This article disucesses referral system model of beggars and homeless treatment as part of social problems solution in Yogyakarta. The government of Yogyakarta has published the Special Regulation of Yogyakarta, among others Regulation No. 16 of 1956, (16/1956) and Provincial Regulation No. 1 year 2014 on Handling Homeless and Beggars. The goal is doing outreach to prevent homeless and beggars in cooperation with the police, Provincial Satpol PP and Dinsosnakertrans in Yogyakarta province are Kota, Sleman, Bantul, Gunung Kidul, and Kulonprogo utilizing Social Service Assessment Camp for identification and assessment. Camp Assessment is a temporary shelter for homeless and beggars (Gepeng). The finding shows that in the Assesment Camp, these groups have access to social services in the form of basic needs, medical health and coaching/guidance. In addition, social services guidance or coaching provided by the Assesment Camp for the sprawl is in the form of guidance of motivation, sports, religion, art, Mental Social and Citizenship. Upon obtaining social services, clients are involved in Case Conference meetings to determine whether a client can be repatriated or referred to social welfare institutions in accordance with the client’s source system. The research utilises a qualitative approach by field research and literature review. This article suggests for instensification of supervision and monitoring on the program to ensure sustainability aspect. AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

<p>Ex-psychotic individuals encounter many difficulties in the process of socializing and<br />returned to the environment, so that the necessary training skills before returning to the<br />family and society. The purpose of this study was (1) To determine the effort to improve<br />the social and economic independence of individual ex-psychotic through vocational<br />skills training in the Social Rehabilitation Unit Ex Psychotic Social Service of East Java<br />Province, (2) To determine the effectiveness of vocational skills training to improve social<br />and economic independence of the individual ex-psychotic The Social Rehabilitation Unit<br />Ex Psychotic Social Service of East Java Province.Writing method using a case study<br />approach to field studies (field research) combined with literature (library research).<br />This community service is a descriptive research, data analysis using qualitative analysis<br />with interactive model. The analyzed data is the data rate of socio-economic<br />independence of individuals before and after the psychotic ex vocational skills<br />training.This research with two activities that make the carpet of material raffia rope and<br />wooden crafts. Potential outcomes include training in order to improve their socioeconomic<br />independence, product copyrighted works, a national scientific journals and<br />strengthening the role of counselors and social services functions.<br /><br /></p>

Poverty is still a prime issue in Indonesia. One of strategy which had been conducted by the government to handle poverty, by a social ministry of Republic of Indonesia is the group based empowerment for the poorest called KUBE FM (economic joint effort group). In order to endorse the development of KUBE FM, therefore, accompanied with mentoring by village mentor as well as sub- district mentor and supervision by district social services and provincial social services. The purpose of this research is to describe and analyze the implication of mentoring and coaching which had been conducted to the self-empowerment of KUBE FM. This research used a qualitative approach to a case study, located in North Bengkulu Regency of Bengkulu Province. Location of this research determined purposively which consist of 2 villages with developed KUBE FM and 2 villages with less developed KUBE FM. The result of this research indicates that there was difference on mentoring of KUBE FM. On developed KUBE FM, there was positive implication such as increasing solidarity and awareness of the importance of education, increasing business and motivation, group function run smoothly, more harmonious relationship, increasing participation and group solidity as well. On less developed KUBE FM there were not positive implication such as decreasing solidarity and awareness of the importance of education, decreasing business and motivation, group function could not run smoothly, less harmonious relationship, decreasing participation as well as group solidity. The conclusion of this research, there was the interaction between the process of mentoring and coaching to the self- empowerment of KUBE FM.

Abstract In China, social service contracting is a new phenomenon even in the most developed cities and areas. The action that the government contracts with non-government organizations in delivering community service is merely a local initiative under the context of social administration reform. There are scarce theoretical and empirical discussions relevant to social service contracting in Chinese academic community. In the light of this gap, this article draws on literature of social service contracting in developed countries or cities to understand key elements ensuring an effective contracting and impacts of contracting. Available literature on social service contracting in China is used for discussion to understand the development of social service contracting in China. Public and social services contracting in China can be briefly divided into three models: non-competitive contracting model, competitive contracting model and informal contracting model. Factors influencing the implementation of contracting programs in China are concerned with the participation of sufficient NGOs, the roles and attitudes of government agencies and the relationship and the interaction between stakeholders. The contracting programs both have positive and negative impacts on service provision.

Abstract Social services in China nowadays are increasingly coproduced by both government and non-profit organizations (NPOs). However, we still know little about how NPOs perceive their government partners in social service delivery. Using a Q methodology, this study remedies this gap and identifies three profiles – namely, government as a distant facilitator, government as a hands-off collaborator, and government as a prudent principal. Also, it has been found that two conditions – namely, NPOs’ development stage and funding resources – influence their perceptions on government in social service delivery. These three profiles provide new insights into NPOs’ perceptions of their government partners in social service delivery, and they add new building blocks to existing literature, specifically on the government–NPO relationship in China.

<p><span>This study aims to determine Pre-Marriage Guidance as an Effort to Form Harmonious Families in the Office of Religious Affairs (KUA) Perspective of Islamic Satisfaction and some of its problems. This research was conducted at the Office of Religious Affairs (KUA) of Bae Kudus District. This article is the result of field research with a qualitative approach. Data collection uses interview, observation and documentation and triangulation methods. The number of informants is 12 people using non-possible sampling and the determination of informants by purposive sampling. The results showed that: a) The role of religious counselors as guides in providing pre-marital guidance can form harmonious families with the satisfaction of Islamic marriage. With the couple's notes running the material delivered in pre-marital guidance; b) Pre-marital guidance in KUA of Bae District is carried out after an examination of administrative data of the bride and groom is carried out within 30-60 minutes. Material delivered about the ins and outs of married life to be fostered in the future. Among them are the rights and obligations as husband and wife and so forth. The methods used in pre-marital guidance are lectures, questions and answers and discussions in the form of seminars; c) Problems in pre-marital guidance activities include lack of time, lack of concern for the catin (bride-to-be), the distance where Catin lives and funding from the government. Things that support are a comfortable environment, knowledge of qualified religious instructors, pre-supporting facilities and good KUA citizen participation.</span></p>

In order to realize a decent and beneficial life, and fulfill the rights to the basic needs of society in order to achieve social welfare for the elderly of the Badung Regency Government  through  the  social  Service  provides  social  protection  assistance  to  the elderly   in   Badung  regency  which  is   carried  out   in   a   directional,  planned  and sustainable. Distribution of social compensation to the elderly with the issuance of the rule  of  Badung  Regent  Number  38  year  2018  about  social  protection  assistance Elderly. Compensation for elderly people of Badung regency at the launching of the PEAK of the anniversary Mangupura to 9 which fell on November 16, 2018. The issue of problems used in this research is:(1) How to exercise in the provision of social protection for elderly in Badung Regency;(2)what is the inhibitory factor in the provision of elderly social    protection    assistance    in    Badung    regency. This    study    was    conducted using empiricallegal   research. Data and data sources of This    research    is    a    primer that is through field research and secondary material writing experts and the results of scientists are then processed and analyzed descriptively to get a conclusion. Based on the results  of  the  study,  it  can  be  concluded that the  implementation of  the  continued assistance of age aims to provide social assistance for the elderly in the Badung Regency, that the barriers faced by social services in the distribution of social assistance due to not synchronicity the data in the village/Kelurahan with data existing in the social service of Badung Regency. The advice given by the author is expected to have the ation between the logging conducted by the village apparatus/Kelurahan related to the number of elderly who have each region so that the social allowances can be shared evenly and precisely the target so that the aid is delivered appropriately.

Public welfare is an effort made by the government which aims to improve the welfare of the community through social services and has a broad scope. The outbreak of the covid-19 virus in Indonesia resulted in the central government issuing policies on efforts to prevent the spread of the covid-19 virus which must be implemented by local governments. The purpose of this research is to reveal the arrangement of local government assistance funds in order to tackle covid-19 in the Kuta Traditional Village and the implementation of the provision of social assistance funds distributed to the community in the context of the Covid-19 pandemic. The method used is empirical legal research with a sociological approach. Sources of legal materials are primary, secondary and tertiary which are obtained directly through field research. The legal materials obtained then analyzed using qualitative descriptive techniques. The results of this research concluded that Kuta Traditional Village is not qualified in providing assistance considering that what was seen was the aspect of equality of indigenous peoples and agencies and the need for an organization and an implementation system so that the provision of social assistance can proceed well.

This study aims to describe bilingual learning and school efforts in maximizing children's cognitive, social and motor development. This research is included in the field research with a descriptive qualitative approach. The data is taken from the results of observations of learning in happy classrooms, classroom teacher interviews and principals at Play group, Day Care and Kindergarten Ceria Demangan Yogyakarta. The results showed that bilingual learning is done both from warming up activities, circle time, breafing activity, snack time, free play, and going home. School effort in maximizing children's cognitive development is by the use of learning methods that are attractive to children. Children's social development by teaching children to work together, be responsible, be disciplined and help one another. Children's motor development with sports activities, social service, and learning while playing. And finally, complete play facilities are very supportive of children's cognitive, social and motor development.

This study aims to find out how the socio-economic life of beggars in Banda Aceh and the government's efforts to overcome the problem of beggars in Banda Aceh. This is a descriptive study with a qualitative approach with a sample of 35 beggars. This study used interview in the form of questionnaire surveys and observations field as well as some data from related agencies. The results of the tabulation are illustrated to understand the data obtained from the respondents and the percentage of data analysis. The results showed that the cause of these people became beggars due to several factors that occurred in their lives. The Government has made various efforts to tackle beggars through the Social Service of Banda Aceh in collaboration with the community to eradicate beggars. Efforts that have been made by the Government of Banda Aceh for the prevention of beggars are preventive efforts, coercive efforts, rehabilitation efforts, and social reintegration efforts to prevent the appearance of more beggars. Besides, the efforts to prevent the spread of the effect of begging in the community, the government appeals to the community not to give money and goods to beggars, but they should give them to the social institutions in accordance with the legislation set by the Government of Banda Aceh.
