The article reveals the content and explores the conceptual-categorical apparatus of the problem of the «smart city» formation on the territory of a large municipal entity. The classification of big municipalities, aimed at their services (communal, educational, medical, public) ‘smartization’, by type, is given. It is determined that smart cities are considered by the world scientific community from two positions: on the one hand, as objects of the spontaneous socio-economic movement, which cannot always be directed in a given strategic direction; on the other hand, as a managerial category – cities that effectively use all available information for better understanding and control of their functions and optimal use of resources available, including the potential of residents. A system of factors, the development of which is aimed at forming the foundations of a smart city, is given. The basis for developing such a system is the concept of sustainable development. Accordingly, the complex of the following factors influencing the ‘smartization’ of urban development is presented: technological (determines the level of development and public availability of digital technologies in urban services); human (creates a space for creativity, learning, obtaining and generating knowledge); economic (outlines the limits of economic capacity of the city, the coordination of economic tasks with social priorities and environmental needs); institutional (forms the basis for proper management of the city’s integrated development, promotes the development of the smart community and the attraction of intellectual capital). The criteria for meeting the goals of smart city management that outline the content and determine the directions of smart administration on the basis of sustainability are given; the factors of the formation of such a city (institutional, social, economic, technological) are presented and structured; accordingly, the concept of «smart city» is defined through the prism of institutional, social, economic, technological and integrated managerial approaches.

Young people are important to cities, bringing skills and energy and contributing to economic activity. New technologies have led to the idea of a smart city as a framework for city management. Smart cities are developed from the top-down through government programmes, but also from the bottom-up by residents as technologies facilitate participation in developing new forms of city services. Young people are uniquely positioned to contribute to bottom-up smart city projects. Few diagnostic tools exist to guide city authorities on how to prioritise city service provision. A starting point is to understand how the youth value city services. This study surveys young people in Braamfontein, Johannesburg, and conducts an importance-performance analysis to identify which city services are well regarded and where the city should focus efforts and resources. The results show that Smart city initiatives that would most increase the satisfaction of youths in Braamfontein  include wireless connectivity, tools to track public transport  and  information  on city events. These  results  identify  city services that are valued by young people, highlighting services that young people could participate in providing. The importance-performance analysis can assist the city to direct effort and scarce resources effectively.

Smart cities have attracted an extensive and emerging interest from both science and industry with an increasing number of international examples emerging from all over the world. However, despite the significant role that smart cities can play to deal with recent urban challenges, the concept has been being criticized for not being able to realize its potential and for being a vendor hype. This paper reviews different conceptualization, benchmarks and evaluations of the smart city concept. Eight different classes of smart city conceptualization models have been discovered, which structure the unified conceptualization model and concern smart city facilities (i.e., energy, water, IoT etc.), services (i.e., health, education etc.), governance, planning and management, architecture, data and people. Benchmarking though is still ambiguous and different perspectives are followed by the researchers that measure -and recently monitor- various factors, which somehow exceed typical technological or urban characteristics. This can be attributed to the broadness of the smart city concept. This paper sheds light to parameters that can be measured and controlled in an attempt to improve smart city potential and leaves space for corresponding future research. More specifically, smart city progress, local capacity, vulnerabilities for resilience and policy impact are only some of the variants that scholars pay attention to measure and control.

This thesis critically analyzes the dominant discourse, actors, and technologies associated with the Sidewalk Toronto smart city project to uncover and resist the potential dangers of the unregulated smart city. Drawing from gray and scholarly literature alongside four semistructured interviews and three action research methods, this research shows that smart cities and technologies are the latest iteration of corporate power, exploitation, and control. Imbued with neoliberal, colonial, and positivistic logics, the smart city risks further eroding democracy, privacy, and equity in favour of promoting privatization, surveillance, and an increased concentration of power and wealth among corporate and state elite. While the publicized promise of the smart city may continuously shift to reflect and co-opt oppositional narratives, its logics remain static, and its beneficiaries remain few. Applying a social justice-oriented lens which connects critical theory, postmodernism, poststructuralism, intersectional feminism, and anticolonial methodologies is crucial in reconceptualizing “smartness” and prioritizing public good.

A fejlesztéspolitikában ma a „smart” címkével minden vonzóbb, eladhatóbb, a kifejezés sokszor a ’környezetbarát’ vagy ’fenntartható’ szinonimájaként is használatos. A városfejlesztésben az utóbbi idők egyik legfelkapottabb paradigmája, globális szintű versengést indítva mind a városok, mind az érdekelt vállalatok között a kölcsönösen hasznosnak vélt előnyök reményében. A szerzők egyrészt annak jártak utána, miért éppen most virágzott fel a smart city mint fejlesztési paradigma, és milyen tényezők indukálták gyors előretörését. Másrészt a nemzetközi példák bemutatásán keresztül arra a kérdésre keresik a választ, milyen társadalmi hatásokkal járnak ezek a fejlesztések, milyen kihívásokkal kell szembenézni a smart city fejlesztések kapcsán, és vajon a jövőben a fejlesztési szereplők képesek lesznek-e tanulni hibáikból, és tudatosan tervezni a hatások összességével. --- Do smart cities intensify social exclusion? In development policy everything seems to be more attractive and marketable when labelled ‘smart’; the expression is often used even as a synonym for ‘environmentally-friendly’ or ‘sustainable’. Considering urban development projects, smart city development is one of the most popular paradigms, triggering global competition between cities as well as the interested companies, both expecting mutual benefits from the co-operation. The article, on the one hand, tries to reveal, why the smart city paradigm has now started to thrive, and what factors played a part in its rapid development. On the other hand, through the presentation of international practices, the authors intend to answer what social impacts these developments have had, what challenges have the smart city developments met, and whether in the future the actors could learn from their mistakes and consciously take into account the complexity of impacts.

The paper focuses on the importance of robotics and artificial intelligence inside of the new urban contexts in which it is possible to consider and enhance the different dimensions of quality of life such as safety and health, environmental quality, social connection and civic participation. Smart technologies help cities to meet the new challenges of society, thus making them more livable, attractive and responsive in order to plan and to improve the city of the future. In accordance with the Agenda 2030 Program for sustainable development that intends the inclusive, safe, resilient and sustainable city, the direction of growth and prosperity of urban environments is pursued by optimizing the use of resources and respecting the environment. In the current society, robotic technology is proposed as a tool for innovation and evolution in urban as well as industrial and domestic contexts. On the one hand the users-citizens who participate dynamically in the activities and on the other the new technological systems integrated in the urban fabric. Existing urban systems that are “amplified” of artificial and digital intelligence and give life to smart cities, physical places that allow new forms of coexistence between humans and robots in order to implement the level of quality of life and define “human centered” innovative solutions and services thus responding to the particular needs of people in an effective and dynamic way. The current city goes beyond the definition of smart city. In fact, as said by Carlo Ratti, it becomes a "senseable city", a city capable of feeling but also sensitive and capable of responding to citizens who define the overall performance of the city. The multidisciplinary approach through the dialogue between designers, architects, engineers and urban planners will allow to face the new challenges through the dynamics of robot integration in the urban landscape. The cities of the future, in fact, will be pervaded by autonomous driving vehicles, robotized delivery systems and light transport solutions, in response to the new concept of smart mobility, on a human scale, shared and connected mobility in order to improve management and control of the digitized and smart city. Automation at constant rates as the keystone for urban futures and new models of innovative society. Through the identification of representative case studies in the field of innovative systems it will be possible to highlight the connections between design, smart city and "urban" robotics that will synergically highlight the main "desirable" qualities of life in the city as a place of experimentation and radical transformations. In particular, parallel to the new robotic solutions and human-robot interactions, the design discipline will be responsible for designing the total experience of the user who lives in synergy with the robots, thus changing the socio-economic dynamics of the city.

This chapter introduces a new framework called “I3: Instrument, interconnect, and cultivate intelligence framework.” This framework can be used to drive the transformation of today’s not so smart cities into the smart cities of tomorrow. In i3, instrumentation is used to collect data, which is important, because data provides measurability, and measurement can lead to improvement. Interconnection in i3 is used to discover associations and relationships between seemingly independent subsystems in a city. In i3, controlled experiments are easily setup and run to test each individual policy. The intelligence bit in i3 comes from being able to test specific policy hypotheses and conduct rigorous analysis and synthesis of the integrated data. The i3 framework helps city officials and researchers discover valuable knowledge, make informed decisions based on the results of various policies that are put in place, and facilitates the culture of experimentation at every policy decision level. The overarching goal in i3 is to discover routine and well-structured patterns in city management operations, turn them into best practices, and finally automate the execution of such practices so that the framework itself can take a major responsibility over city management. In this chapter, a roadmap is provided as a guideline for policymakers to successfully deploy i3 in their jurisdiction. By using i3 continually, a regular city can be transformed into a smart city faster.

Smart cities are complex, socio-technological systems built as a strongly connected System of Systems, whose functioning is driven by human–machine interactions and whose ultimate goals are the well-being of their inhabitants. Consequently, controlling a smart city is an objective that may be achieved by using a specific framework that integrates algorithmic control, intelligent control, cognitive control and especially human reasoning and communication. Among the many functions of a smart city, intelligent transportation is one of the most important, with specific restrictions and a high level of dynamics. This paper focuses on the application of a neuro-inspired control framework for urban traffic as a component of a complex system. It is a proof of concept for a systemic integrative approach to the global problem of smart city management and integrates a previously designed urban traffic control architecture (for the city of Bucharest) with the actual purpose of ensuring its proactivity by means of traffic flow prediction. Analyses of requirements and methods for prediction are performed in order to determine the best way for fulfilling the perception function of the architecture with respect to the traffic control problem definition. A parametric method and an AI-based method are discussed in order to predict the traffic flow, both in the short and long term, based on real data. A brief comparative analysis of the prediction performances is also presented.

Smart cities work under a more resource-efficient management and economy than ordinary cities. As such, advanced business models have emerged around smart cities, which have led to the creation of smart enterprises and organizations that depend on advanced technologies. In this Special Issue, 21 selected and peer-reviewed articles contributed in the wide spectrum of artificial intelligence applications to smart cities. Published works refer to the following areas of interest: vehicular traffic prediction; social big data analysis; smart city management; driving and routing; localization; and safety, health, and life quality.

The concept of a smart city has attracted the attention of many scholars and policymakers in many countries worldwide. The role of accounting as a tool of governance in smart city politics, however, has so far been largely overlooked, especially in less developed countries (LDCs). This paper sets off to fill this research gap and hitherto unexplored linkages between accounting and smart cities. Drawing on the concept of governmentality, the authors conducted a case study based on document analysis, meetings observation, and 42 semi-structured interviews at a branch of a hybrid electricity company owned by New Cairo City in Egypt, during 2018. Findings show that the case company has implemented smart distribution networks of electricity in which new management accounting technology (enterprise resource planning (ERP) system) is used to trace costs, revenues, client complaints and feedback in a timely manner. The new network (of infrastructure and technologies) has represented timely accounting information as a major political power to influence accurate governance decision-making, such as smart electricity pricing and control, and to challenge governance decisions that are not sound. This paper is one of the first studies to explore the socio-political dynamics of accounting in smart city governance in the context of LDCs.

The goal of the research is to prepare a theoretical model of smart cultural governance and to evaluate the smart cultural management of Šiauliai city according to it. The background of creating a smart culture governance model is to define the theoretical constructs of smart city and smart culture management by looking for correlations between these concepts in order to closely link cultural management with the implementation of cultural policy in city management processes and to highlight the specifics of smart cultural management. A systematic model of a smart city is formed and presented, of which cultural management is an integral part. The model highlights the links between cultural management and other dimensions of the smart city. The theoretical model of smart culture management, which was adapted to investigate the expression of smart culture management in Šiauliai city, is presented. This kind of research has not been done so far in analyzing smart culture management in Šiauliai city. The need for the research was inspired by culture specialists of Šiauliai City Municipality Administration and heads of cultural institutions. The qualitative content analysis of theoretical sources of foreign countries and Lithuania was conducted as well as in-depth interviews to collect information that was processed through qualitative content analysis and systematized using matrices. The assessment of model expression based on the informants’ attitudes enabled the researcher to draw substantive conclusions.The research is relevant to Šiauliai city culture field institutions (private, subordinate municipality, subordinate to the Ministry of Culture of the Republic of Lithuania), Šiauliai city culture field policymakers. In a broader sense, the improvement in the quality of the intelligent social system highlighted in the study will significantly contribute to the general level of culture in Šiauliai. These positive changes will be experienced by the recipients of cultural services.Further research in the field of smart city cultural management is planned to analyze not only the situation of Šiauliai city but also the cultural field of Lithuania as a whole, in connection with the practices of the international cultural field. It is planned to study the smoothness of the transformation of cultural field institutions, adaptation to smart cultural management, and the emerging challenges. Further research is planned to analyze the scientific studies prepared by smart cities, to look for specific actions highlighted in them, challenges for the cultural sector in adapting to the gradual transformation of cities into smart cities.
