The article is dedicated to the discoverer of coal deposits in the Arctic, Ukrainian geologist Panteleimon Ivanovich Savenko in connection with the 125th anniversary of his birth. The main stages of the life of a talented geologist, his achievements in the study of mineral deposits in a number of regions of Ukraine and the Arctic — Dikson Island, Norilsk ore region and other territories are considered. In particular, the fruitful work of the gifted geologist P.I. Savenko contributed to the discovery near the city of Norilsk and in the lower reaches of the river Tunguska several coal deposits. Particularly noted is his contribution to the study of geology, tectonics and material composition of the unique in terms of reserves and quality of raw materials Kayerkansky coal deposit. This giant field was discovered and explored during the war. Its reserves are about one billion tons. The deposit is the part of Norilsk ore region, where numerous deposits of platinum-copper-nickel ores and other minerals have been discovered. In this regard, the Norilsk ore region is considered as a special metallogenic province of ores and coal deposits. It was also noted that the Norilsk ore region is part of the world’s largest Tunguska giant basin, where hard and brown coals are found in the sediments of the Middle and Upper Carboniferous, Permian, Jurassic and Paleogene. It was especially emphasized that the coking coals of the Kayerkanskoye deposit for many years became the basic raw material for the largest Norilsk industrial plant supplying the country with platinum, copper and nickel. The Kayerkanskoye deposit is located near the surface, where thick layers of easily coking coal have been discovered. Coal mining here is mainly carried out in an open way. It is important that coal coke is currently the main process fuel for the metallurgical industry, and the prices for coking coal are very high. The demand for coking coal grades is very stable — the people of the planet need cast iron and steel. In 1990, Zapolyarnaya Gazeta devoted to the geological activities of P.I. Savenko is an essay highlighting his enormous contribution to the expansion of the energy base of one of the largest industrial regions of the USSR, located beyond the Arctic Circle.

The analysis of the state and prospects for the development of the mineral resource base of the Vorkuta region of the Komi Republic, belonging to the Arctic zone, was carried out. It is shown that the coking coal deposits of the Pechora basin, the development of which is the basis for the existence of the city of Vorkuta, were and still are the most impor-tant ones. The reserves of coking coal are significant, however, the supply of them to operating mining enterprises is becoming more and more limited. To maintain and develop coal mining, it is necessary to build new mines. Along with the coal deposits, the Vorkuta region is of great interest in relation to other minerals. In the Kosyu-Rogovsk and Koro-taikha depressions, there are potential oil and gas-bearing structures, on the western slope of the Polar Urals – barite deposits, gold, chromium and copper occurrences, deserving further geological study and prospecting works. For a more complete disclosure and development of the mineral resource potential of the Vorkuta region, the extension of transport infrastructure is of great importance. The implementation of plans for the construction of railways, access to the Northern Sea Route, can contribute, in particular, to increasing the volume of coal production and wider supplies of coal using sea transport, and raising the investment attractiveness of the Arctic territories.

The purpose of this study is to analyze and systematize criteria by which, in domestic and international practice, the industrial value of coal deposits with small and insignificant reserves is determined. The analysis and systematization of such factors in general for all coal deposits with the definite definition of the most influential characteristics for small stocks are carried out. Mining and geological factors, which are caused by natural characteristics of the deposit and directly related to the concrete object, are determined, and there have been singled out factors concerning the minerals in general or characterizing the external conditions of industrial development of deposits. For coal deposits with insignificant reserves, the criteria that directly affect the most critical parameter - the value of coal reserves and, consequently, the lifetime of the mining enterprise have paramount importance. Such criteria are the quality of coal, which defines the direction of use and its liquidity, the degree of geological study, which expresses the geological risks of reserves confirmation, and the complexity of mining technical conditions that define methods and systems for the reserves disclosure and development. In general, external factors for coal deposits are most affected by the availability of raw material substitutes and market conditions, and coal prices. For deposits with insignificant reserves, prices and possibility of mining, which involves availability of licenses and social permits, may have a greater impact. Industrial significance of deposit with insignificant reserves may appear favorable of all other conditions of development - mining and technical conditions that form low cost of production, coal quality, favorable market conditions for mineral raw materials, localization of the deposit near consumers, etc. At the same time, the main prerequisite for attracting objects with insignificant reserves to exploitation should be their high degree of geological study. Decision about possible industrial significance should be taken after detailed technical and economic calculations.

Coking coal has been on the European list of critical raw materials since 2014 due to its high economic importance and high supply risk. In 2017, coking coal narrowly missed passing the threshold of economic importance. However, out of caution, it remained on the list of critical raw materials, as the steel industry still needs it. It is likely to be phased out of the list below when it does not fully meet the required criteria. As there are no significant alternatives for this energy intensive industry and neither electrification nor material or energy efficiency improvements are yet available at a sufficient level of technological readiness, the European Union remains dependent on coking coal imports. Therefore, any coking coal mining project in Europe is of great importance and an important alternative to solving the problems of providing this raw material. In this study, the Dębieńsko coking coal project in Poland is analyzed using a scientifically proven methodology based on world-class analysis of coking coal projects submitted for financing to financial institutions.

The mechanism for Ukrainian coal mining industry's sustainable development management has been formed as a result of the study. Significant losses in the process of coal mining are proved to be one of the coal mining industry problems. It has been specified that the reserve for the industry's efficiency upgrading in the framework of more resource-saving behaviour is funding of mines reconstruction. Slowdown in the coal mining industry development has been determined to be the result of military operation in Donets'k and Luhans'k regions. The inefficiency of transport logistics for coal resources imported by Ukraine has been proved, since the rail freight transport is favored instead of cheaper maritime transport due to the underdeveloped quality of port infrastructure. Balancing mining, production of coal raw materials and their subsequent use in the production processes have been proved to be the ways to ensure rational use of coal resources of Ukraine. The processes for coking coal is metal production, and for anthracite – thermal energy production. Relationship between growth rates of coking coal mining and production, coke mining, exports and imports of coke and ironmaking during 2008– 2017s have been studied. It has been demonstrated that imports of coking coal essentially depends on the market pricing and has little to do with the needs of the metallurgical industry of Ukraine. It has been shown that the system for rational use of coking coal's capacity in Ukraine should include balancing flows of coal mining, coke and semi-coke mining according to the needs of national metallurgical industry, taking into account cyclical nature of its development. The necessity of coordinating the volumes of anthracite extraction, production and consumption and taking into account short cycles of heat power development have been defined.

The economy of the Murmansk region retains its raw material orientation, as it is justified by the region’s natural resources and industrial potential. Economic activity of mineral-resource enterprises and those mining ores of ferrous and non-ferrous metals is going to remain the dominant sector of the regional economy for a long time due to the geological and economic characteristics and natural and climatic features peculiar to this area. The region is endowed with various natural resources. On the Kola Peninsula there are more than sixty major deposits of various types of mineral raw materials with more than three dozen extractable resources, the most valuable of which include copper-nickel, iron, apatite-nepheline ores and ores of rare metals. Production management and transportation of raw materials require well-developed infrastructure, creating an integrated transport system, that is why it plays a strategic role in the economy of the Murmansk region. It is connected with the fact that the region is predominated by industries focused on producing and delivering considerable volumes of raw materials and metals outside the region. In these circumstances, every enterprise plans and arranges transportation of cargo by various means of transport. Railway transportation plays a significant role as it provides round-the-clock cargo transportation from senders to recipients fulfilling clients transportation requests regardless of weather conditions.Therefore, the important scientific task is analyzing the cargo base and finding solutions for improving the existing and creating new designs of wagons and containers for railroad transportation of cargo, taking into account spatial directions of cargo flows, which is the purpose of this article. The authors have proposed options for modernization of wagons and designs of composite containers that possess scientific novelty, as the current state of the railroad transport system requires modernization.It is impossible to achieve effective economic performance of an enterprise that works in the sphere of mining and processing of mineral raw materials without creating a proper transport component that requires its own development. The implementation of the given proposals will allow the enterprises to increase the volume of cargo transportation which in its turn is going to have a significant impact on socio-economic development of the region.

A model to study the influence of main process variables (powder moisture, maximum compaction pressure, and maximum firing temperature) on the intermediate variables (mass, dry bulk density, size, and thickness) and the final dimensions of porcelain tiles is proposed. The properties of dried and fired bodies are basically determined by the process parameters when the physical, chemical, and mineralogical characteristics of the raw material are kept constant. For a given set of conditions, an equation could be sought for each property as a function of raw materials and processing. In order to find the relationship between moisture content and compaction pressure with dry bulk density, springback, and drying and firing shrinkage, a laboratory experimental design with three factors and four levels was applied. The methodology was validated in lab scale for a porcelain tile. The final size and thickness were estimated, and the influence of the main process variables was analysed.

The paper presents the results of the studies on the phase conversions taking place during the firing of the refuse piles processing sieve residue in the Eastern Donbass, which are the promising raw materials for the production of various types of structural ceramics – common, lining and clinker bricks, high-performance ceramic stones, ceramic tiles and siding. It is established that the sieve residue is the raw material of the low-temperature baking. Depending on the degree of grinding, the raw material may belong to the group of mid-baking or high-baking raw materials. The sieve residues have a rather narrow baking interval - no more than 50 °C, which is possible to expand by increasing the content of fine fractions during the preparation of sieve residue. The main mineral phases at the firing temperature of 1000-1100 оС are quartz, feldspar, ferrous silicates and aluminum silicates (fayalite, hypersten, etc.), hematite. The features of the phase and mineralogical conversions allow us to recommend to fire products on the basis of sieve residue at temperatures of 1000 °C and higher.

The iron and steel industry is one of the largest sources of waste materials, primarily in the form of steelmaking dusts, sludge and slag. Those wastes are a serious threat to the environment. Main precondition for the protection of natural resources in the environment is to recover raw material and energy from waste. The use of waste as raw materials does not involve the storage and creates the possibility of closure of the existing landfill. The article presented utilization of same metallurgical waste containing 4-20 wt. % zinc in non-metallurgical industry. Performed chemical analyzes of pollutants contained in waste tested (dusts, sludge and slag) and in manufactured products (cement bricks, ceramic construction materials, colored glass products and slag for road construction). Aqueous extracts analysis results were compared with the maximum values for the sewage entering into water and soil. The performed research proves that proposed technologies (production of cement clinker, construction bricks, hollow glass, decorated glass) do not pose threat to environment. Harmful impurities are eluted from the products – clinker, constructions bricks and slag after the recovery of zinc recovery. Proposed technologies substitution of primary raw materials recyclable materials can reduce environmental degradation.

Brazil is the second largest producer of electronic waste in the Americas, with a production that grows each year and only 10% of it being treated in its own way. Additionally, given the typical chemical composition of this type of residue, it can be possible to recover valuable metals, such as copper, gold, silver, and platinum. Presently, Brazil does not have an industrial plant devoted to such extractive activity using electronic waste, with most of its treatment carried out abroad. The research hypothesis of this manuscript is that universities and their communities could develop sources of raw materials for such extraction processes and, therefore, deserve attention for the creation of collection points and partnerships. In this context, there is a need to understand this community behavior regarding the acquisition, storage, and disposal of electronic equipment, as well as information about topics related to electronic waste management and recycling. To implement such a study for the higher education community in Rio de Janeiro, a form was created covering several topics on the subject, which was disseminated among the teachers, students, employees, and family members of two main state universities. It was determined that the studied group has more than 16.96 million mobile phones in hibernation, in addition to other equipment, with an estimated stockpile value of USD 67.45 million for the studied group in the metropolitan area of Rio de Janeiro. If extrapolated to all of Brazil, this could be as high as USD 797.50 million for the studied group. This information will be used in future projects to assess the economic potential of an industrial plant dedicated to metal recovery in Brazil. However, the present study also identified an important lack of knowledge regarding proper waste disposal and solid waste policies among this well-educated group. It became clear that without appropriate information regarding collection points and knowledge on how to deal with obsolete devices, the access to this source of raw material could be a hinderance to future extraction projects in the area.

Topicality. The importance of the mining and metallurgical industry in the conditions of globalization and internationalization of world market of raw materials and commodity market is to provide metal-intensive industries with high-quality raw materials. The article deals with the tendencies of development of the world market of metal products. The dynamics of the commodity structure of world exports of the main kinds of metal products is analyzed. The growth of volumes of world consumption of raw material products, especially iron ore, was revealed. The dynamics of the commodity structure of the domestic export of metal products is analyzed. Possible ways of reducing the level of dependence of the metallurgical industry of Ukraine on the foreign economic situation are considered. The main directions of the state policy forming of competitive development of the metallurgical industry have been developed and proposed. Aim and tasks are to substantiate the main ways of forming and implementing the policy of competitive development of the metallurgical industry of Ukraine on an innovative basis. Research results. The article provides a comprehensive analysis of world trends and trends for 2000-2016: production and consumption of steel; export of basic types of metal products; geography of export flows of metal products, as well as the dynamics of development of domestic and external consumption. On the basis of the analysis, the strategic vision of the state competition policy of the metallurgical industry is presented. The purpose of the State Program for Modernization and Development of the Metallurgical Industry of Ukraine until 2027 should be: modernization of production capacities on the basis of identifying priority areas of structural reorganization of the industry focused on the production of environmentally friendly and competitive metal products. The proposed strategy for the development of the industry should be formed on the priorities of the concept of neoindustrialization of the national economy based on: own resources; new technologies; active domestic demand. They are the decisive factors that can bring the metallurgical industry to the path of economic growth and global competitiveness. Conclusions. The metallurgical industry of Ukraine should be a catalyst for sustainable growth of the economy at the expense of the innovative way of development as a result of the triple interaction of education, science and business with state support and improvement of the institutional environment.
