The article presents continuation of analysis of national and international aspects in assessment of economic after-effects of a new corona virus pandemic. It analyzes the finance and economy performance for 11 months of 2020 with a stress on specific economic situation in the Far Eastern Federal Okrug (FEFO, district). It regards a basic difference in the pandemic situation between overall Russia and its Far East. The author notes that the macro region demonstrates a tighter balance between the load and the available reserves in primary health care (medical and social) as compared to Russia overall. Estimated and assessed are economic losses related to the pandemic in the key structural segments of the Far Eastern Russia economy (industry, budgets, foreign trade, labour market, construction). Variance of program indicators is considered. The following most meaningful lines of the pandemic influence on the Far East economy have been identified: curtailing output and revenue from a stop-over or even exit from the market; scaling-down production after a fall in demand; decreasing value of exports with closing borders; falling foreign market demand and falling mineral resource extraction; an upswing rise in prices caused by shrinking imports; a growing shortage of manpower from closed borders; growing expenses and decreasing tax revenues for regional budgets. Three larger FEFO economy sectors are described as to their losses from the pandemic: the bigger sector (almost 2/3 of the entire economy) is formed by the types of economic activity that have lost and are still losing revenue and those that have reduced turnover following the shrinking demand; 13% of the economy have suffered from a spring lock-down; approximately 20% of the economy are either winners or those neutral to the situation

The article examines the current state of regional budgets in the Russian Far Eastern macroregion. The regional per capita budget expenditures lag far behind the country’s average values, that makes regions unable to overcome the existing gap in social development, infrastructural provision of the territory and to improve the quality of life. The article considers possibilities of increasing the regional budget revenues from existing major revenue sources such as tax capacity, intergovernmental transfers (equalization grants) and borrowing. It is argued that in the short term the level of regional budget expenditures may best be increased by grants, in the long term the major potential for sustainable increase in budget income is associated with expansion of economic activity and rise of factor productivity

The trends in the volume and structure of revenues and expenditures of budgets of 11 Far Eastern regions for 2013–2019 are analyzed. An analysis of the balance of consolidated budgets and dynamics of the state regional debt based on statistical and empirical research methods was performed. It is shown that, in the conditions of low inflation in 2018–2019 and positive dynamics of the main sources of revenue, the rate of growth of Far Eastern budget revenues in the period under review was lower than the respective Russian average. The revenues of the Far Eastern regions remained highly dependent on federal budget subsidies. It is revealed that the dynamics of changes in the main sources of growth of the revenue base of the regional budgets in the Far Eastern regions does not give much ground for optimism. The features of dynamics, as well as the problems of the poorly ba­lanced and costly structure of regional public debt of the Far Eastern federal subjects are shown. The possibility of replacing inter-budget transfers, which form a third of budget revenues in the region, with taxes and fees collected in the territory and sent from the Far East to the federal budget is assessed.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

Drawing on unique documents that have not yet been introduced into scientific use, the article reviews the activities of the USSR Ministry of Internal Affairs in training its agencies for probable border war with China. A series of events was conducted by Shchelokov, Minister of the Internal Affairs of the USSR, in order to strengthen the regional internal affairs agencies. It included introduction of a list of ‘advanced alert,’ ‘special period,’ and ‘covert mobilization’ signals, accompanied by a list of mandatory positions. The article focuses on the work of internal affairs agencies in the Far East border areas and the Khabarovsk special secondary school of militia of the Ministry of Internal Affairs of the USSR in particular, all of which hurried to fine-tune public order and state security maintenance, evacuation of the population and the internal affairs bodies in case of onset of the Special Period. Significantly, the Khabarovsk special secondary school of militia of the Ministry of Internal Affairs of the USSR was to become not just a base for accelerated training of officers, but also a military reserve in case of enemy assault. It also was to enforce public order in case of mass riots. The manpower strength of the school allowed to form a battalion of 3 rifle companies. The author underscores that all measures implemented by the Ministry of Internal Affairs of the USSR were carried out in close cooperation with the KGB under the Council of Ministers of the USSR and its regional agencies. Training for Special Period was multifaceted, it included propaganda support via mass media, control over radio-broadcasting in the territories bordering China, camouflage of installations at the expense of the forest fund, mobilization by rail and road transport, etc.

Young fronds of ferns are consumed as a vegetable in many countries. The aim of this study was to analyze three fern species that are available for sale in the Russian Far East as dietary sources in terms of fatty acids that are important for human physiology: arachidonic acid (20:4n-6, ARA), eicosapentaenoic acid (20:5n-3, EPA) and other valuable long-chain polyunsaturated fatty acids. The content of ARA and EPA was 5.5 and 0.5 mg/g dry weight, respectively, in Pteridium aquilinum, 4.1 and 1.1 in Matteuccia struthiopteris, and 2.2 and 0.8 in Osmundastrum asiaticum. Salted fronds of P. aquilinum contained less these fatty acids than the raw fronds, with a decrease of up to 49% for ARA and 65% for EPA. These losses were less pronounced or even insignificant in dried fronds. Cooked ferns preserved significant portions of the long-chain polyunsaturated fatty acids: cooked P. aquilinum contained 4.4 mg/g dry weight ARA and 0.3 mg/g dry weight EPA. The ferns may provide a supplemental dietary source of these valuable long-chain polyunsaturated fatty acids, especially for vegetarian diets.

The article examines the historical aspects of the formation and implementation of the state strategy for the accelerated growth of the electric power industry in the Far East of the USSR in 1964—1991. The problems of power supply of the Far Eastern region of the country are analyzed, programs for the development of the regional electric power industry are considered, the difficulties of their implementation are revealed, structural changes in the industry and the results of electrification of the region are characterized. The author notes that the problems of regional energy supply had not been solved until the end of the Soviet era. The Far Eastern electric power industry continued to be a costly and lagging industry, slowing down the socio-economic development of the region.

Steccherinum aurantilaetum is a predominantly East Asian polyporoid fungus from the Steccherinaceae. It was first discovered in the Krasnoarmeisky District of the Primorye and in the Khabarovsk Territory. Previously, it was known only in the «Kedrovaya Pad» Nature Reserve in the Primorye and in the «Bastak» Nature Reserve in the Jewish Autonomous Region (for the territory of Russia). An original description of the species based on Far Eastern material is given, and a map of the general distribution of S. aurantilaetum is presented for the first time.

The monograph presents the search for solutions to the problems of the Far Eastern region. The proximity of China and the remoteness from the center of Russia make us look for effective measures to overcome the problems of settling the Far East in the context of sustainable economic development of modern Russia. The paper analyzes the problems of the Far East: in industry, agriculture, forestry, energy problems, environmental problems, and provides recommendations for their solution. Considerable attention is paid to migration problems. The experience of China is studied through the prism of bilateral cooperation with Russia. It is intended for students, masters, postgraduates, researchers dealing with issues of macroeconomic regulation and forecasting.
