan bentuk partisipasi vertical, dimana masyarakat hanya mengikuti kebijakan sudah dirumuskan oleh pemimpin desa atau tokoh adat. Hal ini disebabkan karena kurangnya pengetahuan dari masyarakat akan pentingnya berpartisipasi dalam kegiatan proses pembangunan desa. Upaya yang dilakukan adalah (1) memberikan penyuluhan kepada masyarakat tentang mekanisme partisipasi masyarakat dalam proses perencanaan; (2) meningkatkan intensitas sosialisasi dan penyuluhan mengenai perencanaan pembangunan kepada masyarakat; (3) meningkatkan peran dari tokoh adat dan tokoh masyarakat dalam merumuskan keputusan dengan memperhatikan karakteristik dan kebutuhan masyarakat desa.Kata Kunci : partisipasi masyarakat, proses perencanaan pembangunan, pembangunan desa berkelanjutan
