Risk Perception and Lowland Rice Farming Change in Savannakhet Province, Southern Laos

Abstract Lowland rice cultivation is changing in southern Laos. A formalised survey and informal interviews in the lowlands of Savannakhet Province indicate that while some farmers still raise water buffaloes, farmers now mainly use hand-held mechanised ploughs to till their fields. More chemical fertilisers are being used, and improved seed varieties have become dominant, with native varieties disappearing. Due to these changes, rice yields have increased substantially, with many more farmers selling surplus rice. The trade-offs are, however, not simple. Through applying the lens of risk perception, this article presents data about how lowland rice farming—the main occupation for rural people in Savannakhet Province—has changed over the last twenty years, critically assessing how farmers perceive and act upon risk during this time of rapid agrarian change.

Traditional lifestyles of lowland rice farmers of the southern provinces of Lao People’s Democratic Republic are rapidly changing, due to two important trends. Firstly, there is a push towards modernization and commercialization of farming. Secondly, though farmers still focus on rice farming as a key activity, there is an increasing move towards diversification of livelihoods. The changes have seen the uptake of non-rice crops, livestock husbandry and forest and river utilization; as well as non-farming activities. This has influenced gender relations, impacting household agricultural production decisions and amplified transitional trends. To explore the processes, we analyzed data from a study of innovation adoption amongst rice farmers in southern Lao PDR. The study revealed nuances of gender-based differences in the priorities and attitudes towards farming and off-farm activities, as well as differences in behaviour related to the adoption of new practices. Women were more focused on non-farming practices and considered engaging in the modern, non-traditional, economy more so than men. Women also reported experiencing greater challenges when engaging and trading in the agricultural marketplace. The study supports the importance of taking a gendered approach to understanding the inherent complexities within agrarian change.

Most of the population of Asia depends on consuming rice to support their lives. This implies that rice production needs attention. The existence of inefficiencies in lowland rice production could reduce rice yields for consumption, so the measurement of technical efficiency in lowland rice production needed to be studied. This research aimed to analyze the level of technical efficiency in lowland rice cultivation and identify the factors affecting it. The research was done in the Palolo and Torue subdistrict of Indonesia. The number of samples used was 249 lowland rice farmlands, consisting of 106 and 143 farmers of organic and inorganic lowland rice cultivation, respectively. The results show that land, fertilizer, seeds, and labor had a positive and significant effect on lowland rice production. The average technical efficiency of lowland rice cultivation was around 78.2%. The results also show that manager education, extension contacts, superior seeds, and organic lowland rice cultivation have a significant effect on the level of technical efficiency in lowland rice production. We concluded that there is an opportunity for farmers to increase lowland rice yields if they can manage production factors in an efficient manner. The government could provide support for farmers, such as formal and informal education, extension, superior seeds, and ready-to-use organic materials.

Rice straw is an abundant resource that was still seen as a waste in intensive rice cultivation. Rice straw is said to be a resource because it can be used as organic fertilizer (compost) and contains nutrients that were beneficial for crop growth and soil fertility. The fact in the field was still found that rice straw was wasted, one of which was burned. A study was conducted through a method of observation and survey involving rice paddy farmers in 3 sub-districts in the district of Klungkung, namely Banjarangkan, Klungkung and Dawan. The aim of the research was to know the production of rice straw waste and the potential of wasted organic fertilizer in intensive rice cultivation. Based on the results obtained the production of dried straw waste in each harvest about 10.21 tons/ha.  Farmers do not utilize rice straw as compost by reason, not knowing how to composting. There were 30.34% of farmers who burn straw because based on the knowledge gained burn is an easy way to restore rice straw to the ground. The impact of burning rice straw was around 5,887,086 - 7,888.7 tons of organic fertilizer wasted.

Many efforts are conducted to increase the fertilising efficiency, especially nitrogen in rice cultivation practices. This field experiment was conducted to evaluate the effect of zeolite on growth and production of lowland rice during rainy season in Badung, Bali. The experiment showed that fertilizer mixed with zeolite resulted in the same growth and productivity, although the fertilising doses was reduced. This means that zeolite incread fertilising efficiency in rice cultivation.

ABSTRACTPest and natural enemy population in three different rice cultivation in Sukamandi RegionSome on limiting factors in rice production include the cultivation system and pest damage. To suppress the damage, several control techniques have been applied, such as technical culture. The aim of this study was to gain information on population and pest damage, as well as natural enemy population in three different rice cultivation systems. The study was arranged in Randomized Block Design with three treatment and 9 replications. The treatments were: 1) organic rice cultivation, 2) semi organic, and 3) farmer technique. The used rice variety was Inpari 30. The plot size was 6 m x 90 m. The variables observed included population and pest damage, natural enemy population, and rice yields. Thirthy two rice hills were observed randomly in diagonal direction, with 2 weeks interval from two weeks after transplanting until harvest. The data were analyzed by analysis of variance (Anova) and the difference among the treatments was evaluated with Duncan multiple area test at 5% level. The results showed that brown plant hoppers population on organic rice cultivation is lower than semi-organic rice cultivation and farmer technique, but there were no difference of natural enemy population among treatments. The lowest yield was obtained from the organic rice cultivation (2.67 t/ha).Keywords: Rice cultivation, Pests, Natural enemiesABSTRAKBeberapa faktor pembatas produksi padi diantaranya adalah cara budidaya dan adanya serangan hama. Untuk menekan serangan hama, beberapa teknik pengendalian telah diterapkan diantaranya adalah pengendalian secara kultur teknis (cara budidaya). Pada MT-2 tahun 2016, penelitian dengan tujuan mendapatkan informasi mengenai populasi dan serangan hama, serta populasi musuh alami pada tiga cara budidaya padi telah dilakukan di lahan kebun percobaan Balai Besar Penelitian Tanaman Padi Sukamandi. Rancangan yang digunakan adalah Rancangan Acak Kelompok (RAK) dengan tiga cara budidaya dan diulang sebanyak sembilan kali. Adapun cara budidaya yang digunakan terdiri atas:1) budidaya padi organik; 2) semi organik; 3) cara petani. Varietas yang digunakan adalah Inpari 30. Ukuran plot 6 m x 90 m. Variabel yang diamati meliputi populasi dan tingkat serangan hama, populasi musuh alami, dan hasil panen. Pengamatan dilakukan secara langsung di pertanaman pada 32 rumpun sampel secara acak diagonal dengan interval dua minggu sekali mulai umur tanaman dua minggu setelah tanam sampai menjelang panen. Data yang diperoleh dianalisis dengan analisis ragam (Anova) dan perbedaan antar perlakuan dievaluasi dengan uji wilayah berganda Duncan pada taraf 5%. Hasil penelitian menunjukkan bahwa populasi hama wereng coklat pada cara budidaya padi organik lebih rendah dibandingkan cara budidaya padi semi organik dan budidaya padi cara petani, tetapi tidak ada perbedaan populasi musuh alami pada cara budidaya padi organik, cara budidaya padi semi organik dan budidaya padi cara petani. Hasil panen terendah (2,67 t/ha) terlihat pada perlakuan budidaya padi organik.Kata Kunci: Budidaya padi, Hama, Musuh alami

Cileungsi Village, Ciawi Subdistrict, Bogor Regency is one of the potential areas of lowland rice farming. Adolescent of Cileungsi Village as the age of the workforce will be observed for their perceptions in farming. This research aims to identify the characteristics of adolescents and their environment, to analyze adolescent perceptions of lowland rice farming and factors which related with the adolescent of Cileungsi Village perception. The method of this research is survey method. Penelitian ini bertujuan untuk mengidentifikasi karakteristik remaja dan karakteristik lingkungan remaja di Desa Cileungsi, menganalisis persepsi remaja Desa Cileungsi terhadap pekerjaan di sektor pertanian padi sawah, dan mengetahui faktor-faktor apa saja yang berhubungan dengan persepsi remaja Desa Cileungsi terhadap pekerjaan di sektor pertanian padi sawah. Penelitian ini dilakukan dengan menggunakan metode penelitian survei. Adapun hasil penelitian yang diperoleh yaitu faktor internal (tingkat pendidikan dan jenis kelamin) berhubungan dengan persepsi remaja Desa Cileungsi (dalam hal peranan dan kenyamanan kerja) terhadap pekerjaan di sektor pertanian padi sawah.Kata kunci: padi sawah, persepsi, remaja

Rice commodity in Aikmel sub-district is one of the main commodities with an area of ​​9,392 Ha of lowland rice farming and geographically. Non-agricultural activities in rural areas began to develop in response to insufficient income from the agricultural sector. Many rural residents engage in non-agricultural activities when the agricultural sector is free. This is what causes a large number of residents to work from the non-agricultural sector, related to employment and income opportunities. Seeing this condition, it is felt that research needs to be done. This study aims to look at the income of paddy rice farming, non-farming and the relationship between lowland rice farming income and non-farming income on various land areas. The method in this study, namely descriptive, data collection by survey technique, determining the number of samples were 30 people was carried out by quota sampling and taking farmers in each village was carried out by proportional random sampling and determination of villages as samples was carried out by purposive sampling. The Results of the study explain: 1) the average total income of lowland rice farming farmers is Rp. 1.207.412/LLG or equivalent to Rp. 5.219.359/Ha. 2) In this study, farmers receive an average non-farming income of rice farmers of Rp. 8,000,000.- planting season 3). Relationship analysis relationship obtained correlation coefficient value of 0,3786 Because it has a positive result with a correlation coefficient value of 0,3786, the larger the land area, the greater the contribution of agricultural sector income to total non-agricultural income.
