The Bolivarian Revolution is characterized by the gradual and peaceful conquest of political power without an immediate break with the capitalist order, following the legitimate path of democratic radicalization to the creation of a multiple system of property with the medium-to-long-term goal of overcoming the pillars of capitalist domination. Petroleum redistribution policy continues to strengthen some capitalist factions. The tactic of a gradual transition to socialism tends to reinforce the capitalist system of accumulation for certain factions and could interfere with the revolution. La Revolución Bolivariana se caracteriza por la conquista gradual y pacífica del poder político sin una ruptura inmediata con el orden capitalista. Este proceso sigue la ruta legítima de una radicalización democrática a la creación de un sistema de propiedad múltiple con el objetivo a mediano y largo plazo de superar los fundamentos de la dominación capitalista. La política de redistribución de la renta del petróleo sigue fortaleciendo algunas facciones capitalistas. La táctica de una transición gradual al socialismo tiende a reforzar el sistema capitalista de acumulación para algunas facciones y podría interferir con la revolución.

The rise of wealth and power within the cattle-owning economy of Botswana has been accompanied by the creation of poverty and weakness. The impoverishment of the San and ‘destitutes’ was a structured, comprehensive, and long-term process, caused less by phenomena such as periodic drought than by an elite of economic and political power, and the exploitation which they practised. The growth economy of recent decades has not ameliorated the situation, but has strengthened the wealthy while neglecting or worsening the plight of the San. The state possesses the financial resources and developmental capacities to alleviate poverty, but its controllers continue to prioritise other matters.

This chapter examines the challenge for entrepreneurial companies of going beyond the start-up phase and growing into large successful companies. We examine the long-term financing of these so-called scale-up companies, focusing on the United States, Europe, and Canada. The chapter first provides a conceptual framework for understanding the challenges of financing scale-ups. It emphasizes the need for investors with deep pockets, for smart money, for investor networks, and for patient money. It then shows some data about the various aspects of financing scale-ups in the United States, Europe, and Canada, showing how Europe and Canada are lagging behind the US relatively more at the scale-up than the start-up stage. Finally, the chapter raises the question of long-term public policies for supporting the creation of a better scale-up environment.

Every democratic process short of unanimity produces opinion minorities. Political divisions along anchored demographic characteristics like language, religion, race, or ethnicity challenge pluralist models of governance by threatening to entrench the exclusion of minority groups from political power. Especially when attuned to ethnic geography, electoral engineering through manipulation of the electoral system and other rules governing the electoral process, such as boundary delimitation, reserved seats, ballot-access requirements, and ethnic party bans, can help promote either inclusion or exclusion of minorities. Ensuring long-term interethnic peace has proved more difficult. Scholars continue to grapple with how to ensure minority inclusion without freezing existing divisions.

Freshwater ecosystems are poorly represented in global networks of protected areas. This situation underscores an urgent need for the creation, application, and expansion of durable (long-term and enforceable) protection mechanisms for free-flowing rivers that go beyond conventional protected area planning. To address this need, we must first understand where and what types of protections exist that explicitly maintain the free-flowing integrity of rivers, as well as the efficacy of such policy types. Through policy analysis and an in-depth literature review, our study identifies three main policy mechanisms used for such protections: (1) River Conservation Systems; (2) Executive Decrees and Laws; and (3) Rights of Rivers. We found that globally only eight counties have national river conservation systems while seven countries have used executive decrees and similar policies to halt dam construction, and Rights of Rivers movements are quickly growing in importance, relative to other protection types. Despite the current extent of protection policies being insufficient to tackle the freshwater and biodiversity crises facing the world’s rivers, they do provide useful frameworks to guide the creation and expansion of protections. Ultimately, as countries act on global calls for protections, policy mechanisms must be tailored to their individual social and ecological geographies.

This article discusses some of the issues involved in the choice of technology in developing countries, especially those in Africa, and the relationship of this to employment and output. The problem is to find an optimum combination of productive resources that comes nearest to satisfying two objectives: the full and economically efficient utilisation of such resources, and the creation of as much surplus as possible over current consumption, thereby making possible new investment and long-term growth.

AbstractThis article aims to throw a light on the problems relating to the proposed enlargement of the composition of the UN Security Council at present by studying the creation of four non-permanent seats in the Security Council in 1963 from the British and the French perspectives. The examination is based on the author's research of original documents in the archives of the British and French foreign ministries and upon information provided to the author by British, French and Finnish diplomats. The author concludes that, as between 1946 and 1963, British and French short term interests are still best served by maintaining the status quo in the Security Council. However, in a long term perspective it is not clear where the interests of these two States lie.

The article focuses on the evolution of the military technical corps in France between the mid-Eighteenth century and the Restoration, and proposes for them the notion of "State corporation". This phase - an intermediate one between the corps de métier and the corps d'État - was attained first by the engineers and the artillery. These corps selected their officers by competitive examination, which functioned both as an intellectual filter and a social one. The distinction generated by this filter - nurtured by an elitist approach based on meritocracy was not overridden by the Revolution. On the contrary, it was further consecrated by the creation of the École polytechnique, which soon became controlled by the military technical corps. The "State corporation" model was then extended through the École polytechnique to the geographical engineers and the civil public services. The institutional conflicts among the technical corps during the National Constituent Assembly and those between them and the École polytechnique (1794-1799) are analyzed along these interpretative lines. While the former show their corporative resistance of geographical engineers in the name of equality, the latter bring out their corporative resistance to external education of candidates.
