The object of the study is the consideration of all small and medium enterprises (SMEs) that are located in each of the regions of Russia. The purpose of the research is the evaluation of two-factor production functions that describe the dependence of the production volume of SMEs from the wage of employees and the fixed assets. The data for this reaseach was obtained from the official statistical observation of activities of all Russian SMEs in the 82 regions of Russia for 2015. The study allowed to determine the factors influencing turnover of SMEs located in all regions, to prove the high quality of approximation of the initial data by the two-factor production functions.  The functions which were determined show that the economy of the regions of the country have not yet reached a saturation point with the goods and services of SMEs, and that they have increasing returns of scale in production in addition to considerable reserves for further development. Because sum of the degree values in the coefficients of the production functions is more than 1 and with the increase of both factors production growth is faster than the factors growth.  The results of the study, namely new knowledge and tools for assessing production activities of small and medium enterprises in the regions, are of scientific and practical importance.  They  can be used by government and regional authorities to monitor the efficiency of investment in fixed assets and work resources, as well as the implementation of the Federal strategy for SMEs development for the period up to 2030. The methodology that were used in the research process can be applied to similar researches in countries with a significant amount of territorial (administrative) units.

The relevance of the study has been determined by the acceleration of innovation growth, which encourages companies to use imitation strategies in response to disruptive technological changes. The study used the Cobb-Douglas production function to evaluate the effectiveness of the used production factors of Russian IT companies. A high-quality 3-cluster model of IT companies was built, as well as highly significant two-factor production functions of Cobb-Douglas, which made it possible to identify the contribution of the main factors (wage and fixed assets) to the production volume (revenue) for each cluster.

The paper aim is an assessment of the investments into the fixed capital of small and medium enterprises (SMEs) and the influence on them by factors such as size categories and territorial placement. The object of the study is the consideration of all (SMEs) that are located in each of the regions of Russia. The used data is from the official statistical observation of investment data of all Russian SMEs for 2015 in 82 regions. The comparative analysis of investments in the fixed capital of SMEs is based on relative indicators: investments which are calculated per one enterprise and per employee. Modeling was based on the functions of a normal distribution. We defined the values investments in SMEs which located in all Russian regions and related to three size categories and six types of activity; revealed regularities of distribution of investments calculated per enterprise and per worker; identified the regions with low investments in SMEs. New knowledge of the investment in the fixed capital in the Russian SMEs was achieved. The results of the study, namely new knowledge and tools for assessing production activities of small and medium enterprises in the regions, are of scientific and practical importance. The methodical approach can be used in the future studies and in the education potential entrepreneurs and students. The research results can be used by government and regional authorities to monitor the efficiency of investment in fixed assets, as well as the implementation of a Federal strategy for SMEs development for the period up to 2030.

The goal of the research was to estimate the two-factor production function, which characterizes the relationship between the microenterprise turnover and the employees rate of wages and the flow of investments into the fixed assets. The research examined a production function similar to that of Cobb-Douglas function, without the restrictions on the sum of degrees under factors. The research was based on statistical spatial data; using the information on 82 regions of Russia for 2017. The production function is an effective management tool. The new knowledge obtained is of scientific and practical im-portance. The methodological approach and tools proposed in the article for evaluating the production functions, describing the set of the microenterprises activities in the regions, can be applied in scientific research on the entrepreneurship issues, as well as in justifying the programs of this economy sector devel-opment at the federal and regional levels. The methodology and tools that were used in the research process can be applied in similar studies in the countries with a significant number of territorial (administrative) units. Further research is related to the evaluation of production functions for a set of microenterprises that are specialized in various types of economic activities, as well as those located in municipalities of specific regions.

The Micro, Small and Medium enterprises (MSMEs) are the largest employers in the country after agriculture. The labor intensive sector employs approximately 114 million persons and contributes nearly 30 per cent to India’s GDP. MSME is considered as the boon for the fresh talents in India promoting economic solidity in terms of growth and export. Approximately 50 per cent of our exports come from goods and services produced and sold by the sector. Not only that the MSMEs and its contributions are directly or indirectly benefitting many other prime sectors of the country. The government acknowledging the importance of the sector grants a major part of its outlay on the same. The article is an attempt to present the analysis of the improvisation in the fund allocation for the sector in the last three budgets till the current one passed on 17th of March 2021.

Purpose Small and medium enterprises (SMEs) have been reported as a credit-constrained sector in the earlier literature. Amidst the available external financing options, SMEs are dependent upon banks for their financial needs, hence they offer an important profitable segment for banks. Commercial banks need to develop effective targeting strategies for this segment and ranking the priorities of SMEs in selecting commercial banks will be of great help to them. The purpose of this paper is to implement a fuzzy analytic hierarchy process (FAHP) multi-criteria decision model for commercial bank’s selection by SMEs. Design/methodology/approach The research process was carried out in two phases. In Phase I, a self-structured scale was developed to measure bank selection criteria of SMEs after an extensive review of the literature of relevant studies on the topic. A sample of 600 SMEs was selected through non-proportionate quota sampling and only 313 valid responses were received. Phase II was conducted to prioritize the extracted factors through FAHP, a multi-criteria decision-making technique. For this purpose, another questionnaire was designed in the form of pair-wise evaluation and the response was taken on the same from those 313 SMEs again. Findings The results showed that SMEs bank selection criteria can be categorized under six heads, namely, bank attributes, accommodation of credit needs (AC), bank personnel, financial factors (FF), service quality (SQ) and business knowledge. The research study produced a reliable and valid instrument for studying the bank selection criteria of SMEs. The results further revealed that AC is the most important factor considered by SMEs followed by FF and SQ. Going further, global weights were also calculated through the FAHP which revealed that the most important consideration (variable) viewed upon by SMEs is willingness to accommodate credit needs followed by flexible collateral requirements and absence of hidden charges. Research limitations/implications The results of the present study offer significant insights as to the factors SMEs consider while making a bank selection decision. It is of utmost importance for banks to identify true determinant factors used by SMEs while making bank choice decisions as they offer ample profit and revenue opportunities to banks. The results of the study provide a practical approach to banks that would help them in framing strategies for SMEs customers. Originality/value This is the first study of its kind which has not only focused on the hierarchy of factors measuring bank selection criteria of SMEs rather on the hierarchy of single variables also through the calculation of global weights. As banks cannot focus on all the dimensions of the criteria, they can focus on the spirit of that particular criteria.

Rapid developments in Information and Communication Technologies (ICTs), such as electronic commerce (e-commerce), have revolutionized the way that business is conducted. E-commerce refers to the process of buying and selling goods and services electronically involving transactions using Internet, network, and other digital technology. It offers companies tremendous opportunities to improve their business performance in new and innovative ways. However, its huge potential benefit would only be realized by capable managers who can deal with these emerging technologies and implement them wisely. A skills shortage has been categorized as one of the challenges facing global e-commerce by Bingi and Khamalah (2000). The demand for highly knowledgeable and skilled managers and workloads places enormous pressure upon companies to improve or update their current knowledge and skills. This is particularly important in Small and Medium Enterprises (SMEs) as compared with their larger counterparts, as they are often described as “lacking the expertise needed to set up the technologies necessary, despite having a great deal to gain from doing so” (Anonymous, 1998).

The purpose of this study is to assess the three-factor production functions describing the dependence of the small enterprises (SEs) and microenterprises, which include turnover on the wages of their employees, investments in fixed capital and the entrepreneurial capital of a particular region. The authors propose the indicator that characterizes the level of entrepreneurial capital — the number of employees of large enterprises located in the respective regions. This study is based on the empirical spatial data specifying the activities of employees in all SEs and microenterprises, as well as a number of large enterprises. The official statistical information includes observations on business activity of 1,449 SEs and microenterprises in 80 Russian regions in 2015. The research determines the factors influencing the turnover of enterprises, proves the high quality of the source data approximation using the three-factor production functions and confirms the need for an increased number of small and microenterprises for the Russian regions’ economy. The authors discover tools for the evaluation of production functions, which are of academic and practical importance. They can be used in studies of the regions’ entrepreneurial sectors, for monitoring the efficiency of resource use, and the rationale for the entrepreneurship development programs.

Small and medium-sized business enterprises (SMEs) have been operating in the Russian Federation since 1991. The study is devoted to the development of methods and tools for assessing the current structure of production volumes, the number of employees and the number of small and medium enterprises, as well as individual entrepreneurs through: economic and mathematical modeling; analysis of statistics for all SMEs of each of the regions in Russia; modeling of the weights of small, medium-sized enterprises, individual entrepreneurs in the overall indicators of SMEs and their distribution by regions of Russia is based on the functions of the density of normal distribution. Association of regions of the country with similar indicators is based on cluster analysis using the k-means method. The nine functions of the normal distribution density obtained in the course of the computational experiment have a high quality of approximation of the empirical data, which was confirmed by the Kolmogorov-Smirnov, Pierson and Shapiro-Wilk tests. Clusters have been formed that unite the regions of the country with similar indicators, namely, the specific weights of production, the number of employees and the number of business entities. The results can be used to solve the problems of institutional, financial and infrastructural support for the development of entrepreneurship in the regions of Russia, and the proposed methodology is applicable for studying the activities of territorial aggregates of enterprises of any state.

This article aims to study the role of government instruments supporting export-oriented enterprises, which specialize in the production of non-resource and non-energy goods and services. In view of the increasing importance and potential of small and medium-sized enterprises, the authors, using economic analysis of the data of the Russian Federal Customs Service and the statistics of the Russian Export Center, have confirmed the need of such enterprises being the central element of the national system of support and development of exports. The results prove that the majority of export-oriented small and medium enterprises show interest in starting export activities, increasing its share, and seeking to expand the geography of their supplies. However, a number of factors prevent the foreign economic strategy, including lack of confidence and employees with export competencies, financial limitations, as well as complete inexperience when interacting with foreign counterparts and markets in general. The authors have determined that the insufficient level of competitiveness on part of the Russian producers requires a full-fledged support of the state authorities to stimulate non-resource and non-energy export. The statistical analysis of the recent years shows that the indicator of Russian competitiveness on foreign markets has not undergone serious changes due to the low competitiveness of the Russian exported goods, as well as insufficient knowledge and skills of export-oriented enterprises in terms of strengthening their position on new markets. The world experience shows that each nation puts their own priorities on the choice of export development direction. Based on a comparative analysis and classification of support measures in the European Union, the authors have identified the possibility of approximating the existing mechanisms for supporting small and medium export-oriented enterprises in the Russia. The results have revealed a linear relationship between the launch of programs to support export-oriented enterprises and the growth of foreign economic activity in general, as well as the relationship between such activities as the interaction with relevant ministries and agencies, the cooperation with key industry and business organizations, and the improvement of export conditions in Russia.
