Decrease of maternal and infant mortality as well as increasing of the exclusive breastfeeding are major public health priorities in Indonesia. In decreasing the maternal and infant mortality, the government developed a program for the community as Baby Friendly Hospital (BFH) to prevent the effects, to support, and to promote breastfeeding. PKU Muhammadiyah hospital in Yogyakarta was one of the BFH program managers. The purpose of this study was to determine the breastfeeding promotion activities as part of BFH at PKU Muhammadiyah Hospital in Yogyakarta.This was a qualitative descriptive study. The findings of this study were inputs consisting of 1) the knowledge and skills to better convey information indicates the quality of human resources. 2) promotion of the  policies for all workers to reach the goal. 3) financial promotion is supported by the operating system in the hospital. 4) supporting facility to promote lactation leaflets, posters, ANC class, a breastfeeding counselor and nursing areas. Implementation of lactation promotion was conducted in accordance with program planning of BFH. <p> </p>

Starting in 2010 the Government of Yogyakarta, according to regional regulation about parking and levy on the edge of public street parking. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. This research used qualitative descriptive method. This research analyzed qualitative indicators of quality of service: 1) tangible 2) reliability; 3) transaparant and 4) security. This research found that public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity. Then the rates charged by parking operator which do not comply with official rates. Human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating.Keywords: Parking Service Quality, Parking Space, Lack of Human Resource.

Public should receive an easy, fast, accurate, and secured services in getting any licenses they need. In order to that, the purposes of this research are to understand how the issue of building permit process is done, reveal the meaning of the whole phenomenon according to the public and the Government, and to know the obstacles or problems faced by BPPTPM Cianjur in West Java as the unit in charge of licensing areas. This research applied descriptive study with qualitative approach. From the results of the analysis, it could be concluded that the quality of licensing which is measured through four (4) dimensions: easiness, speed of service, accuracy, and security had not been going well yet. It happened because of some factors such as: unsolid organizational structure, imbalances of human resources in both quantitative as well as qualitative, inadequate and out of date infrastructure and technology, and complicated procedure.Keywords : BPPTPM, IMB, Quality of ServiceDalam mengurus perizinan, publik seharusnya menerima pelayanan secara mudah, cepat, tepat, dan aman. Tujuan penelitian ini adalah untuk memahami bagaimana proses pelayanan perizinan mendirikan bangunan dilakukan dan mengungkap makna pelayanan menurut publik dan pemerintah dan mengetahui kendala atau permasalahan yang dihadapi BPPTPMKabupaten Cianjur Jawa Barat sebagai penanggung jawab bidang perizinan.Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Dari hasil analisis menunjukkan bahwa kualitas perizinan mendirikan bangunan yang diukur melalui 4 (empat) dimensi yakni dimensi kemudahan, dimensi kecepatan, dimensi ketepatan, dan dimensi keamanan cenderung belum berjalan baik,hal demikian terjadi akibat faktor-faktor kendala yang mempengaruhi antara lain struktur organisasiyang belum solid, ketimpangan sumber daya manusia baik kuantitatif maupun kualitatif,daya dukung infrastruktur dan teknologi perkantoran yang kurang memadai dan tidak up to date, dan kerumitan prosedur yang belum terurai.Kata kunci: Kualitas Pelayanan, IMB, BPPTPM

Birokrasi merupakan unsur yang penting bagi sebuah negara. Esensi dari kinerja birokrasi sendiri berkaitan dengan pemenuhan kebutuhan dan keinginan dari masyarakat. Birokrasi digital membuka peluang untuk memperbaiki kinerja birokrasi serta membuka kesempatan selebar-lebarnya bagi masyarakat untuk berpartisipasi. Namun ternyata masyarakat Indonesia tidak sepenuhnya siap untuk berpartisipasi dalam birokrasi digital. Hal ini dikarenakan masih saja tampak di beberapa daerah masyarakat yang lebih memilih menggunakan cara konvensional dalam kegiatannya yang berkaitan dengan birokrasi. Padahal pemerintah sedang gencar-gencarnya menginisiasi dan meluncurkan birokrasi digital. Pembahasan dalam artikel ini mencoba melihat bagaimana kondisi kesiapan masyarakat untuk berpartisipasi dalam birokrasi digital, dengan metode deskriptif kualitatif dan menggunakan data sekunder. Dari beberapa faktor yang ada, yang cukup mempengaruhi ketidaksiapan masyarakat untuk berpartisipasi dalam birokrasi digital diantaranya yakni faktor budaya adopsi teknologi yang tidak merata, kualitas SDM yang masih rendah, dan adanya ketimpangan infrastruktur. Untuk menekan semua faktor penghambat partisipasi masyarakat dalam birokrasi digital, penting kiranya untuk memastikan kualitas pendidikan, memperkuat e-literacy, melakukan sosialisasi secara intensif, serta mengusahakan pendistribusian infrastruktur teknologi.Bureaucracy is an important element for a country. The essence of bureaucracy performance is related to fulfilling the desires of the citizen. Digital bureaucracy opens opportunities to improve bureaucratic performance and opens the widest possible opportunity for people to participate. Therefore, citizen participation is needed here. But in fact, the citizen is not truly prepared to participate in the digital bureaucracy because some citizens still use the conventional methods in their activities related to the bureaucracy. Even though the government is intensively initiating a digital bureaucracy, this article discusses how citizens' condition is to participate in the digital bureaucracy using qualitative-descriptive methods and secondary data. Of the several existing factors, the cultural factors of uneven technology adoption, low quality of human resources, and the existence of infrastructure inequality are the factors that influence citizen unpreparedness to participate in the digital bureaucracy. To suppress it all, it is important to ensure the quality of education, strengthen e-literacy, conduct intensive socialization, and seek technology infrastructure distribution.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

Sea transportation is a major factor connecting the islands of Indonesia which has strategic and important value in supporting the sustainability of the national economy. Along with the government's policy on the sea highway program and the development of the domestic shipping industry, the growth of the commercial fleet, especially vessels, is currently experiencing rapid progress. In supporting the government program and the demand for reparation and procurement of new ships in domestic production, readiness is required from the shipyard. However, the current condition of the shipyard is only able to meet 83% of the demand for new shipbuilding so that the shipyard still needs to be developed in order to improve its capabilities, so that it can meet the needs and be able to carry out its functions in accordance with the progress of shipping technology. In this study discusses the strategy of developing shipbuilding using qualitative descriptive methods and quantitative SWOT analysis. In this case study shipyard development strategy by increasing the ability of shipyards to meet the demands of ship building by increasing supporting facilities and accompanied by increasing the ability of human resources in the mastery of science and technology. This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

This study aims to get a clearer picture of distance learning (DL) in kindergarten and its assessment, to provide recommendations for policy options related to DL in kindergarten to optimizing students' development and abilities in the emergency. This study was randomly sampling subjects, which are principals, teachers, and parents who had kindergarten-age children. The data collection was through interviews, documentation, and questionnaires deployed by Google form. The results of this study showed that the best format of DL in kindergarten is blended. The assessment for this blended learning that can be done both by teacher and parents are by using communication forum and checklist sheets. Policy options for DL in kindergarten are the use of package modules/books, home visits, activity sheets, television and radio, and the coordination of the government at central and regional administration, and education stakeholders. These policy options become necessary because of the quality of DL based on the knowledge and skills of the teacher/parents that corresponds to the child's developmental stage. DL in kindergarten is the fulfillment of education rights to children in any circumstances. This effort optimizing the children's development of abilities and potential as expected
