Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.

The aim of the study is to determine the status and peculiarities of the state protection of cultural heritage objects, which were created in order to perpetuate military history and are works of monumental art, within the framework of the current Russian legislation. The materials used in the article mainly relate to the regulatory framework for the protection of monuments in Krasnodar Krai. The study is based on documents from the departmental archive of the regional Office of State Protection of Cultural Heritage Objects of Krasnodar Krai, on national standards of the Russian Federation, and on acts of federal and regional legislation. The study uses historical legal, formal legal, and comparative legal methods, as well as methods of interpretation of law and logical methods. The authors examine the novelties of the Russian legislation affecting the establishment of protective zones around the monuments of architecture and urban construction and note that the acts of Krasnodar Krai also prescribe the arrangement of such zones for monuments containing burials and monuments of monumental art. The authors formulate questions related to the law enforcement practice in relation to the mass graves of soldiers and to individual monuments containing military equipment, replicated monuments, and obelisks made of sheet iron. The authors analyze the national standard of the Russian Federation, “Cultural Heritage Preservation. Terms and Definitions”, and give examples of checks for compliance with the terms in the standard at individual objects of cultural heritage. The analysis of the status of monuments containing military equipment is based on methodological recommendations published in the 1980s. They prescribed state protection for monuments made at a high artistic level from durable materials, but in practice these requirements were rarely met. The authors conclude that, along with samples of military equipment, works of architecture or sculpture created in honor of specific historical events, including guns or transport-combat vehicles installed on pedestals, are subject to state protection. It is the presence of an architectural base that allows classifying such objects with the term “monument”. In each specific case, the legal status and features of the state protection of the monuments considered in the article can be established based on the regulatory and technical documents (national standard) that contain sufficiently accurate definitions of these objects.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding. The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

The dynamics of indicators of older generations is considered. Indicators of a special category of the population — citizens with a disability group-are analyzed. Employment of the population in modern conditions is studied. Based on the analysis, current problems are identified and priority directions for the development of social policy in the region are proposed. It is concluded that the level of social development in the Russian Federation and Crimea is not at a high enough level, which, in turn, determines the need for additional development of social aspects of the state’s activities.

With the development of technologies for collecting, processing and storing data, many countries started to upgrade the systems of official statistics, complementing it with big and administrative data. One of the most detailed and operative sources of data on the economy is banking statistics. The article presents the results of a comparative analysis of the data of the SME Growth Index, formed on the basis of the data of Sberbank, and the data of the Federal Tax Service of the Russian Federation. The analysis showed that the data of banking statistics correspond to the data of the Federal Tax Service of Russia both in the distribution of observations in various sections (regions of the Russian Federation, size of the business), and make it possible to more quickly obtain data on the state of the sector, and can be used both for analyzing the SME sector and forecast parameters of its development. Based on the analysis of banking statistics for the 3rd quarter of 2020, the effect of “the sector whitewashing” and an increase in deductions on insurance premiums and personal income tax due to a decrease in the rate on insurance charges for SMEs from 30% to 15% was revealed. Further analysis based on data from the Federal Tax Service of Russia also confirmed this conclusion.
