Talent Management and Professional Standards: Research on the Level of Development of University Students' Competencies

The central place in the presented article is devoted to talent management: the theoretical foundations of talent management in the personnel management system are reflected – its concept and essence, its significance in modern conditions are considered. Talent is considered as a set of necessary competencies, on the basis of which the value of the competence approach in identifying talents is established. Within the framework of the study, based on the professional standard of a specialist in personnel management, a competence model was developed, according to which talents were determined among students of the training direction "Personnel Management" of the Ural Federal University named after the first President of Russia B. N. Yeltsin. The results of the study demonstrate that the student training program at the university corresponds to the model of key competencies of a specialist in personnel management, and, therefore, meets the requirements of the professional standard. However, it requires improvement in the development of a number of competencies.

The organization’s talent management as an actual trend in modern HR management is actively developed by Russian business. Its introduction into the practice of modern organizations is associated with the solution of many important tasks, including the development and implementation of effective talent management technologies, as well as the training of young workers to work in the talent management system, replacing the traditional personnel management. The article is devoted to the study of the being of demand for talent management among the heads of organizations and personnel management services, on the one hand, as well as the analysis of professional orientation of future employees — graduates of bachelor’s and master’s degree programs of the University, on the other. The novelty of the research consists in an attempt to conduct a comparative analysis of the relationship between the formation of talent management in organizations and readiness to participate in the implementation of this technology of potential labor market participants. The results of the study can be used to assess the prospects for the development of talent management organizations of any form of ownership, type of activity and size and the formation of competencies “talented” staff education system of Russia.

Ортеги-и-Гассета и др. critical thinking is considered one of the key competencies of modern education, and modern students certainly need to develop it, since the features of modern school education and the development trends of mass society do not allow it to develop adequately to the needs of rapidly changing social reality. This article uses the example of a General sociology course to show the process of developing critical thinking at the University. The works of Ch.R. Mills, Z. Bauman, J. Ortega y Gasset, and others are used to form critical thinking.

Abstract This article shows clearly the experiences of the author concerning the social restart of Germany after 1945. The ZEE was and is a place for reflection and reorientation. Personal encounters with personalities of the »first hour« constitute the opening. This is followed by five central situations which were witnessed and devised by the author. They had a direct effect on the ZEE. 1. The participation in the senior staff of Willy Brandt had an effect on the contemplation of an »ethos of inner reforms«. 2. The reform process in South Africa with its »peaceful revolution« brought the author there, having intense working relations to the leaders of the »black majority«. These experiences found their way into the ZEE. 3. As chairman of the chamber for social order of the EKD (Evangelical Church in Germany) the author worked nearly 20 years intensively on memoranda concerning the reorientation of the welfare state in many dimensions. The ZEE was a central place of scientific debate. 4. and 5. As head of the Diakoniewissenschaftliches Institut (I. for Christian social work) of the University of Heidelberg basic questions of deaconry theologically and at the same time world wide aspects were at the centre of interest also at the ZEE

Orientation: Talent measurement is a critical input to talent management (TM). Involving the application of measurement methodologies in order to determine the current and longer-term potential, competencies and contribution of employees and their roles, talent measurement is a growing field of interest in human resources.Research purpose: This article reviews and integrates the practice of talent measurement, including developing a model of talent measurement, rooting the practice in theory and suggesting several relatively unexplored aspects of talent measurement that may have potential for improvement or controversy.Motivation for the study: Talent measurement has not been adequately discussed and critiqued.Research approach/design and method: A theory review and development approach is taken in this article.Main findings: A holistic model for talent measurement is presented, including elements that have not received much prior attention such as theoretical foundations, the practicalities of including a role element, the advisability of using talent pools, the question of whether talent measures or status should be revealed to employees, the integration of talent pools with diversity or transformation imperatives, and others.Practical/managerial implications: Managers who employ TM should benefit from this review and set of challenges regarding the practice of talent measurement.Contribution/value-add: Although TM has been extensively discussed, the specific measurement options involved have been less well examined. Development of a holistic model and identification of outstanding controversies within it provide value to practitioners and to the evolution of TM.

The study aimed to identify the effectiveness of talent management strategies in human resource development at the University of Taibah, And to develop the necessary scientific solutions and recommendations, which can contribute to enhancing the effectiveness of talent management strategies in human resource development. Using the descriptive approach, study sample consisted of 67 leader, the leader of the 95 representing the entire community of the original study, and88member of the faculty members out of 365. The study relied on questionnaire tool, included thirty-eight parts, distributed over four axes, polarization, the discovery, the professional development, and the retention. In addition to an open question. The study found a range of results, which are; The general grade of the effectiveness of talent management strategies in human resources development at the University of Taibah from the perspective of leaders and members of the faculty average, is a mean 3.13.The polarization strategy is the most effective in the talent management in the development of human resources at the University of Taibah, a mean 3.35. The second was professional development with an average (3.17) and third discovery with an average of (3.09) The retention strategy came to be the least strategy in the talent management effectiveness in human resource development at the University of Taibah, a mean 2.93.In light of the results , a number of recommendations and suggestions.

This paper focuses on the issues of applying professional standards for preschool and school teachers in the assessment of teachers’ qualifications and the development of their professional skills. The paper reviews foreign practices in the subject and approaches to the organization of qualification exams for teachers in various countries. The discussed issues include the development of such criteria for assessing the quality of teaching activity that would promote professional skills in teachers as well as reveal the outcomes of this activity in students. The paper concludes with an outline of the key elements of the model of professional exam for teachers as a form of assessment aiming to prove that teachers’ qualifications meet the requirements of the professional standard.

The introductory part of this paper defines the concept of lifelong learning and describes the key competencies for lifelong learning as defined by the European Union. The empirical part of the paper outlines the results of the research on students’ self-assessment of lifelong learning competencies. The goal of the research was to re-evaluate students’ self-assessment of lifelong learning competencies and to establish whether or not there is a significant difference in attitudes towards the usage and assessment of lifelong learning competencies among students of various study programmes. The research was conducted on the student population at the University of Mostar (N=283). The principal research findings suggest that various study groups of students provide various assessments of lifelong learning competencies, depending on their professional orientation.

This article is a case study of Wansolwara, the University of the South Pacific (USP) journalism programme student training newspaper. The article compares the outcomes of Wansolwara’s coverage of the 2000 and 2006 Fiji coups in relation to student learning and an alternative media voice in a climate of restrictions. Interviews with student journalists and lecturers involved in the coup coverage indicate that Wansolwara’s status as a campus-based newspaper has been a strategic benefit in filling some gaps in mainstream media reporting, besides providing students with empowering learning experiences. The case study illustrates the importance of an independent, campus-based newspaper somewhat less restrained by commercial pressures and less exposed to direct state coercion.
