Vergangenheit und Zukunft sozialer Sicherungssysteme am Beispiel der Bundesknappschaft und ihrer Nachfolger. Ein Forschungsprojekt der Leibniz-Gemeinschaft

AbstractFive research institutions the German Mining Museum (DBM), the German Maritime Museum (DSM), the Ruhr-University Bochum (RUB), the Helmut-Schmidt-University of the Deutsche Bundeswehr Hamburg (HSU) and the Rheinisch-Westfälisches Institut für Wirtschaftsforschung (RWI) cooperate together with the social insurance company Knappschaft Bahn See (KBS), researching into the history and actual position of this company and its predecessors. The KBS resulted from a fusion of the social insurance institutions of important branches mining, shipping and railway. The research-project is based by the co-called pact for innovation and research of the Leibnitz Community (WGL), and comprises five connected project parts presented in the following text; the plan for communicating the results is summarised.

For companies engaged in the service-providing sector, good service by meeting customer's desires and needs is a must in order to thrive competitively. This case study was conducted on service provided by the government social insurance company engaged in traffic accident insurance services in Surabaya. As an industry that provides service, customer satisfaction is of importance in order to gain trust from the public, reduce negative opinion in public, and support the objective of good governance. This study integrated the SERVQUAL-Kano method to evaluate customer satisfaction concerning 18 service attributes related to service provided by the social insurance company. Further efforts were then made to find solutions for service attributes with low satisfaction scores by using the Quality Function Deployment (QFD) method. Therefore, the results can help to improve the quality of service. The results were in the form of a priority improvement design for strategic decision recommendations that can be implemented by the company to increase customer satisfaction.

Insurance comes from the word vezekering which means coverage. The person who is covered is called vezekerde and the insurance company is called verzekeraar. Initially, insurance has to manage, transfer or share risks, along with economic development and development developments in various sectors in the fields of industry, economy, infrastructure and technology, causing more problems to occur, especially problems regarding legal protection for the community, along with developments in the field of infrastructure development, for example in toll road construction, so that legal protection for toll road users is urgently needed. Social insurance is social insurance established by the Indonesian government based on statutory regulations, when viewed from the social insurance legal products that have been issued in Indonesia, it can be seen that social insurance programs are generally known, one of which is the Passenger Accident Social Insurance which is currently better known as Jasa Raharja. And to carry out coverage, the Indonesian government appointed PT Asuransi Jasa Raharja to manage and distribute compensation funds to traffic accident victims including traffic accident victims on the Jakarta-Cikampek toll road.

Gender equality is one of the fundamental values of democratic countries and is considered a prerequisite for a socially just, democratic and inclusive society. The level of gender mainstreaming is currently insufficient and different approaches to men and women can be seen in different situations. The aim of the paper is to point out the possible discriminatory approach of the Social Insurance Company when deciding on the entitlement of fathers to maternity benefit. The contribution deals with the legal regulation of proceedings in social insurance matters focusing on decisions on entitlement to maternity benefit for fathers. The topic for discussion is whether it is abuse of the social system if the father claims maternity benefits while working. Methods of comparison and content analysis of selected documents were used for the paper.

The aim of this study was to determine how hemodialysis (HD) nurses approach arteriovenous (A-V) cannulation and how a standard for this procedure could be reached. The study group was made up of 50 nurses who had been working for at least 6 months in the HD centers of the Social Insurance Company and university hospitals. Data was collected by means of a questionnaire to ascertain the demographic characteristics of the 50 nurses, and an A-V cannulation procedure checklist in three sections with 47 questions, prepared in the light of the literature. Percentages and Pearson's χ2 tests were used to evaluate the data obtained by this means. The results showed that there were significant differences in pre and post-application stages of A-V cannulation in the medical centers studied. However, the differences found in the application stage in the same centers did not correlate significantly.

The tax system is nowadays an important tool that can greatly influence the economy of every country. Its proper setup and the setup of all its parts is an extremely important task. This system has the task of raising funds for the state budget through the collection of taxes. The tax system is constantly evolving over time and adapts to the changing needs of the country. The aim of the paper is to compare the tax burden of a selected taxpayer group in the Slovak and Czech Republics. Part of the paper is an analysis of the conditions under which a taxpayer can benefit from a tax exemption and when he is required to pay contributions to the Social Insurance Company. The paper refers to the possibilities of advantageous application of tax rules to specific groups of taxpayers. The paper also includes specific examples of such situations.

Artikkelissa tarkastellaan nollapersoonaisen modaaliverbirakenteen käyttöä direktiivinä (esim. tämä hakemus pitäs vielä täyttää). Aineistona on 11,5 tuntia Kansaneläkelaitoksen eli Kelan toimistoissa videolle tallennettuja aitoja asiakaspalvelutilanteita, 131 yksittäistä tilannetta. Aineistossa esiintyvät neljä virkailijaa ovat noin 30-vuotiaita; asiakkaiden ikä vaihtelee noin 18 ja 80 vuoden välillä. Analyysi osoittaa, että nollapersoonan referenssi on ainakin muodollisesti avoin ja Kelan tilanteissa se usein kattaa sekä paikalla olevan asiakkaan että muut samassa tilanteessa olevat ihmiset. Siten nollapersoonalla ilmaistaan eksplisiittisesti, että kaikkia kohdellaan samoin säännöin eikä asiakkaalta vaadita mitään poikkeuksellista. Se ikään kuin perustelee itse itsensä. Modaaliverbi (esim. kannattaa, pitää, täytyä, voida) puolestaan tuo lausumaan jonkin keskustelun ulkoisen velvoitteen. Aineistossa nollapersoonaisia modaaliverbidirektiivejä käytetään usein silloin, kun virkailija ei käsittele itsestään selvänä, että asiakas tulee noudattamaan saamaansa direktiiviä, vaan direktiiviin liittyy epävarmuustekijöitä. Näitä ovat arkaluonteisuus, erilinjaisuus, toiminnon aiheuttama vaiva tai toiminnon uutuus vuorovaikutustilanteessa. Nollapersoonainen modaaliverbidirektiivi ottaa hienovaraisesti huomioon toimintoon liittyvät epävarmuustekijät mutta osoittaa silti toiminnon olevan tilanteessa tarpeellinen. Nollapersoonalausumia verrataan artikkelissa toiseen direktiivityyppiin, 2. persoonan modaaliverbilausumiin (esim. tää sun pitäs kuitenki täyttää vielä). Niissäkin modaaliverbi välittää tilanteen ulkopuolelta tulevan käskyn, mutta lausuma rajataan koskemaan ainoastaan yhtä asiakasta ja hänen velvollisuutensa tehdään näkyviksi. 2. persoonan modaaliverbidirektiiveillä annetaan yleensä lisäohjeita jo meneillään olevassa prosessissa tai toistetaan jokin jo annettu direktiivi. Lisäksi niitä käytetään yleensä vain silloin, kun asiakas on virkailijaa nuorempi, kun taas nollapersoonadirektiivejä esitetään kaikenikäisille asiakkaille.   Zero-person subjects and modal verbs in directives: a study of employees at the Social Insurance Institution of Finland  The article analyses the directive use of a Finnish zero person + modal verb construction, e.g. tämä hakemus pitäs vielä täyttää (‘one should fill in this application form’). The data comprises 11.5 hours of service encounters videotaped at the offices of the Social Insurance Institution of Finland (in Finnish: Kansaneläkelaitos = Kela), 131 encounters in total. The four employees in these encounters are all in their thirties, while their clients are between 18–80 years of age. The referent of a zero-person construction is formally open, and in the service encounters analysed here its referent is often not only the client but anyone else who finds themselves in a similar situation. Therefore, the zero person explicitly expresses the notion that all clients are treated in an equal manner. The modal verb (e.g. pitää, täytyä ‘must, have to, should’; voida ‘be able to’; kannattaa ‘be worthwhile’) denotes an obligation that comes from outside the situation at hand. The analysis of the data indicates that a zero person + modal verb construction is often used when the directive involves contingencies, such as delicacy, disalignment, imposition, or a previously undiscussed action. The zero person + modal verb construction displays the speaker’s orientation towards contingencies but also indicates the necessity of the action in question. The zero-person construction stands in contrast to another directive construction, that of the 2nd-person subject + modal verb (e.g. tää sun pitäs kuitenki täyttää vielä ‘you should still fill in this one’). The modal verb conveys an external obligation, but the 2nd-person pronoun refers to one sole person and makes explicit his/her responsibilities. This construction is mainly used when reformulating a previous directive or giving additional advice. Moreover, it is usually only used when addressing younger clients, whereas the zero-person construction is suitable to clients of all ages.

The article deals with the issues of functioning of the social insurance institution, the organizational-legal and financial forms of which are presented by the state extrabudgetary social funds - Pension Fund of Russia, Mandatory Social Insurance Fund and Mandatory Health Insurance Fund. It considers the main characteristics of social insurance: a) scope of covering the employed population by insurance protection; b) contribution rates as related to wages; c) level of protection of population incomes (pensions and benefits as related to wages and subsistence minimum); d) availability of quality medical assistance and rehabilitation services. There are analyzed the present social risks and problems of the RF insurance system. The main problem is that the amount of financial expenditures on all types of social insurance per beneficiary is about half that of most developed and developing countries. The primary cause is lacking motivation of both employees and employers to participate in the mandatory social insurance and to legalize their earnings. In the conclusion there are formulated a number of proposals for improvement of the institution of social insurance in Russia. It is proposed to expand the range of insurance cases concerning unemployment insurance and care for elderly people, to increase the total amount of compulsory contributions to extrabudgetary insurance funds from 30.2% up to 42.5% from three sources - employees, employers and the state.

While the diversity of diasporic Muslim public experiences has been examined, the social contours of religious approach have received less attention. Moreover, the ways in which religion shapes marital relations remains understudied. This article, which features data from a larger research project, highlights two divergent trends in Muslim approaches to religion: exclusivity, which frames only one approach to Islam as correct, and inclusivity, which frames multiple approaches as correct. This divergence plays a role in shaping definitions of ‘good Muslim’, as exclusivist Muslims focus on ritual acts (outward observance), while inclusivist Muslims prioritize good manners (inward observance). The author demonstrates how these inward and outward definitions of Muslimness in turn inform how participants evaluate their spouses’ religiosity and, thus, the potential for conflict over religiosity with their spouses.

Our own prior research has demonstrated that respect for disapproved others predicts and might foster tolerance toward them. This means that without giving up their disapproval of others’ way of life, people can tolerate others when they respect them as equals (outgroup respect–tolerance hypothesis). Still, there was considerable variation in the study features. Moreover, the studies are part of a larger research project that affords many additional tests of our hypothesis. To achieve integration along with a more robust understanding of the relation between respect and tolerance, we (re)analyzed all existing data from this project, and we synthesized the results with the help of meta-analytic techniques. The average standardized regression coefficient, which describes the relationship between respect and tolerance, was 0.25 (95% confidence interval [CI] = [0.16, 0.34]). In addition to this overall confirmation of our hypothesis, the size of this coefficient varied with a number of variables. It was larger for numerical majorities than for minorities, smaller for high-status than for low-status groups, and larger for religious than for life-style groups. These findings should inspire further theory development and spur growth in the social-psychological literature on tolerance.
