The work aims to analyse the activities of business structures in the issue of quantitative analysis of communication policy, as quantitative is more common and allows assessing the various aspects of communication policy of an enterprise in quantitative units. The tendency formed in conducting the communication policy of business structures is a natural change of the process in a certain time series. The paper graphically presents the relationship among the fundamental aspects of trend formation: time, place, and action. The study allows each promising trend selected from the previous stage of communication policy analysis to assess the success of the factors contributing to the speed of its spread to build input data for grouping trends that will further form promising areas of innovative development of industrial enterprises.

The aim of the article is to study the innovative capabilities of a production enterprise, it is determined that the inefficient use of innovative ideas by enterprises results from the need to increase the economic development of industrial enterprises and the introduction of innovative ideas and projects, as well as the development of a model of innovative development of the corresponding type. The subject of the study is: factors of generating signs of innovation, the influence of scientific and technical developments on the industrial enterprise is determined. The analysis of the existing structure allows us to determine precisely the priority directions of innovative development in the conditions of global changes and integration into the world economic space of post-socialist enterprises, taking into account constructive and key factors ensuring their resultant effect. In addition, a closed scheme of the formation of a system of strategic innovation development, which will allow the verification of the adequacy of predictive values and ensure the achievement of strategic innovative performance of the business entity, is proposed. Methodology. The article uses classical methods of scientific research, among which are: observation, scientific abstraction and comparison, analysis and synthesis. Results. The conducted research is based on the thesis that structural and dynamic shifts within the production enterprise and their transition to a qualitatively new level of economic growth are only possible if active development of innovative resources of different nature will increase the ability of the enterprise to self-development, improve competitive positions, and make it possible to become an equal partner in the world community. Practical implications. Explains the complex causes of the current state of industrial enterprises, namely, former socialist enterprises, their problems were identified, and the ways of the enterprises’ exit to the new level of development are proposed taking into account the constitutive and key factors of ensuring the effectiveness of the innovation activity itself. The closed-loop scheme of strategic innovation development of a production enterprise is suggested in the practice of management that will protect an enterprise from the inefficient use of innovative resources and innovative opportunities on the basis of a counter-check on the adequacy of the constructed forecasts and the feasibility of carrying out innovative changes and attracting investment resources. Value/originality. Abstract. The development of the world economy, despite the barriers, is quite dynamic. The drivers of growth and stabilization of national economies at present are not raw materials industries, nor even industrial enterprises, but companies that generate innovative products. The enterprises that are most dynamically developing and producing innovations include enterprises in the field of medicine and IT. The updated list of S&P 500 companies showed that 50% of all the most innovative companies in the world are registered in the United States. Despite the pandemic challenges, some economies have not suffered significant losses due to quarantine restrictions. Since the level of innovative development of the national economy is a total (integrated) expression of the whole complex of innovative products created by companies of such a country, the initial elements are the creation of favorable regulatory and state support for developers of innovative products, tax benefits and incentives, export support for innovative products and so on. In order to assess these achievements, international organizations have developed appropriate methods for measuring the index of innovation development, namely: Global Innovation Index (GII) (WIPO and Cornell University), Bloomberg Innovation Index (BII) (Bloomberg), Global Competitiveness Index (World Economic Forum), World Competitiveness Index (IMD World Competitiveness Center). Studies have shown that against the background of the flagship countries (Switzerland, Sweden, Singapore, USA, Germany, China, etc.), Ukraine is constantly losing its position in the rankings, which is an objective reason for deindustrialization of the economy and denationalization and privatization of strategic enterprises of national importance. Today, Ukraine ranks 45th (GII) and 56th (BII), respectively, and belongs to the group of countries with below-average incomes per capita. At the same time, Ukraine ranks 71st in terms of innovation spending and 37th in terms of innovation development (profit). The development of Ukraine’s innovation component, according to experts and specialists, is ahead of forecast values. This article discusses the theoretical issues of improving human capital the main resource of innovative potential and innovative development by investing in their skills and abilities in the context of the progressive development of science and technology. The focus of the author focuses on questions of formation and use of innovation-oriented cadres who are capable of engaging in research activities and their impact on improving competitive capabilities in the region. The author gives the generalised characteristic of innovative forms of organization employment business structures in the regions and sets out views on their further improvement. In conclusion, there is a need for the adoption of a set of measures and the creation of conditions for its further development.

This article is concerned with researching the strategies for innovative development of business structures. The article is aimed at developing a classification of strategies for innovative development of various business structures. The publication discloses the essence of the innovation development strategy, taking into account three approaches. Conclusions have been drawn on the essence of the strategy for innovative development of business structures. According to the results of the critical analysis of the literature, the classification of existing business structures was carried out and the main directions of strategic innovative development were determined. The research highlights two key areas of strategic innovation development based on active and passive positions. An active innovative strategy involves the use of new technologies that have not yet been used in the market. This strategy can be followed by all business structures without exception, but depending on their type, achieving the goal will be more difficult or easier. In particular, business structures with a mixed form of ownership are more likely to stay in the market using active innovative strategies. At the same time, business structures formed by one person will experience much more difficulties in implementing active innovative strategies in the market. Another type of strategy is passive (imitation), which consists not in the development of new technologies, but in the use of already developed ones. The main conceptual task in building such a strategy is to study the market, competitive advantages and disadvantages of completed innovative technologies in order to enter the market with a similar but more market-adapted solution. We can confidently say that developed business structures can more easily implement the imitation strategy, since it requires a quick reaction and development, more rational solutions, which is associated with the use of more resources. However, despite this, innovation is the only way to enter and hold on to the market with a unique product, since they do not depend on the size of the enterprise, its finances or the number of personnel.

An important task of the modern industrial policy of the region is to ensure the growth of the industrial component on the basis of innovation and investment development of industries. Issues of post-crisis development and economic growth in conditions of limited resources were considered. The effectiveness of industrial policies in the region needs to be matched to real innovation and investment opportunities. On the basis of the analysis, a model on the formation of directions of innovation and investment development of industrial policy of the Samara region was developed. The relationship between the factors of innovative development of enterprises and the level of investment activity in the industrial sector of the region has been determined. The study identified problems of formation of innovation and investment potential of industrial enterprises of the region and ways to solve them.

The article focuses on the innovative development of the economy through ensuring expenses to Research and Development at the level of established international standards. In its turn, the innovative development justifies the strengthening of the competitiveness of the national economy. In the article, such data as The Innovation Development Index, Research and Development Index, as well as The International Competitiveness Index provided by specialized international financial institutions and organizations are used. Based on these data, some indicators for the period 2010-2018 were analyzed. In addition, the article describes the ways of preventing economic crises through innovative development of the economy and justifies lower costs for realizing anti-crisis programs associated with innovative development. In particular, the funds spent by some countries under the anti-crisis programs of the global-financial crisis of 2008 were analyzed. These funds were compared with the funds spent on innovative development of the economy in these countries. As a result, it was determined that the anti-crisis programs cost several times more than innovative development cost. Also, it shows the relationship between the indices of global innovation development, global Research and Development expenditures and global competitiveness. The analysis of the top ten countries in these three indices is given. As a result of this analysis, the strengths and weaknesses of the countries with the highest results on all three indices were systematically studied. At the end of the article, scientific conclusions and practical recommendations are given, based on the analysis of the factors that played a key role in the success of the countries ranking in the top in the three indices, and the aspects that are not yet fully used.

The article is devoted to substantiation of strategic directions and formation mechanisms of institutional regulation and support the innovation development of industry enterprises. The purpose of the article is to create a mechanism for the development of innovation activities of industrial enterprises. Theoretically grounded directions of improvement of organizational and economic mechanism of innovation in the industry. Proposed the system of measures the formation and implementation of the program of innovative development of industry. Stages of actions to enhance the innovation activity of an industrial enterprise are as follows: assessment of the preconditions for making a decision on the strategy of innovation development; Causal analysis of economic activity of enterprises, identification of sources of innovative development; Making a decision on the possibility and feasibility of implementing innovative projects (assessment of external and internal conditions); Definition of purpose, mission, objects of innovative development; Development of the program of innovation and investment development of industrial enterprises; Implementation, coordination and control of the strategy of innovation development. The main criteria for selecting innovative projects should be: novelty and perspective of solutions; compliance with the priorities of the industrial development program; readiness of the project and the production structure for novelty; market criteria that characterize the project's compliance with market needs, product readiness and consumers at the time of project implementation; production criteria characterizing the technical condition and level of personnel training, quality and quantity of necessary raw materials, materials and energy carriers; financial criteria reflecting the size of the investment, expected cash flow, financial risk; specific criteria specific to the particular applicant (applicant) for innovation. The value of each criterion is determined by the specifics of the applicant's production activities and the state of the economy of the country.

The problem of innovation development at industrial enterprises of the furniture industry is considered. In today´s rapidly growing scientific and technological advances make preconditions for enterprises of renewal and modernization of machinery and equipment. In this rapidly changing environmental conditions force furniture manufacturers to consider and make strategic decisions for the long term. In determining the and implementation of the innovative development management entity shall promptly respond to changes, to identify the factors determining these changes, to find necessary ways to adapt themselves to the conditions of the effective functioning.

The purpose of the study is to study the relationship between the level of human capital and innovative development in various countries of the world in the context of the transition to the sixth technological order. When  studying the relationship between human capital and innovation  development, the authors formulated a hypothesis about a significant difference in the sensitivity and impact of innovation on the level of human  capital for different groups of countries. To test the hypothesis, the authors used analytical, statistical, and correlation-regression analysis methods. The combination of these methods allowed us to record a different degree of relationship between the level of human capital and GDP, human capital and innovation, innovation and GDP of Russia. According to this analysis, in Russia there is a close relationship between the level of human capital and GDP, a less close relationship between innovation and human capital, and a very weak relationship between innovation and GDP. The current situation for Russia in the context of changing technological patterns requires special attention from state institutions to solve this problem. For the purpose of innovative development of Russia, the authors proposed measures for six major areas. The results obtained can be used to justify proposals and  measures to regulate innovation processes, taking into account the priority of national interests of scientific, technological and economic development of the country.
