The Implementation of the Kampung Improvement Program in Semarang: Some Obstacles and Impacts

This study analyzes Kampung Improvement Program (KIP) implementation and its impact on social life in Semarang between 1978-1988 periods. The KIP program is considered successful in building and managing slum settlements in Semarang. The success of Semarang in implementing this program makes it as a pilot project for the arrangement of two cities in Southeast Asia, namely Manila and Bangkok in 1987. This study emphasizes the use of government documents and newspapers to analyze KIP implementation progress in Semarang in the period of 1978 and ended at 1988. The program implementation was divided into two major stages, KIP Urban III and KIP Urban V. From KIP program, various physical infrastructure to support basic needs, such as toilets, clean water networks, sanitation, and road paving have been built. In its development, the KIP implementation brings a new face to Semarang towards slum villages, decreases the social pathology of the communities, and develops social groups, such as empowering Integrated Health Service Port (Posyandu) and Family Welfare Program (PKK). KIP Urban III was able to complete the construction of 21 villages, while in KIP Urban V there were 35 villages, bringing the total number of 56 villages developed.

Background: After a successful pilot project introducing interprofessional (IP) clinical education in a rural hospital, expansion to other rural hospitals was attempted. Despite enthusiasm for the pilot project and funding, the university-based project team had difficulty persuading administrators and staff to become involved or to maintain the project. Of 9 institutions, 2 implemented and sustained the project for more than 2 years, 2 initiated but dropped it, and 5 declined.Methods and Findings: A qualitative, interpretive description study was conducted to identify facilitators and barriers to implementing an IP clinical education program in rural settings. Semi-structured interviews were conducted with representatives of organizations that sustained the project, dropped out, or never participated.Using the National Health Service Sustainability Model we identified the staff, organization, and process factors that affected the program implementation. Three staff roles were required for success: sponsor, champion, and gatekeeper. Organizational factors included infrastructure to identify participants and perceived project enhancement of organizational values. Process factors included organizational benefits, compatible priorities, and adaptability.Conclusions: Introduction of IP education to rural institutions requires complex combined factors. However, continuation of the project at two sites demonstrates that when IP education is valued and sustainability factors are present, staff will maintain it.

With the rapid development of social productive forces and increasingly higher level of social life, the sports humanity as the core spirit of sports culture in informational times, which is the sum of the psychological aspects of sports culture from the cultural spirit. Its essence is the pursuit of truth, good and beautiful as the core values and ideals, people's healthy development as the ultimate goal. This paper discusses basic mode ,the basic framework of the multimedia sports humanistic information system, the processing technology, development environment ,tools and methods . Through the analysis program implementation elements and design ideas of multimedia sports humanistic information system, in order to set up multimedia sports humanistic information systems, we proposes a viable framework and models with a theoretical basis and practical value.

BKKBN as an organizer of family empowerment of the government to create a program Families Economic Empowerment by forming a group container (UPPKS), which is in its implementation in the city of Padang Panjang still encountered a number of problems. The purpose of this research is to determine the level of program effectiveness (UPPKS) in empowering the poor in Padang Panjang city, here are also seen what obstacles are encountered during program implementation and what efforts can be made to overcome these obstacles. The method used in this research is mixed methods were used to measure the effectiveness of the UPPKS program using the model of evaluation CIPO by Stufflebeam, then to get deeper conclusions regarding the results of the study used qualitative methods through observation and interviews. The research findings indicate that the effectiveness program (UPPKS) for empowerment of the poor in Padang Panjang been effective with 70.55% good category. Although the implementation of the program UPPKS in accordance with existing procedures but has not been fully able to improve the welfare of its members. This can be seen with still found some constraints in implementation, obstacles encountered can be categorized into two forms of internal constraints and external constraints. Internal constraints such as: weak supervision of the program, the lack of capital coming from the government, coaching is not evenly distributed. External constraints such as: the use of aid funds is not maximized, the lack of creativity and innovation groups in finding and utilizing financial resources, delays in repayment of the loan. Efforts are made to overcome these obstacles is to involve family welfare III acted as a foster father in group, guidance, and constraints derived from program participants made efforts such as mentoring, conducting proactive system for members jammed in payments.

ABSTRAK  Penelitian ini termasuk penelitian evaluatif, yang bertujuan untuk mengevaluasi dan menganalisis Kualitas Pelaksanaan Program Pendidikan Bintara Di Sekolah Polisi Negara Polda Bali dengan model CSA-UCLA System Assesment (A), Program Planning (P), Program Implementation (P), Program Improvement (P),  dan Program Certification (P). Responden pada penelitian ini adalah Personil/pegawai Sekolah Polisi Negara Bali (Pendidik danTenaga Kependidikan) 140 orang dan Peserta Didik 92 orang di Sekolah Polisi Negara Polda Bali. Data dikumpulkan dengan menggunakan kuesioner, dokumentasi dan wawancara.  Data dianalisis dengan analisis deskriptif  kuantitatif dan diverifikasi dengan kuadran Glickman. Hasil penelitian dievaluasi dari dimensi A-P-P-P-P terhadap, 1) Personil/Pegawai SPN Polda Bali (Pendidik dan Tenaga kependidikan)  adalah T-R-T-T-T, 2) Peserta Didik yakni T-T-T-R-T  dimana T berarti Tinggi dan R berarti Rendah, sehingga menunjukkan bahwa  secara umum berjalan dengan baik dan berada pada kuadran II yaitu terkategori Baik. Respondents in this study were Member of the Bali Police Regional Police School (Educators and Education staff) are 140 people and 92 students at the Bali Police Regional Police School. Data was collected using questionnaires, documentation and interviews. Data were analyzed by quantitative descriptive analysis and verified by Glickman's quadrant. The results of the study were evaluated from the dimensions of A-P-P-P-P to 1) Member of the Bali Police Regional Police School (Educators and Education staff)  are T-R-T-T-T, 2) Students are T-T-T-R-T where T means High and R means Low, thus indicating that generally it works well and is in quadrant II which is categorized Good. Abstract: This paper offers an analysis of a pilot project that examines the perceptions of English-language TV news among two racialized groups: self-identified Iranian-Canadians and Chinese-Canadians. This research indicates that, according to participants, mainstream Canadian English-language TV news does not necessarily offer racialized immigrant audiences a space through which to see themselves reflected accurately as part of Canada’s rich social life beyond the celebration of ethnic events and festivals. Participants explained that they appreciated Canadian English-language television news, with important caveats. They would like to see the Canadian English-language television news media create spaces in which they could see their own ethnic, racial, cultural, and immigrant identities reflected within the backdrop of the Canadian multicultural state.Résumé : Cet article présente l’analyse d’un projet pilote qui examine comment deux groupes raciaux différents perçoivent les actualités télévisuelles en anglais : les Canadiens iraniens et les Canadiens chinois. Cet recherche indique que, d’après les participants, les actualités télévisées grand public en anglais n’offrent pas nécessairement aux spectateurs provenant de minorités visibles immigrantes un espace où ils peuvent se reconnaître en tant que participants dans la riche vie sociale du Canada en dehors du cadre d’événements et de festivals ethniques. Les participants ont expliqué que, bien qu’ils apprécient les nouvelles télévisées canadiennes de langue anglaise, ils ont des réserves importantes à leur égard. En effet, ils aimeraient que ces médias créent plus d’espaces leur permettant de voir leurs propres identités ethniques, raciales, culturelles et immigrantes reflétées dans le contexte du multiculturalisme canadien.

Critically reconsidering Durkheim’s sociology of suicide, we develop a quantitative analysis of individual level data contained in the Canadian Community Health Survey (2009-2012) to investigate the relationship between perceptions of social support and suicidality in the Canadian provinces of British Columbia and Saskatchewan. We operationalize Durkheim’s general sociology to investigate relationships between people’s perceptions of the more objective aspects of social life (structural-institutional) and the more subjective dimensions of social life, on suicidal ideation. We find that people’s perceptions of the quality of social support available to them significantly affect susceptibility to suicidality, lending credence to key aspects of Durkheim’s general sociology of social pathology.

Poverty reduction is an issue that should be resolved by the Government to soon completed and disconnected the chain of causes. Poverty reduction is currently oriented material so its sustainability depends greatly on the availability of the budget and the Government's commitment. The policy measures were undertaken by the Government to abolish it one is the family Program expectations. Welfare is the ultimate goal of the Family Expectations Program, namely to improve the quality of life of the family is very poor with access to health services and education. With the unsettled Family, Hope Program is expected to improve the social life of economy, education and public health, especially in poor community groups. The purpose of this study is to describe the implementation of a programme of Family expectations, find supporters and restricting factors and efforts to overcome it in the Wakatobi Binongko. Theory approaches used in this research is policy implementation approach Daniel Mazmanian and Paul Sabatier. The theory sees variables easy to control, the issue of whether or not the variable policy capabilities in the implementation process to manage appropriately and the variable outside the policies that affect the process of implementation. The research method used is descriptive research methods with qualitative approaches. Data collection was done through observation and interview. Research results showed the Family Hope Program Implementation in district Binongko Wakatobi many experience obstacles and have not been implemented properly. Socialisation has not been comprehensive so that less had the support of the parties concerned. It captures the recipient's Family Hope Program participants is not yet comprehensive, there are still many who have not to get family Program expectations. This has not been done well and the use of funds the Program Families Hope by very poor Households often used outside the conditions. For the long term cannot change the mindset and behaviour of very poor Households significantly.    Keywords: Implementation Of Policy, Family Expectations Program
