Autopoiesis and the Science of (Public) Administration: Essence, Sense and Nonsense

The model of 'autopoiesis' — originally a biological model of a living system- has stimulated some outstanding social and administrative scientists to creative thinking about possible implications and applications. In this paper, the applica bility of the model to the science of (public) administration is discussed. Applying a natural scientific model to a social science is hazardous. The paper begins with a description of the original model and a discussion of its systems theoretical impli cations. Next a review of the various interpretations of autopoiesis in different fields of the social sciences is presented. Finally an attempt is made to perform a careful translation and cautious application. The autopoiesis model seems to offer new insights into the self-governance of organizations. The model opens a fundamentally different perspective on the relationship between organization and environment. From an organization science point of view the model seems intriguing enough to have a close look at it.

Dreyfus argues that there is a basic methodological difference between the natural sciences and the social sciences, a difference that derives from the different goals and practices of each. He goes on to argue that being a realist about natural entities is compatible with pluralism or, as he calls it, “plural realism.” If intelligibility is always grounded in our practices, Dreyfus points out, then there is no point of view from which one can ask about or provide an answer to the one true nature of ultimate reality. But that is consistent with believing that the natural sciences can still reveal the way the world is independent of our theories and practices.

AbstractFrom a theoretical and empirical linguistic point of view, this paper emphasizes the importance of the relationship between populism and the media. The aim of this article is to explore the language use of the Spanish right wing populism party Vox on the basis of its multimodal postings on the social network Instagram. For the analysis of their Instagram account, a suitable multimodal discourse analysis (MDA) provides a variety of methods and allows a theoretical integration into constructivism. A hashtag-analysis reveals that Vox’s ideology consists of a nativist and ethnocentric nationalism on the one hand and conservatism on the other. With a topos analysis, the linguistic realisations of these core elements are illustrated with two case studies.

Normally in political studies the term public policy is construed to encompass the societally binding directives issued by a society's legitimate government. We usually consider government, and only government, as being able to “authoritatively allocate values.” This common conception pervades the literature on government policy-making, so much so that it is hardly questioned by students and practitioners of political science. As this note attempts to demonstrate, some re-thinking seems to be in order. For purposes of analysis in the social sciences, this conceptualization of public policy tends to obscure important realities of modern corporate society and to restrict unnecessarily the study of policy-making. Public policy is held to be public simply and solely because it originates from a duly legitimated government, which in turn is held to have the authority (within specified limits) of formulating and implementing such policy. Public policy is public then, our usual thinking goes, because it is made by a body defined somewhat arbitrarily as “public”: a government or some branch of government. All other policy-making is seen as private; it is not public (and hence to lie essentially beyond the scope of the disciplines of poliitcal science and public administration) because it is duly arrived at by non-governmental bodies. Thus policy analysts lead us to believe that public policy is made only when a government body acts to consider some subject of concern, and that other organizations are not relevant to the study of public policy.

By tradition public administration is regarded as a division of political science. Woodrow Wilson set the stage for this concept in his original essay identifying public administration as a subject worthy of special study, and spokesmen for both political science and public administration have accepted it since. Thus Leonard White, in his 1930 article on the subject in the Encyclopedia of the Social Sciences, recognizes public administration as “a branch of the field of political science.” Luther Gulick follows suit, observing in 1937 that “Public administration is thus a division of political science ….” So generally has this word got around that it has come to the notice of the sociologists, as is indicated in a 1950 report of the Russell Sage Foundation which refers to “political science, including public administration….” “Pure” political scientists and political scientists with a public administration slant therefore are not alone in accepting this doctrine, which obviously enjoys a wide and authoritative currency.But if public administration is reckoned generally to be a child of political science, it is in some respects a strange and unnatural child; for there is a feeling among political scientists, substantial still if mayhap not so widespread as formerly, that academicians who profess public administration spend their time fooling with trifles. It was a sad day when the first professor of political science learned what a manhole cover is! On their part, those who work in public administration are likely to find themselves vaguely resentful of the lack of cordiality in the house of their youth.

Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.

This article argues for a systemic conception of freedom as non-domination. It does so by engaging with the debate on the so-called coalition problem. The coalition problem arises because non-domination holds that groups can be agents of (dominating) power, while also insisting that freedom be robust. Consequently, it seems to entail that everyone is in a constant state of domination at the hands of potential groups. However, the problem can be dissolved by rejecting a ‘strict possibility’ standard for interpreting non-domination’s robustness requirement. Frank Lovett and Philip Pettit propose to restrict the relevant domain of possible worlds by reference to two epistemic conditions pertaining to potential group members. I argue that this strategy unduly limits non-domination’s critical potential. I then argue that a suitably systemic conception of domination avoids this problem. By placing explanatory emphasis on social institutions, and how these bear on the feasibility of individual and collective action, a systemic conception of non-domination avoids the coalition problem in a way that retains its critical potential. The article clarifies the relationship between the rule of law and the social norms and objects to the claim that non-domination is bound to deem the latter irrelevant from the point of view of freedom.

This research was conducted with the aim of knowing the relationship between product quality and price with the interest of buying consumer Ole-Ole Futsal Bung Tomo. This type of research uses a quantitative approach. The sample in this study were 30 respondents taken by the snowball effect method. The data analysis technique in this study usedcorrelation test analysis Spearman rank. The calculation process was aided by theapplication program Statistical Package for the Social Sciences (IBM SPSS Statistics 20). The results of this study indicate that a correlation of 0.877 means that it is very strong and based on calculations, the product quality variable with consumer buying interest has a sig value of 0.000 <0.05, so Ho is rejected, the product quality is significantly associated with consumer buying interest. And the price variable shows that there is a correlation of 0.738 which means strong and based on calculations, the price variable with consumer buying interest has a sig value of 0.000 < 0.05 so Ho is rejected, then the price is significantly associated with consumer buying interest.

Objetivo: analizar los significados que construyen las madres de personas en condición de hemofilia, sobre ser portadoras de la enfermedad. Materiales y Métodos: Estudio cualitativo con enfoque del interaccionismo simbólico que, a través de una etnografía particularista y el uso de entrevistas semiestructuradas, observaciones y revisión documental, rescató el punto de vista de 17 madres pertenecientes a la Liga Antioqueña de Hemofílicos que participaron de manera voluntaria y residen en diferentes municipios del departamento de Antioquia. Resultados: Las participantes se reconocen a sí mismas como seres potenciales, es decir, no sólo como trasmisoras o cuidadoras de la enfermedad de sus hijos, sino como sujetos cognoscentes de su realidad dispuestas a reflexionar sobre sus aprendizajes e incorporarlos a favor de la relación consigo mismas y con los demás. Los significados más relevantes son: empezar a vivir con hemofilia, asumir la enfermedad, la familia, el cuidado y la crianza, la relación con los servicios de salud, caminando con algo que no se puede desprender y darse cuenta. Conclusiones: La salud colectiva es la posibilidad de tener un acercamiento más comprensivo al proceso salud – enfermedad – atención de los colectivos humanos, tomando en cuenta las condiciones económicas, sociales y culturales en las que estos se inscriben. La pregunta por los significados de estas madres develó el tejido de lo individual y lo colectivo, como un asunto que trasciende el plano biológico de la enfermedad y da cuenta de la construcción social en la que confluyen prácticas, saberes, imaginarios y sentimientos.Palabras Clave: Cuidadores, enfermedad crónica, hemofilia A, madresSignifi cance of being a hemophilia carrierAbstractObjective: Analyzing the meanings that mothers of people with hemophilia, build about being carriers of the disease. Materials and methods: Study based on the qualitative method supported by the approach of symbolic interaction, which through a particularistic ethnography, and the use of semi-structured interviews, observations and document review, rescued the point of view of 17 mothers belonging to the Liga Antioqueña de Hemofílicos. They participated voluntarily and reside in different municipalities of Antioquia. Results: The participants recognize themselves as potential beings, that is, not only as disseminators or carers of the illness of their children, but as cognocentes subject of their reality willing to reflect on their learning and incorporate them in favor of the relationship with herself and others. The most important meanings are: start living with hemophilia, assuming the disease, the family, the care and upbringing, relationships with health services, walking with something that can not be detached and realize. Conclusions: Collective health is the ability to have a more comprehensive approach to process health - disease - care of human groups, taking into account the economic, social and cultural conditions in which they are registered. The question of the meaning of these mothers, unveiled the tissue of the individual and the collective, as a matter that transcends the biological level of the disease and accounts for the social construction that blends practices, knowledge, imaginary and feelings.Key Words: Hemophilia A, chronic disease, mothers, caregivers. Significado de ser portadora de hemofiliaResumo                                   Objetivo: Analisar os significados construídos pelas mães de pessoas com hemofilia, sobre ser portadores da doença. Resultados: Os participantes se reconhecem como seres potenciais, ou seja, não apenas como transmissores ou cuidadores da doença de seus filhos, mas como sujeitos cognitivos de sua realidade que estão dispostos a refletir sobre sua aprendizagem e a incorporá-los em favor do relacionamento com eles mesmos e com os outros. Os significados mais relevantes são: começar a viver com hemofilia, assumir a doença, família, cuidados e educação, relacionar-se com os serviços de saúde, caminhar com algo que você não pode separar e perceber. Conclusões: A saúde coletiva é a possibilidade de ter uma abordagem mais abrangente para o processo saúde-doença-cuidado de grupos humanos, levando em consideração as condições econômicas, sociais e culturais nas quais estão registradas. A questão dos significados dessas mães revela o tecido do indivíduo e o coletivo como um problema que transcende o plano biológico da doença e explica a construção social em que as práticas, o conhecimento, o imaginário e os sentimentos convergem.Palavras-Chave: Cuidadores, doenças crônicas, hemofilia A, mães

This Article may be situated within the rapport field between Philosophy and Social Sciences, at the search regarding to the concept concerning the Representation. Regarding to Philosophy, under a general view, the concept, concerning Representation, has been, since a long time, understood as a trail which one would get througl reaching to the real and true ones. Representation, as the thought contents expression form had not been known departing from Philosophy as a barrier against the objectivity concerning the knowledge. Representation, in its source, has been constituting itself a cognictive, inmanent reflection, related to the conscience inner subjectivity. But departing from the episthemological point of view, it has been not so easy for the campus concerning the Culture Sciences as a totality. In the theory regarding to knowledge, the Social Sciences campus and, more specifically, in the human life Symbolic dimension constitutive aspects, it has been, often, accepted negatively as an entry door for the histotical social reality. Nowadays, one may conclude that the contents concerning the Culture are deeply rooted within the histotical reality, which may present new dimension the reading regarding to the Symbolical side concerning the human life, under the view regarding to the unseen aspect, such as the intellectualistic Western dominant Culture allows understanding the way which could be in.

The present article is devoted to the problems of inclusion in modern Ukrainian society. The concept and essence of inclusion are studied from the point of view of the theory of social comprehension (of the essence of inclusive group), dynamics of social structure and social interactions. The inclusion is divided into social and educational forms according to the modern approaches to considering types of inclusion. The main forms of inclusion are analyzed from the point of view of pedagogical and social sciences. Special attention is given to the social inclusion in modern Ukrainian society. The comparative analysis of the categories «integration» and «inclusion» is carried out and the main common and distinctive features of these categories are determined in the article. It is said that social inclusion can be analyzed only in context of social exclusion, because they are both parts of the same social process. The potential of such further analysis are researched. The peculiarities of the process of social inclusion in modern Ukrainian society are analyzed. The main characteristics of social inclusion are described in the article on the basis of analysis of modern scientific literature. Special attention is given to the social inclusion in social work and social science. From the point of view of socio-pedagogical science social inclusion is analyzed as democratic action about comprehension somebody or the whole social group into some activity or cultural process. Social inclusion in modern Ukrainian society becomes social mechanism, some kind of an instrument, aimed at overcoming the barriers and constraints on the path to social well-being, which radically changes the existing state social politics. The results of the research are used in the social work, pedagogical and social sciences.
