The aim of the article is to study the innovative capabilities of a production enterprise, it is determined that the inefficient use of innovative ideas by enterprises results from the need to increase the economic development of industrial enterprises and the introduction of innovative ideas and projects, as well as the development of a model of innovative development of the corresponding type. The subject of the study is: factors of generating signs of innovation, the influence of scientific and technical developments on the industrial enterprise is determined. The analysis of the existing structure allows us to determine precisely the priority directions of innovative development in the conditions of global changes and integration into the world economic space of post-socialist enterprises, taking into account constructive and key factors ensuring their resultant effect. In addition, a closed scheme of the formation of a system of strategic innovation development, which will allow the verification of the adequacy of predictive values and ensure the achievement of strategic innovative performance of the business entity, is proposed. Methodology. The article uses classical methods of scientific research, among which are: observation, scientific abstraction and comparison, analysis and synthesis. Results. The conducted research is based on the thesis that structural and dynamic shifts within the production enterprise and their transition to a qualitatively new level of economic growth are only possible if active development of innovative resources of different nature will increase the ability of the enterprise to self-development, improve competitive positions, and make it possible to become an equal partner in the world community. Practical implications. Explains the complex causes of the current state of industrial enterprises, namely, former socialist enterprises, their problems were identified, and the ways of the enterprises’ exit to the new level of development are proposed taking into account the constitutive and key factors of ensuring the effectiveness of the innovation activity itself. The closed-loop scheme of strategic innovation development of a production enterprise is suggested in the practice of management that will protect an enterprise from the inefficient use of innovative resources and innovative opportunities on the basis of a counter-check on the adequacy of the constructed forecasts and the feasibility of carrying out innovative changes and attracting investment resources. The article presents the results of Ukraine for part of the Global Innovation Competitiveness Index. The analysis of the current state of innovative development of regions is carried out. The study notes that in Ukraine, organizational and economic mechanism for stimulating innovation in relation to the ecologization of the economy is practically not involved. Its implementation in economic activity involves introduction and implementation of the principles of rational nature management and minimization of negative impact on environmental objects in the implementation of anthropogenic activities. Author has proved that: innovation processes in industry are mainly extensive; new types of products are mastered mainly through usage of scientific and technological achievements of previous years. The article proves that: this type of innovation development has narrow boundaries and will not allow maintaining the competitiveness of domestic enterprises for a long time; the investment process in Ukraine does not fulfill the function of facilitating updating of the production base on an innovative basis. Author notes that the main problems related to the regulatory action of legislation in the field of scientific and technological and innovation development in Ukraine are: lack of own long-term programs for the development of national economy based on innovation; non-compliance with provisions of the law; unsystematic legislation; lack of mechanisms for implementing the priorities of scientific and technical and innovation activities; complexity and long-term decision-making procedure; lack of effective anticorruption mechanisms; lack of integrated application of mechanisms of state influence (financial, credit, tax, etc.) for achievement of certain priorities; suspension and cancellation of mechanisms for supporting scientific and technical activities; absence of coordinated activity of the executive authorities aimed at the country's innovative development. Tendencies were studied and a set of measures aimed at stimulating the process of ecologization of innovation activity at the state and regional levels was proposed. In the article features of introduction of mechanism of ecologization of innovation activity are investigated. The article states that effective implementation of the policy of ecologization of innovation activity is possible only under conditions of integrated implementation of the adaptive mechanism of ecologization of innovation activity at the state, regional and local levels. The priorities of introduction of adaptive mechanism of ecologization of innovation activity of Ukraine are determined. The study has proved that the goals, ideas and strategies of economic and social development of Ukraine should be taken into account when constructing a model of sustainable regional development. The result of the implementation of this Strategy is the formation of a strong state and the activation of its regulatory function.

Abstract. The development of the world economy, despite the barriers, is quite dynamic. The drivers of growth and stabilization of national economies at present are not raw materials industries, nor even industrial enterprises, but companies that generate innovative products. The enterprises that are most dynamically developing and producing innovations include enterprises in the field of medicine and IT. The updated list of S&P 500 companies showed that 50% of all the most innovative companies in the world are registered in the United States. Despite the pandemic challenges, some economies have not suffered significant losses due to quarantine restrictions. Since the level of innovative development of the national economy is a total (integrated) expression of the whole complex of innovative products created by companies of such a country, the initial elements are the creation of favorable regulatory and state support for developers of innovative products, tax benefits and incentives, export support for innovative products and so on. In order to assess these achievements, international organizations have developed appropriate methods for measuring the index of innovation development, namely: Global Innovation Index (GII) (WIPO and Cornell University), Bloomberg Innovation Index (BII) (Bloomberg), Global Competitiveness Index (World Economic Forum), World Competitiveness Index (IMD World Competitiveness Center). Studies have shown that against the background of the flagship countries (Switzerland, Sweden, Singapore, USA, Germany, China, etc.), Ukraine is constantly losing its position in the rankings, which is an objective reason for deindustrialization of the economy and denationalization and privatization of strategic enterprises of national importance. Today, Ukraine ranks 45th (GII) and 56th (BII), respectively, and belongs to the group of countries with below-average incomes per capita. At the same time, Ukraine ranks 71st in terms of innovation spending and 37th in terms of innovation development (profit). The development of Ukraine’s innovation component, according to experts and specialists, is ahead of forecast values. Keywords: national economy, innovations, innovative development, innovative products, innovative companies, indices of innovative development, gross national income per capita. The article is aimed at forming scientific and practical aspects of assessing the industrial enterprise management system in the context of innovative development. The research results show that creating an effective management system for the innovation-oriented development of industrial enterprises is aimed at stimulating them to become flexible and obtain long-term resilience to environmental factors for both the shorter and longer term. These features help industrial enterprises transform, face qualitative changes, and adapt to various external impulses. A method of assessing the industrial enterprise management system in the context of innovative development is suggested, which includes the following stages: preparatory stage; information stage; analytical stage; research stage; recommendation stage. The effective development of domestic industrial enterprises directly depends on the formation of a management system, which is assessed in the following areas: financial and economic support; long-term staffing; management and performance support; organizational and production support; information and analytical support. As a result of the study, integrated indices of the industrial enterprise management system for 2015–2019 were calculated. They showed that dynamic digitalization of the economy requires the industrial enterprises management to form innovative development guidelines in order to increase the competitiveness of industrial enterprises.

The article analyzes long-term external and internal factors determining the course of development of Russian-Japanese relations in 2019-2020. On the one hand, the anti-Russian component in Tokyo's foreign policy is shaped by its membership in the Security Treaty with the United States and its solidarity with the sanctions policy of the Group of Seven towards Russia. On the other hand, Japan and Russia are both interested interest in political cooperation in creating multilateral dialog mechanisms of international security in East Asia, resolving the nuclear issue on the Korean Peninsula, and easing tensions around territorial disputes in the East China and South China seas. Among the economic factors, the author focuses on the significant place of Russia in the context of Japan's task of diversifying sources of external energy supplies, as well as on Russia's desire to avoid unilateral dependence on the Chinese market while reorienting the system of foreign economic relations from the West to the East. Personal diplomacy of political leaders plays a significant role in relations between Russia and Japan, and, above all, close personal relationships and frequent meetings between Prime Minister Abe and President Putin, which make it possible to partially compensate the unfavorable image of the partner country in the public opinion of both Russia and Japan. Against the background of a deadlock in the Peace Treaty talks which emerged in 2019, the search for a way out of the diplomatic impasse is on the agenda. In the author's opinion, it would be appropriate at the first stage to proceed to the conclusion of a basic agreement on the basis bilateral relations, which would be "untied" from the Peace Treaty. In addition, Russia could stop criticizing Japan for its security policy and show greater understanding of the Japanese initiative in the field of quality infrastructure. In turn, Japan could take a number of strategic decisions on cooperation with Russia and announce them in the Prime Minister's keynote speech. In addition, Tokyo could stop positioning the issue of the peace Treaty as the main issue in relations with Russia, which would allow our countries to "untie" bilateral relations from the problem of border demarcation and focus on their positive agenda.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth.
