The process of labor market regulation by the state involves a conscious and systematic actions, that minimize the negative aspects of the market mechanism. This is due to the fact that in Kazakhstan in the system of relations between employers and employees is always present state which, in turn, is also a major employer. In particular, a significant proportion of the working population is employed in the public sector, the state regulates conditions of employment and dismissal of workers in the private sector, in addition, between the state and the people there are relations concerning employment, training, transition, social security. An impact on reproduction and use of labor resources occurs through special institutions (ministries and departments), that are endowed functions of regulation and the right to control by the executive power, in addition, dispose of certain financial and material resources. The research of social and labor sphere in the foreground puts forward the study of the relations system, reflecting the social and economic interests of the people in the course of employment, namely the social and labor relations. Becoming of a socially oriented market economy in Kazakhstan and to ensure its normal functioning is possible provided its full integration into the world economy, which involves arrangements of social and labor relations in the country, development of a mechanism for effective regulation and embeddedness of the system of social and labor relations in the system, recognized by the international community.

Introduction. The current trends in the development of socio-economic systems in a globalization dimension lead to an update of the labor market regulation system. In today's conditions in Ukraine, the expectations of the population to improve well-being and quality of life are linked to the exercise of the right to decent work. Reforming labor market regulation processes should ensure both the current internal needs of Ukrainian society and the realization of its European integration priorities. The purpose of the research is to develop modern principles of methodological basis of labor market regulation. Results. Current conditions of Ukrainian economy as a social and economic system have been defined as a crisis. The content of labor market regulation is considered. It is determined that the mechanism of the labor market regulation is a set of normative, legislative or collective agreements, which are guided by partners in the implementation of employment policy. The mechanism of labor market regulation covers the list of economic, social, psychological factors that determine the functioning of the labor market. The mechanism of labor market regulation in the conditions of socio-economic crisis should cover the purpose, agents, objects, subject of investigation, functional support of the goal realization, principles, methods (means), instruments of influence. The purpose of regulating the labor market is related to its state regulation. It is established that objects of state regulation of the labor market are the processes and conditions of functioning and reproduction of the labor force, employment of the population and its individual groups, to which the organizational, coordination and stimulating activity of the relevant subjects of state power structures, the system of labor organization (conditions, regulation, payment, etc.). The objective is clearly defined proportions of government regulation, self-regulation and contractual regulation, substantiation of the limit level of state intervention in issues of employment and social protection of the unemployed. The subjects are represented by the authorities, individuals and legal entities, trade unions, associations and all other participants in labor relations. The object of the mechanism is the social-labor relations between the employee and the employer, as well as the processes and conditions of the labor market. Between subjects and objects should be social dialogue. The subject is seen as problems and contradictions of functioning of the labor market at all levels. Groups of regulatory methods include administrative, informational, economic and organizational-managerial. The functions of the mechanism are represented by planning, motivation, organization and control. The list of general, special principles and principles of the systematic approach of the state regulatory policy in the labor market is given. The article examines the current state of state regulation of the fish and seafood market. Legislative regulation of conditions for compliance with the quality and safety of fish products is detailed. The tasks and powers of the state regulatory bodies of the fish and seafood market are described. An important component of the effective functioning of any market, including the fish and seafood market, is the state regulation of the market environment. In Ukraine, two forms of state market regulation are used: intervention and export-import. Unfortunately, in Ukraine, the existing legal framework for state intervention in the activities of certain industries is not a guarantee of sufficiently effective activities. Accordingly, there is a need to determine the effectiveness of the role of the state in the fishing industry. State regulation of the agricultural sector is the process of influencing its development by supplementing the incentives of the market mechanism in order to obtain sustainable results of profitable activities of economic entities and create a favorable economic environment to improve their competitive roles. In accordance with the article, the legislation on fisheries and fisheries regulation is based on the Constitution of Ukraine and consists of Law of Ukraine "On Environmental Protection", Land Code of Ukraine, Water Code of Ukraine, Merchant Shipping Code of Ukraine, these regulations. State regulation of the fish and seafood market should be aimed at developing and increasing the competitiveness of the fishing industry, for which it is necessary to promote credit cooperation and market infrastructure, organization of communal wholesale agricultural markets, increase the number of living fish bases.

The National Agrarian Reform Education Program has advanced in relation to the policies historically developed in Brazil for the education of countryside populations, representing a paradigm shift. This article was directed by the following research problem: how did the implementation of Pronera materialize in the State of Piauí, through the Youth and Adult Education Project of Agrarian Reform Settlements? The objective is to analyze the Pronera implantation process in the State. The investigation was based on literature review, document analysis and interviews with different subjects from the institutions and movements involved in the implementing process of the Program. The results indicate that this process involved difficulties related to the structural precariousness of the settlements; the level of monitors training; the bureaucratic aspects of the process processing; the discontinuity in the release of the installments agreed in the work plans and the delay in pedagogical activities, elements that interfered in the dynamics of the Project's execution. The problems faced were being overcome by the engagement of the pedagogical team and the social and union movements involved, revealing that Pronera played a central role in expanding the processes of schooling and training of the people engaged in the struggles for the right to education and social transformation.

The actualization of social protection of the population consists in the fact that the concept of “social protection” is associated with the concept of “social care” of the state, when individual assistance to a person, groups of people organized by professionally trained people and expressed by the concept of “social work” will have the support of confidence as its ultimate goal man in his strength, his capabilities. That is why in recent years, most specialists of social protection of the population refuse from such a broad, but non-specific concept as "state regulation of the social sphere", and use the term "social support of the population by the state" more and more. The social policy of any state is the most important part of its domestic policy. In the context of Kazakhstan's transition to sustainable development, the problem of improving the social security system of the population becomes especially acute and relevant. The right to social security of citizens is exercised in practice using a specific organized financial mechanism, which includes a set of interrelated organizational, economic, legislative and other measures.


This research article focuses on the theme of violence and its representation by the characters of the novel “This Savage Song” by Victoria Schwab. How violence is transmitted through genes to next generations and to what extent socio- psycho factors are involved in it, has also been discussed. Similarly, in what manner violent events and deeds by the parents affect the psychology of children and how it inculcates aggressive behaviour in their minds has been studied. What role is played by the parents in grooming the personality of children and ultimately their decisions to choose the right or wrong way has been argued. In the light of the theory of Judith Harris, this research paper highlights all the phenomena involved: How the social hierarchy controls the behaviour. In addition, the aggressive approach of the people in their lives has been analyzed in the light of the study of second theorist Thomas W Blume. As the novel is a unique representation of supernatural characters, the monsters, which are the products of some cruel deeds, this research paper brings out different dimensions of human sufferings with respect to these supernatural beings. Moreover, the researcher also discusses that, in what manner the curse of violence creates an inevitable vicious cycle of cruel monsters that makes the life of the characters turbulent and miserable.

The article examines the main forms and methods of agitation and propagandistic activities of monarchic parties in Russia in the beginning of the 20th century. Among them the author singles out such ones as periodical press, publication of books, brochures and flyers, organization of manifestations, religious processions, public prayers and funeral services, sending deputations to the monarch, organization of public lectures and readings for the people, as well as various philanthropic events. Using various forms of propagandistic activities the monarchists aspired to embrace all social groups and classes of the population in order to organize all-class and all-estate political movement in support of the autocracy. While they gained certain success in promoting their ideology, the Rights, nevertheless, lost to their adversaries from the radical opposition camp, as the monarchists constrained by their conservative ideology, could not promise immediate social and political changes to the population, and that fact was excessively used by their opponents. Moreover, the ideological paradigm of the Right camp expressed in the “Orthodoxy, Autocracy, Nationality” formula no longer agreed with the social and economic realities of Russia due to modernization processes that were underway in the country from the middle of the 19th century.

Program ini tentunya memerlukan langkah-langkah kongkret sehingga tidak sekedar menjadi daftar keinginan. AbstractSocial partners have played a privileged role in German social security administration since Bismarckian times. In 2014, a new legislation empowered the social partners to set the level of the statutory minimum wage and to demand the extension of collective agreements. This article examines the interdependence of the trade unions’ and employer organisations’ membership numbers and their involvement in state regulation of labour and social security law. In case the interest in autonomous regulations is not going to increase, the state will have to step in with more heteronomous regulation. This would incrementally lead to a system change.

As a result of the global financial and economic crisis, social problems have sharpened significantly. They affect the interest of the most population of the country. The efficiency of anti-recessionary measures and their productivity in the social field are analyzed in the article. According to the adjusted estimates of the RF Government, decrease in actual income of the people will continue and only by the end of 2012 a growth by only 3% to 2008 level is projected. The degree of elaboration and scientific justification of the state turnaround policy are getting special significance.
