The development of Muntok could not be separated from the long historical story of  its original name. This research is presented the background of Wan Akub's arrival in Muntok and his role in the government and economy in the 18th century. This study uses historical methods emphasizes on the biographical approach. Wan Akub is the head of government in Muntok who was sent by the Palembang Sultanate as well as the head of tin mining. Some of his policies were to open an irrigation system or help the tin mining process in Muntok as economic resources for the locals. There were various policies that had been made a considerable influence in Muntok. He imported tin miners from Johor and built clay fortresses to reduce ethnic disputes in Muntok as well introduced tin tiban regulations. He also initiated the distribution of tin products as a form of remuneration. In addition, the migration of Wan Akub's relatives from Siantan left for Bangka acquired by new skills in cloth weaving technique called Cual.

In the 18th century, although the Dutch Company controlled most of the archipelago, the Netherlands also experienced a decline in trade. This was due to the large number of corrupt employees and the fall in the price of spices which eventually created the VOC. Under the rule of H.W. Daendels, the colonial government began to change the way of exploitation from the old conservative way which focused on trade through the VOC to exploitation managed by the government and the private sector. Ulama also strengthen their ties with the general public through judicial management, and compensation, and waqaf assets, and by leading congregational prayers and various ceremonies for celebrating birth, marriage and death. Their links with a large number of artisans, workers (workers), and the merchant elite were very influential.

Oriental philosophers have given top priority to food for orderly state affairs as well as personal wellbeing. In past, Nepal had a strong agricultural economy based on indigenous Farmer Managed Irrigation System (FMIS). State policy helped promote these systems. But contemporary Nepal opted for state control on irrigation water by building large scale public irrigation systems. In the last 43 years of planned development (1957-2002), the government has spent 70% of US$1.3 billion on these systems, covering 30% of the irrigated area in the country; the remaining 70% is with the FMIS. Despite the investment, these systems neither promoted themselves as an enterprise nor helped enhance agricultural productivity leading to social insecurity. This social insecurity is reflected in the country's increasing import of food, mass workforce exodus for employment abroad, and added socio-economic vulnerability due to climate change.Donor and government recommendations centered on (i) expansion of irrigated area, (ii) irrigation management transfer, and (iii) agriculture extension seem to have failed in Nepal. These failures asked for alternative institutional development solutions, whereas public irrigation systems are (i) localized to establish system's operational autonomy with ownership and governance, (ii) treated as a rich resource-base with water, land and labor, and (iii) recognized as cooperative enterprise of local stakeholders by law with authorities to enter into joint actions with relevant partners for promoting commercialization and environmental quality of irrigated agriculture.DOI: http://dx.doi.org/10.3126/hn.v11i1.7223 Hydro Nepal Special Issue: Conference Proceedings 2012 pp.95-99

Environmental education (EE) is an integration of environmental understanding with formal or informal education. EE is expected to help students gain understanding on the awareness and knowledge about the environment to further shape student attitudes. From these understanding, skills and abilities will emerge so that students can actively participate and become agents in solving environmental problems. The concept of EE itself can be traced back to the 18th century, although globally, those engaged in the environmental sector began to strive to develop a more measurable EE concept since the 1970s. The legal basis also varies, with application models that adapt to each distinctive environment. Adiwiyata is a form of EE managed by the government through the integration of two important ministries, namely the ministry that deals with environmental issues and the ministry that deals with education. This study was intended to find out whether Adiwiyata was in accordance with the EE concept that was agreed upon globally. In particular, the implementation of the Adiwiyata Program in Surabaya City is the focus of this paper based on the results of research on the environment in 2019 which have been published. The environmental awareness of Adiwiyata School in Surabaya City is quite high and the concept developed by the Surabaya City Government is very solid that involves all parties.AbstrakPendidikan lingkungan hidup (PLH) merupakan pengintegrasian pemahaman lingkungan hidup dengan pendidikan formal atau pendidikan informal. PLH diharapkan dapat membantu siswa memperoleh kesadaran dan pengetahuan mengenai lingkungan hidup untuk selanjutnya dapat membentuk sikap siswa. Dari pemahaman tersebut akan muncul keterampilan dan kecakapan sehingga siswa dapat berpartisipasi aktif dan menjadi agen dalam memecahkan masalah lingkungan. Konsep PLH sendiri dapat ditelusuri sampai abad ke-18, walaupun secara global, mereka yang bergerak di bidang lingkungan hidup mulai berupaya untuk menyusun konsep PLH yang lebih terukur sejak tahun 1970-an. Dasar hukumnya pun beragam, dengan model penerapan yang menyesuaikan dengan lingkungan masing-masing. Adiwiyata merupakan salah satu bentuk PLH yang dikelola pemerintah dengan mengintegrasikan dua kementerian penting, yaitu kementerian yang menangani masalah lingkungan hidup dan kementerian yang menangani pendidikan. Kajian ini dimaksudkan untuk mengetahui apakah Adiwiyata sudah sesuai dengan konsep PLH yang disepakati secara global. Secara khusus, pelaksanaan Program Adiwiyata di Kota Surabaya menjadi fokus dari tulisan ini berdasarkan hasil penelitian tentang lingkungan di tahun 2019 yang telah dibukukan. Kesadaran lingkungan Sekolah Adiwiyata di Kota Surabaya sudah cukup tinggi dan konsep yang dikembangkan oleh Pemerintah Kota (Pemkot) Surabaya sangat solid dengan melibatkan semua pihak.

Federalism is created by a state having heterogeneous population with a desire to have provisions for adequate distribution of economic resources within a democratic form of government. The economic interaction is usually guaranteed by the constitutional arrangement of the land. The desire for the creation of a federation may be the economic interaction, interdependence on each other by the Centre and federating units. Proper distribution of powers between the Centre and Federating Units flourish when the residuary powers are vested in the federating units. The 18th Constitutional Amendment made a landmark in the history of Pakistan as it introduced a paradigm shift in the democratic set-up of the country. This shift had long been cherished by most of the mainstream political parties as it gives an opportunity to the ruling parties to complete the tenure of the government.

Introduction. Pucioasa is one of the greater and sadly, almost forgotten balneological resort of Romania. Known since the 18th century, where it was discovered a record of this area on the Austrian map in 1791 with sulphurous streams, the healing waters of the “Pe Pucioasa” hill enters the therapeutic balneological circle when the first water analysis occurred – 1821-1828 by Dr. Trangot von Schobel. In 1878, Ion Ghica, a prominent figure in Romania at that time initiated the exploitation of 14 wells from the 30 known streams of sulphurous and ferruginous waters, thus obtaining enough healing mineral water for a capacity of 60 beds of the balneological establishment. Since 1841, the Resort developed, transformed into a Rehabilitation Clinic (1969) and the number of patients treated there increased from 20 in the beginning to 1000 patient per day. Many of the patients included foreign elite society members who came regularly to benefit from the waters’ healing properties, both external and internal cures, setting Pucioasa on a high level of not only balneology treatment, but also of balneological tourism. Matherials and methods: Studying local industrializations and water analysis, we concluded that there were many factors that contributed to the decline of this great and international renowned balneological resort. The first wrong step in this direction was made when building and extending de gypsum carrier, the peek being between 1970 and 1975, when the industrial forging process made the sulphurous streams to migrate, and the waters from the wells diminished in its sulphur and iron concentration. Another possible factor for the decline can be the modernisation of the medical world, development of anti-inflammatory drugs and modern medical equipment which reduced the need for the elite society to come a long distance for the balneological treatment. Results: Whichever of the reasons, the once prosperous Balneological Resort of Pucioasa fell into an unknown, unimpressive place, known and frequented only by the locals. The Rehabilitation Clinic still has 60 beds, which are occupied to the maximum each month, it still prospers on a local level, but lost its glory from almost a century ago. Conclusions: The Romanian general population and the government must take an interest to one of the many once prosperous balneological resorts in order to revive the national treasure of Romania which is balneology, which many of the developed European countries only wish that they can possess. The Government system greatly determines the position and responsibility of the president. Even in the same system of government, the president’s position and responsibility may change, depending  on   The  Rule  of   Law  in a particular country. The position and responsibility of the president in the presidential system in Indonesia has change several times. This can be seen before and after the amandement. President in presidential   System   as  Head  of  Government  and   Head  of   State. So that the president has broad authority. The president is not responsible to the parliament, because institutionally the parliament is not higher than the president as the chief executive, but is responsible to the people as voters.

Bone Regency as part of South Sulawesi is a very interesting area to discuss. This area is not only part of the history of South Sulawesi, but also a historical flow of South Sulawesi. the existence of nobles who are so attached to the joints of the lives of the people of Bone is still interesting to be examined to this day. Based on this, the article aims to reveal the role of Bone nobility in the swapraja government system to the regency (1950 - 1960). The political development of the government during this period was seen as sufficiently influencing the political dynamics of the government in Bone Regency which continued even today. The method used is the method of historical research with four stages, namely, heuristics, criticism (history), interpretation, and presentation (historiography). The results of the study show that after the transition from swapraja to regency, the role of nobility is still very calculated. But it is no longer like in the period before the transition, where the government was ruled by the king / aristocracy. At this time the level of intelligence is also taken into account. Apart from the fact that the structure of the government is indeed different because the process of appointing head of government is also different. But in general the role of nobility after the transition was not much different, where there were still many nobles holding power. ABSTRAK Kabupaten Bone sebagai bahagian dari Sulawesi Selatan merupakan suatu daerah yang sangat menarik untuk dibicarakan. Daerah ini bukan saja merupakan bagian dari sejarah Sulawesi Selatan, tetapi juga merupakan arus sejarah Sulawesi Selatan. keberadaan bangsawan yang begitu melekat di dalam sendi kehidupan masyarakat Bone masih menarik untuk ditelisik sampai hari ini. Berdasarkan hal tersebut, maka artikel ini bertujuan untuk mengungkapkan tentang peranan bangsawan Bone dalam sistem pemerintahan swapraja ke kabupaten (1950 – 1960). Perkembangan politik dari pemerintahan selama periode ini dipandang cukup mempengaruhi dinamika politik dari pemerintahan di Kabupaten Bone yang berlangsung bahkan sampai sekarang. Metode yang digunakan adalah adalah metode penelitian sejarah dengan empat tahapan yaitu, heuristik, kritik (sejarah), intrepretasi, dan penyajian (historiografi). Hasil penelitian menunjukkan bahwa setelah peralihan dari swapraja ke kabupaten, peranan bangsawan masih sangat diperhitungkan. Namun tidak lagi seperti pada masa sebelum peralihan, di mana pemerintahan dikuasai oleh raja/aristokrasi. Pada masa ini tingkat kecerdasan juga diperhitungkan. Selain karena struktur pemerintahannya memang berbeda juga karena proses pengangkatan kepala pemerintahan juga berbeda. Namun secara umum peran bangsawan setelah masa peralihan tidak jauh berbeda, di mana masih banyak bangsawan yang memegang kekuasaan.

Introduction. The article reviews background studies on the Mansi language and its dialects performed by European and Russian (Soviet) linguists. Goals. The paper seeks to provide a comprehensive historical description of Mansi language research. Methods. The descriptive and comparative-historical methods have been employed thereto. Results. The work arranges the studies chronologically — from earliest research activities to contemporary ones — highlighting most essential achievements. Mansi is one of the least studied languages with earliest written accounts dating to the 16th-17th centuries. The earliest Mansi dictionaries were compiled by explorers and missionaries (I. Kuroedov, S. Cherkalov, P. S. Pallas, etc.) in the 18th century. In the 19th century, the Mansi language officially became a subject of scientific research, and expeditions by Finnish and Hungarian linguists (Antal Reguly, August Engelbrekt Ahlqvist, Bernát Munkácsi, Artturi Kannisto) proved the first field studies. In the 20th century, quite a number of European scientists have contributed to Mansi language research, namely: W. Steinitz, L. Honti, K. F. Кarjalainen, M. Bakró-Nagy, K. Rédei, M. Szilasi, and others. In Russia, the first Mansi studies were initiated by Soviet scholars in the 1930s (V. Chernetsov, A. Balandin). Studies in spoken Mansi evolved into a national Cyrillic alphabet, and for the first time ever there were published comprehensive works dealing with Mansi studies, textbooks on Mansi phonetics, morphology, and grammar. Experimental phonetic explorations emerged in the mid-to-late 20th century resulting in new Mansi dictionaries (A. Sainakhova, T. FrankKamenetskaya, E. Rombandeeva, and others). Mansi studies in the 21st century in Russia and Europe have reached a brand new level: there appeared online research laboratories and linguistic platforms which make it possible to further investigate the Mansi language and verify up-to-date materials.

The great plague of 1665-1666 is one of the starting points for the birth of biopolitics in its modern form. The quarantine measures introduced by the government have been considered effective from the medical point of view since the middle of the 18th century. However, many of those contemporary with the plague were convinced that the state was only worsening matters for London’s inhabitants. The author examines why the plague elicited such an ambivalent response in England and how the disease stopped being a composite object and turned into a “comfortable, domesticated” concept. The article investigates why the moral assessment of those measures has become so different over the past hundred years and shows how the quarantine in London influenced the “hygienic revolution.” Apart from its historical interest, this case is a suitable topic for the use of STS methodology because it illustrates the impossibility providing a complete description of the quarantine process and subsequent medical treatment in terms of a conflict between different actors. In order to understand why these measures have subsequently been perceived in this fashion, the author applies the concept of Lovecraftian horror, which offers a way to describe the situation of “collisions” with the plague. By describing how biopolitics released the moral tension built up by the co-existence of different interpretations of the causes of the epidemic, the author reconstructs the retrospective creation of the myth about the success of the quarantine. He contrasts the logic of “multiplicity” with the unifying descriptions and shows the kind of problems a “blurred” ontology can bring on during a crisis in everyday life. This leads to a discussion of the difficulty of holding onto unstable objects that have the potential for liberation from the logic of paternalistic care.

This chapter explores the criminal justice institutions. In practice, the criminal justice system contains five distinct institutions that are responsible for delivering justice: the police, the Crown Prosecution Service (known as the CPS), the courts, probation providers, and prisons. Although they are all part of one overall system, each has different aims, roles, and challenges. Theoretically, the fact that these bodies are all accountable to the separation of powers concept should bring some unity in that it gives Parliament, the independent judiciary, and central government opportunities to shape the system to align with their version of justice. The government can exert considerable influence through the work of the Ministry of Justice or MoJ. The MoJ is currently the most important governmental agency in the criminal justice system, but the larger and more powerful Home Office is also involved to an extent, mainly with the police.
