The Adiwerna Terminal is a type C terminal located in Tegal Regency which serves passengers and city and rural transportation. In its management, the Adiwerna terminal has not gone well. Problems were found such as the absence of urban and rural transportation entering the terminal, terminal facilities that were not maintained, limited human resources, and services that were not optimal. This makes the writer interested in conducting research on the effectiveness of the Adiwerna terminal in Tegal Regency. This study used a qualitative descriptive study with the location of the research in the Adiwerna terminal. Data collected from interviews, records, until data from print and electronic media were collected into one to draw conclusions that more sharply illustrate the results of observations. As a result, the effectiveness of the Adiwerna terminal in Tegal Regency has not been optimal. In terms of time and cost it is not yet efficient. Service procedures are only regulated with 1 (one) regulation and do not have SOPs. Coordination between superiors and subordinates went well but still did not show high employee responsiveness. The availability of infrastructure is adequate but not well maintained so that passengers cannot use the facilities to the full. Things that are driving factors for the effectiveness of the Adiwerna terminal are 1) Planning Activities, 2) Organizing, 3) Control, 4) Direction, and 5) Decision Making. While the inhibiting factors of effectiveness found in the Adiwerna terminal are 1) Placement, 2) Motivation, and 3) Communication.

This research is to find out the efforts of the sub-district government itself in improving its services within the framework of meeting the needs of its citizens. This study uses a qualitative descriptive method that is a study by using data obtained through observation, interviews and documentation. The results of the study found that the obstacles in implementing Aceh Tamiang District Regulations Number 14 Year 2016, namely in carrying out the transfer of some of the Regent's authority to the District Head through the District Integrated Administration Services that have not been maximally provided to the community, can be seen from the PATEN assessment conducted by the Regency Government towards the District Government. This has several inhibiting factors, namely the lack of qualified human resources, the availability of inadequate budgets and is described from Hamdi's theory, namely from the productivity dimension, the Linearity Dimension, and the Efficiency Dimension. As well as having factors that influence, among others, Policy Sustansi, Implementing Task Behavior, Work Network Interaction, Target Group Participation, and Resources.

Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

This study aims to support and study the role of leaders in improving Desa Bremi in social psychology. The style or style of a leader greatly influences his followers or subordinates. The type or style of a paternalistic leader is a leader who uses or applies to perceptions, values ​​held, attitudes and protections seen in needs. Desa bremi is a village located in District Krucil of Probolinggo Regency, East Java, which is expected to be able to provide quality human resources. As a leader in the village Bremi made efforts to be able to direct HR well from the problem of HR development. This study used a qualitative descriptive study using a sample technique of 4 respondents using interviews and observation and documentation. From this sample the researchers chose from the village apparatus, one RT / RW chairman and 2 villagers.

The study was to uncover the concept of quality improvement, the supporting and the inhibiting factors within the quality improve and the quality improvement in the early childhood mentoring institutions/kindergarten. The study was a qualitative research. The subjects in the study were kindergarten principals, kindergarten teachers and parents. The data were gathered by means of observation, interview and documentation. For the data analysis, the researcher selected the qualitative descriptive data analysis method. The results of the study were as follows. First, the concept of educational quality improvement in the early childhood mentoring institutions/ kindergarten has been improveed from the vision, the mission and the objectives and the concept includes the aspects of planning, process and output which has synergy from one to another. The planning has been formulated in the curriculum, the syllabus and the daily activity plan. Second, the approach, the strategy and the technique of quality improvement has maximized the well-qualified schools’ resources, have been supported by the sufficient facilities and have been funded by the sufficient budget. Third, the supporting factors within the quality improvement of early childhood mentoring institutions/kindergarten have been the increasing awareness within the society toward the significance of early childhood mentoring institutions, the massive socialization conducted by the Office of Education through the provision of training programs in relation to the early childhood mentoring institution/kindergarten management and the human resources empowerment toward developing the quality of early childhood mentoring institutions. Fourth, the inhibiting factors within the quality improvement of early childhood mentoring institutions have been the lack of society care and participation, the less quality human resources that early childhood mentoring institutions have, the fund limitation, the facility limitation and the lack of program management effectiveness.Keywords: development, educational quality, kindergarten

ABSTRACT This study examines strategies to increase the collection of waqf through Islamic Da'wah activities. This is important to do, considering the Baitul Hidayah Islamic Boarding School has a large potential for waqf while the ongoing collection of waqf has not yet reached the expected target. This study aims to find a solution in the form of a strategy to increase the collection of waqf by utilizing da'wah activities as a way of socialization and promotion. This type of research is a qualitative descriptive study, while the data sources are obtained directly in the field (field research). The research approach uses case studies with data collection techniques through interviews, documentation studies and field observations. The results of this study recommend strategies for increasing the collection of waqf through: (i) Optimizing the role of dai as a marketing of waqf. (ii) fulltime managing human resources. (iii) Improvement of Facilities and Infrastructure. (iv) Creating a creative collection program. (v) Standardization of Data Management. (vi) Improvement of convenience services and activity reports.Keywords: Collection, Waqf, Da'wah and Islamic boarding schools.   ABSTRAKPenelitian ini mengkaji tentang strategi peningkatan penghimpunan wakaf melalui kegiatan Dakwah Islam. Hal ini penting dilakukan, mengingat Pesantren Baitul Hidayah memiliki potensi wakaf yang cukup besar sementara penghimpunan wakaf yang berjalan belum mencapai target yang diharapkan. Penelitian ini bertujuan untuk mendapatkan solusi berupa strategi peningkatan penghimpunan wakaf dengan memanfaatkan kegiatan-kegiatan dakwah sebagai jalan sosialisasi dan promosi. Jenis penelitian ini adalah penelitian deskriptif kualitatif, adapun sumber data diperoleh langsung di lapangan (field research). Pendekatan penelitian menggunakan studi kasus dengan teknik pengumpulan data melalui wawancara, studi dokumentasi dan observasi lapangan. Hasil penelitian merekomendasikan strategi peningkatan penghimpunan wakaf melalui : (i) Optimalisasi peran dai sebagai marketing wakaf. (ii) SDM pengelola fulltime. (iii) Peningkatan Sarana dan Prasarana. (iv) Menciptakan Program penghimpunan yang kreatif. (v) Standarisasi Pengelolaan Data. (vi) Peningkatan layanan kemudahan dan laporan kegiatan.Kata Kunci: Penghimpunan, Wakaf, Dakwah dan Pesantren.

Abstrak Penelitian ini bertujuan untuk mengetahui: (1) proses perekrutan karyawan pada hotel Discovery Kartika Plaza (2) kendala-kendala yang dihadapi dalam proses perekrutan karyawan di hotel Discovery Kartika Plaza dan (3) strategi untuk mengatasi kendala-kendala dalam proses perekrutan karyawan di hotel Discovery Kartika Plaza. Penelitian ini merupakan penelitian deskriptif kualitatif yang mengambil lokasi di Hotel Discovery Kartika Plaza Bali. Subjek dalam penelitian ini adalah Human Resources Manager dan Human Resources Officer di Human Resources Department. Metode yang digunakan dalam penelitian ini adalah metode (1) Wawancara dan (2) dokumentasi. Hasil penelitian ini adalah (1) Proses rekrutmen karyawan pada Human Resources Department di Hotel Discovery Kartika Plaza sudah sesuai dengan ketentuan dan aturan yang berlaku di hotel. (2) Kendala-kendala yang dihadapi dalam proses rekrutmen karyawan adalah sedikitnya ketersediaan calon kandidat pada suatu posisi tertentu, banyaknya competitor dari hotel lain yang membutuhkan posisi yang sama. (3) Strategi untuk menangani kendala-kendala dalam proses perekrutan karyawan yaitu dengan memberikan hak dan kewajiban secara adil kepada dan selalu menjaga hubungan baik dengan talent-talent yang pernah bekerja sebelumnya di Hotel Discovery Kartika Plaza serta Human Resources Department dari perkumpulan hotel-hotel baik didalam maupun diluar bali Kata Kunci : Proses rekrutmen, kendala, strategi Abstract This study aims to find out: (1) the process of hiring employees at Discovery Kartika Plaza hotel (2) constraints faced in the process of hiring employees at Discovery Kartika Plaza hotel and (3) strategies to overcome obstacles in the process of hiring employees in hotels Discovery Kartika Plaza. This research is a qualitative descriptive study that took place at the Discovery Kartika Plaza Bali Hotel. The subjects in this study were the Human Resources Manager and Human Resources Officer in the Human Resources Department. The method used in this study were method (1) Interview and (2) documentation. The results of this study are (1) The process of employee recruitment in the Human Resources Department at Discovery Kartika Plaza Hotel is in accordance with the rules and regulations that apply in the hotel. (2)The obstacles faced in the process of employee recruitment are the lack of availability of candidates in a particular position, the large number of competitors from other hotels who need the same position. (3)The strategy to deal with obstacles in the employee recruitment process is to provide rights and obligations fairly and to maintain good relations with talents who have worked previously at Discovery Kartika Plaza Hotel and the Human Resources Department of associations of hotels both inside and outside Bali Keywords: Recruitment process, obstacles, strategy

The purpose of this study was to describe the process of Implementation Local Regulation number 6 of 2009 on the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency, describe the role of actors and its inhibiting and supporting factors. This research used qualitative descriptive methods. The result study showed that Policy Implementation of Local Regulation number 6 of 2009 the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency wasn’t run yet. Thus, it resulted a chance for certain stakeholders to more concerned of profitable personal and group interests than society interests. Some of the actors that are involved in this policy implementation among other investors, communities, and governments have each role and synergize with each other. However, in reality this policy implementation was not independent of the supporting factors such ideal and good human resources and legal sanctions for violators of the rules. In addition inhibiting factors included the lack of communication that exists between the government and the landowners as well as supervision only as formality.

The purpose of this study was to find out how the role and implications of the principal in carrying out his role as a leader, supervisor and administrator in combating conflict in educational institutions. This type of research is a qualitative descriptive study. The results of this research which is focused on SMA Muhamadiyah 2 Madiun are that as leaders, supervisors, and administrators have been going well. As for the supporting factors for the principal in carrying out his role, namely teachers, students, programs or plans, and curriculum, the inhibiting factors are discomfort in making decisions, facilities and infrastructure, teachers who do not have maximum scientific discipline, funding standards are still minimal, and the number of students who little influence on the financing standards of operational assistance funds received. Conflict resolution is carried out by the principal by means of deliberation and taking the middle way, advising, strengthening ties of friendship, compromising everything with various parties.
