The development of transport infrastructure is a key element for increasing competitiveness, as it reduces the distance effect and freight transport costs, allowing the generation of efficiencies in market integration. This descriptive study uses a comparative methodology, taking as variables the indicators of global competitiveness of the member countries of the Pacific Alliance during the period 2007-2016. The analysis of the results shows a weak trend in the infrastructure development of the Pacific Alliance group and a notable asymmetry among the member countries. There is a need for an individual strategy in each country that is in line with the objectives of trade integration in Asia. Another finding suggests that the achievement of better indicators depends on other significant variables and on the way in which the costs of transport infrastructure investments are passed on to agents who move freight.

Celem niniejszego artykułu jest prezentacja miejsca infrastruktury transportowej w programowaniu rozwoju społeczno-gospodarczego oraz analiza charakteru i roli tego czynnika w wybranych teoriach rozwoju regionalnego. Pierwsza część pracy opisuje metodę badań oraz wykorzystywane źródła. Część druga zawiera syntetyczny przegląd literatury z zakresu ekonomiki transportu i wskazuje na elementy kluczowe z punktu widzenia rozwoju społeczno-gospodarczego oraz, co za tym idzie, zainteresowania władz publicznych. W części trzeciej opisana jest dyskusja tocząca się wokół oczekiwanej roli inwestycji infrastrukturalnych oraz ich miejsca w wybranych koncepcjach rozwoju regionalnego. Koncentruje się ona wokół dylematu „wyprzedzającego”, bądź „wtórnego” modelu rozbudowy infrastruktury, a także roli tego zagadnienia na tle innych czynników rozwoju regionalnego. Całość zamyka podsumowanie, które zawiera wnioski na temat roli sfery transportu we wspieraniu rozwoju regionów oraz konkluzję, zgodnie z którą infrastruktura transportu stanowi element niezbędny do kreowania dostępności i równolegle wewnętrznego potencjału regionów. The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.

This article considers the problems of infrastructure financing, which is necessary for the successful development of regional economic systems. To identify the current problems in the development of investment attractiveness of the Russian regions, we selected the following factors: availability and level of provision of industrial, social, transport, and other infrastructure with facilities, government expenses on the creation and development of regional infrastructure. The study consists of several stages and is based on data published on the official websites of the World Bank, Gazprombank, the Ministry of Economic Development of the Russian Federation, and the Ministry of Regional Development of the Russian Federation. The study shows that the absolute leaders in terms of infrastructure investments are such countries as China, the United States, and India. In the total amount of infrastructure investments, transport infrastructure and telecommunications have an absolute advantage. In recent years, one of the development priorities of the Russian regions has been investing in physical culture and sports infrastructure facilities. This is due to major international sporting events and increasing the investment attractiveness of the regions. An important trend in the development of infrastructural support for the development of regional economic systems has been the conclusion of international investment transactions (IIT) and regional agreements. Most countries and regions, leading in the inflow of foreign direct investment, are the leaders in terms of infrastructure development at the same time.

The paper suggests a bidirectional nexus between transport infrastructure and price formation. It is argued that the link between these two factors is not only through microeconomic effect that transport infrastructure development has on pricing, but also that it can be analyzed from the macroeconomic perspective. Hence, the article is aimed at investigating the bidirectional nexus between transport infrastructure and price formation. The main hypotheses of the research are the following: (1) Macro- and macroeconomic effects are different with respect to the sign of their influence; (2) Microeconomic effect is described by the negative effect of transport infrastructure development on price level; (3) Macroeconomic effect is perceived as a positive influence of price level increase on transport infrastructure development. Therefore, it is assumed the link between transport infrastructure and price formation is bidirectional: transport infrastructure has a negative effect on price formation, whereas price formation positively impacts transport infrastructure development. To test the hypothesis, analysis was conducted of 118 countries of different economic, social and political systems with the use of panel regression. The panel data for 2009-2018 years was used. The results indicate the presence of the said bidirectional link and prove the hypotheses set. Transport infrastructure development, represented by transport infrastructure score through the global competitiveness index, leads to reduction in price level, measured by the conversion factor of purchase power parity to exchange rates. In contrast, an increase in price level positively impacts transport infrastructure development. The nexus of transport infrastructure and price formation is explained through two directions: 1) from specific to general (including price fall by transport capacity increase – microeconomic effect); 2) from general to specific (as a social development level that determines the efficiency of management processes, in transport and logistics – macroeconomic effect).

The article discusses the development of transport infrastructure in the Republic of Kazakhstan. This topic is especially relevant to our country with the huge territory and irregular allocation of resources and population. The article analyzes the main indicators of transport infrastructure development, which made it possible to assess its current state. The state of infrastructure is also reflected to the international rankings of the country's competitiveness, so the authors analyzed the World Economic Forum's Global Competitiveness Index by the Infrastructure factor and the World Bank's Logistics Performance Index. Based on the PESTLE analysis, the key environmental factors influencing the functioning and development of the transport industry in Kazakhstan were identified. These facts indicate the need to further improve the policy of transport and infrastructure development of Kazakhstan and develop more effective mechanisms for its implementation.

Significant backlog of transport infrastructure development in Poland is to a great extent a consequence of small capital spending on transport development. Since Poland entered the EU, European funds are an important source of support to infrastructure investments in transport sector. Financial support from the European Regional Development Fund and the Cohesion Fund optained by Poland in years 2004–2006 and 2007–2013, allowed for a substantial increase in investment expenditure on transport infrastructure and as a result, allowed for accelerating infrastructure modernization. Also in the current budgetary perspective of 2014– 2020 there are no delays in the use of the structural funds and the Cohesion Fund. The processes of signing funding agreements and the submission of applications for refund are smoothly covered.

The multimodal transportation development is a priority of Ukraine's transport policy due to the unique transport and geographical position at the intersection of European and Eurasian roads, international transport corridors.However, there is no legislation on the multimodal transportation in Ukraine. Thus, it is relevant to determine the legal and organizational basis of multimodal transportation, legal status of participants in such transportation, state support for multimodal transportation and related infrastructure. Today, the transport system of Ukraine has the low level of development of transport infrastructure to ensure the proper volume of the multimodal transportation. There are not enough multimodal transport terminals in Ukraine. Due to the lack of state support and the lack of a favorable investment climate, there is no development of existing multimodal infrastructure facilities. The formation procedure of tariffs for multimodal transportation in Ukraine is imperfect. The article considers the main provisions of the draft Law of Ukraine "On Multimodal Transportation" and reveals its imperfections in the formation of a single tariff. The international experience of rates formation and the main stages of this process are studied. It is offered the methodical approach of formation of the multimodal transportation`s single tariff based on unification of key elements of technological process on which transport costs are formed. The conceptual bases of ensuring the transport infrastructure development on the basis of multimodality have been improved. It is given the author's vision of the terms "multimodal transportation", "intermodal transportation", "combined transportation".

The paper applies a new dataset of the System of Indicators of Eurasian Integration to evaluate the changes of level and direction of economic interaction of the post-Soviet states in the last decade. It analyzes the integration dynamics in the area of trade and migration as well as on three functional markets of agricultural goods, electricity and educational services. The paper concludes that the level of trade integration on the post-Soviet space continues declining, while there is a rapid increase of the labor market integration. Three largest countries of the Eurasian Economic Community - Russia, Belarus and Kazakhstan - demonstrate positive integration dynamics, but small countries maintain the leading position in the area of post-Soviet integration.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.
