The Negative Impact of Shining Path on Indigenous Mobilization in Peru: An Approach from Political Opportunity and New Social Movements Theories

The rise of Shining Path in the rural areas of Peru and its revolutionary war between 1980 and 1992 contributed significantly to the weakening of indigenous mobilization in that country. From the perspective of a combination of political opportunity and new social movements theories, Shining Path took advantage of a history of rural isolation and a political vacuum to take control of rural areas and impose extreme repression of counterrevolutionary mobilization. It systematically pressured the indigenous communities to collaborate with it and embrace a materialist-based peasant identity. At the same time, the erratic and disproportionate response of the government negatively affected the indigenous communities. Merging the two theories allows a better understanding of this situation. El ascenso de Sendero Luminoso en las zonas rurales del Perú y su guerra revolucionaria entre 1980 y 1992 contribuyeron significativamente al debilitamiento de la movilización indígena en dicho país. Desde la perspectiva combinada de la teoría oportunidades políticas y nuevas teorías de movimientos sociales, Sendero Luminoso aprovechó una historia de aislamiento rural y un vacío político para tomar el control de las zonas rurales y llevar a cabo una represión extrema de la movilización contrarrevolucionaria. Presionó sistemáticamente a las comunidades indígenas para que colaboraran y adoptaran una identidad campesina de base materialista. Al mismo tiempo, la respuesta errática y desproporcionada del gobierno también afectó negativamente a las comunidades indígenas. La fusión de las dos teorías permite una mejor comprensión de esta situación.

The 1994 Zapatista uprising was not the first indigenous revolt in the territory known today as Chiapas, Mexico. Adopting insights from Cox and Nilsen and examining the history of three indigenous revolts in Chiapas within the framework of Arrighi’s “Systemic Cycles of Accumulation” (SCAs), this study considers the effects of such cycles on the timing of indigenous revolts. It finds a correlation between the initiation of the “financial expansion phase” of SCAs and outbreaks of indigenous revolt in Chiapas. Specifying the linkages between each SCA and developments in Chiapas, the study attributes this correlation to the effects of these phase shifts on the political opportunity structures of the indigenous communities. The implications of these findings for a theory of the timing of episodes of collective action generally is discussed.

Studies of social movements have often focused on the role of the state vis-à-vis social movements—in recent times using the concept of political opportunity structure to understand the options available to social movements. This article examines the internal conflicts within the ruling party in Communist Poland to show that a reciprocal process proceeded, in which both the social movement and the state found the choices of action available to them limited by the other, rather than just the social movement. The social upheaval that impacted the entire country brought about the rise of a reform movement within the ruling Polish United Workers Party, which prevented the government from acting as it preferred for a significant period of time. That reform movement, which would not have existed without Solidarity and certainly would not have brought about intraparty changes by itself, saw itself as connected to and dependent upon Solidarity. Party conservatives had to respond to and overcome the reformers before they could turn their full attention to ending the challenge Solidarity presented to the Communist system. In effect, for a time, Solidarity limited the political opportunity structure of the state, while the reverse was also true. While social movement scholars have long considered the possibilities and the limits on possibilities available to social movements because of the state or other external circumstances, this experience demonstrates that similar considerations must sometimes be contemplated with respect to the state.

At present, the Covid-19 contagious disease outbreak can spread rapidly throughout the world, including Indonesia. Apart from having a negative impact on the health sector, it also impacts the economic, social, cultural, resilience, tourism and other sectors. This can threaten people in rural areas who have gaps in health accessibility and high levels of poverty compared to urban areas. So it is necessary to carry out village economic development, but still protect the health of rural communities from the Covid-19 disaster. This cannot be done by the government alone. Interdisciplinary and field cooperation is required by referring to the principles of collaborative governance. The research objective was to determine the ideal collaborative governance model in village development during the Covid-19 pandemic. This research uses qualitative methods with a descriptive approach. This method can be studied comprehensively and deeply. The results of this study indicate that in South Lampung Regency there are already several priority activities in the economic and health sectors, some of these priority activities such as Covid-19 Response Village, Village Cash Intensive Work, Village Fund Direct Cash Assistance (BLT), and other Infrastructure Development. These priority activities are collaborations carried out by the government, society and business

Food security is still becoming a crucial issue in developing countries nowadays, either in urban or rural areas. There are many factors triggered this condition, such as the increase in population pressure and conflict, privatization and changing tenure arrangements, poverty, social differentiation and also environmental degradation. It’s undeniable that food security is a multidimensional problem, especially for people who lived in rural or isolated areas. In Mentawai Islands, a district located in the western part of Indonesia, the indigenous people depend on forest product (sago) as their main source of food. However, since 2012, the government has destroyed their food culture by establishing the ‘National Food Security Improvement Program’ and conducting the agricultural intensification as well as establishing 600 hectares of new rice fields in six sub - districts; South Pagai, North Pagai, Sikakap, South Sipora, North Sipora, and South Siberut. This study is conducted comprehensively using the Food Security and Vulnerability Analysis (FSVA) to understand and describe the exact profiles of food-insecurities and vulnerable households. Furthermore, it also identified the risks and vulnerabilities of food consumption in Mentawai communities. Findings depict that shifting or transforming the food culture from sago to rice is a serious issue because socio-cultural aspects influence it and surely the government has to make a parallel policy that can accommodate the people needs, not only prioritize the national development agenda.

In Eastern European countries, history plays an important role for social and political reasons. In Belarus, it is used instrumentally, and recent attempts to demonstrate the negative impact of Poland and Poles on the country’s history may, although not necessarily, be used in current political activities. The government and President Alexander Lukashenko treat the historical picture of the history of their country in relations with Poland as a derivative of the basic assumption: the first Belarusian state was the Belarusian Soviet Socialist Republic (SSR), which they assess positively, just like (with various reservations) the entire Soviet Union. The positive assessment of the USSR and the Belarusian SSR creates an ideological basis for strengthening their power inside the country and building positive assessments of today’s Russia and cooperation with Russia.

Agriculture is the major source of livelihood in rural areas and is considered the backbone of the Indian economy. In Sikkim, agriculture is being practiced by 80% of the rural population, and having no other major livelihood options has created immense pressure on the farmers and agricultural land. Agriculture sector is under great stress as the farmers are being confronted by various challenges in Sikkim Himalaya in recent years, such as land degradation, climate change and socio-economic problems. Despite the number of indigenous agriculture management methods being practised in Sikkim Himalaya, the agricultural production system is weakening. In this context, this paper presents an analysis of challenges faced by indigenous communities, local farmers and potential sustainable strategies for their management in Rani Khola watershed of Sikkim Himalaya. Data and information were collected by field observation, questionnaire surveys of 300 households, key informant interviews and focus group discussions conducted during 2017–18. Data processing and analysis were carried out with a combination of techniques, such as the application of remote sensing (RS), geographic information system (GIS)-based data processing and descriptive statistics. Major challenges identified in the watershed are water scarcity (80%), climate change (88%), soil erosion and runoff (72%), higher investment cost (100%), lack of irrigation facilities (77%), fragmentation and size of landholdings (100), human–wildlife conflict (59%) and pests and disease (60%). Some possibilities and innovations that could address these problems are the use and retaining of various indigenous soil and water conservation (SWC) measures, diversified farming systems, community involvement in the government development process, better irrigation facilities, strengthening the local economy, coordinated planning between stakeholders and development of market feedback mechanism within the system.

The article focuses on persistent ethnic and social problems in Mexico City's indigenous communities. While the city is considered one of the most ethnically mixed and cosmopolitan in the world, its indigenous communities are marginalised and suffer the consequences of a discrimination and exclusion process that began during the colonial period. It can actually be said that because of ingrained cultural bias and conditions of extreme poverty, Mexico City's indigenous population lives in a situation of ‘urban marginality' (Wacquant, 2008). The first part describes the historical roots of these ethnic minorities and describes the migration from rural areas to the metropolis. The second part explores the question of marginality, analysing data for the labour market, education and accessibility to services urban indigenous communities, with the aim of understanding whether an integration process has been triggered in recent decades. The third part examines how the government and other institutions are dealing with this problem and proposals for integration policies.

Peru approached the twenty-first century a polarized country. In the year 2000, with increased authoritarian control over the legislative and judicial branches along with constitutional reforms paving the way for his re-reelection, President Alberto Fujimori campaigned for a third term in office. His main electoral opponent, Alejandro Toledo, along with opposition leaders, spearheaded massive demonstrations in Lima accusing the government of repression, corruption, drug trafficking, and electoral fraud. Opposition figures were joined by grassroots social movements, unions, students, and human rights activists who opposed the regime's repressive and corrupt practices, which included by now reports of torture and extrajudicial killings. When Fujimori first became president a decade earlier he had inherited a country ravaged by widespread poverty, hyperinflation, nearly depleted foreign reserves, a growing narcotics trade, and two armed terrorist groups: the MRTA (Tupac Amarú Revolutionary Movement) and the Shining Path (Sendero Luminoso). Both were on the offensive across the country, the Shining Path most prominently, planting car bombs in the capital, kidnapping and killing civilians, and besieging towns and villages across the country. Looking for a way out of economic and terrorist violence, Peruvians were faced with two options in 1990: Alberto Fujimori, an ex-university president and agricultural engineer of Japanese descent, and Mario Vargas Llosa, a white, upper-middle-class novelist and liberal intellectual. Though Fujimori was less well-known, many Peruvians saw Vargas Llosa's center-right coalition as a repackaged version of the same traditional political groups that had lead the country into crisis. Fujimori would appear much like Hugo Chávez later in Venezuela, a populist outsider ready to challenge the traditional party system. Many saw Fujimori's succinct rhetoric as refreshing when contrasted with Vargas Llosa's elaborate speeches, especially since the former president, Alan García, who fled the country in 1992 on corruption charges, was also well-known for his loquacious disposition.

AbstrakOrganisasi Kemasyarakatan hadir, tumbuh dan berkembang sejalan dengan sejarah perkembangan bangsa. Dalam sejarah perjuangan kemerdekaan negara Republik Indonesia, Ormas merupakan wadah utama dalam pergerakan kemerdekaan, pada satu sisi, Ormas merupakan sebuah bentuk kebebasan fundamental yang dimiliki oleh setiap individu baik dalam kerangka etika maupun legal, yang dilindungi dan dijamin pelaksanaannya oleh negara. Namun pada sisi lain, pelaksanaan kebebasan fundamental tersebut justru ditengarai memiliki dampak negatif, yakni menabrak batas-batas keajegan dan ketertiban sosial masyarakat Indonesia.Penelitian ini melihat kebijakan pemerintah daerah dalam mengatasi konflik antar organisasi massa. Adapun pokok masalah ini diurai dalam beberapa pertanyaan, yaitu bagaimanakah dinamika konflik antar Ormas yang terjadi dan apa saja faktor penyebabnya, Kebijakan apa saja yang telah keluarkan oleh Pemerintah Daerah dalam rangka pengananan konflik antar Ormas, Bagaimana pengaruh kebijakan Pemda terhadap pengananan konflik antar Ormas.Penelitian ini dianallisis dengan menggunakan teori mobilisasi sumber daya dan analisis circle of conflict, untuk mendapatkan jawaban bagaimana Konflik Ormas yang terjadi di Sumatera Utara dan Jawa tengah (Solo) dan bagaimana penanganan konflik oleh Pemerintah di kedua lokasi tersebut.Penelitian ini menilai bahwa Pemda masih secara parsial menangani potensi konflik antar Ormas. In the history of the struggle for freedom in Indonesia, CSOs are the main container in the independence movement, mass is a form of the fundamental freedoms of every individual in both the ethical and legal framework, which is protected and guaranteed execution by the state. the implementation of the fundamental freedoms it is considered to have a negative impact, namely crashing boundaries and social order of Indonesian society.The research looked at government policy in resolving the conflict between CSOs. As this subject is broken down into several questions, namely how the dynamics of the conflict between CSOs happened and what are the causes, any policy that has been issued by the local government in order from administration of conflict between CSOs, How to influence the Government's policies from administration of conflicts among CSOs.This study in anallisis by using the theory of resource mobilization and the circle of conflict analysis, to get the answer to how conflicts CSOs that happened in North Sumatra and Central Java (Solo) and how to deal with conflict by the Government at both locations.The study assessed that the existing policy is still an administrative nature rather than fully empowering organizations to achieve common goals.Keywords: government, conflict, CBOs
