The article discusses topical problems of ensuring the psychological selection of employees for inclusion in the personnel reserve of the internal affairs bodies of the Russian Federation. The sample of the study consists of 47 people: the first group of police officers appointed to leading positions in the educational organization of the Ministry of Internal Affairs from the personnel reserve (n = 25), and the second group of employees included in the personnel reserve of the educational organization, but who were not appointed to senior positions for various reasons (n = 22). In order to increase the effectiveness of the examination of the individual psychological characteristics of employees recommended for inclusion in the personnel reserve of an educational organization, we propose to study them in blocks (potentials), which, in our opinion, will increase the reliability of the data obtained and reduce subjectivity. The authors of the article identified the following blocks: intellectual, leadership, adaptive and executive potential. The article presents the results of a study of the potentials and competencies of employees of the personnel reserve of the internal affairs bodies. Recommendations for improving the work on the selection of employees included in the personnel reserve of an educational organization are presented. An analysis of the psychological characteristics of employees of internal affairs bodies included in the personnel reserve and subsequently appointed to leading positions gives us reason to believe that psychological diagnostics and, in general, forecasting the professional success of police officers requires a revision of existing approaches to diagnostic and prognostic indicators, and possibly and psychodiagnostic methods and procedures

The article deals with the issues of professional psychological selection in the internal Affairs bodies as an integral part of the system of measures to prevent professional deformation in service collectives. The implementation of the measures organized on the basis of monitoring of data received by psychologists of internal Affairs bodies is aimed at maintaining and improving the efficiency of the police. The purpose of this area of work of psychologists is to equip police service teams with reliable employees who meet the requirements of the modern legal state. The presented materials consider the practice of implementing by police psychologists the decree Of the Government of the Russian Federation dated December 06, 2012 No. 1259 «on approval of the Rules of professional psychological selection for service in the internal Affairs bodies of the Russian Federation». The materials are consistent with the results of research conducted by Russian and foreign researchers. The conclusions are based on a comparative analysis of the results of the work of the Commission on psychological selection of the regional Department of the Ministry of internal Affairs. Describes some of the individual characteristics of the persons who were refused admission to the service. Individual factors that hinder the process of effective adaptation in service teams are listed, as well as the role of early maladaptive schemes in the process of adaptation. Individual and environmental factors of influence on the formation and development of deforming influence on employees in the course of performance of official activities are presented, based on the analysis of incidents that occurred in collectives in the period 2018–2020. The article deals with the actual difficulties of practical implementation of psychological selection for service as the basis for early prevention of professional deformation in the service collectives of internal Affairs bodies.

The need for scientific and theoretical comprehension and normative registration of definitions and provisions related to the scientific support of the activities of internal affairs bodies, the importance of creating a sound system of organizational and methodological foundations of scientific activity of a teaching employee working in an educational organization of the system of the Ministry of Internal Affairs of Russia, taking into account the requirements of the time and current legislation (order The Ministry of Internal Affairs of Russia dated November 13, 2020 No. 767 approved the Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period until 2030) determines the relevance of the research topic both in theoretical and practical terms. The challenge of the research lies in the contradiction between the need to fulfill the requirements of the “Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period up to 2030” and the absence of a section that provides training in the organizational and methodological foundations of scientific activity in the programs of supplementary vocational education for pedagogical staff of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to substantiate the didactic content of the section «Fundamentals of Scientific Activity» of the programs of supplementary vocational education for teachers of educational organizations of the Ministry of Internal Affairs of Russia. The article considers the directions of planning the individual trajectory of development of an employee of the internal affairs bodies of the Russian Federation in fire and physical training, the specifics of existing training programs and training courses, and the possibilities of their application to employees. The training process is carried out according to the programs of advanced training of senior inspectors, inspectors of departments, departments, groups of the Ministry of Internal Affairs of Russia at the regional and district levels for professional service and physical training of the internal affairs bodies of the Russian Federation. Based on the sample programs, working training programs are compiled, according to which employees are trained.

The article studies the components of the structure of the motivational sphere of the personality of employees of the internal affairs bodies of the Russian Federation. A theoretical and methodological analysis of the currently existing approaches to the study of the motivational sphere of a person's life is carried out and only those that are focused, to a greater extent, on the search and description of the dispositional (trait-like) foundations of motivation and the assessment of individual differences in the degree of their severity among employees are highlighted. ATS, to identify their deep motives and values that determine professional behavior and are able to predict it. One of the goals of the work was to create an original psychodiagnostic toolkit aimed at identifying the psychological characteristics of the professional motivation of candidates to enter the service in the internal affairs bodies, employees to be appointed to other positions in the internal affairs bodies and the choice of a certain direction of professional service by them. The novelty of the results lies in the fact that on the basis of the proposed structure and known methods and tests - questionnaires, a «Methodology for studying the professional motivation of candidates to enter the service in the internal affairs bodies, employees for appointment to other positions in the internal affairs bodies and the choice of a certain areas of professional service», which includes 12 basic scales: the need for achievement; the need for power; the need for security; the need for ownership; locus of control; hedonism / altruism; ambition; behavioral regulation; corruption resistance; conscientiousness; professional identity «I am a policeman» and a mandatory scale of «social desirability» and atypical responses. The developed methodology can be used in the activities of personnel departments to improve the professional psychological selection of candidates for entering the service in the internal affairs bodies, employees for appointment to other positions in the internal affairs bodies and the choice by them of a certain direction of professional service activity.

In the conditions of constant reform and improvement of state bodies of the Russian Federation, the role of the executive power as a body that was a link between the state will and society is increasing. Due to the peculiarity of the organization of the structure of the bodies of the Ministry of Internal Affairs of the Russian Federation, the relationship between the internal affairs bodies and the population (an individual citizen) is provided by the district department of internal Affairs. Police officers in the district department, as a rule, are among the first to receive information about changes in the operational situation, and this information is often associated with various kinds of emergencies. The correct analysis and prompt response to incoming information depends on the professional training of employees of the district police department. When applying to the internal affairs bodies, a citizen interacts with the district departments of the Ministry of Internal Affairs of Russia, the solution of the problem that was the reason for the appeal largely depends on the skillful actions of the police officers, the quality and order of services to citizens who applied for help to the internal affairs bodies depends on the competently constructed activities of the district department of the Ministry of Internal Affairs. This study aims to develop scientific proposals and recommendations for improving the management of the activities of the territorial bodies of the Ministry of Internal Affairs of the Russian Federation at the district level.

The authors reveal the psychological determinants of the constructive behavior of police officers in interpersonal conflicts with various categories of citizens, as well as the development of algorithms for psychologically competent actions of an employee in typical emotionally intense interpersonal situations. In order to study the peculiarities of conflicts and their manifestations in the activities of the heads of the internal affairs bodies of the Russian Federation, an empirical study was carried out, in which 104 respondents took part - the heads of the territorial bodies of the internal affairs of the Russian Federation, both acting and temporarily undergoing training in various educational programs of the Academy. Department of the Ministry of Internal Affairs of Russia. The study showed that modern chiefs of internal affairs bodies are focused on the implementation in everyday practice of interaction with subordinates of the subject-cooperating approach, since it is close to the national mentality and contributes to effective prevention and settlement of conflicts. The most important task of the head of the internal affairs bodies in the process of managing socio-psychological conflicts is their objective complex analysis in order to use the positive experience of resolving conflicts and preventing the development of destructive socio-psychological conflicts. The process of managing socio-psychological conflicts involves the implementation of modern psychotechnologies. To effectively solve emerging problems, each police officer must master the necessary minimum of theoretical knowledge and practical skills of behavior in a conflict, i.e. get conflictological training.

One of the primary tasks facing the law enforcement bodies of the Russian Federation is to overcome corruption. Priorities in the fight against this phenomenon are set at the highest level, for example, in the Decree of the President of the Russian Federation. Moreover, a special role in combating corruption among personnel is assigned to the heads of territorial bodies. The object of the study considered in this article is a set of public relations that determine the pedagogical activity of the head of the local departments of the Ministry of Internal Affairs of Russia on combating corruption among personnel. The subject of the study is the regulatory legal acts that determine the activities of the head of the territorial body of the Ministry of Internal Affairs of Russia to combat corruption among personnel, the statistical results of such activities and other empirical data on the research problem. The purpose of the article is to consider proposals for solving the complex problem of combating corruption in the local departments of the Ministry of Internal Affairs of Russia and to obtain on this basis new knowledge that has both scientific and applied value. Based on the statistics, the author came to the conclusion that from the entire system of internal affairs bodies, the most corrupt are the police officers of the road safety units (traffic police inspectors and other traffic police officers), the criminal investigation department and local police officers, which is also confirmed by sociological studies.
