The article is devoted to the analysis of the results of the participation of Russian universities in the authoritative international Webometrics ranking, the choice of ways to strengthen the positions and increase the number of universities in its top lists. Methodological tools of the research: analysis of statistical sources of information. The paper analyzes the dynamics of the position in the international Webometrics ranking of leading Russian universities and the Russian Federation as a whole in recent years. The directions of promotion of Russian universities-leaders of the Webometrics rating in international and domestic social networks are considered. The study allows us to conclude that there is a close connection between the network activity of universities and the webometric success of the university, as well as the need for more active interaction with the audience, a detailed study of its preferences and improvement of approaches to the formation of the communication policy of the educational institution.

Drug addiction is a mental illness and is included in the list of socially significant diseases that cause significant damage to society. From the expert point of view, adolescence is one of the sensitive periods for the contraction of the disease development. Prevention of drug addiction in the student community is one of the activities of the university, ensuring the preservation and strengthening of the health of students. The main concern of primary prevention of drug addiction in the university is the construction and development of students' values of their own health and motivation to maintain a healthy lifestyle. The article provides an analysis of the regulatory legal documents of the Russian Federation governing the organization of primary prevention of drug addiction in the educational institution of higher education. The necessity of an integrated approach to the organization of preventive activities at the university is emphasized, based on the requirements of the legislation of the Russian Federation in the field of drug prevention in the youth environment and taking into account the ethical principles of the organization of psychological and pedagogical support in an educational organization.

From 2021 to 2031, an innovative project of the Ministry of Education and Science of the Russian Federation will begin to be implemented, aimed at the formation of strategic leadership of the country’s higher educational institutions on the basis of partnership between them. The article discusses the possibilities of developing directions of training in the field of tourism and recreation on the basis of the Saratov State University named after N.G. Chernyshevsky, the potential of the university and the region is analyzed based on the criteria laid down by the program. It also examines the main problems and paradoxes that hinder the development of professionalization of the tourism industry in the Saratov region. In conclusion, conclusions are drawn about the need to develop new approaches to the professional development of graduates for tourism and recreation through greater participation in the promotion of knowledge and technology, as well as the training of innovative researchers.

The need to implement priority projects of the Ministry of Science and Higher Education of the Russian Federation, to internationalize Russian universities and increase their competitiveness on the global educational products and services market requires a creation of educational programmes taught in the English language. The article analyzes the current state and prospects of development of English-language education programmes at Russian universities, especially at Irkutsk universities. It was found that a number of metropolitan universities are leading in this area, but so far, despite the significant expenses of leading universities on promotion in international rankings, there are few programmes and individual disciplines taught in English, and publications that reveal the experience of their implementation are few. The paper shows the importance of English-language education programmes for both the university and the region, identifies problems arising from their launch and development, summarizes the experience of implementing such programmes, and offers recommendations for their promotion at the university. The author makes a conclusion that English-language programmes contribute to the development of universities, improving the quality, competitiveness and prestige of higher education in the region and in Russia.

In this article, the authors study the history and development of the anti-corruption legislation of the Russian Federation. They also describe the conditions for the exis­tence of a tolerant attitude to corruption in the Russian society. The results show that only an insufficient list of measures to combat corruption is fixed at the federal laws. On the local level, organizations and enterprises need to independently identify, develop and implement comprehensive and highly specialized measures aimed at restricting corruption. Thus, due to the lack of a systematic approach to the formation of an anti-­corruption environment on the local level, there is a risk not to achieve the results of anti-corruption measures. The authors, for their part, propose to promote new ways to form intolerance to corruption and call for the creation of an anti-corruption environment in the educational organization with the help of anti-corruption ideology. Since the phenomenon of corruption is often associated with regulations and mechanisms of public administration, the researchers emphasize that combating corruption in education is an important and necessary task since corruption has an extremely negative impact on the goals and objectives of educational policy in the Russian Federation. The case of the University of Tyumen shows the specific results of the application and implementation of anti-corruption measures in the educational organization. The authors propose to improve the mechanism for the application of criminal liability. The new mechanisms will be aimed at improving the anti-corruption legislation to prohibit persons who have previously been convicted of corruption crimes to work in an educational organization.

Purpose. To offer the reader the most relevant directions of research and development for criminological science and practice in very specific conditions of a higher educational institution, which, for a number of objective and subjective reasons, has become one of the most important institutions where criminological science can develop with sufficient efficiency. Methodology: dialectics, induction, deduction, analysis, synthesis. comparative legal and formal logical methods. Conclusions. 1. The current institutional mechanism for conducting criminological research and development in the Russian Federation (individual research, departmental criminological science of law enforcement bodies, criminology at universities) is quite intensive, but not quite always, with sufficient grounds, it changes. Moreover, without proper methodological and other necessary support. 2. The overwhelming majority of criminologists are currently combining educational and scientific work, which, without proper organizational and managerial adjustments, reduces the efficiency of their scientific and pedagogical activities. 3. For all the shortcomings of the university criminological science, there are also a number of its indisputable advantages (preferential planning from below, greater efficiency, maximum interest of the author in the implementation of the results obtained in practice). Scientific and practical significance. University criminological science, with its proper organization and self-organization, is most effective in comparison with other types of scientific research. This efficiency is both economic, political and organizational in nature, both in terms of social order and the assessment of the results obtained.


The variants of the division of the life cycle of a construction object at the stages adopted in the territory of the Russian Federation, as well as in other countries are considered. Particular attention is paid to the exemplary work plan – "RIBA plan of work", used in England. A feature of this document is its applicability in the information modeling of construction projects (Building information Modeling – BIM). The article presents a structural and logical scheme of the life cycle of a building object and a list of works that are performed using information modeling technology at various stages of the life cycle of the building. The place of information models in the process of determining the service life of the building is shown. On the basis of the considered sources of information, promising directions for the development of the life cycle management system of the construction object (Life Cycle Management) and the development of the regulatory framework in order to improve the use of information modeling in construction are given.

Attempts to build a “Russian world” within the former Soviet republics of Central Asia by introducing an idea of a single linguistic, cultural and political space with the Russian Federation are studied in the article. The threats to the Central Asian countries’ information space are analyzed. The data on gradual changing of orientations of the Central Asian states’ citizens when choosing sources of information is provided. It is concluded that the technologies of the Russian Federation’s propaganda in Central Asia are aimed primarily at the formation of the president of Russia positive image among the widest possible groups of population. Attempts to push so-called “the Russian world”, which already jeopardize global peaceful balance, are grounded, in particular, on a widespread use of the Russian language within the territories of the former USSR that serves to propagate an idea of a single linguistic, cultural and political space. At the same time, a revival and development of national languages and cultures are intensively ongoing in all new independent states. It provokes a confrontation that often causes points of tension and conflicts. A large number of the Russian media, including federal state editions, TV channels. the Sputnik news agency etc. operates in Central Asian information space. Using own controlled media, the Kremlin seeks to convince the Central Asian states’ citizens that the Russia’s foreign policy is a right one, as well as to form a positive image of Russia and president Putin as a politician who is capable to ensure stability and security in the Central Asian region. The Russian Federation pays a special attention to Eastern Kazakhstan, where a large number of ethnic Russians is concentrated. Kazakhstan has much in common with Ukraine on its ethnic population composition, economic situation and geographical proximity to Russia. As in Ukraine, the ethnic Russians make up about 1/5 of the population in Kazakhstan, meanwhile the Russian language is widely used in all spheres. Russia calls its initiative a “humanitarian project”, but there is no doubt that the Kremlin is fighting for minds of younger generation, trying to impose own culture and values on young people. Recently, while alternative sources of information have been spreading, more and more Central Asian habitants opt for online information in their national languages, considering Russianspeaking news resources to be a propaganda.


The paper is a review on the textbook by A. V. Yeremin, «The History of the National Prosecutor’s office» and the anthology «The Prosecutor’s Office of the Russian Empire in the Documents of 1722–1917» (authors: V. V. Lavrov, A. V. Eremin, edited by N. M. Ivanov) published at the St. Petersburg Law Institute (branch) of the University of the Prosecutor’s office of the Russian Federation in 2018. The reviewers emphasize the high relevance and high level of research, their theoretical and practical significance. The textbook and the anthology will help the students increase their legal awareness, expand their horizons.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.
