Fostering Civil Society Through Community Empowerment: An Extended Case of the Sichuan Earthquake in China

How nongovernmental organizations (NGOs) enhance civil society development in China is underresearched while the extant literature centers on the government–NGO relationship. Applying the extended case method, this study explores how an NGO-facilitated community reconstruction program followed the community empowerment approach to foster local civil society in the wake of the 2008 Sichuan Earthquake. We argue that community reconstruction opened space for NGOs to nurture public spheres and residents’ civic engagement, foster community organizing, and support community participation in local governance. The dynamics reveals the functioning and limitations of the community empowerment approach for civil society development in contemporary China.

The marine area of the west coast of Buleleng Regency has great potential for fisheries and marine affairs which, if managed properly, will be able to provide welfare for people who depend on the fisheries and marine sectors such as fishing communities. However, the reality is that there are still many fishermen who are in poverty so this is an irony for an area that has rich marine potential but the condition of the fishing community is still in the shackles of poverty so that policies or empowerment programs that are more pro-civil society are needed. This research was conducted to find out some of the actions of empowering fishing communities in the West Coast Region of Buleleng Regency, so that they can be useful both theoretically and practically. Data collection methods were carried out through interviews with several informants to obtain primary data and also through observation methods and document studies. Data analysis will be carried out using qualitative analysis, namely organizing data, sorting it into manageable units, synthesizing it, looking for and finding patterns, so that a conclusion is obtained. The research revealed that the sectoral government has implemented several actions that are part of the coastal community empowerment program including fishermen through several activities, namely strengthening the entrepreneurial culture of fishermen, strengthening fishermen's institutions, strengthening participation, strengthening fishermen's capital and through providing revolving capital assistance, as well as infrastructure assistance. As a result, fishing communities can experience positive benefits from empowerment efforts such as increasing fishery and non-fishery business diversification and wider fishing range so that it can affect the socio-economic conditions of fishermen who are getting better. It can be suggested to the related parties, that the fishing community should be provided with fisherman business capital assistance by the government through financial institutions that are no longer considered burdensome to fishermen, such as the necessity of guarantees or collateral in the form of certificates or BPKB when obtaining fisherman business credits that have been This is a complaint of the fishing community, especially the small fishermen.

In 2007, Ukraine joined the pool of the countries in which supporting for civil society development is officially recognized as a state priority. Since then, three relevant strategic documents have been implemented – the Concept for facilitating civil society development by executive bodies (2007), that was approved by the government, and the Strategy of state policy for facilitating civil society development (2012) and the National strategy for facilitating civil society development for 2016–2020 (2016), that were approved by the President of Ukraine.The results of the researching of different approaches to determining the strategic objectives of state support for civil society development and the mechanisms for their implementation, that took place during 2007–2020, are presented in the article. Also the analysis of the above-mentioned state documents and the practice of their implementation is carried out. The strengths and weaknesses of the respective approaches are highlighted based on the results of the analysis.Each strategic document played a positive role in the formation of state policy for facilitating civil society development. However, none of them had enough quality in terms of planning and implementation mechanism. The author singled out a number of shortcomings: unclear formulation of strategic objectives and fuzzy connection of action plans with them; changing bodies authorized to set priorities and plan activities in the relevant area; weak coordination mechanisms; lack of indicators for monitoring and evaluation of effectiveness, etc.Recommendations for improving approaches to defining strategic objectives and mechanismsfor their implementation in the new National strategy for facilitating civil society development were alsoformulated.

The task of mapping the existing procedures and methodologies of subsidies provided from the state budget in terms of efficiency, transparency and effectiveness and proposing their evaluation, the Office of the Plenipotentiary of the Government of the Slovak Republic for Civil Society Development resulted from the Strategy of Civil Society Development in Slovakia Action Plan 2019-2020. The analysis is based on research solved for the needs of practice and focuses on ministries, central state administration bodies and funds of the Slovak Republic, which is a total of 21 institutions that provide subsidies for non-governmental organizations as carriers of innovative solutions to regional disparities. The aim of this paper is to review all subsidy schemes of the ministries and evaluate them in terms of efficiency, transparency and effectiveness, ie. to map existing procedures and methodologies for providers of public resources in the form of subsidies provided from the state budget, which determine how goals / measurable indicators proving the meaning of provided public resources are to be set and at the same time enable them to be evaluated. Based on the mapped and evaluated state, we propose additional procedures and methodologies that will allow a comprehensive evaluation of the effectiveness, transparency and efficiency of spent funds of individual subsidy programs provided from the state budget and which can also be used to provide subsidies at regional and local level.


Civil society plays a significant role in attempts to build a functioning democracy, support the rule of law, and promote and protect rights, as well as remaining one of the main driving forces of reform. Civil society continues to cooperate with state agencies in the field of developing political programmes, and to a certain extent assumes some responsibility for the implementation reforms. Despite this, the involvement of civil society in certain areas still remains declarative. An innovative trend in the civil society development in Ukraine has been creation of CSOs and NGOs coalitions, aiming to consolidate and accelerate the implementation of reforms through methods of advocacy and cooperation with state authorities. In 2017–2018 there was tension between civil society and the government despite the implementation of the National Strategy for Facilitating the Civil Society Development, adopted in 2016, however. In 2019 there is a tendency for improvement in state-civil society relations since the Constitutional Court has declared unconstitutional the clauses of the law on preventing corruption, which obliged representatives of public anti-corruption organizations to submit their asset declarations. Moreover, it has become possible to register CSOs in Ukraine online free of charge at the Governmental portal, which is an important step forward to improving public service delivery and creating a better legal environment for civil society. Online services for civil society organizations would be developed and introduced, including online registration of charitable organizations, public associations, applications for non-profit status, etc. The article analyzes the state of development, problems and challenges of the civil society within the framework of the implementation of reforms and European integration of Ukraine , as well as the influence of civil society on reforms in Ukraine, in order to implement reforms, achieve socio-economic progress, and ensure the national security of Ukraine. Also, the article analyzes the how the reforms are assessed by population, and overviews the tendency of increasing trust in the CSO activities by the citizens of Ukraine.

One of The Community Service as an embodiment of the practice of Tri Dharma in College is the implementation of a Community Service Program (KKN). Thematic KKN held in Tanjung District, West Bangka Regency aims to achieve a local resource-based economy with high competitiveness, the realization of accountable local governance, and the creation of a quality and advanced society such as the mission which launched by the Government. The implementation method is carried out through survey, socialization and the community assistance. Students are divided into 3 (three) thematic groups, namely: (1) Tanjung Tourism and Creative Industries; (2) Tanjung Village Management; (3) Tanjung Education. The results include (1) The Training and development of creative industries, The Monument for culinary centers; The Revitalization of tourism objects, such making the signpost name for culinary kiosks; (2) The Application of Village Management Information System (SIMDes), Training of financial reports; (3) The Socialization of the education and eradicating illiteracy, The Socialization of adolescent health, The Revitalization of village libraries. The sustainability of cooperation with various cross-sectoral agencies is expected to be an effort to continue the community service towards the Great West Bangka in 2021.

Community empowerment with regard to maternal and child health services at the community level carried out by cadre.Cadre is health volunteers, selected by the community.404 number of active cadres in primary health care of South Purwokerto entirely female, although it may be a cadre of men. Active cadre toddler actively providing services every month for child before 5 years age. Interest to know the various reasons committed cadres in performing their duties. The method used is qualitative study,to describe a variety of reasons commitment to perform cadre duties in child health care. Retrieving data using interview techniques through the focus group discussion. Data from 30 cadres.Results of interviews taken until the data saturation, as a reason believed by cadres in the commitment to carry out tasks of serving the Muslim community. Characteristic respondent are mean of age 38 years (the youngest age of 25 years and the oldest 55 years old), a 100% Islamic religion, level of education majority of senior high school(at least primary school). Educational level health cadres in Banyumas has met the minimum requirements by the WHO.Results of the analysis showed thatcommitment includes a cadre of dedicated, caring community, a desire to learn, social esteem, individual satisfaction, togetherness, organization, and spirituality. The spirit of cadre to the community need the attention of the government for development and prosperity in accordance with their duties.Spiritual reasons become one of the motivations in providing health services to the community, albeit to a spirit of dedication and a great desire to learn. Cadres continue to provide services, even to families with different spiritual.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.
