Essence and Structure of the Innovative Staff Mass

In the age of development of “high” technologies and increasing competition based on the introduction of innovative developments, researchers discuss actively the sources and factors of innovative staff behavior and study the innovative resource of the staff and the innovative potential of the staff , that are in fact inherent characteristics of the human resource of an innovative-oriented company, which should be subject to evaluation and development. The article introduces the concept of an “innovative staff mass” as a set of identifi ed components that are important for the company’s innovative development, because they disclose the resource status of the staff in the current period of time and the hidden, unrealized abilities of the staff which can be realized in the form of innovative behavior in the situation of tomorrow day. It is the innovative staff mass which can ensure the formation of the company’s dynamic capabilities that ensure the long-term effective functioning of the company in a competitive market in the conditions of the development of “high” technologies. The article presents the defi nition of this concept. It is considered the importance and expediency of combining these concepts when considering the issue of staff development in high-tech companies, it is proved the falseness of isolating and developing one of the components while ignoring the second one. Conditions for developing components are formulated. The essence and structure of the concept “innovative staff mass” is disclosed. Possible directions for the development of the staff to form an innovative staff mass have been formulated, realized through the integration of two components that form an innovative staff mass and three characteristics of the staff that ensure the company’s innovative development: the ability and willingness to innovate and the ability to realize innovative potential within a high-tech company.

The purpose of this article is to identify the ways to develop the innovative potential of Russian export. As a perspective direction for enhancing Russian export sector, segment of services is considered to be the fastest growing and least dependent on the volatility of the global environment element of international trade. The article analyzes the dynamics of Russian exports of services over the past eleven years and concludes on the gradual strengthening of its position In this regard, attention is focused on the export of high - tech and intellectual services - analysis of Russian prospects and opportunities in this area. Also author's recommendations for the improvement of this segment in the long term are given. Special attention is paid to the development of national technology exports. As a result, the article analyzes experience of leading innovation-active countries and presents the author's development model of Russian export sector innovative potential.

The formation of dynamic capabilities of the company, that is the ability to respond quickly to the changes occurring in the external environment, and also the formation of the base for the innovative development of the company, hiding in the innovative potential of the staff , — requires from HR-specialists extended competences, which are necessary for changes in companies. The essential condition for their formation is the disclosure of the potential of staff , coating a hidden, unrealized potential that can be used by an organization to address its goals and objectives. The article presents the functional areas of HR-specialists’ activities in innovative-oriented enterprise, describes the components of the process of company provision by «innovative minds» and the development of innovative potential of the staff . There are stated the aims for HR-specialists and new (extended) competences to reach professional eff ectiveness in innovative changes.

In this article, the authors analyze the experience of strategic planning for the scientific and technological development of the PRC. It is concluded that: largely due to effective strategic planning, over the past 15 years, the PRC has multiplied its economic potential and has become one of the most powerful countries in the world. The achievements of the PRC in the development of advanced technologies are especially impressive. The PRC has managed to create from scratch high-tech export-oriented sectors of the economy that are competitive in the world market. The characteristic features of the Chinese scientific and technological development management system are revealed: a clear definition of priority areas of scientific and technological development, concentrating efforts on a limited number of areas of science and technology development that are important for increasing the competitiveness of the national economy; planning manages scientific and technological development, the main one envisaging environmental achievement of long-term and moment of short-term goals, development and certain implementation of such long-term integrated marine programs, software R&D and innovative development; government stimulation of effective cooperation between science, education and business in ensuring the entire innovation cycle - from fundamental research to the introduction of developments in production, for the development of high-tech sectors; the use of a significant part of export earnings for the acquisition of modern equipment technologies; strict regulation of foreign investments in order to direct them to the sectors of new and high technologies; a harmonious combination of planning and market management methods in the development of small innovative business. Particular attention is paid to the consideration of the main elements of the state scientific and technological policy of the PRC. In addition, the authors conduct a detailed analysis of the main documents of the strategic planning of the PRC in the field of innovative development.

The article discusses the readiness of regional technical universities to act as drivers of innovative development of the industrial region. Technical universities are considered as carriers of innovative potential for the economy of the region, which can increase its competitiveness and investment attractiveness. An example of the development of high-tech production based on robotics in coal mining enterprises with an open method of mining is given.

The problems of the development of high-tech agriculture of Vietnam in the delta of the Red river in the conditions of innovative development have been considered. The current status of the development of high-tech agriculture and some models of the application of high-tech agricultural production in some areas of Vietnam have been presented. The influence of high-tech development of agriculture on the ecological-economic efficiency of agricultural lands of Vietnam in the delta of the Red river has been determined, the main obstacles to the development of high-tech agriculture at the present time have been highlighted. The ways of development of high-tech agriculture in Vietnam in terms of innovative development have been designated.

This study aims to systematize the main factors of the smart city model that affect the increment of the territorial innovative potential. The development of digital technologies and new forms of socio-economic interactions built on their basis has a significant impact on urban transformations and the innovative processes associated with the development of the urban environment. Methodologically, the study relies on a system logical analysis of Russian and international publications in this field. The study reveals the features of the smart city model that significantly increase the innovative potential of modern cities. It is shown that the smart city model enhances the effect of the factors that can significantly increase the innovative potential of a territory. The main factors of innovative development include the availability of digital infrastructure, the development of high-tech businesses and creative industries, social integration, and so on. The study has both theoretical and practical significance and its findings can be used in further research on the topic of smart cities and innovative development.

The article discusses the economic and managerial issues of modeling domestic innovation in industry. The linear and nonlinear modeling of innovation is disclosed. The stages of the innovation life cycle are investigated, the structure of innovative projects is considered, the procedure for selecting innovative projects is proposed, the selection scheme is presented, which is the basis for modeling technical complexes and technological activities for various purposes. The theoretical aspects of modeling, the practice of organizing modeling on the example of the Samara region are considered. To solve the problems of developing the economy of the Samara region, a comprehensive transition to the path of innovative development and the creation of a knowledge-based economy is necessary. The model of innovative development of the industrial complex of the region proposed by the author integrates the efforts of state authorities and industrial business in the formation and development of high-tech clusters. It follows that the priority task in this area is the creation of a new regional innovation system. The most significant result of the work is the proposal to organize a cluster model of innovative activity in the region, to create a cluster innovation infrastructure. It is noted that the innovative model for the development of industry in the region must be built using the innovative potential of industrial clusters, as well as on the basis of clusters to form the innovative infrastructure of the region. Clusters, having a significant innovative potential in their structure, diffuse innovations into other economic systems of the region. For this purpose, the author proposes to create an innovation development center in the cluster in order to coordinate innovative activity of both enterprises resident in the cluster and other industrial structures of the region. A mechanism is proposed for implementing the model of innovative development of the region, in which system benchmarks are set by the levels of resource, industrial, investment and innovative potentials of the region. Based on a comprehensive analysis of the region’s potential and “growth poles” for the development of innovative activity, the parameters of innovative development are compared with the criteria base.

Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

The global COVID-19 pandemic has caused a transformation of virtually all aspects of the world order today. Due to the introduction of the world quarantine, a considerable share of professional communications has been transformed into a format of distance interaction. As a result, the specific weight of traditional components of the investment attractiveness of a region is steadily going down, because modern business can be built without the need for territorial unity. It should be stated that now the criteria according to which investors decide if they are ready to invest in a region are dynamically transforming. The significance of the following characteristics is increasingly growing: the sustainable development of a region, qualities of the social environment, and consistency of the social infrastructure. Thus, the approaches to evaluating the region’s investment attractiveness must be transformed. Moreover, the investment process at the federal level involves the determination of target areas of regional development. Despite the universal significance of innovative development, the region can develop much more dynamically when a complex external environment is formed that complements its development model. Interregional interaction, as well as an integrated approach to innovative development, taking into account not only the momentary effect, but also the qualitative long-term transformation of the region, will significantly increase the return on investment. At the same time, the currently existing methods for assessing the investment attractiveness of the region are usually heuristic in nature and are not universal. The heuristic nature of the existing methods does not allow to completely abstract from the subjectivity of the researcher. Moreover, the existing methods do not take into account the cyclical properties of the innovative development of the region, which lead to the formation of a long-term effect from the transformation of the regional environment. This study is aimed at forming a comprehensive methodology that can be used to evaluate the investment attractiveness of a certain region and conclude about the lines of business that should be developed in it as well as to find ways to increase the region’s investment attractiveness. According to the results of the study, a comprehensive methodology was formed to evaluate the region’s investment attractiveness. It consists of three key indicators, namely, the level of the region’s investment attractiveness, the projected level of the region’s investment attractiveness, and the development vector of the region’s investment attractiveness. This methodology is based on a set of indicators that consider the status of the economic and social environment of the region, as well as the status of the innovative and ecological environment. The methodology can be used to make multi-dimensional conclusions both about the growth areas responsible for increasing the region’s innovative attractiveness and the lines of business that should be developed in the region.
