Public welfare is an effort made by the government which aims to improve the welfare of the community through social services and has a broad scope. The outbreak of the covid-19 virus in Indonesia resulted in the central government issuing policies on efforts to prevent the spread of the covid-19 virus which must be implemented by local governments. The purpose of this research is to reveal the arrangement of local government assistance funds in order to tackle covid-19 in the Kuta Traditional Village and the implementation of the provision of social assistance funds distributed to the community in the context of the Covid-19 pandemic. The method used is empirical legal research with a sociological approach. Sources of legal materials are primary, secondary and tertiary which are obtained directly through field research. The legal materials obtained then analyzed using qualitative descriptive techniques. The results of this research concluded that Kuta Traditional Village is not qualified in providing assistance considering that what was seen was the aspect of equality of indigenous peoples and agencies and the need for an organization and an implementation system so that the provision of social assistance can proceed well.

The needs of local governments to the central government in the framework of financing and the level of community compliance to pay taxes in accordance with what is owed is the focus that needs to be discussed. For this reason, this study aims to analyze the factors that encourage tax evasion according to individual taxpayers in Madidir District, Bitung City. This type of research is qualitative descriptive, and the data used is primary data. Data obtained through direct interviews with seven informants in the city of Bitung based on the results of research on the analysis of factors - factors that encourage tax evasion in the form of reducing, removing, and illegal manipulation of tax burden according to taxpayers in Madidir Subdistrict, Bitung City can be concluded that the driving factor society takes action tax evasion is a fare factor that makes the tax burden to be high, economic factors, taxes system factor that too complicated, compliance factors that aim to enrich themselves, the government firmness factor, and distrust of the government bureaucracy.Keywords: tax, factors, tax evasion.

This study examines, analyzes dna discusses Simultaneous elections Politics and Law: controversy Central Government Policies Related Legal Decisions Election District, North Sumatra Simalungun Where the Year 2015. On December 9, 2015 ago in elections Simalungun which is one of five areas was postponed due Regent Amran deputy candidate Sinaga experienced legal permaslahan. This study uses the theory of Elections, the concept of democracy and the electoral law. This study used qualitative methods with qualitative descriptive analysis techniques. The results of this study are Chronologically elections Simalungun, Inconsistency Regulations, Budget Swelling elections, Process Inaugural JR Saragih. Where the conclusions of this research local elections December 9, 2015 simultaneously experiencing the same problem as well as a substantial permasalahn. Registration problems associated pair of candidates is the responsibility of political parties to avoid any single candidate. On the issue of the availability of budget, the government and local governments need to give a strong political will to urgently solve the problem.

Purpose of the study: This article aimed to analyze the implementation of the regional government and administrative sanctions in Indonesian regional regulations. Methodology: The research method used is normative legal research. The data were analyzed using a qualitative descriptive technique. Main Findings: The final results showed that the type of relationship between the central and the local governments does not reduce the right of the local people to participate (freely) in the implementation of the regional government. The relationship between the central government and the regions did not diminish the rights of the people. Applications of this study: Local government sanctions and administration in Indonesian regional regulations. Novelty/Originality of this study: The task of the government is to realize the state’s objectives as formulated in the unveiling of the Constitution 1945 of the Republic of Indonesia, and this duty is a comprehensive task. This requires the regulations to direct the implementation of governance that is more in line with the expectations and needs of the community (citizen-friendly).

Pati Regency is a potential area in terms of tourism development, in addition to a relatively wide area is also crossed by lanes north coast. So often tourists from other regions that could pass stopover to rest and enjoy the tourism facilities in Pati. one tourism in Pati are tourism enterprises of karaoke. Karaoke tourism businesses experience rapid growth in every year. However, the tourism business is growing very rapidly karaoke if not offset by a provision concerning how the karaoke business is operational in accordance with properly, causing this karaoke tourism business potential for misuse to be a place of prostitution. Circumstances such as this would require local governments to adopt policies in addressing the phenomenon of tourism in the district of Pati. Especially tourism type of karaoke, karaoke business for the existence not adversely affect the community in the district of Pati. This research used socio-juridical approach. Data were obtained by means of field research, then the data is analyzed by qualitative descriptive analysis. The results showed that the measures taken by the District Government Pati experiencing constraints in its implementation in society.Keywords : Analysis, Public Policy, Tourism, Karaoke.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

This paper discuss good governance model for conflict resolution around water tourism area in Indonesia. This paper developed structural factors that influence water tourism such as the population, economic development, regional generated revenue, real-time sector revenue, poverty rates, and water management which is the focus of the study affected the rising of the water conflict. This study is field research qualitative study. The objects in this research are water tourism stakeholders which are composed of three different water tourism management in Karanganyar, Central Java, Indonesia, namely Grojogan Sewu, Jumog and Peblengan. This study conducted in Karanganyar as a district that has a natural beauty with huge potential to further develop its natural attractions. The data sampling is done by observation and interview. From the result of this study it can be concluded that (1) there needs to be a clear explanation for the villagers near the water tourism area that the natural resources of water needs to be preserved and used moderately ; (2) a communication needs to be established between the stakeholders and those using the water resource, for the sake of the villagers’ welfare as well as the economic improvement; (3) the government, both the regional government as well as the central government need to make regulation to keep the condition of the nature without ignoring the possibility of conflict ensuing because of water usage by the villagers; (4) increasing the role of the villagers in managing the water resource so that there will be no prolonged conflict in the future.

In the context of poverty reduction, the Government mandates the distribution of Non-Cash Food Assistance. Non-Cash Food Aid, hereinafter abbreviated as BPNT, is a policy of the Central Government in the form of food social assistance in the form of non-cash given to Beneficiary Families (KPM) every month through electronic accounts and is only used to buy food in E-warong in collaboration with banks. In BPNT distribution management in Rembang Regency, the planning aspect begins with the data collection and validation of population data, with the aim of channeling BPNT on target. Organizing is done in coordination between the Ministry of Social Affairs, Social Services, Women's Empowerment and Family Planning District. Rembang, BNI, and e-warong agents in each district. The implementation was carried out in stages, by distributing non-cash assistance of Rp 110,000.00 per family. Supervision is carried out in coordination with BNI, because the distribution system uses electronic money. The obstacle faced is that there are still residents who are eligible for assistance, but have not been distributed by BPNT. So in the future there needs to be up to date data validation. In the future, the distribution will be more on target.

This research found that implementation of da’wah in Halal tourism in Special Economic Zones (KEK) in multicultural on the application of Islamic cultural values through social construction and approach of education Sunnah can improve progress and contribution to society and quality of facilitation of educational development to increase understanding source of human power. This research is a field research with qualitative method used with history and sociological approach. Data collection techniques are done by interviews, observations, and documents. A source of data in this study is the community of tourism actors in the Special Economic Zone of Lombok. This research produces and enhances the application of Islamic cultural values to the improvement of Human Resources and preservation of existing local wisdom, in the Special Economic Zones (KEK) is a pro-business policy from the government in order to accelerate the achievement of national economic development, which aims to accelerate regional development.

When the Covid-19 pandemic in Indonesia, Indonesia’s economy experienced a very drastic decline. The government is also preparing a strategy to save micro, small, and medium enterprises (MSMEs) by providing social assistance, tax incentives, relaxation, and credit restructuring, to expand financing. Many efforts to develop and empower MSMEs have been carried out by the Central Government, Provinces, Districts, and Cities, including state-owned enterprises and regional-owned enterprises. The government has prepared a budget of Rp 28 trillion to help business capital to 12 million small and ultra micro entrepreneurs by 2020. The purpose of government assistance is to increase people's purchasing power, reduce poverty and unemployment.

Social assistance is the provision of assistance in the form of money or goods provided from the Central Government to the Regional Government or central institutions in the region. The expenditure / burden of social assistance in the Regional Office of the Ministry of Religion of North Sulawesi Province is in accordance with Government Accounting Standards (GAS). for procedures for social assistance that have been going well, can be seen from the procedures stipulated in the proposal until the disbursement of funds or goods. Presentation of financial statements using accrual methods makes it easier for the government to produce accurate government financial reports.Keywords: Government Accounting Standards, Social Assistance
