Ethnic communities in Ukraine are vulnerable in socio-economic and politically challenging conditions. National minorities today face two problems of survival: 1) maintaining consolidation; 2) deepening integration into Ukrainian society. In such a situation, an important instrumental role is played by civil society institutions, such as civic organizations representing the public interest of national minorities at the institutional level. They have real resource potential, which in the conditions of decentralization and increasing the effectiveness of relations with the state can minimize the risks of socially consolidating component of Ukrainian society. There is a need for the readiness of public organizations of national minorities to fulfill the social and management mission. One such promising step could be the process of institutional rebranding of public organizations of national minorities.The purpose of the article is to analyze the procedure of institutional rebranding of public organizations of national minorities in Ukraine. The study is aimed at a motivational action that brings together citizens who are ready for public interaction with other subjects of social and administrative relations and interested in representing the image of the national minority in the country. Institutional rebranding aims to change public perceptions of public organizations as public organizations as institutions engaging in public activity rather than socially profitable ones. They are updating the social purpose of NGOs. After all, the main tasks of modern institutional re-branding of public organizations are to enhance the social uniqueness of the public institute, to strengthen the role and importance of the organization in civil society, as well as to attract it to a wide range of citizens who increase their social responsibility in a mono-national and nation-wide environment. We propose to follow the impact of institutional rebranding of public organizations of national minorities with the help of several important principles: 1) perception of the political regime; 2) regulatory regulation of activity; 3) the nature of interethnic coexistence; 4) strengthening social and consolidating role.We are aware of the fact that in Ukraine the level of effective authority of the "third sector" is rather mediocre, and in the context of public interaction between state and non-governmental institutions a priority model of cooperation has not yet been developed. Moreover, socio-economic circumstances make it difficult to change existing perceptions of NGOs. Therefore, institutional rebranding is new, but extremely relevant, especially for public organizations of national minorities, a method of public positioning in the current conditions of development of the state and civil society.

Organizational culture is interpreted as a component of social management; the basic integralcharacteristic of which is an ordered system of values, representations, beliefs and normative patterns ofbehavior that provides optimal internal integration and external adaptation of an organization or socialinstitution. It is proved that public and non-governmental organizations act as voluntary associations ofcitizens aimed at achieving socially significant goals, realizing their own and collective needs withoutprofit, indicating the existence of a certain or ganizational structure.Transparent society is associated with the notion of democratic transit, which can be defined as apolitical process taking place in the existing legal state of the state and accompanied by a break in theinstitutes of the emerging political regime, the establishment and strengthening of a broad network ofdemocratic institutions of civil society and the strengthening of democratic functions of state powerstructures. Institutions of civil society in a transitive society are more adaptable to social transformations,creating the foundation for the formation of a democratic syste m of social governance.The structural components of organizational culture of the public sector of society are singled out:1) societal components (identity, archetypes of the leader); 2) value-normative components (values,organizational values and norms); 3) organizational and managerial components of organizational culture(style of management in the organization, structure of communication, socio-psychological climate). On the basis of the results of the sociological survey structural and informative features of organizationalculture in the public sector of Ukrainian society in the condit ions of democratic transit were revealed:1) in the measurement of societal components - the domination of social identity against the backdropof the strengthening of societal identity, the dominance of the creative functional in the archetype ofthe leader; 2) in the value-normative dimension - a relatively integrated value system, an orientationto the human resource and quality, the moral-psychological and communicative basis of social norms;3) in the measurement of organizational and managerial relations - the democratic and situational style ofmanagement, the average level of openness of information flows, positive socio-psychological climate.It has been determined that the development of civil society is an indicator of the democratic natureof social governance in the state, although it has certain differences in the possibilities of identifying,participating in the adoption of management decisions and their control in various sectors of society: thestate (especially in the field of management), commercial and private. Thus, democratic organizationalculture reflects the value-normative system of organizational-managerial relations of a democratic type ofsocial governance.

The monograph deals with the problem of prostitution as one of the social deviations, conducted a retrospective analysis of all aspects of this phenomenon in the period of the mid XIX – early XX centuries.Investigated the origins of legalization of prostitution in Imperial Russia, shows the mechanism of regulation, the organization of police control and sanitary supervision. The ways of self-organization of society, the conditions that contributed to the development of private and public initiatives of self-help against the danger of turning to vicious fishing are revealed. The relationship of state structures, self-government bodies and public organizations in the prevention of prostitution. Describes the experience of Russian participation in the international fight against prostitution in the late nineteenth and early twentieth centuries, a synthesis of the obtained characteristics provides a basis to believe that the formation of the social institution of prostitution is a logical and objective process related to the deviation inherent in the human community. As a social deviation, prostitution is of double importance to society. The positive side is expressed in the illegal provision of needs that are not adequately met by the institution of the family, serves as a" safe valve " for aggressive trends. The negative is manifested in facilitation of crime. In modern Russian society, sexual morality normalizes many things that have traditionally been recognized as deviant in sexual behavior. The topic is relevant for the present in terms of the presence and establishment of this phenomenon. Prostitution remains one of indeterminant crime related to her involvement in minors with drugs, crimes and harboring criminals, a robbery and robbery.The reality clearly shows the unsolved nature of this burning problem. The tasks facing the current generation to combat negative social phenomena cannot be solved without the close cooperation of the state and society in this direction, without the historical experience of predecessors, without continuity. The introduction of the new material into scientific circulation in the course of the research enables a wide range of specialists, public organizations to use the historical experience of creating constructive mechanisms of interaction between the state and society to reduce the spread of modern prostitution, to solve urgent problems.

The article is devoted to the establishment of the principles of a democratic political regime. The realization of the constitutional process is given by the state-building and law-making chance for the modernization of the constitutional order, which opens a perspective for the development of civil society-oriented civil society-oriented civil society. The process of democratization at the present stage is associated with a significant improvement in the system of organization and interaction of certain elements of the branches of government and the improvement of the form of government. Today, it is a recognized fact that there is a close connection between the form of government and the democratic political regime. The article maintains the idea that a democratic political regime is unthinkable outside the interaction between the state and civil society. Civil society is becoming a positive, constructive force, which can limit the state with its independence, and therefore is extremely important for the development of democracy, because it is able to limit the arbitrariness of the state and retranslate the relations to the public. Under a democratic political regime, the parameters and limits of state intervention are determined by the needs of civil society. In this context, constitutional changes should relate to changes in the constitutional system – a category that includes the basics of state and social order of Ukraine. Problem setting. The rapid development of modern society requires the creation of new forms of cooperation and mutual understanding and requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. The total penetration of communication into all spheres of public life actualizes its significance and functional role. Modern transformational processes taking place in society necessitate the creation of responsible institutions of civil society, which include public organizations that act as a mediator between the community and the state. The level of public trust in them depends on the effectiveness of communicative activities of NGOs because successful communication is the basis of constructive dialogue between public organizations and society. Recent research and publications analysis. Ukrainian scientists study various aspects of the activity of NGOs, in particular, the development of mass and civil communication, public relations are studied in their works of such domestic scientists as: E. Pukhkal, V. Rebkalo , V. Rizun, E. Romanenko, A. Savkov, S. Seryogin, G. Sytnyk, S. Teleshun, I. Chaplai and others. Highlighting previously unsettled parts of the general problem. Understanding the general features and trends of the development of public organizations, as well as the establishment of their effective internal and external communicative activity, require more detailed consideration and detailed study. The paper aims at theoretically substantiating the tools for ensuring the effectiveness of communicative activities of NGOs as a basis for open and rational dialogue in a consolidated society. Paper main body. The issue of improving the communicative interaction of public organizations with government bodies and the media does not disappear from the agenda of either government agencies or public associations. The effectiveness of communication of public organizations in Ukraine depends primarily on the literacy of their communication campaigns, which implies the presence in NGOs of communication strategies, which involve high-level professionals with many years of practical experience. Today, the participation of Ukrainians in the social movement and the trust in the institutions of the third sector and their influence on the development of society and community are growing. The results of the study showed that the efficiency of communicative activities of NGOs directly depends on public confidence in them. Social networks are a unique platform for consolidating different groups of actors based on the commonality of their interests, and as a result of communicative interaction, there is a large-scale synergetic effect. This way of showing civic activity can be considered the most efficient and widespread. The article considers the advantages and risks of the use of social networks by public organizations in the communicative activity of the public sector, outlines several rules of communication in social networks for public organizations. The article states that the effectiveness of communication of NGOs also depends on cooperation with journalists and the choice of audience. The quality of feedback and the level of public trust in NGOs depend on the ability to convey relevant information to the audience in a timely and high-quality manner. We should not underestimate the growing role of public organizations in the consolidation of society, a necessary condition for which is the creation of a single information space. National consolidation will be successful when the state policy in this area is complemented by the activities of civil society institutions, their effective internal and external communication activities. In our opinion, there is a necessity to establish consolidated communication as a process of multifaceted communication within society through various communication channels and tools to strengthen, unite, integrate and pull together society to form a common coherent approach to solving societal problems. Conclusions of the research and prospects for further studies. Effective NGOs, as an element of civil society, are the catalyst for its development. Every NGO, since its inception, seeks to plan its activities in such a way as to achieve its goals in the shortest possible time, to become known, to influence public opinion. This area is an important factor that affects the necessity for communicative interaction between the state and civil society. Among the tools for ensuring the efficiency of communicative activity of NGOs, we consider it appropriate to name: the presence of feedback and the level of public confidence in them; literacy of public communication campaigns; correct use of social networks in the communicative activity of the public sector; establishing active cooperation with journalists; definition of the target audience; use of modern communication formats; selection of communication channels that correspond to the target audience; establishing consolidated communication. Further research in this direction should be aimed, in particular, at an in-depth studying of consolidated communication as a major factor in the consolidation of Ukrainian society.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).

Communication between local governments and the public is an important component of democratic development of the state, formation and development of civil society and socially and politically active citizens. The Revolution of Dignity in 2014 activated the Ukrainian society, encouraged the emergence of new active local communities, which until then were almost not represented in the political life of the state and in fact were not involved in the process of preparing and making managerial decisions at all levels of public life. A breakdown in the established system of relations between local authorities and the public is taking place, which gives a powerful impetus to find the new models of interaction and active involvement in the decision-making process on local development of socially active citizens, public associations and social groups. In this context, the need to build an effective system of interaction and to provide local government with effective public relations, introduction of the European standards of communication “power-society” is extremely relevant, because they are the esssencial factors in legitimization of management decisions ensuring creation of conditions for real participation of the population in formation and implementation of state policy, especially in the field of local self-government. The article examines the issues of development of social institution of communication with civil society that is new for the Ukrainian society, state and local self-government bodies aimed at providing communication with local communities and creating conditions for their real participation in solution of local problems, specifying definitions, principles and rules of institutional analysis, working out the evaluation criteria system of efficiency of strategic models of communication with civil society that is used in local self-government bodies.

This paper analyses how the changing governance of animal health has impacted upon veterinary expertise and its role in providing public health benefits. It argues that the social sciences can play an important role in understanding the nature of these changes, but also that their ideas and methods are, in part, responsible for them. The paper begins by examining how veterinary expertise came to be crucial to the regulation of the food chain in the twentieth century. The relationship between the veterinary profession and the state proved mutually beneficial, allowing the state to address the problems of animal health, and the veterinary profession to become identified as central to public health and food supply. However, this relationship has been gradually eroded by the application of neoliberal management techniques to the governance of animal health. This paper traces the impact of these techniques that have caused widespread unease within and beyond the veterinary profession about the consequences for its role in maintaining the public good of animal health. In conclusion, this paper suggests that the development of the social sciences in relation to animal health could contribute more helpfully to further changes in veterinary expertise.

Reformation-era opened the opportunities for political freedom and the development of religious life among the Islamic community in Indonesia. It can be seen in the strengthening of the identity and the movements of religious groups outside the mainstream religious groups, namely radicalism. Acceptance of different narratives based on religious sentiments is shown in the public space by building a distinction between "us" and "them". There is a need for an antidote toward radical understanding that resulted in acts of terror naming the deradicalization. By qualitative methods, this study indicated that during the nine years of the establishment of the National Counterterrorism Agency (BNPT) the programs are still static because the program has not been able to minimize or even eliminate radical understanding that led to acts of terror. All elements of civil society must strengthen the deradicalization program of BNPT. Both NGOs (Wahid Institute and SETARA Institute) stated that the process of deradicalization was not only on individual problems, but the social environment also played an active role. It is the state that has the ability in the process of deradicalization, but the state must involve civil society.

The article analyzes the impact of ethno-linguistic policy on the separatism and political instability in Ukraine. The article examines the current provisions of the legislation of Ukraine on the development of language policy, as well as the provisions of the latest Law on the status of the state language in Ukraine.Ukraine has severalspecific features from the linguistic point of view, they are: bilingualism, uneven distribution of Russian and Ukrainian languages on the territory of the country and in different sectors of the social sphere, as well as ethno-linguistic, social and socio-cultural polarization of the Western, Central and South-Eastern parts of the country. The Ukrainian language was recognized as the state languagein Ukraine in 1989. This preceded the signing of the Declaration on the State Independence of Ukraine in 1991. From that moment on, the Ukrainian language is considered a symbol of the new Ukraine. Raising the status of the Ukrainian language has become one of the central issues in the process of building an independent state. The UN Security Council discussion in July 2019 on the language policy in Ukraine showed the world community's concern over the problem of ensuring the rights and freedoms of citizens and national minorities in Ukraine in connection with the adoption of the Law on the legal status of the state Ukrainian language and its use in education and public life. The analysis focuses on the trends in the development of language policy, which is the source of aggravation of social processes in the form of separatism and destabilization of modern Ukraine and attempts of its modern political regime to finally complete the reorientation from Russia to the West at the legislative language level.
