In the era of enhancing the quality of education, teacher quality, as the core factor affecting the quality of education, has received unprecedented attention in the field of education. The monitoring on teacher quality is the basis of fully understanding and effectively improving the quality of teachers in compulsory education within the county. Comprehensive and systematic study on teacher quality control in compulsory education within the county is the key to improve the teacher quality of it as well as improve and complement research in related fields. And in stark contrast to the importance of the problem, there is no in-depth and systematic result on the monitoring on teacher quality within the county which becomes a matter of concern in current research in the field of education issues. And the management quality evaluation of teacher education is frequently viewed as the multiple attribute decision-making (MADM) issue. An extended VIKOR model is established to provide a new approach to solve the management quality evaluation of teacher education. The VIKOR method with probabilistic hesitant fuzzy information is applied to rank the optional solutions. Lastly, a numerical example about management quality evaluation of teacher education is illustrated to test the newly proposed method’s practicability.

This article examines the genesis of the New Jersey Provisional Teacher Program, also known as the New Jersey Alternate Route Program, in three stages. First, the motivation to consider alternative ways of recruiting and preparing teachers for New Jersey schools began with general concern about the quality of education in the state and soon moved to consideration of means of strengthening teachers and teacher education. Second, the interest in improving the preparation of teachers led directly to changes in the regulations governing college-based teacher education programs. Third, the principles that were first applied to the reform of college-based programs were then adopted to structure and regulate an alternative route to teaching and the Provisional Teacher Program.

Este artículo trata sobre la capacitación del personal docente de la Universidad Estatal a Distancia de Costa Rica en la atención de personas con discapacidad. Esta investigación se basa en una encuesta de carácter descriptivo y su objetivo es diagnosticar la actitud y la experiencia de los profesores y las profesoras de la UNED con relación a la población estudiantil que presenta alguna discapacidad. Se concluye que para lograr una atención de calidad se debe incrementar la especialización de los profesores y las profesoras en la atención a estudiantes con discapacidad.AbstractThe present article deals with training to professors at Distance State University of Costa Rica in the topic of adequate attention to people with special needs. A descriptive research was carried out. The objective of the research was to diagnose UNED professors’ attitude as well as experience related to students with any kind of impairment. Education for all has been stipulated in the Preamble of 1945 Constitution of Republic of Indonesia. As from the proclamation of Independence Day, the Indonesian government has been developing national education to give the Indonesians equal and broad opportunity to have access for education. This article discusses the implementation of nine years’ compulsory education program to provide the citizens with equal access for education and simultanously to improve basic education quality. The discussion is focused in planning, implementation, and outcomes of the program, as it is assumed that the three aspects are inter-related each others in achieving the target. The discussion concludes, the nine years’ compulsory education program in Indonesia is implemented through improving the opportunity to have basic education for all school age children and simultaneously to accelerate the quality of education. However, to reach the target of quality some recommendations are provided.

The provision of quality teachers by teacher preparation programs determines the quality of education in schools. The study aimed to define pre-service teachers' beliefs about teacher education and include recommendations for improving teacher education, given the importance of teacher education for the quality of education in educational institutions. The study included 45 pre-service teachers from Shaheed Benazir Bhutto University's education department in Dir Upper, Khyber Pakhtunkhwa, Pakistan. A total of 30 people were chosen for inclusion in the analysis using a purposive random sampling method. A questionnaire was developed, validated, and piloted to ensure its accuracy. The information was gathered using self-administered questionnaires and evaluated using mean ratings, standard deviation, and the chi-square significance test. The study found that pre-service teachers in the institute are satisfied with their needs and demands through teacher education, that teacher education curricula are tailored to the needs of pre-service teachers, that subject content courses are appropriate, that the scope of teaching practicum is broad, that training is linked to practical school experiences, and that school management courses are offered. The pedagogy courses help pre-service teachers improve their teaching skills, and they receive adequate training in evaluation methods. There are also quality academic research activities. The study suggested that pre-service teachers attend orientation sessions to learn about their needs and demands, which could be met through teacher preparation. Teacher education curricula are revised to provide more realistic exposure to the school's atmosphere and activities.

The quality of education is increasingly being measured less by the knowledge gained during schooling and more by the level of competence possessed by students at doing a particular job after completing their education. Target and process-planned curricula are being replaced more and more by competence-oriented curricula, especially in science and technology education, where competences, generally defined as the capability or the ability of an individual doing a job properly, are placed at the forefront. If competence is the desired criterion for educational quality, it can be easily established that suitable instruments and methods of measurement are needed for this kind of quality evaluation, which, however, are not yet available. Suitable instrumentation was developed in this study. Its use was demonstrated in the example of elementary education in Slovenia. <p>A good society can be seen by the positive characteristics displayed by its people. A person with positive characteristic is a product of a good quality of education. It is said that education quality is influenced by the quality of teachers. Low-qualified teachers are mostly related with the system of teacher development and the low-qualified institutions whose aim is to educate the future teachers. This article discusses the orientation of teacher education that has been programmed by government for several years. It is listed in 10 basic competences of professional teacher. The program of certification as the professional guarantee is also one of parts of this article. It can be assumed that to solve any kinds of educational problems, the renewal of orientation in developing education paradigm is highly needed.</p><p> </p><p>Masyarakat yang baik hanya dapat dibentuk dengan menampilkan individu-individu dengan karakter baik. Individu yang berkarakter baik dapat dibentuk melalui pendidikan yang berkualitas. Sedangkan, kualitas pendidikan banyak dipengaruhi oleh kualitas guru. Rendahnya kualitas guru banyak berkaitan dengan pola pengembangan guru dan banyaknya lembaga pendidikan berkualitas rendah yang menghasilkan guru. Artikel ini membahas orientasi pendidikan guru yang dicanangkan pemerintah beberapa tahun ini. Program-program tersebut tercakup dalam 10 kompetensi dasar untuk profesionalisme guru. Program sertifikasi sebagai penjamin juga menjadi salah satu bahasan di sini. Dapat disimpulkan bahwa untuk menyelesaikan masalah-masalah pendidikan, pembaharuan orientasi dalam pengembangan paradigma pendidikan sangat dibutuhkan.</p><p> </p>

Wajib belajar (Wajar) 12 tahun merupakan hak bagi seluruh rakyat Indonesia. Pelaksanaan Wajar 12 tahun  diharapkan mampu mendorong peningkatan mutu lulusan dan mutu pendidikan di Indonesia. Artikel ini bertujuan untuk mendeskripsikan pemahaman wajar 12 tahun melalui pendampingan yang dilakukan di Sekolah Bawang Banjarmasin. Pemilihan lokasi didasari oleh peserta didik di Sekolah Bawang didominasi oleh anak gelandangan, kuli angkut, maupun remaja putus sekolah. Pelaksanaan pendampingan dilakukan setiap hari sabtu pada 21 April dan 12 Mei 2018. Penyampaian materi digunakan metode ceramah bervariasi serta mengedepankan prinsip pendekatan saintifik dalam kurikulum 2013. Hasil pengabdian dipaparkan, yakni; 1) peserta didik yang mengenyam pendidikan di Sekolah Bawang Banjarmasin didominasi oleh masyarakat yang kurang mampu bekerja di Pasar Lima sebagai juru parkir, kuli angkut, buruh kupas bawang, 2) Sekolah Bawang Banjarmasin banyak memiliki buku yang tidak up to date sehingga tidak menarik perhatian peserta didik, dan 3) lingkungan di Sekolah Bawang Banjarmasin sangat kumuh. Hal ini dikarenakan lokasi berdekatan dengan pasar. Pengabdian masyarakat memberikan motivasi bagi peserta didik yang belajar di Sekolah Bawang karena mereka diberikan pengalaman belajar dengan metode yang beragam. Pengabdian masyarakat sebagai langkah konkret bentuk kepedulian sosial dari lembaga Program Studi Pendidikan IPS FKIP ULM.The 12-year compulsory education is a right for all Indonesian people. Implementation of the 12-year Fair is expected to be able to encourage improvement in the quality of graduates and the quality of education in Indonesia. This article aims to describe a reasonable understanding of 12 years through mentoring conducted at the Sekolah Bawang, Banjarmasin. The location selection is based on students in Sekolah Bawang which are dominated by homeless children, porters, and teenagers who drop out of school. The assistance is carried out every Saturday on April 21 and May 12, 2018. The submission of material used varied lecture methods and emphasizes the principles of the scientific approach in the 2013 curriculum. Service results are presented, namely; 1) students who study in Sekolah Bawang are dominated by people who are less able to work in Pasar Lima as parking attendants, porters, onion peel workers, 2) Sekolah Bawang have many books that are not up to date so that they do not attract the attention of participants students, and 3) the environment in Sekolah Bawang is very dirty. This is because the location is close to the market. Community service motivates students who study at Sekolah Bawang because they are given learning experiences with a variety of methods. Community service as a concrete step in the form of social care from the Social Studies Department FKIP ULM.

This article looks through the current problem of the modern educational system – the need of pedagogical maintenance of algorithmic system of monitoring of FSES requirements in educational establishment in order to deduce and fetch out the results of pedagogical activity. The author analyses the system of quality evaluation of education, used in schools, points the possible forms and types of formalisation of FSES requirements’ results in educational establishment. The article also suggests to use different ways to get the information for the purpose of evaluation and diagnostics of the quality of education.
