The article presents analysis of the requirements of the FSES on the levels of General education to personal and metasubject educational outcomes. The basis for the analysis of requirements of the FSES is the controllability of the process of formation of metasubject and personal educational outcomes at the level of educational institutions, and educational systems. It is obvious that the management of the process of educational outcomes formation implies the possibility to defi ne specifi c educational outcomes of the stage, year of study, topic / section, lesson / extracurricular activities and implement formative and summative assessment of the results. This demands the operationalization of the FSES requirements for the purpose of building up and evaluation. The attempt of such operationalization is proposed in the paper and supplied with examples. The article contains correlation requirements of the new standard to personal and metasubject educational results with education results traditionally accepted in didactics. It is revealed that a signifi cant portion of metasubject educational outcomes represent the key (general) competencies of students, i.e., assigned universal ways of activity in the fi eld of information, communication, problem-solving (self-management). The results have been obtained in the framework of the state task of Russian Ministry of Education for the Federal Institute for Education Development on the theme �Organizational-methodical maintenance of process of formation of metasubject and personal outcomes of students in accordance with FSES of elementary, primary and secondary schools�.

The publication proposes to discuss the problem of teaching children of immigrants who have arrived in our country and need to adapt to the new social, linguistic and cultural environment. The principles underlying the organization of education for children of immigrants in the Russian Federation, and the conditions for their education in educational institutions of our country, which were formulated at a meeting of the Council under the President of the Russian Federation for Interethnic Relations on March 30, 2021, are given. The content of the state order of the Ministry of Education of the Russian Federation to the Federal State the budgetary scientific institution “Institute of Education Development Strategy of the Russian Academy of Education” to study the difficulties faced by children of immigrants in the process of adaptation. The result of the study should be the creation of a set of guidelines for teachers organizing the work of classes in which children of immigrants study.

The aim of this paper is to identify the theoretical bases of governance and its importance، to identify the reality of implementing the principles of governance in education in Sudan، and to learn about the most important requirements of applying the principles of governance in education. The researcher used the descriptive analytical descriptive approach in the study by listing and tracking information about governance and its applicability in Sudanese educational institutions. The paper reached a number of results، the most important of which are: The reality of the implementation of the principles of government in education is weak; especially the principle of transparency، participation and accountability is less applicable. "In the light of these results، the researcher recommended a number of recommendations، the direction of officials in the Ministry of Education and the development of the organizational structures of the Department of Education to accommodate the new management trends including governance، and to promote transparency، accountability and participation.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

The paper examines the current situation of grammar school’ libraries, which are being trans-formed into library-informational centers. The composition of the library fund is analyzed. The article considers the features of the activity of libraries of General education institutions on the example of libraries of grammar schools in Tomsk. The main areas of activity are defined, such as library lessons, organization of exhibitions, etc. The paper considers the formats of libraries' participa-tion in the educational process and extracurricular activities (organization of events). The representation of grammar school libraries in the virtual spaceis analyzed. The document analysis method was used as the leading method. In general, the representation of libraries on the websites of educational institutions is usually very limited. On some sites, information about libraries is limited to providing brief information about the library or even to having a provision about the library (or library-informational center) as a structural division of the grammar school. The main source of statistical information was the regulations on libraries, open analytical re-ports and reports on self-examination of educational institutions. These documents are presented on the websites of grammar schools. Basic statistical information is provided in open analytical reports and self-research reports. The-se documents determine the current composition of library collections, the volume of the fund of edu-cational and methodical literature, as well as the equipment and capacity of libraries. Open reports, in addition to this information, also contain information about the activities of li-braries: the subject of exhibitions and librarian events. The websites of some grammar schools have provided library work plans, which have also be-come a valuable source of information, since they provide the greatest coverage of the topics and types of events that are held by the library. The regulations on libraries and library and information centers of grammar schools have be-come a source for defining the libraries main tasks, which can be different. The main conclusion to which the author of the article comes: despite the fact that most educa-tional institutions are focused on creating library-informational centers aimed at creating a common information environment, there is a lack of representation of the activities of high school libraries in the virtual space, which is modern and promising.

Distance education has become an integral part of the educational system around the world. Official statistics on distance education, confirm a steady increase in the number of participants in distance learning and courses. The range of courses offered by more than 200 distance learning institutions, including about 1500 courses, of which about 75% – vocational and about 25% – general education. For the most part, this method of training is offered mainly by private institutes.The success of distance learning can be explained against the backdrop of changing conditions in economics, technology, and society. By the era of industrial society, the educational ideal of modern society was oriented to the classical educational systems for that time, which originated in antiquity. In many countries, traditional social norms have changed over the past 20 years.One authoritative researcher in the field of distance education noted that technology as a service delivery system has played an important role in the development of distance education and research. Over the past two decades, there has been an increase in the number of educational institutions that offer a service such as distance learning. There has also been an increase in the number of students receiving distance education not only in our country, but also in educational institutions around the world.Despite the fact that there have been extensive studies of open distance learning, there is no consensus on the indisputable benefit or inadmissibility of distance learning in higher education. Identification and study of problematic issues in the field of distance education implementation remains very relevant today.In this article we want to consider some problematic issues of distance learning in higher education, which is considered today the most favorable for the study and implementation of the model of exclusively online learning.

Inclusion of students with ‘disabilities’ in public systems of general education has been a global initiative since the Salamanca Statement and Framework for Action by the Ministry of Education and Science, Madrid (Spain), and United Nations Educational, Scientific, and Cultural Organization, Paris (France), in 1994. Despite global and national policy efforts the practice has been sporadic and elusive. Framing education as categorical, specialised service delivery to discrete populations makes inclusion an unsolvable problem. The advent of multi-tiered systems of support (MTSS) coupled with universal design for learning (UDL) practices delivered in whole-school rather than classroom-based formats poses a pathway out of the conundrum by framing public education as a system of equitable distribution of resources, such as services and supports, based on measured and monitored need on the part of all students. Potentially supportive research literature is reviewed.

В статье рассматривается внеурочная деятельность как средство развития познавательных интересов младших школьников. Автор сравнивает такие понятия как «внеурочная» деятельность, «внеучебная» деятельность и «внеклассная» работа. В соответствии с требованиями Федерального государственного образовательного стандарта начального общего образования (Приказ Министерства просвещения РФ от 31 мая 2021 г. № 286 “Об утверждении федерального государственного образовательного стандарта начального общего образования”) (далее ФГОС НОО - 21), образовательная организация должна создать условия для максимально полного обеспечения образовательных потребностей и интересов обучающихся. При этом наличие у обучающихся познавательного интереса считается важным критерием эффективности достижения результатов освоения учебных предметов, курсов и внеурочной деятельности. Внеурочная деятельность в составе основной образовательной программы начального общего образования является важным средством по развитию познавательного интереса школьников. Под познавательным интересом младших школьников в нашем исследовании понимаем направленность личности на процесс познания, которая характеризуется положительным эмоционально-ценностным отношением к процессу или предмету познания, проявляется в интеллектуально-творческой деятельности, благотворно влияет на развитие одарённости, на воспитание инициативности и самостоятельности, но в силу особенностей возраста отличается неустойчивостью и динамичностью. Особая роль в развитии познавательных интересов младших школьников отводится внеурочной деятельности. При этом значения «внеклассная», «внеурочная» и «внеучебная» деятельность в последнее время часто отождествляют. Постараемся разобраться в отличиях данных понятий и уточним определение «внеурочная деятельность». The article examines the possibilities, methods and conditions of organizing extracurricular activities as a means of developing the cognitive interests of younger schoolchildren. The author considers the difference between such concepts as "extracurricular", "extracurricular" activity, "extracurricular" work. In accordance with the requirements of the Federal State Educational Standard of Primary General Education (Order of the Ministry of Education of the Russian Federation dated May 31, 2021 No. 286 "On Approval of the Federal State Educational Standard of primary general Education") (hereinafter referred to as the Federal State Educational Standard NOO - 21), an educational organization must create conditions for the fullest possible provision of educational needs and interests of students. At the same time, the presence of cognitive interest in students is considered an important criterion for the effectiveness of achieving the results of mastering academic subjects, courses and extracurricular activities. Extracurricular activities as part of the basic educational program of primary general education are an important means of developing the cognitive interest of schoolchildren. Under the cognitive interest of younger schoolchildren in our study, we understand the orientation of the personality to the process of cognition, which is characterized by a positive emotional and value attitude to the process or subject of cognition, manifests itself in intellectual and creative activity, has a beneficial effect on the development of giftedness, on the education of initiative and independence, but due to the peculiarities of age, it is unstable and dynamic. Extracurricular activities play a special role in the development of cognitive interests of younger schoolchildren. At the same time, the meanings of "extracurricular", "extracurricular" and "extracurricular" activities have often been identified recently. We will try to understand the differences between these concepts and clarify the definition of "extracurricular activities".

Contemporary educational processes have to be in tune with the increasing global tendencies. All the world countries strive to unite under the umbrella term “global village”, which implies interconnected and almost unified political, economic, cultural, juridical and even educational spheres of life.  Special grave challenges are faced by contemporary post-Soviet countries. They have to undergo the post-communist era, to struggle for the survival via radical correctional policy and to interweave globally oriented as well as capitalistically oriented strategies. The greatest challenge is posed to the educational sphere. Many post-Soviet higher educational institutions strive to join the European Higher Education Area. The given institutions try to interflow for the genuine overcoming of the existed “insurmountable” barriers. They consolidate collaboration and cooperation on different research and educational programs. Many newly-created joint projects appear and “play a key role in creating the rightful architecture of modern society. A central point in this process is the enquiry to identify… most urgent problems in national educational systems”(Pourtskhvanidze, 2016), to determine the strategies of functioning in multilingual society and to create a universal educational model of post-communist area via finding a balance between national and worldly. The given paper presents innovative university projects, which belong to two different worlds: the highly developed capitalistic world (Italian international project “Linguaggi e attività Produttive”) and post-Soviet “capitalistically-directed” space (Georgian-Ukrainian “DIMTEGU”). “Linguaggi e attività Produttive” and “DIMTEGU” have different nature and individual ways of development. However, both of them present innovative mechanisms of the preservation of multiculturalism and plurilingualism. The promotion of multiculturalism, facilitation of the preservation of plurilingualism, introduction of multilingual teacher education, development of appropriate curricula and teaching materials, suggestion of the fruitful ways of the adaptation to the global challenges  – these are the major issues of our paper and crucial problems of today’s educational world.

The article reviewed the "National Doctrine of Education Development in the XXI Century", in particular, which was born in the conditions when the issue of Ukraine’s accession to the Bologna process was discussed. At that time The Convention on the Recognition of Qualifications concerning Higher Education in the European Region (The Lisbon recognition convention (1997) has already received the status of the Law of Ukraine. The main idea of the Convention is to provide all people of the European Region with full use of the source of the diversity of educational systems, to as much as possible facilitate the access of residents of each country and students in the educational institutions to the educational resources of other states, to a certain extent predetermined the ideology of the “National Doctrine”. And although the decision to join the Bologna process at the time of preparing the document was not yet made, however, all of its provisions brought Ukraine closer to the European choice in the field of education, demonstrating its orientation towards European standards and principles.
