This publication is one of the first textbooks on the subject "Theory and practice of Government Relations" and a complete guide to GR, the content of which is based on a comparative analysis of the theories, strategies and technologies of communication of interested groups with state and municipal authorities in different countries. The status and nature of GR as a science and art are revealed, methodological and applied issues of designing strategies and practices for converting functional groups ' requests, including business structures, into a mechanism for making and implementing political decisions are revealed. When using the strategy of comparative analysis, communicative practices of interaction of interested groups and authorities in the United States are considered. in the countries of Western Europe, Japan and China, the advantages and disadvantages of national models of GR are revealed, strategies and technologies of positioning of interest groups in Russia, the mechanism of promotion of corporate requests in the public sphere are shown. Corresponds to the Federal state educational standard of higher education of the last generation. The legislation of different countries on GR-practices is relevant as of July 1, 2018. Currently, the Russian Federation is implementing the national project «Education», the key goals of which are to ensure the global competitiveness of Russian education and to become one of the top 10 countries in the world in terms of quality of education. The article presents a comparative analysis of the principles of the educational systems of the Soviet and Russian schools. The article describes the key advantages and disadvantages of education in the Soviet era, which was based on ZUN (knowledge, skills). The article reveals the advantages and disadvantages of modern Russian education, the fundamental core of which is UUD (universal educational actions). The article emphasizes that, despite the introduction of the second-generation Federal state educational standards and the introduction of innovative technologies, the level of quality of education in the USSR (the Union of Soviet Socialist Republics) was higher than at present.

In the context of the development of the digital economy, it is necessary to introduce elements of distance education technologies into the educational process. This will make the learning process continuous. Distance technologies allow you to master programs of higher and secondary education (especially in correspondence and full-time forms) on the job. The introduction of distance learning technologies in the educational process increases students ‘ interest in the subject being studied. In modern conditions, the development of online courses is relevant. To increase the interest of students in online courses, it is recommended to involve representatives of employers to record lectures on specific topics within the online course. An important role is played by the introduction of elements of remote technologies in the organization of current and intermediate certification.The article is written on the basis of the author’s own pedagogical experience. Systematizes the directions of introduction of distance educational technologies that can be used both for the organization of the educational process and for all types of control of students knowledge. The article dis-cusses the advantages and disadvantages of distance learning, as well as the possibility of using elements of distance learning technologies in the implementation based correspondence courses that will be relevant in the implementation of federal state educational standard 3++ (including professional standards).Examples of experience in organizing the educational process with elements of distance learning are given.

A modern student faces a situation of many alternatives for choice in the field of education. It can be the choice of new technologies, new educational environments, new ways of communication with participants in educational relations. Development of students’ readiness for a conscious, independent and responsible choice of educational activities and the construction of an individual trajectory of education are among the requirements of the Federal State Educational Standard. Choice is considered in detail in philosophy and psychology and, to a lesser extent, in the field of pedagogy, few scientific works are devoted to the problem of developing students’ readiness for educational choice. The article examines the choice in two aspects: as a process and as an internal human activity. The main features of choice are revealed, the concept of readiness to choose as an integrative characteristic of a person is analyzed. The article provides an overview of domestic and foreign researchers in the field of psychology and pedagogy on the problem of the developing students’ readiness to choose educational activities in cooperation with parents, teachers and other students. The purpose of the article is to analyze and generalize the main psychological and pedagogical approaches to the definition of the concepts of choice, readiness to choose, and to identify the essential features of choice in the course of theoretical research. The author considers the features of the process of the development of students to choose educational activities in the theory and practice of education. Methodology. In the course of a theoretical review of the problem, we used the methods of theoretical analysis, synthesis, comparison and generalization. A conclusion is drawn about the current approaches and methods used to develop students’ readiness to choose educational activities in the theory and practice of education. The results of the theoretical analysis of the phenomena of choice and readiness to choose are useful for further psychological and pedagogical research and the organization of the process of developing students’ readiness for choice.

Federal State Educational Standard brings the school attention to the task of forming civil identity, which harmonize ethnic and regional, all-Russian and universal identity. The aim of the article is researching of genesis of civil identity in Russia and basing the means of its formation. The problem of lack of harmony among ethno-cultural, all-Russian and universal structural components of identity is revealed as a result of pedagogical theory and practice analysis. The program of extracurricular educational activities for their harmonization is proposed.

The article is a description of the Power Query technology training methodology implemented within the framework of the Federal State Educational Standard for Higher Education 3++ taking into account professional standards in the direction of the bachelor’s program “Business Informatics”. The authors propose a set of laboratory works in the form of situational tasks and cases that allow to create professional competencies and labor functions of a future specialist (business analyst) as part of the development of the ETL process for processing data using Power Query technology. The use of situational tasks and cases allows to effectively implement the development of a set of professional competencies, which are elements of generalized labor functions, without tying the material in question specifically to any discipline. As part of the implementation of situational tasks and cases described in the article, bachelors not only learn to use the basic elements of Power Query technology, but also gain the skills and abilities associated with the application of the studied technology in performing standard professional tasks stipulated by a professional standard. The format for describing the methodology is presented in the form of the traditional “Key-by-Key” technology, widely used in obtaining professional IT competencies.
