SOME ASPECTS OF THE ASSESSMENT AND USE OF DIVISIONS OF ECONOMIC SECURITY AND COMBATING THE CORRUPTION OF THE MINISTRY OF THE INTERIOR OF RUSSIA IN COUNTERING CRIMES COMMITTED IN THE IMPLEMENTATION OF STATE PROGRAMS

В статье приводятся сведения о количестве действующих в настоящее время государственных программ. Автором высказывается мнение о проблеме недостижения их целевых показателей в связи с совершением различных преступных посягателств на выделяемые бюджетные средства, инструментом которых являются закупки товаров, работ и услуг для государственных и муниципальных нужд. Проводится анализ статистических сведений по преступлениям, совершенным в сфере государственных закупок в 2012-2020 гг., включая количество совершенных преступлений и размер причиненного ими ущерба. Раскрываются сведения единой информационной системы в сфере закупок, которые размещены в открытом доступе в сети Интернет. Приводятся пути возможного их использования подразделениями экономической безопасности и противодействия коррупции МВД России в своей оперативно-служебной деятельности. Для этого приводится авторская классификация сведений о криминалистически значимой информации, структурированных в соответствии с этапам осуществления закупок: при планировании, обосновании и нормировании закупок; определении поставщика и заключения контракта; его исполнении; в ходе осуществления мониторинга, аудита и контроля. Делаются обоснованные выводы о том, что выделенные признаки могут носить ориентирующий характер и способствовать решению задач оперативно-розыскной деятельности. The article provides information on the number of current government programs. The author expresses an opinion about the problem of failure to achieve their target indicators in connection with the commission of various criminal encroachments on the allocated budget funds, the instrument of which is the procurement of goods, works and services for state and municipal needs. The analysis of statistical data on crimes committed in the field of public procurement in 2012-2020, including the number of crimes committed and the amount of damage caused by them, is carried out. The information of the unified information system in the field of procurement is disclosed, which are posted in the public domain on the Internet. The ways of their possible use by the divisions of economic security and combating the corruption of the Ministry of the Interior of Russia in their operational activities are given. To do this, the author's classification of information about forensically significant information is provided, structured in accordance with the stages of procurement: when planning, justifying and rationing procurement; determining the supplier and concluding a contract; his execution; in the course of monitoring, auditing and control. The substantiated conclusions are made that the selected signs can be orienting in nature and can contribute to solving the problems of operational-search activity.

Procurement systems in democratic governments across the globe face competing demands, conflated values and goals, and are being called upon to address societies "wicked" problems under the rubric of government "reform." As a result, government purchasing professionals are being challenged to develop new flexible structures and processes that devolve purchasing responsibility, yet maintain accountability and control; limit the opportunity for fraud/mismanagement while reducing operational constraints; increase economic efficiency while satisfying political demands for minority/local/small and women owned business participation; increase open and transparent competition while achieving best value; and applying best practices while confronting legal limitations. Essentially these dilemmas have placed public procurement at the forefront of government reform efforts. The current study delineates the nature of five dilemmas that purchasing practitioners face, and the implications of these dilemmas for purchasing in the public sphere are explored. Given the complexity of these dilemmas, procurement professionals will be continually called upon to balance these inherent tensions with little guidance from policymakers or elected officials.

The article discusses the main amendments to the Federal Law on the Contract System, which planned to be in force in 2021. The changes are aimed at simplifying and optimizing the system of state and municipal procurement. The paper analyzes the goals of improving the contract system. The definition of economic security in the field of public procurement is presented. The degree of influence of amendments to Federal Law No. 44-FZ on the economic security of the procurement system is disclosed.

The article is devoted to the assessment of the developed tools for ensuring the economic security of banks. The authors reveal the main elements that form the security system of a credit institution, present innovative techniques and tools for ensuring the economic security of a credit institution, and describe the detailed mechanism of the bank's security service. Special attention is paid to the study of the classification of information about counterparties and the degrees of risk for interacting with them using modern information technologies. The authors describe the main and main ways to neutralize the identified threats, as well as a detailed algorithm of actions to preserve the economic security of a credit institution. The object under study is the public joint-stock company «Sberbank of Russia». The article contains conclusions on the application of modern techniques and methods in the formation of a promising system of economic security of credit institutions.

It is concluded that it is necessary to consider certain trends in the development of the contract system (including its further automation and digitalization), which as an integral part of the budget system affects in particular the economic security of the budget system of the Russian Federation as a whole.

Государственные программы Российской Федерации представляют собой инструмент стратегического планирования, их реализация направлена на выполнение целей национального развития. Оценка эффективности выполнения государственных программ является важной составляющей процесса управления общественными финансами. Для формирования прозрачного механизма оценки государственных программ необходимо наличие соответствующих правовых регламентов, показателей и критериев, которые позволяют проводить реалистичную оценку эффективности государственных программ. State programs of the Russian Federation are a strategic planning tool and their implementation is aimed at fulfilling national development goals. Assessing the effectiveness of government programs is an important component of the public finance management process. For the formation of a transparent mechanism for evaluating state programs, it is necessary to have the appropriate legal regulations, indicators and criteria that allow a realistic assessment of the effectiveness of state programs. The conclusions formulated in the work can serve as a theoretical basis and a practical basis for improving the procedure for evaluating the effectiveness of state programs.

The article is devoted to the description of subjective signs of crimes committed in the sphere of public procurement as socially dangerous acts that infringe on the socio-economic security of the state as a whole. The relevance of the study is noted, it is indicated that the public danger of crimes committed in the field of public procurement is associated with special features of the subject who committed the crime, the concept of which is inextricably intertwined with the concept of an official. A retrospective analysis of the concept of «official». The attention is focused on the fact that the establishment of authorized persons in the Commission of corruption crimes in procurement should be based on the fact that the crimes of this category can be committed only by persons performing their functions exclusively in the performance of their powers related to the procurement. There are arguments in favor of the fact that the subjective side of crimes in the sphere of state, municipal procurement and procurement by certain types of legal entities is characterized by guilt in the form of intent in relation to the criminal act itself, a selfish motive or other personal interest, while the attitude to the consequences does not affect the qualification. It is indicated that when committing a corruption crime in the field of public procurement, the act is a violation of the rules regulated by special rules for procurement at any stage. Conclusions are drawn on the structure of the analyzedcrimes.

The article considers the economic security of port enterprises, which is an integral part of the development of these enterprises, the basis for improving the quality and competitiveness of port services. The following main areas were identified, changes in which significantly affect the deve-lopment of maritime transport, and which must be taken into account in the formation and implementation of the national maritime policy of Ukraine and the development strategy of individual enterprises in the maritime sector. Having analyzed all types of functional components of the integrated safety system of maritime transport enterprises, and taking into account significant features in the specifics of indivi-dual facilities (ports, shipping companies and coastal enterprises), the proposed classification of water safety threats in terms of three major water transport facilities separately, exposed to threats and dangers: economic security of coastal facilities and shore personnel, navigable economic security, port economic security. The peculiarities of ensuring maritime safety are the presence of a list of threats associated with the specifics of the operational activities of maritime transport enterprises. Factors in the organization of economic security relate to the functionality of its organizational and institutional support. Most of the existing approaches to solving the issues of economic security of the enterprise allowed to choose the most optimal set of principles of management of the economic security system: the principle of complexity, the principle of confidentiality provides, the principle of coordination and coherence of the enterprise. This study focuses on economic levers that are directly related to tracking and eliminating threats. Economic methods direct the implementation of the mechanism to reduce resource consumption, increase the profile and efficiency. Thus, increasing the profile is due to additional profits, reducing resource intensity − by optimizing resources and reducing costs when moving from a lower level of economic security profile to higher, efficiency increases when reducing resource intensity, as well as by increasing effects. Having analyzed all types of functional components of the integrated security system of maritime transport enterprises, and taking into account significant features in the specifics of individual facilities (ports, shipping companies and coastal enterprises), we propose to consider the classification of water transport security threats in terms of three major water transport facilities separately exposed to threats and dangers: economic security of coastal facilities and shore personnel, navigable economic security, port economic security. Thus, the peculiarities of maritime safety are the presence of a list of threats associated with the specifics of the operational activities of maritime transport enterprises. Factors in the organization of economic security relate to the functionality of its organizational and institutional support. The implementation of economic security requires from the maritime industry such qualities as reliability, flexibility and quality. These enterprises are becoming part of the system, which as a whole is a subject of competition, therefore, to ensure the competitiveness of the whole system, the enterprises of the maritime industry must provide an increasing range of services.

KONEPS is the National Comprehensive Electronic Procurement System of the Public Procurement Service. If KONEPS can know the bidding possibility and trend before bidding, it will be more efficient for companies to bid. In this paper, we used in the experiment was the data of "Progress Bidding Classification" of the Procurement Information Open Portal. And preprocessing process was performed to facilitate prediction model learning. Prior to learning, preprocessed 1,158 data sets were normalized to match the range of data or to make the distribution similar. After normalization we select the number of cluster. As a result of K-Means Clustering, Biddropping is 77 ~ 80%, Budget Allocated is about 2 billion Won(₩), Biddropping is 83 ~ 87%, Budget Allocated is about 1 billion won, bid dropping is 87 ~ 90% Budget Allocated is distributed around 500 million won. And can be confirmed that the cluster is divided based on the number of enterprise 58. Through the results, it is possible to study the tendering trends through the community by learning the prediction models of the bidder companies, the number of bidders, and the tendency of the bidding business, and it will help KONEPS to develop the next generation ISP.

Analysis of the legal and economic support of the public procurement system and the functions of control and monitoring procedures in the modern model of public procurement in the Russian Federation is an important issue in the region of competition. The main innovations and weaknesses in the regulations and results of control procedures at the planning, placement, evaluation and control stages were identified. Conclusions and recommendations on improving the effectiveness of the public procurement control system in Russia are developed through the integration of modern valuation tools and the inclusion of control measures in the process, the formation of experts' conclusions regarding the justification and confirmation of the cost characteristics of the contract in government procurement and procurement of state corporations. The specifics of the institutionalization of control processes in the mechanism of public procurement are considered.The theoretical and practical principles of improving the system of control over public procurement in Russia are studied. The approach to the formation of proposals on additional regulation of control procedures in the contract system is formulated with the aim of providing a qualitative effect on procurement processes.
