In providing legal certainty for the control and ownership of community land parcels, the government carries out a program of registration and data collection of land parcels or what is called Complete Systematic Land Registration (PTSL). In its implementation, the city government of Semarang is targeting as many as 50,000 certificates to be registered with a total of 55,000 land parcels so that with a high quantity output, many problems will occur and a strategy is needed to solve it. Based on these problems, it is necessary to study related problems and the completion of the Semarang City PTSL Program 2021. The research was carried out using a juridical approach by obtaining the results of research in the field. Especially in the area of ​​Bendan Duwur and Sampangan urban villages, Semarang City in implementing the PTSL program in 2021 in the City of Semarang. Through this research, the obstacles to implementing PTSL Semarang City 2021 lie in the implementation of socialization, data collection and asset registration as well as in digitizing PTSL data. The settlement strategy that can be taken to minimize the problems of implementing PTSL is by improving resource strategies, coordinating with villages / sub-districts in making a Physical Land Acquisition Statement, as well as educating the public regarding online data that has been undertaken to support conversion from analog data to data. digital.

AbstractRoad construction projects for public use, usually involve many locations of land owned by communities with ownership rights. The construction of public facilities made by the government prior to construction must carry out the stages of land acquisition as contained in Law No. 2 of 2012 concerning land acquisition for development in the public interest. The research method used is normative research by using the statutory approach and concept analysis approach. The results showed that the city government provided compensation for the location of land that would be affected by the construction of public facilities. The mechanism of land acquisition or land acquisition in the city is carried out by providing compensation to the value of the land price that will be released in an appropriate and fair manner based on article 9 paragraph (2) of Law Number 2 of 2012. Land issues so far are very relevant to be studied together and considered in depth in relation to policies in the field of land because at the level of policy implementation that has been shown so far has neglected the structural aspects of land tenure, which in turn caused various disputes. Keywords: Compensation, Land Acquisition, Property Rights, Public Interest.AbstrakProyek pembuatan jalan untuk kepentingan umum, biasanya melibatkan banyak lokasi tanah yang dimiliki oleh masyarakat yang berstatus hak milik.  Pembuatan sarana umum yang dibuat oleh pemerintah tersebut sebelum dibangun harus melakukan tahapan pembebasan lahan sebagaimana yang termuat dalam Undang-Undang Nomor 2 tahun 2012 tentang pengadaan tanah bagi pembangunan untuk kepentingan umum. Metode penelitian yang digunakan adalah penelitian normatif dengan melakukan pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan analisis konsep (Conceptual Approach). Hasil penelitian menunjukkan bahwa pemerintah kota memberikan ganti kerugian atas lokasi tanah yang akan terkena pembuatan sarana umum tersebut.  Mekanisme pembebasan tanah atau pengadaan tanah di kota dilakukan dengan memberikan ganti kerugian terhadap nilai harga tanah yang akan dibebaskan secara sesuai dan adil berdasarkan pasal 9 ayat (2) Undang-Undang Nomor 2 Tahun 2012. Persoalan tanah selama ini sangat relevan dan dipertimbangkan secara mendalam dalam kaitannya dengan kebijakan dibidang pertanahan karena ditingkat implementasi kebijakan yang diperlihatkan selama ini telah mengabaikan aspek struktural penguasaan tanah yang pada akhirnya menimbulkan berbagai macam sengketa.Kata Kunci : Ganti Kerugian, Hak Milik, Kepentingan Umum, Pembebasan Tanah.

The low quality of public services provided by the apparatus is a bad image of the government in the community. Problems related to the government are related to the services received by the City Government of Magelang. Electronic government is modern, which facilitates the interaction of government and society in the administration of public government. Through the application monggo report, government relations for the community are used to help with the government and provide advice and criticism about the City of Magelang. The purpose of this study was to analyze the level of e-government services through the application monggo report the field of public complaints and information in the Public Relations of the Regional Secretariat of the City of Magelang. This research uses descriptive qualitative. Data collection methods through observation, interviews and documentation. Data analysis uses an interactive model, by collecting data collection, data reduction, data presentation and conclusion collection. The data validity technique uses the triangulation of data and sources. The results showed that the level of e-government services in the form of one-way, two-way communication and transactions was good enough and provided information to the public through websites, social media and online newspapers..

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos. En este artículo se analizan los conflictos que surgen como resultado de la respuesta del gobierno de la ciudad de Campos dos Goytacazes / RJ frente a las consecuencias de los desastres: el programa de vivienda pública "Morar Feliz". La investigación se basó en la literatura sobre el tema, en recolección de datos en los organismos públicos y en entrevistas con residentes reasentados. ABSTRACT e-Governement in Indonesia is a must this time. Good E-Governments certainly have the ability to provide good information to the public and fulfill aspects of confidentiality, integrity and availability, Kediri in East Java is one of the government that use e-Government. To measure these three aspects the system must be measured. Indeks KAMI (Keamanan Informasi) is an application that is used as a tool to analyze and evaluate the level of readiness (completeness and maturity) for implementing information security in an organization in accordance with SNI ISO / IEC 27001 criteria. Government of Kediri the score for the electronic system category was 20, for the governance assessment the score was 75, risk management score 18, the information security framework was 58, asset management 74, and the application of security and information technology had a value of 83, and the results measurement says the City Government of Kediri needs to improve the system management.<br />Keywords: Index, KAMI , Security, Information Technology<br />ABSTRAK Penerapan e-Governement dalam tata kelola Pemerintahan di Indonesia saat ini merupakan sebuah keharusan. E-Governement yang baik tentu memiliki kemampuan untuk memberikan Informasi yang baik kepada masyarakat dan memenuhi aspek kerahasiaan (confidentiality), keutuhan (integrity) dan ketersediaan (availability), Pemerintah Kota (Pemkot) Kediri adalah salah lembaga pemerintah yang menggunakan e-Government. Untuk mengukur ketiga aspek tersebut sistem haruslah diukur. Indeks KAMI (Keamanan Informasi) merupakan aplikasi yang digunakan sebagai alat bantu untuk menganalisa dan mengevalusi tingkat kesiapan (kelengkapan dan kematangan) penerapan keamanan informasi di sebuah organisasi sesuai dengan kriteria pada SNI ISO/IEC 27001. Untuk Pemkot Kediri didapatkan skor kategori sistem elektronik (SE) adalah 20, untuk penilaian tata kelola skornya adalah 75, pengelolaan resiko skornya 18, kerangka kerja keamanan informasi nilainya 58, pengelolaan asset 74, dan penerapan teknologi keamanan dan informasi memiliki nilai 83, dan hasil pengukuran menyebutkan Pemkot Kediri perlu meningkatkan system pengelolaan system yang dimiliki.<br />Kata Kunci : indeks, KAMI, keamanan, teknologi informas

As an implementation of welfare society, the government issued Law Number 5 of 1960 Article 19 paragraph (2) c, which provide the legal certainty of land rights for all Indonesians carried out through land registration. The land registration system adopted by Indonesia is negative land cadastre with positive tendency. The implementation of land registration provide the basis of state duty to produce land registration evidence, namely certificate, which is valid as a strong proof of rights. This certificate guarantees the correctness of physical data besides juridical data as long as it is not proven otherwise. Method: This legal research used Normative juridical method, with qualitative juridical data analysis. Results of the study: Negative land cadastre with positive tendency adopted by Indonesia currently does not guarantee legal certainty of land ownership and the community justice itself. This is indicated by the fact that there is still a phenomenon of land disputes, among the result of the issuance of overlapping. By using a legal cadastre-based domain approach, through an approach of extracting historical values of land and integrating the process of dialogue within the issuing of certificate; obtaining legal certainty and the community justice can be achieved. Conclusion: Negative land cadastre with positive tendency is still unable to manifest legal certainty of land ownership and community justice so it is appropriate that an adage states “the highest legal certainty, is the highest injustice”. Strengthening land registration system through the domain approach is an alternative option to manifest legal certainty and community justice.

In this study using normative legal research. Policies related to land are required to guarantee legal certainty and certainty of land ownership rights by every person (individual) or by legal entities. So the community needs to register land in order to obtain a certificate of land rights which serves as a strong means of proof of ownership of land rights by someone. Meanwhile, Article 19 paragraph (1) of the Basic Agrarian Law states that to ensure legal certainty by the Government, land registration is held throughout the territory of the Republic of Indonesia. This is done so that land owners can obtain legal certainty for the land they have owned, and it’s intended that rights holders obtain valid evidence in the form of certificates as a strong means of proof as holders of rights to the land they own. Starting from the description above, the researcher can provide several aspects of the study, including: First, the Complete Systematic Land Registration (PTSL) target is so large that it’s not an easy job for the Pasuruan Regency land office, which has 29 State Civil Servants, assisted by 63 non-government employees, due to the limited number of existing staff, the implementation of the Complete Systematic Land Registration (PTSL) land office in Pasuruan Regency involves; 1. The private sector as a third party helping 20,200 fields for measurement and mapping activities, 2. Community participation in assissting Complete Systematic Land Registration (PTSL) in village locations for 10,100 respectively, and 29,700 fields carried out and carried out by the Pasuruan Regency Land Office ASN.

This article is research on the implementation of e-Kinerja within the Banda Aceh City Government.  In this paper, the author uses a descriptive qualitative approach and collects data through a study of existing documents.  This method illustrates how the implementation of e-Kinerja is carried out by the Banda Aceh Government, which the author then compares with existing concepts, namely the concept of performance and reward and punishment.  The results of this study are that the implementation of the e-Kinerja system carried out by the Banda Aceh City Government has a good impact on the regional civil apparatus, the government, the City Government Work Unit (SKPK), and the public.  These impacts include making promotions and transfers based on equal job for equal pay for regional civil servants, facilitating supervision for the government, and knowing the effectiveness and efficiency of work units.

This development is also influenced by human resources in this case the government of Surabaya is less concerned about the existence of the Dutch cemetry in Peneleh Surabaya. By doing empirism Research, the results are still low desire of Surabaya city government because the location is not located in the city center

Complaints are an important factor to assist the government in improving the quality of public services. During 2016-2020 in the City Government of Surabaya, the Green Open Space Cleaning Service was ranked as the top 5 Regional Apparatus Organization that received a lot of complaints. The highest complaint was related to public street lighting in the city of Surabaya. The purpose of this study was to determine the service for handling complaints about public street lighting(PJU) at the Dinas Kebersihan Ruang Terbuka Hijau (DKRTH) Surabaya City. This research uses qualitative methods with qualitative data analysis techniques. The results showed that the complaint handling service of the Dinas Kebersihan Ruang Terbuka Hijau (DKRTH) was based on the Peraturan Daerah No. 4 Tahun 2014 Pasal 38 Ayat 2 concerning the Complaint Handling System, namely: 1). In the institutional aspect, there are a series of work rules, allowed and prohibited actions in handling complaints, and information provided to the public. 2). Procedural aspects, response when receiving complaints and follow-up complaints. 3). Integrative, available channels between officers and available media channels for the public. 4). Comprehensive in nature, examines the type and nature of complaints.

Land is a very important means to carry out development, and the problem of land acquisition for these needs is not easy to solve because with the increasing development of land demand is also increasing while the land supply is very limited. Regarding the existence and function of land, there is a legal relationship between humans with land, including the act of transferring rights and release of land rights, in order to provide legal certainty for the act referred to, it is necessary to set forth in the form of a deed made before a Notary or before the District Head or before the Head of the National Land Agency. But today, the public is more entrusted to make this SPPHT before a Notary Public in order to ensure legal certainty, and also the Land Agency has suggested making a transitional deed through a Notary Deed to be more efficient. The method used is empirical juridical research. Research data were collected through field studies through interviews with resource persons to obtain primary data and literature studies to obtain primary data. The focus of this research is to find out and analyze how the process of releasing land rights for development through a notarial deed in the city of Padang. The results showed that  1) the release of rights before the Notary Public through the Signing of the Deed of Relinquishment of Land Rights which first checked all the requirements by the Notary, then the deed is perfectly signed into an authentic deed and guarantees legal certainty. 2) The process of land registration is based on the deed of release of rights made by a Notary in the City of Padang by submitting an application along with the Deed of Relinquishment of Land Rights and other requirements, then reviewing the field and issuing maps by the Land Agency.
