This study aims to assess differences in the working population of Chile under the definition of informal employment. A new categorization of informal employment is proposed, with a focus on social protection as a key element in the definition of informal employment status, thereby making visible different groups of workers that until now remained hidden. From a mixed methodological strategy that combines literature review, key informant interviews, and quantitative data analysis, the researchers seek to understand the complexity of the social phenomenon of informality.

Chapter 3 sets out the key theories with which the book engages: food insecurity and the human right to food. Following on from a conceptualisation and definition of food insecurity, the right to food is introduced. Emphasis is placed on normative element of ‘adequacy and sustainability of food availability and access’ and on the state’s obligation to ‘respect, protect and fulfil the right to food’. Theories of ‘othering’ and ‘agency’ are employed to assess the social acceptability of emergency food systems as a means of acquiring food, and the power of providers to make sufficient food available through these systems and of potential recipients to access it. Theories of ‘care’ and ‘social protection’ are employed to explore the ways in which charitable providers are in practice taking responsibility for the duty to respect, protect and fulfil the right to food and how shifts in welfare policy are affecting need for this provision.

Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

AbstractThis chapter scrutinises the social protection system in contemporary Turkey in order to examine how different groups of individuals access social benefits across five main policy areas—unemployment, health care, family allowances, pensions, and guaranteed minimum resources. The general conditions under which Turkish citizens and foreigners have access to social benefits in Turkey can be summarized as follows: (i) residence and employment status are important determinants of one’s access to social protection in Turkey; (ii) employment status generally determines the access to unemployment benefits, health care, pensions, and family benefits, while residence status is important for all social policy areas except pensions; (iii) a majority of social benefits provided for Turkish citizens are also available for foreign residents through their employment status; (iv) guaranteed income is granted based on residence in Turkey; (v) access to family benefits may vary depending on one’s occupation, residence, and nationality. The Turkish system of social protection is a fragmented one, with divisions based on occupational differences, residence, income level, and citizenship. This fragmented nature coupled with regional and global socio-economic risks (particularly large migration flows) make structural social security reforms inevitable in contemporary Turkey.

The aim of the study is to assess the level of social security in the Republic of Bashkortostan to determine the most possible social risks and develop recommendations for their minimization. The authors use methods of statistical analysis, calculation and analysis of social, economic, demographic indicators and materials provided by the Russian region. According to the results of the study, the authors determined the actual values of indicators that determine the level of social security of the Republic of Bashkortostan in 2015–2019 and revealed deviations from the threshold values of indicators with a trend of exceeding and decreasing. The study concludes that the most significant risks for the social security of the region are a noticeable increase in problems associated with material and social inequality, an increase in urbanization, an aging population and an increase in economic migration. The results of scientific research and the model of social security developed on their basis can be used by regional executive bodies performing functions for the development and implementation of state policy, in the legal regulation of the social sphere, in the development of measures to minimize social protection risks.

The subject of the work the conditions, characteristics and trends of creation of effective system of social protection of the population. The aim of this work is to study the main directions of state social policy in the context of integration processes. The methodology of work. The work is done on the basis of studies of modern scientific views on the definition of the nature and development of social protection and social policy in Ukraine under conditions of integration processes. The results of the work. The article is devoted to social protection issues in the context of social policy, because the main objective of this policy is improving the welfare and the promotion of comprehensive state protection of the intellectual potential of society, given the characteristics of integration processes. Assessed the status and trends of development of financial provision of social protection in Ukraine and assess its compliance with the European norms and standards. Formulated proposals for the development of system of financial provision of social protection in Ukraine in the context of processes of European integration. Conclusions. The analysis of current formations of the essence of the term "social protection" have shown that it is interpreted by scientists around the same, this implies a system of measures which compensate for the social inequality of citizens, to ensure equal access of every person to a certain minimum of social benefits, to protect every individual against social risks, which always have a place in human life. Ascertained the need and trends of gradual reform of the social protection system in Ukraine with the aim of as close as possible to her baseline conditions in the relevant international norms and standards embodied in ILO instruments and European Union, which are designed to guarantee a decent life to every person upon the occurrence of the relevant social risks regardless of gender, age, duration of stay in a particular country.

The subject of the study is a system of social protection in the context of general welfare theories. Purpose of the article. The aim is research of theoretical-methodological and organizational-legal aspects of the functioning of the system of social protection. Methods of research. General scientific methods were used in the process of research, in particular, comparison, induction and deduction, analysis and synthesis, generalization of information and grouping. Results of the study. The main scientific result of the research is the theoretical substantiation and practical solution of a set of issues related to the problems of studying modern trends and ways of introducing and developing market models of social protection in Ukraine. The field of application of the research results. The results can be applied in the field of studying the problems of the current social protection system and determining the directions for its upgrage. Conclusions. A critical analysis of approaches to the definition of the essence of social protection was conducted, the formation of the social protection system was considered, the models of Otto von Bismarck and Lord Beveridge, their development in the context of the theory of general welfare, analyzed the purpose and functions of social protection in the conditions of development of the social and market economy.

A definition of social management has been given, a narrow and broad understanding of social management have been highlighted. The structural elements of social protection defined by the system approach have been clearly delineated and defined. The importance and relevance of public administration of the social protection system of the population, which covers more and more of the population, has been noted and it becomes more targeted. The system of social protection within the framework of social management has been considered. It has been noticed that in recent years, social problems escalated in Russia, characterized by a decrease in the level and quality of life of the broad segments of the population. The current social situation requires implementation of a set of measures aimed at improving social relations in society, enhancing the social well-being of people.

Introduction. Implementation of effective and acting policy of people’s social protection demands the creation of an appropriate financial mechanism of its realization that could be able to provide a significant welfare increasing of every citizen of Ukraine. Purpose. The purpose of the article is to research theoretical, methodological, organizational and practical aspects of functioning the financial mechanism of people’s social protection system in Ukraine and to develop recommendations for its improvement in terms of transformation of the national economy, considering the current socio-economic and military-political situation in the country. Results. The views of some authors to determine the nature and structure of the financial mechanism of people’s social protection system in Ukraine are analyzed and summarized. The author suggests his own definition of the concepts of “social protection”, “financial mechanism of people’s social protection system” and “financial support of people’s social protection”. The structure of the domestic financial mechanism of people’s social protection system that includes groups of four main elements (financial and organizational forms, financial methods, financial instruments and financial levers) are presented by the author. Conclusion. Improving the financial mechanism of PSPS in Ukraine there should be achieving an effective and mutual cooperation and interaction of financial mechanisms of structural components of the social protection system: social insurance, social support, social standards and guarantees of the state to its population.
