One of the most important components of national security is food security. The country's food security is mainly ensured through the development of agriculture, food production and food import systems. The main problems of the development of the agri-food system of the republic were the increase of the level of provision of the population with food, the increase of the level of economic protection of the country, which, first of all, requires an increase of agricultural production to provide the population with locally produced food products, raw materials to the processing industry as much as possible, as well as to increase export volumes. The main goal of the research is to develop and outline the ways of further development of the RA food self-sufficiency based on the development of agricultural production. Based on the analysis of the current situation in the agricultural market, to propose a set of economic development measures, which will contribute to the increase of the food security level, the development of the agri-food system, the reduction of the poverty level of the rural communities. The research substantiated the preconditions for further growth of agricultural production, as a result of comprehensive studies and analyzes, the main directions of improving food production and increasing efficiency were outlined, which conditioned the scientific novelty.

The purpose of the study is to study and substantiate the criteria and indicators for ensuring the country's food security - one of the multifaceted problems of international and national character, affecting many social groups of the population. Food security characterizes the state of agro-industrial complex, in which, regardless of external and internal conditions, decrease in the State food reserve, the needs of residents for products are satisfied in accordance with physiological norms, in volumes sufficient for active and healthy life. The article considers FAO's methodological approaches to assessing food supply based on the availability of grain reserves and its per capita production, which are necessary for economic security at the interstate level. The problems associated with macroeconomic situation, production efficiency and the level of profitability of the population of the republic are considered. Data on development of agricultural production, income and quality of food is provided. It is shown that Kazakhstan is moving to a new stage of ensuring food security and price control by creating a national distribution network - a complex of wholesale distribution centers (WDC). A similar system operates in France, Spain and other economically developed countries. This project will be implemented in three stages until 2022, it is planned to build 24 WDC, which will act as a warehouse and manage product flows at retail outlets, distributing it among them.

This paper examines the problem of food security in the Republic of Kazakhstan over the past 10 years. Based on statistical data, an assessment was made of the prevalence of malnutrition among the population of the country, including children under 5 years of age. There has been a trend towards for an improvement in the nutrition of the population for a few indicators; however, further optimization of food security indicators is required to achieve the goals of sustainable development (SDGs) of the FAO WHO Agenda for the period up to 2050 in Kazakhstan and in its individual regions. The paper reflects data on demographic changes over the past 10 years and its self-sufficiency in basic foods for 2019. A high degree of self-sufficiency in meat products (117.6%) is revealed in the population of the Republic of Kazakhstan. However, self-sufficiency in dairy products is at an extremely low level (0.1%). Camel breeding has been successfully developing in the country over the past 10 years. However, the number of camels in the country is still at a low level. Camel milk can be considered as a great source of macronutrients, its daily consumption partially facilitates the problem of Food Security in Kazakhstan.

This chapter challenges the uncritical pursuit of food self-sufficiency that has been rationalized as increasing the state’s preparedness against shipping disruption. It argues that this effort might increase food’s cost, and reiterates the point that local food is not necessarily fair as low-income consumers could be sidelined in the push for food localization. In contrast to the enthusiasm for promoting agriculture and local food production in the state, relatively little has been done in addressing food insecurity of the poor, especially by the state government. Food democracy needs to consider food security for all—particularly the poor and the marginalized.

Policy plays significant role in defining the food system of any country, and a sustainable food system is necessary for food security. This chapter maps out the causal interactions between food systems, food security and policy, and the challenges in transition to a sustainable food system while respecting the rights of all people to have access to adequate food in Nigeria. Explicit, rigorous, and transparent literature search was undertaken and many articles were assessed and reviewed. Although the results established a mutual relationship between food system and food security, existing literature have widely failed to take interactions between food systems, food security and policy into account. While food production is used as an entry point to improving food system sustainability, the quest for food security are undermining transition towards sustainable food systems. It was found that without right policies in place, it may be difficult to have food systems that are sustainable and ensure food security. This chapter provides a useful contribution to policy, and research on transitions towards sustainable food system. Any policy intervention to address one part of the food systems will impact on other parts and will determine whether a country is food secure or not. Enabling policy environment is therefore essential in ensuring a sustainable food system and for the attainment of food security.

Seafood provides the most important source of protein on the planet, and millions in coastal communities depend on this sector for nutrition, livelihoods, and cultural values. Despite seafood's important role, in many locations the contributions of fisheries and aquaculture to local food security have not been accurately assessed. An overview is provided of current and future contributions of seafood to food security in Hawai‘i through metrics using a supply chain approach from hook-to-plate, encompassing production and consumption. Hawai‘i's local seafood production is nearly 21,000 metric tons per year, with ~90% sourced from pelagic fisheries, and 6% from reef fisheries. Seafood is a bright spot in the overall Hawai‘i food system, providing a relatively higher degree of self-sufficiency than other food sources. Annual local production of seafood in Hawai‘i is estimated at 20,424,243 ± 1,958,488 kg (μ ± SD). Accounting for imports and exports, the total locally available seafood (32,450,820 kg ± 1,571,905 kg) accounts for about 134 ± 6.5 million meals available every year. Wild-capture fisheries (pelagic and nearshore) in Hawai‘i are modeled to be able to meet 45% or less of the growing seafood demand in Hawai‘i by 2040, compared to an estimated 55% in 2015. A projected 20% increase in total seafood demand by 2040 would exceed current average annual local production by up to 37%. Improvement in sustainable fisheries, aquaculture, and innovations in value and supply chains are critical if Hawai‘i is to improve its seafood security and the food provisioning functions of ocean and coastal environments.
