There has been resistance to COVID-19 public health restrictions partly due to changes and reductions in work, resulting in financial stress. Psychological reactance theory posits that such restrictions to personal freedoms result in anger, defiance, and motivation to restore freedom. In an online study (N = 301), we manipulated the target of COVID-19 restrictions as impacting self or community. We hypothesized that (a) greater pandemic-related financial stress would predict greater reactance, (b) the self-focused restriction condition would elicit greater reactance than the community-focused restriction condition, (c) reactance would be greatest for financially-stressed individuals in the self-focused condition, and (d) greater reactance would predict lower adherence to social distancing guidelines. Independent of political orientation and sense of community, greater financial stress predicted greater reactance only in the self-focused condition; the community-focused condition attenuated this association. Additionally, greater reactance was associated with lower social distancing behavior. These findings suggest that economic hardship exacerbates negative responses to continued personal freedom loss. Community-focused COVID-19 health messaging may be better received during continued pandemic conditions.

We draw on norms theory to develop hypotheses about norms regulating social distancing during the Covid-19 pandemic. We identify two theoretical approaches—the consequentialist and social cues approach—and argue that understanding norms will be enhanced by integrating these two approaches. We apply these general theoretical approaches to the Covid-19 pandemic to suggest concrete hypotheses regarding distancing norms. We test our hypotheses using two vignette experiments. We find that when the consequences of behavior are clear, both behavior consequences and social cues independently affect norms. But when the consequences of a behavior are ambiguous, behaviors and social cues interact to affect norms. Theoretically, our results provide the first empirical test of an integrated theory of norms, showing that in ambiguous situations an integrated approach produces more accurate predictions than either the behavior consequences or social cues approach alone. Substantively, our paper helps to explain Covid-19 distancing norms and variation in those norms across political orientation. Our findings have implications for understanding support for and compliance with public health directives.

<p>The study explores the relation of narcissism to political orientation and their association with basic human values, using an undergraduate sample from Turkey. Leftwing orientation is weakly and negatively correlated with narcissism, and specifically with its self-sufficiency dimension. Leftwing is correlated positively with universalism and negatively with tradition. Narcissism is positively correlated with the self-enhancement and openness to change dimensions and negatively correlated with the self-transcendence and conservatism dimensions of the basic values. Hierarchical regression results indicate that the value tradition is a stronger predictor of political orientation than narcissism. In multinomial logistic regression, for narcissism, statistical significance appears for only extreme right compared to moderate left political positions. We did not find power-hunger to be related to political orientation. We did not find pro-sociality to be related to familial-religious customs. We did not find any sex difference for mean narcissism scores. However, females are more leftwing oriented than males and they report more eagerness to strive for justice for others. Striving for justice for others is negatively correlated with the value power; positively correlated with leftwing orientation and striving for justice for self; and uncorrelated with narcissism. Males have higher mean scores for the value tradition and females have higher mean scores for the value security.</p>

This chapter explores the powers of Congress to pass federal public health laws and to delegate authority to federal agencies. The chapter starts with an explanation of Congress’s limited, enumerated powers and how this limits Congress to certain arenas of authority. It next explores the evolution Congress’s use of the Commerce Clause to pass public health laws, before exploring Congress’s use of the Taxing and Spending Clause. The chapter provides examples of how Congress has used both the Commerce Clause and its taxing and spending power to effectuate public health policy. Next, the chapter explains the National Federation of Independent Businesses v. Sebelius case; it details challenges to the Affordable Care Act’s individual mandate and Medicaid and explains the implications of the Supreme Court’s holdings. Lastly, the chapter explains Congress’s authority to delegate authority to federal administrative agencies to issue and enforce public health regulations.

Abstract Background The initial focus of the US public health response to COVID-19 was the implementation of numerous social distancing policies. While COVID-19 was the impetus for imposing these policies, it is not the only respiratory disease affected by their implementation. This study aimed to assess the impact of social distancing policies on non-SARS-CoV-2 respiratory pathogens typically circulating across multiple US states. Methods Linear mixed-effect models were implemented to explore the effects of five social distancing policies on non-SARS-CoV-2 respiratory pathogens across nine states from January 1 through May 1, 2020. The observed 2020 pathogen detection rates were compared week-by-week to historical rates to determine when the detection rates were different. Results Model results indicate that several social distancing policies were associated with a reduction in total detection rate, by nearly 15%. Policies were associated with decreases in pathogen circulation of human rhinovirus/enterovirus and human metapneumovirus, as well as influenza A, which typically decrease after winter. Parainfluenza viruses failed to circulate at historical levels during the spring. Total detection rate in April 2020 was 35% less than historical average. Many of the pathogens driving this difference fell below historical detection rate ranges within two weeks of initial policy implementation. Conclusion This analysis investigated the effect of multiple social distancing policies implemented to reduce transmission of SARS-CoV-2 on non-SARS-CoV-2 respiratory pathogens. These findings suggest that social distancing policies may be used as an impactful public health tool to reduce communicable respiratory illness.

Abstract Issue Clark County experienced a measles outbreak that challenged public health authorities. Description of the practice: We conducted a formal After Action Review with state and local health officials, school officials, and others to identify lessons for public health practitioners facing future outbreaks. Results Following the early identification of measles in a child who had recently arrived from Ukraine, active surveillance identified 71 confirmed cases, most in unvaccinated persons under 18 years of age. 4,138 contacts were traced and public health personnel made daily monitoring calls to 816. 53 potential exposure sites in healthcare facilities, schools and other public places were identified and communicated to the public. As a social distancing measure, unvaccinated students, teachers, and staff were excluded from schools in which exposure had occurred. Ascertaining susceptibility status was challenging. The national anti-vaccination sentiment and a parallel outbreak in a New York religious community created challenges in representing community risk while avoiding stigmatization of a community in which the first reported case was identified. Rather than respond to every false claim on social media, the health department developed talking points about emerging issues and engaged the community in dialogue. Lessons Responding to the measles outbreak required innovative approaches to surveillance and contact tracing, social distancing (school exclusions), and emergency risk communication. The response required extensive coordinated efforts of the county and state health departments, school systems, and many other organizations. Mutual aid enabled an influx of resources but managing the surge of responders proved challenging. Key messages Public health emergencies require effective emergency management practices. Carefully conducted After Action Reviews of health emergencies can help public health practitioners identify challenges and innovative practices.

The COVID-19 pandemic necessitates adherence to scientifically supported prevention strategies, such as social distancing. Although most Americans support social distancing, a subset of conservatives reject the scientific consensus on this matter. We explored why some conservatives reject social distancing, focusing on how trust in science contributes to ideological differences in social distancing intentions. In two studies, we replicated recent research demonstrating that conservatives report lower support for social distancing compared to liberals. However, in Study 1 we found support for a moderating role of trust in science, such that conservatives reported stronger intentions to socially distance when they had high trust in science. In Study 2, we enhanced trust in messaging about social distancing – and in turn, social distancing intentions among conservatives – by having the messages come from a Republican (vs. unidentified) government official. These studies provide insight into how we can increase adherence to public health recommendations regarding COVID-19.

AbstractHow does social distancing affect the reach of an epidemic in social networks? We present Monte Carlo simulation results of a susceptible–infected–removed with social distancing model. The key feature of the model is that individuals are limited in the number of acquaintances that they can interact with, thereby constraining disease transmission to an infectious subnetwork of the original social network. While increased social distancing typically reduces the spread of an infectious disease, the magnitude varies greatly depending on the topology of the network, indicating the need for policies that are network dependent. Our results also reveal the importance of coordinating policies at the ‘global’ level. In particular, the public health benefits from social distancing to a group (e.g. a country) may be completely undone if that group maintains connections with outside groups that are not following suit.

Abstract Background We investigated the public health and economy outcomes of different levels of social distancing to control a ‘second wave’ outbreak in Australia and identify implications for public health management of COVID-19. Methods Individual-based and compartment models were used to simulate the effects of different social distancing and detection strategies on Australian COVID-19 infections and the economy from March to July 2020. These models were used to evaluate the effects of different social distancing levels and the early relaxation of suppression measures, in terms of public health and economy outcomes. Results The models, fitted to observations up to July 2020, yielded projections consistent with subsequent cases and showed that better public health outcomes and lower economy costs occur when social distancing measures are more stringent, implemented earlier and implemented for a sufficiently long duration. Early relaxation of suppression results in worse public health outcomes and higher economy costs. Conclusions Better public health outcomes (reduced COVID-19 fatalities) are positively associated with lower economy costs and higher levels of social distancing; achieving zero community transmission lowers both public health and economy costs compared to allowing community transmission to continue; and early relaxation of social distancing increases both public health and economy costs.
