Community Health Center (CHC) is one of the public organization perceived by society, while its resource hasn’t sufficient. This lead to inpatient service provided hasn’t been maximal. This study purposes to identify the strengths, weaknesses, opportunities and threats and to formulate development strategies inpatient of CHC based on service delivery system in East Java. Analysis method of this study (a) applied interactive, (b) descriptive, (c) internal factors, (d) external factors, (e) external internal matrix and (f) SWOT matrix. Internal factor analysis results show that most indicators of internal factors is the strength. The indicator of quantity, quality and qualifications of non-medical labor force also revenue and expenditure budget of CHC as weaknesses in the  inpatient development of CHC. The external analysis factors produce variables of economic, legal, social, cultural, and technology create opportunity in the inpatient development of CHC. However, indicators of people's behavior towards the environment and local government health budget need special attention isn’t a threat to the inpatient development  of CHC in the future. Strategic position of CHC inpatient  development is growth strategy with horizontal integration concentration through variant and quality improvement of inpatient service of CHC in East Java.

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

The trend of using renewable energy (RE) as a substitute for fossil energy is increasing as the issue of global warming continues to be echoed. Previous studies about RE focusing much on the availability and infrastructure of RE, yet no study about potential acceptance of RE in Indonesia has been conducted. Therefore, this study will fill the gap in the topic of RE consumer behavior. Qualitative approach was used in this study, by conducting literature reviews to relevant studies about consumer behavior towards RE in various countries. The results show that income, education level, infrastructure, and government policies will have a major influence in the transition process. The government occupies a strategic position with the authority in terms of supportive policies, fulfillment of infrastructure, and education of the public as potential consumers. Two scenarios are proposed for starting a shifting energy campaign in Indonesia. Finally, this study aims to enrich the contribution of communication science in the field of energy security. It can also be a reference for comparison for similar studies that focus on communication issues related to RE.

Health education is an important part of health development. Midwives are one of the health workers in the health system and have an important/strategic position in reducing MMR and IMR, as well as improving welfare. To prepare midwives who are responsive to the current situation and can overcome various complex situations faced by women throughout their reproductive cycle, midwives are required to be able to think critically, carry out synthesis-analysis, advocacy and leadership spirit that can only be produced by a quality and capable midwifery higher education system developing according to the progress of the times. To produce an independent and competent midwife, three main pillars are needed, namely education, regulation, and association. This study aims to analyze education, regulation, and association as the foundation of a solid midwifery profession. The method used in this study is to conduct an analysis and literature review of several supporting references. Several references cited and reviewed then made an analysis related to the topic of this study. Midwifery education is implemented to realize the learning atmosphere and learning process so that students actively develop their potential as midwives who have religious spiritual strength, self-control, personality, intelligence, noble character, and the skills needed for themselves, society, nation, and state in developing ability as Care Provider, Communicator, Community Leader, Decision Maker and Manager. Regulation is to promote regulatory mechanisms that protect the public by ensuring that competent midwives provide safe services for every mother and baby. The aim of this regulation is to support midwives to work independently within the scope of their practice. While the association is a vehicle for the midwife's profession to enable midwives to be able to voice their ideas and opinions to policymakers, educators, regulators, and other stakeholders.

O estado do Tocantins atualmente é composto por 139 municípios que diferem quanto ao porte demográfico que varia em função do crescimento natural e da migração, processo que leva à redistribuição da população sobre o território. Por isso, tem-se por objetivo analisar os movimentos migratórios intermunicipais ocorridos no Tocantins entre 1991 e 2010. Os dados referentes à migração foram obtidos junto ao Instituto Brasileiro de Geografia e Estatística e extraídos utilizando-se o software estatístico SPSS. Com isso as matrizes de migração intermunicipal intraestadual foram geradas e os movimentos migratórios puderam ser analisados. O Tocantins, por se tratar de uma unidade da federação relativamente nova, tem sofrido mudanças que merecem ser consideradas pelas autoridades públicas. Constatou-se que embora o município de Palmas disponha de forte poder de atração, na mesorregião Oriental da qual faz parte, muitos municípios perdem população. Ao contrário, na mesorregião Ocidental, muitos ganham. Os movimentos mais intensos de longa distância ocorreram principalmente rumo à capital. Já os municípios mais antigos, Araguaína e Gurupi, atraíram maiores volumes de migrantes do entorno. Na mesorregião Oriental muitos municípios apresentam saldos migratórios negativos, sendo exportadores; enquanto na mesorregião Ocidental a maioria apresenta saldo migratóriopositivo, sendo atrativos à população tocantinense. Os movimentos ocorridos têm levado à maior concentração populacional no novo centro urbano – Palmas –, mas também naqueles que já dispunham de uma estrutura urbana diferenciada – como Araguaína e Gurupi –, o que merece maior atenção das autoridades públicas para que a concentração não se torne ainda maior. Ainda que Palmas tenha sido criada numa posição estratégica, a mesorregião a qual integra permanece contando com municípios cujas sedes não dispõem de estrutura urbana e dinamismo econômico capazes de mudar a realidade da região, e de seus respectivos municípios, cabendo ao governo pensar em estratégias para minimizar a concentração citada. Abstract INTERMUNICIPAL MIGRATORY MOVEMENTS IN THE STATE OF TOCANTINS (BRAZIL) BETWEEN 1991 AND 2010 The state of Tocantins currently consists of 139 municipalities that differ in demographic size, which varies according to natural growth and migration. Process leading to the redistribution of population over the territory. Therefore, the objective is to analyze the inter-municipal migratory movements that took place in Tocantins between 1991 and 2010. The migration data were obtained from the Brazilian Instituto Brasileiro from Geografia and Estatística – IBGE, and extracted using SPSS statistical software. In this way, the inter-state inter-municipal migration matrices were generated and the migratory movements could be analyzed. The Tocantins, because it is a relatively new unit of the federation, has undergone changes that deserve to be considered by the public authorities. It was found that although the municipality of Palmas has a strong attraction, in the eastern mesoregion of which it is a part, many municipalities lose population. On the contrary, in the Western mesoregion, many win. The more intense movements of long distance occurred mainly towards the capital. Already the older municipalities, Araguaína and Gurupi, attract larger volumes of migrants from the surrounding area. In the Eastern mesoregion, many municipalities present negative migratory balances, being exporters; While in the western mesoregion the majority have a positive migratory balance being attractive to the population tocantinense. The movements that have taken place have led to greater population concentration in the new urban center – Palmas – but also in those that already had a differentiated urban structure – such as Araguaína and Gurupi –, which deserves greater attention from the public authorities. Although Palmas was created in a strategic position, the mesoregion that it integrates continues counting on municipalities whose headquarters do not have urban structure and economic dynamism capable of changing the reality of the region, and of their respective municipalities, being the responsibility of the government to think in strategies for avoid the concentration.

Objective: To analyze the scientific evidence available in the literature regarding the role of the political participation of the nursing profession.Method: Integrative literary review in six stages, in MEDLINE / PUBMED, ISI WEB OF SCIENCE, EBSCOHOST WEB, LILACS, and SCIELO databases 2010 - 2020 in English, Portuguese and Spanish languages, adjusted to PRISMA requirements. The data were summarized by thematic analysis.Results: From 75 texts, 23 were analyzed. 35% of the publications were made between 2010 to 2012, 48% are from the United States, 65% were obtained from PUBMED, and 26% are case studies. Two categories of work are obtained: Political participation of the nursing profession and Virtue and competences; Strategies and challenges to participate in PPs. Similarities are shown between both categories.Conclusion: Nursing has socio-political activism promoted by nurses in different contexts. To the extent that nursing professionals become aware of political involvement as an expression of socio-political knowledge, their participation favors the public policy process. It is an opportunity for change given their strategic position as referents of care of people in health systems. Objetivo: Analizar la evidencia científica disponible en la literatura en torno al rol de participación política del profesional enfermero.Método: Revisión integrativa literaria en seis etapas, en bases de datos MEDLINE/PUBMED, ISI WEB OF SCIENCE, EBSCOHOST WEB, LILACS y SCIELO publicados entre 2010 - 2020 en idiomas inglés, portugués y español, ajustada a los requerimientos PRISMA. Los datos fueron resumidos mediante análisis temático. Resultados: A partir de 75 textos, 23 fueron analizados. Un 35% de las publicaciones se realizó entre 2010 al 2012, el 48% son de Estados Unidos, un 65% se obtuvieron de PUBMED y el 26% son estudios de caso. Se obtienen dos categorías de trabajo: Participación política del profesional enfermero y Virtudes y competencias. Estrategias y desafíos para participar en PPs. Se muestran similitudes entre ambas categorías.Conclusión: Enfermería posee activismo sociopolítico impulsado por enfermeras en diferentes contextos. En la medida en que los profesionales de enfermería se hacen conscientes del rol de participación política como una expresión del patrón de conocimiento sociopolítico, su participación favorece el proceso de políticas públicas, y es una oportunidad para el cambio dada su posición estratégica como referentes del cuidado de las personas en los sistemas de salud.

This chapter illustrates the advantages of focusing on the president’s existing opportunity structure by analyzing Barack Obama’s strategic position with the public to explain why he faced such difficulties in obtaining the public’s support. It argues that all presidents wishing to make important changes in public policy should seek to answer the following questions about their strategic position with public opinion: Did the public provide the president an electoral mandate for his policies? Does the public support the general direction of the president’s policies? How polarized is public opinion? How malleable is public opinion? By answering these questions, we are in a strong position to understand the potential of presidential leadership of the public and more importantly, to predict the likelihood of the president obtaining the public’s support for his programs.

This book examines the role of presidential leadership in American politics, arguing that the key to successful leadership for the president is not persuasion but the president’s broad strategic position regarding the public, and that to reveal this position requires asking the right questions. It illustrates the advantages of focusing on the president’s existing opportunity structure by analyzing the first two years of Barack Obama’s second term. In particular, it considers Obama’s strategic position—his opportunity structure—with the public to explain why he faced such difficulties in obtaining the public’s support. It also explores the president’s opportunity structure in Congress and how he exploits existing public opinion on policies. Finally, it discusses the importance of strategic assessments in presidential leadership and the leverage they give us in evaluating the likely success of strategies for governing.

Abstract:  Education is a solution for all problems that emerge in the society, as well Islamic education and religious approach are also considered having a strategic position in the public. In the context of environmental problems that always be the treath of human life, Islamic education by its socio-ecological approach become essential in human relation to the environmenal study. The purpose of this article is scrutinizing the conseptual frame of socio-ecological education into the context of Islamic education as the answer of the environmental issues faced by human being. The existence of socio-ecological education discourse in Islamic education context is expected to contribute both academic and praxis in educational view, especially Islamic education. Theoretically, ecological education has four foundational concepts that became the central of our understanding in socio-ecological education, namely, lived experience, place, experiental pedagogies, agency and active participation. Socio-ecological education in Islamic perspective is expected to treat people as the agent of  humanism and ecocentism in ecological discourse.الملخص: تبدأ هذه المقالة  بالافتراض أن التربية  هي حلول لكل مشاكل المجتمع, وكذلك التربية الاسلامية  بنهج دينيتها ولها ايضا  موقع استراتيجي حول المجتمع.  وفى سياق قضية البيئة  التى تهدد حياة الانسان  فالتربية الاسلامية  بنهج ايكولوجيا الاجتماعية  مهمة جدا فى بحث  علاقة الإنسانية مع البيئة. والهدف من هذه المقالة  هو وضع الاطار المفاهيمي لتربية الايكولوجي الاجتماعية فى ضوء التربية الاسلامية  ووضع هذاالمفهوم بحلول مشاكل البيئة الإنسانية. كانت التربية الإسلامية والتربية الايكولوجي الاجتماعية موضوعين رئيسيين اللذين ستؤخد منهما صياغة المفاهيم المثالية ليستجيب مسائل البيئة. بوجود البحث عن التربية الايكولوجي الاجتماعية فى سياق التربية الاسلامية فيتوقع منه المساهمة الأكاديمية و التطبيقية  للتربية خصوصا التربية الاسلامية. والتربية الايكولوجي الاجتماعية من الناحية النظرية لها أربع نظريّات أساسية وهي تجربة الحياة وغرفة الدراسة  والتجربة التربوية و وكلاء مع المشاركة في الأنشطة. والتربية الايكولوجية الاجتماعية فى سياق التربية الاسلامية ستضع الإنسان فى موضع بين الإنسانية و المركزية فى ضوء البحث البيئة.Abstrak: Pendidikan merupakan solusi dari semua persoalan yang mengemuka di tengah-tengah masyarakat. Pendidikan Islam dengan pendekatan keagamaan juga memiliki posisi strategis di tengah-tengah masyarakat. Dalam konteks permasalahan lingkungan yang mengancam kehidupan manusia, pendidikan Islam dengan pendekatan ekologi-sosial menjadi penting dalam kajian hubungan manusia dengan lingkungan. Tulisan ini bertujuan meletakkan kerangka konseptual pendidikan ekologi-sosial dalam konteks pendidikan Islam, dan meletakanya sebagai jawaban pendidikan Islam dengan pendekatan pendidikan ekologi-sosial terhadap persoalan lingkungan yang dihadapi manusia. Dua tema yang berupa pendidikan Islam dan pendidikan ekologi-sosial menjadi pokok bahasan utama untuk ditarik sintesa yang berupa formulasi konseptual yang ideal untuk merespons persoalan lingkungan yang terjadi. Diskursus pendidikan ekologi-sosial dalam konteks pendidikan Islam diharapkan dapat memberikan kontribusi akademis maupun praksis bagi dunia pendidikan, khususnya pendidikan Islam. Secara konseptual pendidikan ekologi-sosial memiliki empat konsep mendasar yaitu: pengalaman hidup (lived experience), ruang belajar (place), pengalaman pedagogis, agen dan partisipasi aktif. Pendidikan ekologi-sosial dalam prespektif pendidikan Islam diharapkan akan memposisikan manusia dalam sintesis diantara humanisme dan ekosentrisme dalam prespektif diskursus ekologi.

In France, to reach a good career as the high-rank of government officials, people must join the Ecole National d’Administration (ENA). This situation put the ENA graduates (enarques) in the strategic position as the administrative elite but this special privilege gives the word egalité within higher education a hollow sound. This paper wants to know the impact of Ernarques on the merit system recruitments of high-rank civil servants. The method used in this paper writing is a systematic literature review. The results of this study show that it is not compulsory to dissolve ENA but we should treat ENA as an ordinary school for Public Administrator. Then, it is important to create another university that has the same concentration and access as ENA to procreate a fair competition. Finally,  we must invite diverse graduates to join the high-rank position to encourage innovation and competitive nuance in the public organization.
