The relevance of the study is caused by the paramount importance of the legal responsibility institution, without which one cannot imagine the existence of the legal state. Threading all the spheres of public life, the legal category of responsibility is a significant element of the mechanism for their regulation and plays an important role in the provision of order and safety. The objective of the paper is in the cognition of the complicated and multi-faceted phenomenon of legal responsibility and in the definition of its position in the legislative system of the Republic of Kazakhstan. In this regard, this paper is aimed at the revealing of the main approaches towards the understanding of the responsibility in law, the study of the kinds of legal responsibility and their legal sources. The leading approach in the study is the analysis that allows integrally considering the accumulated theoretical experience in the issues of legal responsibility, as well as revealing the drawbacks in the documentation of the responsibility in the applicable legislation. The paper presents modern concepts of legal responsibility, reveals the existing definitions of its concept, and considers the system of legal responsibility and its basic elements (kinds) with the definition of its legal framework for each element of the responsibility. The materials of the paper may be helpful to the scientists in their research of the problems of legal responsibility in all the legal branches, university teachers and students in the educational process when studying and teaching the legal disciplines.

The urgency of the problem of providing a developing educational environment in modern conditions is justified by the reform of the education system in the Republic of Kazakhstan. At all levels of education, it is necessary to create conditions for the development of the personality of the subjects of the educational process, taking into account age patterns. The article reveals the leading approaches to the study of the essence and provision of developing educational environment. As the theoretical basics of accepted socio-cultural approach of Vygotsky humanistic approach Maslow personality-oriented approach of I. A. Baeva, the ecological approach V. A. Asvina etc. Developing educational environment is considered as an environment conducive to the development and self-development at all levels of education. In the present article the condition of maintenance of the education environment: meeting the needs of the individual in communication and development, the development of adaptive abilities of students, prevention of delactovine, the development of psychological culture of teachers, the development of social and emotional intelligence of teachers and students, formation of skills of effective communication subjects of educational process, development of skills of intercultural communication etc.

This article proposes a research vision of the problem of using CLIL training in the context of distance education in schools and universities of the Republic of Kazakhstan. The relevance of the study is due to the lack of the research devoted to the content analysis of the integration of CLIL learning and distance learning technologies, as well as the need to identify the features and universal problems, characteristic of the practice of CLIL learning in distance learning format. The diagnosis of this problem was carried out through an online survey of school teachers and university teachers acting as experts on the implementation of CLIL training in educational institutions of the Republic. To develop a methodology and tools for online survey of teachers scientific works in the field of CLIL training and distance education technologies on the creation of educational resources and a virtual learning environment and on the sociology of education were studied. When processing the results of the survey, we used statistical and descriptive research methods. The results of the online survey confirmed the hypothesis of the study that the main problem of using CLIL technology is the problem of resource provision of the CLIL training program in the context of distance education, as well as the level of methodological and IT-training of school teachers and university teachers. Other features of using CLIL technology in a distance format are as follows: the school teachers and university teachers have an appropriate set of basic competencies of a teacher practicing CLIL training, and, at the same time, their insufficiency for the implementation of the educational process in the context of distance education and, accordingly, the need to acquire additional competencies required by the teacher for the application of CLIL technology in a distance format

Training in the legal foundations of military ecology, first of all, should contribute to the formation of internal training for the conscious adoption of responsible environmental-oriented command decisions on a legal basis. In this regard, the purpose of the study is to develop a methodology for environmental and legal training in a military university, aimed at forming sustainable environmental intentions of military personnel. The theoretical basis for the development of the methodology was the requirements of the guidelines in the field of military professional education and the legal framework for military environmental management; psychological and pedagogical approach to the integration of professional and environmental education (AleksandrGagarin, YelenaCherdymova); the position of the system approach that the components of the educational process are interconnected with each other (Avenir Uyomov, Il’ya Novik, Yuriy Konarzhevskiy). A method of environmental and legal training of military personnel has been developed, which is aimed at the combined formation of: a) environmental and legal knowledge in the field of military nature management; b) the ability to plan and implement measures to ensure the environmental safety of military service, in accordance with the requirements of the governing documents; c) environmental and legal responsibility, environmental values and attitudes to environmental-oriented lawful behaviour. The authors believe that learning the legal framework of the military environment, based on the use of environmental legal information in the educational process through the establishment of a structural and substantial interdisciplinary connections, inclusion of environmental legal information to the educational activities and the daily activities of military units, will lead to the formation of stable ecological intentions of military personnel. The developed method can be adapted to the conditions of training military specialists of different profiles. Methodological recommendations for teaching the legal basics of military ecology are proposed, and promising directions for improving the effectiveness of the developed methodology are outlined.

The analysis of the program and normative documents of the republic in the field of social work showed that the level of training of social workers does not meet the needs of the social services sector. Changes in the so-cio-economic sphere, the attitude of society towards social work, international practice dictate the need for organizing work and training social workers, taking into account the requirements of a professional standard in this field. The presence of a professional standard in social work obliges educational institutions to bring the content of the educational program for the training of social workers in accordance with the requirements of the standard, focusing on the formation of professional competencies. The formation of professional com-petencies and the definition of learning outcomes requires the use of training technology in the educational process — case management. Case management is a technology that reflects the content of the labor function of a social worker.

The article describes the main legal documents regulating the sphere of military education. The features improving the system of highly-qualified personnel preparation of high adequate are studied. The article also indicates achievements in the field of military security, dynamic changes in the state, issues of training professional military personnel, as well as tasks that should be implemented in improving the legal framework and mechanisms of military education of the Republic of Uzbekistan, the procedure for admission to higher educational institutions of citizens undergoing military service in the Armed Forces of the Republic of Uzbekistan, as well as the benefits provided to them.

The transition of all Russian universities to distant learning at the end of March, 2020 revealed a number of organizational and pedagogical problems associated with identifying the readiness of university teachers and students for a new form of interaction. The purpose of the study is to determine the degree of readiness of the subjects of the educational process for the implementation of distant learning at the level of legal regulation, pedagogical qualifcations and pedagogical interaction. The research hypothesis is based on the assumption that pedagogical interaction in the course of distant learning has special properties that make increased demands on the professional qualifcations of university teachers, as well as on the competencies of both subjects of the educational process.The article analyses the degree of elaboration of the issue of pedagogical interaction in the legal and scientifc literature. The results of the empirical study conducted in order to identify the degree of readiness of university teachers and students to use distance learning are described and analysed. Recommendations are suggested to improve the quality of distant learning and the degree of satisfaction of participants in pedagogical interaction.

The main topic of the article is the issue of developing the digital competence of teachers in postgraduate education. It is noted that the development of the digital competence of the teacher is one of the key issues of education, which are related to the challenges of the current information society and the rapid technical and technological processes. The aim of the research is to single out the main problems of the development of digital competence of pedagogical workers in postgraduate pedagogical education. The main research method is a theoretical analysis of the framework and regulatory documents on standards and requirements for digital competence of teachers in the European Union and Ukraine; the best practices of the specialists of the conditions of formation of digital competence of teachers. The importance of digital competence is emphasized, which allows the teacher to participate in the information environment, to use the latest advances in technology in their professional activities. The definition of digital competence of a pedagogical worker is given. The conditions of formation of digital competence of teachers in the system of postgraduate pedagogical education are considered, such as the digitalization of education, the availability of legal documents on standards and requirements for digital competence of teachers, the need to create and implement criteria for the development of digital competence, the readiness of postgraduate education to ensure the formation of digital competence of teachers. Emphasis is placed on the challenges that hinder the effective use of digital technologies by teachers in the educational process. It is concluded that the formation of digital competence contributes to the comprehensive development of teachers, their self-improvement, the desire to learn throughout life, the ability to apply the acquired knowledge, which improves the quality of education. Changing the legal framework for standards of digital competencies, acquaintance with the achievements of the European community will help identify new approaches to building individual areas of development of digital competence of teachers.

This research aims to analyze networks of relations in the context of digital culture, focusing on the relationships among technologies, coordinators, university teachers, and students. It is qualitative research with virtual etnography approach, developed in a private university in the Center-West of Brazil, with the participation of 39 university teachers, 285 students and 7 coordinators, answering questionnaires and semi-structured interviews, and posting messages at Facebook, related to the digital culture and to the formative educational process. The results point to a context of mismatch between the comings and goings of university teachers, students and coordinators, seeking to appropriate the technologies in order to invent other ways of teaching and learning, in different times and spaces, individually and collaboratively, with openness to the innovation in a critical way.

The article highlights the legal framework for introducing a gender approach in the education system of the Republic of Belarus, analyzed documents related to the implementation of the gender component in the activities of educational institutions, namely the national action plans for gender equality, the document «Main Directions of the State Family Policy», the National Action Plans The National Program for Demographic Security, the Presidential Program «Children of Belarus», the State Employment Program, the Concept of Continuous Education of Children and Students in the Republic of Belarus. The article highlights the importance of gender issues for the development of society as a whole and of the individual in particular. The definition of the concept of «gender education» is given and emphasis is placed on the process of socialization as a leading factor in the development of gender identity and progressive views on gender issues. Stressed that should clearly distinguish between two levels of implementation of gender policy in the educational system of the Republic of Belarus – declarative and implementation. In declarative level made a significant number of regulations that ensure the development of gender education. In impelentatsiynomu level there are a number of problems are overcome only possible to achieve full.

Šiame straipsnyje siekiama atskleisti žmogaus biobanko sampratą ir parodyti šios sampratos įvairiapusiškumą užsienio šalių praktikoje, dėl kurio dažnai atsiranda teisinių kliūčių bendrai plėtoti tarpvalstybinius ar tarptautinius mokslinius projektus, kurti europinį biobankų tinklą. Kartu bandoma palyginti biobanką su kitomis biologinių mėginių kolekcijomis ir nustatyti, koks biobanko apibrėžimas galėtų būti priimtinas Lietuvoje. Galiausiai, daug dėmesio straipsnyje skiriama atskirų Lietuvos Respublikos įstatymų analizei, siekiant įvertinti, ar esama teisinė aplinka sukuria pakankamą pagrindą kurti ir plėtoti specifinius mokslinius biobankus Lietuvoje. Šis straipsnis – įvadas į daug detalesnę, su moksliniais biobankais susijusių probleminių klausimų analizę. This article aims to reveal the definition of human biobank and show the diversity of this definition in foreign countries‘ practice, which often creactes legal barriers for development of intercountry or international scintific research projects, creation of European biobanks‘ network. Additionally, this article aims to compare the biobank with other collections of biological materials and identify the most appropriate definition for Lithuania. Finally, considerable attention is paid for the analysis of separate laws of the Republic of Lithuania in order to evaluate if exsiting legal framework creates a sufficient ground for establishment and development of specific research biobanks in Lithuania. This article is a introduction to a more detailed analysis of the problematic aspects of research biobanks.
