Hoax phenomena are becoming more prevalent, especially towards the 2019 Election which makes people uneasy and will cause disruption of security and public order or in  Indonesian ‘Keamanan dan ketertiban masyarakat (Kamtibmas)’. The National Police as a public servant seeks to maintain the Kamtibmas situation through Bhabinkamtibmas (Bhayangkara pembina keamanan dan ketertiban masyarakat). Bhabinkamtibmas through counseling is very important in preventing the spread of hoaxes. Therefore, research is conducted to find out the description of the spread of hoaxes, the extent to which the implementation of Bhabinkamtibmas counseling is related to the partnership approach and problem solving efforts and the factors that influence counseling in preventing the spread of hoax in order to create a safe and peaceful election in Kebumen Police.

Peristiwa kenakalan anak-anak yang mengarah kepada tindak pidana kekerasan yang terjadi di Dompu yang berupa kekerasan fisik seperti memukul, menendang, menjambak dan lain-lain. Penegak hukum yang berwenang dalam hal ini adalah polisi mempunyai peran dan tanggung jawab menurut Undang-undang No.2 tahun 2002 tentang Kepolisian Negara Republik Indonesia Pasal 13 mengatakan bahwa tugas pokok Kepolisian Negara Republik Indonesia adalah  Memelihara keamanan dan ketertiban masyarakat. Penegakan hukum dan Memberikan perlindungan, pengayoman, dan pelayanan kepada masyarakat. Tujuan penelitian ini yaitu untuk mengetahui upaya kepolisian dalam penanggulangan tindak pidana kekerasan yang dilakukan oleh pelajar dan untuk mengetahui kendala yang dihadapikepolisian dalam menangani masalah tindak pidana kekerasan yang dilakukan oleh pelajar di Dompu. Metode penelitian menggunakan metode hukum empiris, dengan pendekatan sosiologis hukum. Tehnik pengumpulan data digunakan yaitu, observasi, wawancara dan dokumentasi. Penelitian ini dilakukan di polres Dompu. Tehnik analisis data di bagi menjadi tiga yaitu, reduksi data, penyajian data, dan menarik kesimpulan. Berdasarkan uraian hasil penelitian dan hasil data, dapat disimpulkan bahwa upaya kepolisian dalam penanggulangan tindak pidana kekerasan yang dilakukan oleh pelajar di Dompu, yaitu melakukan penyuluhan-penyuluhan,disetiap sekolah maupun desa-desa, melakukan kerja sama dengan berbagai komponen atau lembaga yang berkaitan,sedangakn kendala yang dihadapi kepolisian, yaitu pelaku bungkam,Balai Pemasyarakatan (BAPAS) dan orang tua.Children's mischief events that lead to criminal acts of violence that occurred in Dompu in the form of physical violence such as hitting, kicking, grabbing and others. The law enforcer in this case is that the police have roles and responsibilities according to Law No. 2 of 2002 concerning the National Police of the Republic of Indonesia Article 13 states that the main task of the National Police of the Republic of Indonesia is to maintain security and public order. Law enforcement and providing protection, protection and service to the community. The purpose of this study is to find out the police efforts in the handling of criminal acts of violence committed by students and to find out the obstacles faced by the police in handling the problem of criminal acts of violence committed by students in Dompu. The research method uses empirical legal methods, with a sociological legal approach. Data collection techniques are used, namely, observation, interviews and documentation. This research was conducted at Dompu police station. Data analysis techniques are divided into three, namely, data reduction, data presentation, and drawing conclusions. Based on the description of the results of the study and the results of the data, it can be concluded that the police effort in the handling of criminal acts of violence committed by students in Dompu, namely conducting counseling, in each school and villages, conducted cooperation with various related components or institutions, while obstacles faced by the police, namely the perpetrators of silence, the Correctional Center (BAPAS) and parents.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. The main provisions of the draft Law of Ukraine «On Amendments to the Code of Administrative Offenses of Ukraine to protect the honor and dignity of employees of the National Police of Ukraine, members of public formations for the protection of public order and the state border and servicemen» № 5050. It has been found that the honor of the police officer is a directly external assessment of the police officer from the society or the relevant social group, which characterizes the moral appearance of the entire personnel of the bodies and units of the National Police of Ukraine. The dignity of the police officer is the internal self-esteem of police officers as a moral personality that is significant for the environment, for society, and determining the significance of the police as a professional based on its achievements, self-esteem. The protection of the honor and dignity of the police as a citizen of Ukraine is carried out on general grounds and does not guarantee a certain level of protection during the execution of police officers.

The method used in this research is a normative juridical research with comparative law. This study will be a descriptive analysis will provide an overview of the Implementation Program of Bogor City Police Officer Bhabinkamtibmas by virtue Kapolri No.Pol: B / 3022 / XII / 2009Sdeops Date December 14, 2009 on the Handling of Cases Through the Alternative Dispute Resolution (ADR). The program is named after the latest Police Officer Bhabinkamtibmas. The program is a pilot project. This program will be applied in the future to another police station to an extent Polsek.Dengan the Bhabinkamtibmas officers who have members from a wide range of functions is expected to prevent the disruption of security and public order as well as to resolve conflicts early horizontal. The role and function Bhabinkamtibmas members in each region will be further optimized. Bhabinkamtibmas officer team will be down directly in the community to help solve the problems of citizens. Thus, each issue should not be resolved through legal channels, but through mediation and approach officials with the public. The formation of a team of officers Bhayangkara Trustees Public Order and Safety in the City Police Bogor, West Java, a pilot project, particularly for the police station in West Java. The team of eight people who have received training and certification from the National Mediation Centre. The team is a kind of ad hoc team, which is responsible to the Chief of Police and Officer Team members Bhabinkamtibmas of some police functions, not only the function of public guidance. The conclusion from this study is the Program Implementation in Bogor Police Officer Bhabinkamtibmas City and yet not maximum impact on increasing public perception of the police. In terms of implementation, it appears less optimal competence of officers in the police station and police station level. Instructive culture within the police adopted a policy of military norms Officer Program Bhabinkamtibmas seen by officers in the field more as a mere 'implementation of new tasks' rather than the 'improvement of quality of service'.

The police in England and Wales appear to be losing the support of the communities that they are employed to engage with and to protect. It is argued that one way of regaining this lost ground is to revitalise the Problem-Oriented Partnership approach to tackling issues that matter to communities, thereby encouraging the police to engage with partnerships and the public. Highlighting areas of concern within the partnership approach to dealing effectively with problems, and illustrating how these may be overcome, this article suggests that, whilst not being the panacea for all community issues, the Problem-Solving approach appears to offer a credible alternative to traditional ideas about policing and at the same time assisting the regaining of public confidence in a time of severe economic constraints and complex social change.

The author has emphasized on the importance of strengthening the institutional capacity of local self-government agencies to address their challenges, including in the field of public safety, in particular by strengthening local security infrastructure. It has been stated that the urgent issue of the present time is to update the tools of interaction between the local population and the police to achieve a common goal – to ensure public order and safety at the regional level focused on the needs of citizens. It has been emphasized that it is currently important to use the positive foreign experience of organizing the work of the police agencies and units. On the basis of studying this experience it is advisable to implement pilot projects aimed at creating a safe environment for citizens, which should implement effective local security infrastructure. To this end, the project “Community Police Officer” was launched in 2019 as part of the reform of the National Police in Ukraine. Particular attention has been paid to the fact that the main purpose of the project “Community Police Officer” is to ensure close cooperation between police officers and amalgamated community, where police activities are primarily focused on the needs of the community. It has been argued that a characteristic feature of the project “Community Police Officer” is the focus on the introduction of a qualitatively and meaningfully new format of policing, where the needs of the community, local population should be in priority, which should be studied and ensured by keeping constant contacts between police officers and local population. The main innovations of this project have been analyzed. The powers of the community police officer and the district police officer have been differentiated. The key stages of the project “Community Police Officer” have been outlined. Specific features of training community police officers have been characterized, since it directly affects the effectiveness of their duties and the state of public order and safety within a particular amalgamated community. The peculiarities of evaluating the effectiveness of the community police officer’s work have been revealed. The author has emphasized on the importance of developing Regulations on the organization of community police officers’ work and developing an effective mechanism for elaborating the training programs for community police officers.

The writing of this scientific paper examines the lack of legal awareness of the community about sexual violence. This scientific work arose because the author saw that there were still many cases of sexual violence even though there were rules governing the acts of sexual violence. And this scientific work aims to tell the public what factors influence the act of sexual violence still arise and what efforts can be made by the community and law enforcement officials such as the police for this problem and is expected to eliminate the emergence of new sexual violence. The study sample was victims of sexual violence or sexual harassment in the Jakarta Bara police station. Data collection is carried out by interviewing 15 West Jakarta District Police Polres. And also conduct literature studies by looking for sources related to sexual violence. The results of this study suggest that the factors that often underlie the occurrence of sexual violence is a love factor where if the victim refuses to serve the perpetrators things will arise that are undesirable and there are false facts from the recognition of the average perpetrator who was interrogated by the police

The article attempts to substantiate the expediency of changing the principles and methods of protection of public order by the police of Ukraine during mass events on the basis of European experience. The activities of the police to ensure public safety are considered in line with the application of three main practices (models): a) classical; b) an improved model of crowd behavior; c) models of «good practice». A detailed review of the models allowed us to trace the evolution of approaches to policing to ensure public order and security. The paper analyzes the research of scientists who have studied the «psychology of the crowd», analyzes the experience of the police of European countries during mass events and riots. The necessity of changes in the principles of work of the National Police of Ukraine on protection of public order has been determined. The concept of public safety and policing should be based on four key principles: 1) knowledge – possession of verified information about different groups of participants, their in-tentions, purpose, values and means of achieving the goal, as well as information about persons who may be considered as a source of risk; 2) assistance – a strategy of the police, aimed primarily at assisting the organizers and participants of the peaceful assembly in achieving their legal goal in a lawful manner; 3) communication – communication between the police and the organizers and participants of the peaceful assembly at all stages of its preparation and conduct to prevent conflicts, as well as the occurrence of possible offenses; 4) differentiation – consideration of participants in a peaceful assembly not as a crowd, but as a set of individuals who may have different views, objectives, goals and ways to achieve them.

Interaction is a necessary and important part of the work of the National Police, including in the field of public safety and order. Due to the interaction we achieve the coordination of actions and joint activities of the National Police with other entities. Existing forms and methods of the interaction between the National Police and the public do not meet the current requirements and need to be refined or finding new forms and methods. Therefore, there is the need to conduct a thorough study of the problems of the interaction of the National Police with other entities of ensuring public safety and order. The author of the article has analyzed the importance and legal principles of the interaction of citizens with the police in the field of public order protection and combating crime. The concepts and forms’ types of the specified interaction have been defined. It has been concluded that there is a lack of scientific research focused on the problems of the interaction of the National Police with the public in the field of public safety and order, in particular on finding its new forms. To achieve this purpose, the author has revealed the essence of the interaction of the National Police with the public in the field of public safety and order, their relations, as well as has defined the classification of forms of the interaction of the National Police with citizens and their associations in the field of public safety and order. The scientific novelty of the study is that it improves the understanding of the nature and types of forms of the interaction between the National Police and the public in the field of public safety and order. Summarizing the above, we can conclude that the effective implementation of the authorities in the field of public safety and order by the National Police of Ukraine requires the establishment of effective interaction with citizens and public associations. The author has offered some new forms of the interaction between the National Police and the public for the implementation, the use of which can improve the state of law enforcement and the fight against crime.

Tujuan dari penelitian ini dilakukan adalah untuk mengetahui: 1) sistem penggunaan anggaran pada Polres Mamasa; 2) Sistem evaluasi penggunaan anggaran pada Polres Mamasa; dan 3) Hambatan-hambatan yang dialami dalam proses pengelolaan anggaran di Polres Mamasa. Pendekatan dalam penelitian ini menggunakan diskriptif kualitatif untuk menggambarkan dan menjelaskan fenomena yang terjadi. Teknik pengumpulan data dilakukan melalui wawancara mendalam, studi kepustakaan dan observasi. Hasil penelitian menunjukkan bahwa 1) sistem penggunaan anggaran di Polres sudah dijalankan sesuai dengan prosedur yang ada berdasarkan kepada peraturan perundang-undangan yang berlaku. Anggaran di Polres Mamasa setiap tahunnya dibuat dalam perencanaan dalam bentuk Rencana Kerja (Renja) Polres Mamasa. Dalam Renja ini memuat tentang rencana pengalokasian anggaran di Polres Mamasa yaitu untuk belanja langsung dan belanja tidak langsung. Proses pengalokasian dilakuakn setiap bulan kepada pegawai dan dilakukan secara periodic untuk kegiatan pembiayaan dalam bentuk fisik seperti pengadaan barang, dll. 2) Sistem Evaluasi Penggunaan Anggaran Belanja Pegawai di Polres Mamasa dilakukan oleh lembaga pengawas internal dalam hal ini dilakukan oleh inspektorat jendral dari kementrian negara, Bappenas dan juga Polda melalui Mabes Polri untuk masing-masing satuan kerja (Satker). Upaya yang selalu dilakukan selama ini dalam hal menutupi defisit anggaran di Polres Mamasa melalui anggaran kontingensi. Anggaran kontingensi adalah anggaran yang bersal dari Polres yang surplus penggunaan anggarannya yang kemudian dikumpulkan oleh Polda kemudian di distribusikan kepada Polres yang mengalami defisit anggaran tersebut. 2) Hambatan dalam Pengelolaan Anggaran di Polres Mamasa diakibatkan oleh sistem pengalokasian anggaran yang didasarkan pada kebutuhan pegawai secara kelembagaan. Pada Polres Mamasa ada tiga hal menjadi masalah utama yang menghambat proses pengelolaan keuangannya. Ketiga hal tersebut adalah sistem mutasi pegawai yag dilakukan setiap tahun, kenaikan pangkat pegawai setiap tahun dan perubahan status anggota Polres dari sebelumnya belum menikah kemudian menjadi berkeluarga. Budget management in a Resort Police is a need and a necessity that is done in order to achieve the effectiveness of the organization. This research was conducted at Mamasa Regional Police Station. The aims of this study conducted are to study: 1) the system for using the personnel expenditure budget at Mamasa Regional Police Station; 2) the evaluation system for the use of personnel expenditure budget at Mamasa Regional Police Station; and 3) constraints experienced in the budget management process at Mamasa Regional Police Station. The discussion in this study uses descriptive qualitative to see and explain the phenomena that occur. Data collection techniques are done through in-depth interviews, literature study and observation. The results showed that 1) the system for using the budget in the Polres was in accordance with existing procedures in the applicable laws and regulations. The budget at Mamasa Regional Police Station is made annually in planning in the form of Mamasa Regional Police Work Plan (Renja). In this Renja, the planned budget expenditure at Mamasa Regional Police Station is for direct and indirect spending. The allocation process is carried out every month for employees and is carried out periodically for physical financing activities such as procurement of goods, etc. 2) Evaluation System for Employee Spending in Mamasa Regional Police Station is conducted by an internal supervisory agency in this case carried out by the inspectorate general of the state ministry, Bappenas, and also the Province Regional Police through the National Police Headquarters for each work unit (Satker). Efforts have always been made so far in terms of budget spending at Mamasa Regional Police Station through contingency budgeting. Contingency budgets originating from the Polres whose excess budget is used which are then collected by the Regional Police and then distributed to the Polres who issue the budget. 2) Obstacles in Budget Management in Mamasa Regional Police Station are caused by a budget allocation system that suits the needs of employees with safety. At Mamasa Regional Police Station there are three main problems that hinder its financial management process. These three things are the employee mutation system which is carried out every year, the promotion of employee ranks every year and the change in status of members of the Polres from being previously unmarried to being married.
