The issue of economic security is becoming an increasingly urgent one. The purpose of this article is to develop a method for assessing threats to the economic security of the Russian region. This method is based on step-by-step actions: first of all, choosing an element of the region’s economic security system and collecting its descriptive indicators; then grouping indicators by admittance-process-result categories and building hypotheses about their influence; testing hypotheses using a statistical package and choosing the most significant connections, which can pose a threat to the economic security of the region; thereafter ranking regions by the level of threats and developing further recommendations. The importance of this method is that with the help of grouping regions (territory of a country) based on proposed method, it is possible to develop individual economic security monitoring tools. As a result, the efficiency of that country’s region can be higher. In this work, the proposed method was tested in the framework of public procurement in Russia. A total of 14 indicators of procurement activity were collected for each region of the Russian Federation for the period from 2014 to 2018. Regression models were built on the basis of the grouped indicators. Ordinary Least Squares (OLS) Estimation was used. As a result of pairwise regression models analysis, we have defined four significant relationships between public procurement indicators. There are positive connections between contracts that require collateral and the percentage of tolerances, between the number of bidders and the number of regular suppliers, between the number of bidders and the average price drop, and between the number of purchases made from a single supplier and the number of contracts concluded without reduction. It was determined that the greatest risks for the system were associated with the connection between competition and budget savings. It was proposed to rank analyzed regions into four groups: ineffective government procurement, effective government procurement, and government procurement that threatens the system of economic security of the region, that is, high competition with low savings and low competition with high savings. Based on these groups, individual economic security monitoring tools can be developed for each region.

As the analysis of practice shows, the current regulatory legal acts of the customs service of the Russian Federation are not aimed at eliminating environmental threats when importing goods that are harmful to both industrial use and personal consumption into the territory of the Russian Federation. The article introduces the concept of «customs ecology», which is to a greater extent focused on the implementation of the provisions of the Law «On Environmental Protection». The author's recommendations allow us to develop an effective mechanism for customs control after release, which guarantees a balance of measures to ensure the economic security of the state, promoting the development of international trade.

The article discusses the main amendments to the Federal Law on the Contract System, which planned to be in force in 2021. The changes are aimed at simplifying and optimizing the system of state and municipal procurement. The paper analyzes the goals of improving the contract system. The definition of economic security in the field of public procurement is presented. The degree of influence of amendments to Federal Law No. 44-FZ on the economic security of the procurement system is disclosed.

Subject. In Russia, public procurement serves as a mechanism for the government to regulate the economy. Currently, there are diverse views on its efficiency. However, neither efficiency evaluation methods shed the light on the relationship of important indicators, such as competition and economy, which shape the regional economic security. Objectives. We herein evaluate the competition and budgetary savings, assessing metrics of the average number of participants and a median drop in the price for a purchase in the region with reference to the regional economic security. Methods. The study relies upon general scientific and mathematical-statistical methods. Results. A growth in the average number of participants per a purchase is showed to have a positive impact on the median drop in the price, that is, the competition contributes to savings. Based on Tenderplan data, the Russian regions were dynamically analyzed from 2014 through 2018 in terms of public procurement efficiency. There are sustainably well-being regions and those that threaten to the economic security or simply demonstrating inefficient operations. Conclusions. Controllers of public procurement in regions should especially monitor suspicious regions, thus contributing to possible improvements in the area. The findings will help further research to evaluate the relationship of public procurement indicators and find ways for regulating them.

The article discusses certain negative elements of the mechanism of functioning of the contract system of public procurement, which pose a threat to the economic security of the budget system of the Russian Federation. It is concluded that it is necessary to consider certain trends in the development of the contract system (including its further automation and digitalization), which as an integral part of the budget system affects in particular the economic security of the budget system of the Russian Federation as a whole.

В статье приводятся сведения о количестве действующих в настоящее время государственных программ. Автором высказывается мнение о проблеме недостижения их целевых показателей в связи с совершением различных преступных посягателств на выделяемые бюджетные средства, инструментом которых являются закупки товаров, работ и услуг для государственных и муниципальных нужд. Проводится анализ статистических сведений по преступлениям, совершенным в сфере государственных закупок в 2012-2020 гг., включая количество совершенных преступлений и размер причиненного ими ущерба. Раскрываются сведения единой информационной системы в сфере закупок, которые размещены в открытом доступе в сети Интернет. Приводятся пути возможного их использования подразделениями экономической безопасности и противодействия коррупции МВД России в своей оперативно-служебной деятельности. Для этого приводится авторская классификация сведений о криминалистически значимой информации, структурированных в соответствии с этапам осуществления закупок: при планировании, обосновании и нормировании закупок; определении поставщика и заключения контракта; его исполнении; в ходе осуществления мониторинга, аудита и контроля. Делаются обоснованные выводы о том, что выделенные признаки могут носить ориентирующий характер и способствовать решению задач оперативно-розыскной деятельности. The article provides information on the number of current government programs. The author expresses an opinion about the problem of failure to achieve their target indicators in connection with the commission of various criminal encroachments on the allocated budget funds, the instrument of which is the procurement of goods, works and services for state and municipal needs. The analysis of statistical data on crimes committed in the field of public procurement in 2012-2020, including the number of crimes committed and the amount of damage caused by them, is carried out. The information of the unified information system in the field of procurement is disclosed, which are posted in the public domain on the Internet. The ways of their possible use by the divisions of economic security and combating the corruption of the Ministry of the Interior of Russia in their operational activities are given. To do this, the author's classification of information about forensically significant information is provided, structured in accordance with the stages of procurement: when planning, justifying and rationing procurement; determining the supplier and concluding a contract; his execution; in the course of monitoring, auditing and control. The substantiated conclusions are made that the selected signs can be orienting in nature and can contribute to solving the problems of operational-search activity.

In this article, on the basis of an integrated approach, a comparative legal method of cognition, it is proposed to integrate the bases of electronic governments to improve measures to effectively counter economic crime and ensure economic security. Given the global progress in dynamically developing market and civil property relations, in the context of the digitalisation of the economy, the methods of committing many crimes are evolving, their qualitative characteristics and methods of commission are changing. According to the authors, the information model of the integration of electronic systems of tax and other state bodies into a single electronic system will successfully prevent and combat crimes in the field of IT-technologies at the initial stage of using information systems. In the future, the integration of electronic ‘Governments for citizens’ of different countries available for use by citizens and organisations in the field of taxes, public procurement, etc. into a single system will significantly increase information and economic security at the global level.

The article is devoted to the description of subjective signs of crimes committed in the sphere of public procurement as socially dangerous acts that infringe on the socio-economic security of the state as a whole. The relevance of the study is noted, it is indicated that the public danger of crimes committed in the field of public procurement is associated with special features of the subject who committed the crime, the concept of which is inextricably intertwined with the concept of an official. A retrospective analysis of the concept of «official». The attention is focused on the fact that the establishment of authorized persons in the Commission of corruption crimes in procurement should be based on the fact that the crimes of this category can be committed only by persons performing their functions exclusively in the performance of their powers related to the procurement. There are arguments in favor of the fact that the subjective side of crimes in the sphere of state, municipal procurement and procurement by certain types of legal entities is characterized by guilt in the form of intent in relation to the criminal act itself, a selfish motive or other personal interest, while the attitude to the consequences does not affect the qualification. It is indicated that when committing a corruption crime in the field of public procurement, the act is a violation of the rules regulated by special rules for procurement at any stage. Conclusions are drawn on the structure of the analyzedcrimes.
