The main results of the activities of the Public Union “Ukrainian Society of Geodesy and Cartography” (PU “USGC”) and theWestern Geodetic Society (WGS) USGC in 2020 in the difficult conditions of the pandemic “Covid-19” are presented. The active actions of the Society for the protection of the geodetic industry of the countries are highlighted; cooperation with government agencies and information, especially with the State Cadastre; with production and public organizations; strong preparation for the anniversary ISTC “Geoforum 2020” and support for other scientific forums; updated business contacts with FIG and CLGE; raising the professional level of the Company’s journal; celebrating important divisions in the life of countries, industries, teams and the best professionals.

Ethnic communities in Ukraine are vulnerable in socio-economic and politically challenging conditions. National minorities today face two problems of survival: 1) maintaining consolidation; 2) deepening integration into Ukrainian society. In such a situation, an important instrumental role is played by civil society institutions, such as civic organizations representing the public interest of national minorities at the institutional level. They have real resource potential, which in the conditions of decentralization and increasing the effectiveness of relations with the state can minimize the risks of socially consolidating component of Ukrainian society. There is a need for the readiness of public organizations of national minorities to fulfill the social and management mission. One such promising step could be the process of institutional rebranding of public organizations of national minorities.The purpose of the article is to analyze the procedure of institutional rebranding of public organizations of national minorities in Ukraine. The study is aimed at a motivational action that brings together citizens who are ready for public interaction with other subjects of social and administrative relations and interested in representing the image of the national minority in the country. Institutional rebranding aims to change public perceptions of public organizations as public organizations as institutions engaging in public activity rather than socially profitable ones. They are updating the social purpose of NGOs. After all, the main tasks of modern institutional re-branding of public organizations are to enhance the social uniqueness of the public institute, to strengthen the role and importance of the organization in civil society, as well as to attract it to a wide range of citizens who increase their social responsibility in a mono-national and nation-wide environment. We propose to follow the impact of institutional rebranding of public organizations of national minorities with the help of several important principles: 1) perception of the political regime; 2) regulatory regulation of activity; 3) the nature of interethnic coexistence; 4) strengthening social and consolidating role.We are aware of the fact that in Ukraine the level of effective authority of the "third sector" is rather mediocre, and in the context of public interaction between state and non-governmental institutions a priority model of cooperation has not yet been developed. Moreover, socio-economic circumstances make it difficult to change existing perceptions of NGOs. Therefore, institutional rebranding is new, but extremely relevant, especially for public organizations of national minorities, a method of public positioning in the current conditions of development of the state and civil society.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

This article aims to identify the forms of participation of public organizations in national security. The basic methodological approach of the research is the analysis and generalization of the normative legal support and the scientific works that allowed to systematize and characterize the existing forms of participation of public organizations to guarantee the national security of Ukraine. The article emphasizes the importance of the influence of public organizations in the state of national security and the importance of a comprehensive and coordinated approach to involve public organizations in national security, generalizes and describes the forms of participation of public organizations to guarantee national security through the lens of the main forms of their interaction with the authorities of the organizations (information, control, consultation, active participation), the legal and organizational directions to strengthen the role of civil organizations in guaranteeing the National security. It is concluded that this type of research has practical value for representatives of the authorities and the public sector on possible ways to improve the role of public organizations to guarantee national security.

The aim of the article is to identify new trends, patterns of corruption in the system of government and develop approaches to improving mechanisms to prevent and combat corruption in Ukraine. In the context of reforming modern Ukrainian society, the study of the development of mechanisms to prevent corruption is very relevant. In addition, given the deepening socio-political and financial-economic crisis in Ukraine, corruption is a serious threat to national security. According to international experience, a mechanism should be clearly established for the selection of specialists to work in the public administration sector. An effective set of tools to combat corruption in the state are, first of all, prohibitions and restrictions. The focus on overcoming the factors of corruption that are inherent in the sphere of state structures is the improvement of mechanisms. One of the effective mechanisms for preventing corruption is preventive measures in public bodies with a number of restrictions and prohibitions.

Public procurement is a complex process. With the help of public procurement, governments and government agencies purchase products, services, work, creating expenditures of the state budget and taxpayers. The purpose of implementing the e-procurement system was to reduce these costs and overcome the corruption component in this area. However, there are still many issues related to the inefficiency of certain components of this system. It is determined that domestic scientists identify a narrow range of benefits of the public procurement system, which is reduced to overcoming corruption and saving budget funds. The domestic scientists identify a narrow range of benefits from the use of public procurement. This is overcoming corruption and saving budget funds. In contrast, the foreign scientists see the public procurement system as an effective tool for sustainable development, innovation. The article analyzes the shortcomings and weaknesses of public procurement at each stage of their implementation, which allows identifying the main areas of improvement of the public procurement system, and summarizes the main advantages.

Organizational culture is interpreted as a component of social management; the basic integralcharacteristic of which is an ordered system of values, representations, beliefs and normative patterns ofbehavior that provides optimal internal integration and external adaptation of an organization or socialinstitution. It is proved that public and non-governmental organizations act as voluntary associations ofcitizens aimed at achieving socially significant goals, realizing their own and collective needs withoutprofit, indicating the existence of a certain or ganizational structure.Transparent society is associated with the notion of democratic transit, which can be defined as apolitical process taking place in the existing legal state of the state and accompanied by a break in theinstitutes of the emerging political regime, the establishment and strengthening of a broad network ofdemocratic institutions of civil society and the strengthening of democratic functions of state powerstructures. Institutions of civil society in a transitive society are more adaptable to social transformations,creating the foundation for the formation of a democratic syste m of social governance.The structural components of organizational culture of the public sector of society are singled out:1) societal components (identity, archetypes of the leader); 2) value-normative components (values,organizational values and norms); 3) organizational and managerial components of organizational culture(style of management in the organization, structure of communication, socio-psychological climate). On the basis of the results of the sociological survey structural and informative features of organizationalculture in the public sector of Ukrainian society in the condit ions of democratic transit were revealed:1) in the measurement of societal components - the domination of social identity against the backdropof the strengthening of societal identity, the dominance of the creative functional in the archetype ofthe leader; 2) in the value-normative dimension - a relatively integrated value system, an orientationto the human resource and quality, the moral-psychological and communicative basis of social norms;3) in the measurement of organizational and managerial relations - the democratic and situational style ofmanagement, the average level of openness of information flows, positive socio-psychological climate.It has been determined that the development of civil society is an indicator of the democratic natureof social governance in the state, although it has certain differences in the possibilities of identifying,participating in the adoption of management decisions and their control in various sectors of society: thestate (especially in the field of management), commercial and private. Thus, democratic organizationalculture reflects the value-normative system of organizational-managerial relations of a democratic type ofsocial governance.

Problem setting. The rapid development of modern society requires the creation of new forms of cooperation and mutual understanding and requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. The total penetration of communication into all spheres of public life actualizes its significance and functional role. Modern transformational processes taking place in society necessitate the creation of responsible institutions of civil society, which include public organizations that act as a mediator between the community and the state. The level of public trust in them depends on the effectiveness of communicative activities of NGOs because successful communication is the basis of constructive dialogue between public organizations and society. Recent research and publications analysis. Ukrainian scientists study various aspects of the activity of NGOs, in particular, the development of mass and civil communication, public relations are studied in their works of such domestic scientists as: E. Pukhkal, V. Rebkalo , V. Rizun, E. Romanenko, A. Savkov, S. Seryogin, G. Sytnyk, S. Teleshun, I. Chaplai and others. Highlighting previously unsettled parts of the general problem. Understanding the general features and trends of the development of public organizations, as well as the establishment of their effective internal and external communicative activity, require more detailed consideration and detailed study. The paper aims at theoretically substantiating the tools for ensuring the effectiveness of communicative activities of NGOs as a basis for open and rational dialogue in a consolidated society. Paper main body. The issue of improving the communicative interaction of public organizations with government bodies and the media does not disappear from the agenda of either government agencies or public associations. The effectiveness of communication of public organizations in Ukraine depends primarily on the literacy of their communication campaigns, which implies the presence in NGOs of communication strategies, which involve high-level professionals with many years of practical experience. Today, the participation of Ukrainians in the social movement and the trust in the institutions of the third sector and their influence on the development of society and community are growing. The results of the study showed that the efficiency of communicative activities of NGOs directly depends on public confidence in them. Social networks are a unique platform for consolidating different groups of actors based on the commonality of their interests, and as a result of communicative interaction, there is a large-scale synergetic effect. This way of showing civic activity can be considered the most efficient and widespread. The article considers the advantages and risks of the use of social networks by public organizations in the communicative activity of the public sector, outlines several rules of communication in social networks for public organizations. The article states that the effectiveness of communication of NGOs also depends on cooperation with journalists and the choice of audience. The quality of feedback and the level of public trust in NGOs depend on the ability to convey relevant information to the audience in a timely and high-quality manner. We should not underestimate the growing role of public organizations in the consolidation of society, a necessary condition for which is the creation of a single information space. National consolidation will be successful when the state policy in this area is complemented by the activities of civil society institutions, their effective internal and external communication activities. In our opinion, there is a necessity to establish consolidated communication as a process of multifaceted communication within society through various communication channels and tools to strengthen, unite, integrate and pull together society to form a common coherent approach to solving societal problems. Conclusions of the research and prospects for further studies. Effective NGOs, as an element of civil society, are the catalyst for its development. Every NGO, since its inception, seeks to plan its activities in such a way as to achieve its goals in the shortest possible time, to become known, to influence public opinion. This area is an important factor that affects the necessity for communicative interaction between the state and civil society. Among the tools for ensuring the efficiency of communicative activity of NGOs, we consider it appropriate to name: the presence of feedback and the level of public confidence in them; literacy of public communication campaigns; correct use of social networks in the communicative activity of the public sector; establishing active cooperation with journalists; definition of the target audience; use of modern communication formats; selection of communication channels that correspond to the target audience; establishing consolidated communication. Further research in this direction should be aimed, in particular, at an in-depth studying of consolidated communication as a major factor in the consolidation of Ukrainian society.

The article examines the main activity directions of non-governmental organizations in China in terms of the retrospective, general trends in the present-day period and specificity of this activity in PRC and the trans-border territories of the Russian Federation. Each of the three periods of existence of the public organizations of compatriots – pre-revolutionary, Soviet and post-Soviet — has both common traits and their specificity. The first voluntary organizations for support of Russian compatriots in China appeared in terms of public initiative in early XX century. As long as a system of state support of those migrated was absent in China, the emigrants created public organizations that assisted the compatriots materially and spiritually. Compatriots’ organizations arranged «Days of Russian Culture», supported opening and existence of schools and libraries, created a Russian-speaking media space. The break-up of the USSR stimulated not only the migration processes but also consolidation of the Russian diaspores around the world, appearance of new forms of organizing the compatriots living in various countries. In the modern period the state participates actively in integrating activities of public compatriots’ organizations in the far abroad because it comprehends that these organizations scattered around the whole world are unable to fully perform defense of the compatriots’ interests, to support the Russian-speaking mass media, to preserve affiliation with the Russian culture, traditions and the language. Beginning from early 2000, the Russian federation and the People’s Republic of China have been developing inter-governmental cooperation in the + sphere of assistance to compatriots, counteraction to illegal migrations. Intensification of regional cooperations has become a new direction. In Zabaikalye Territory, the cooperation with public organizations of Russian compatriots in China is carried out by the territorial Ministry of International Cooperation and Foreign Connections. The article states major directions and forms of work with Russian compatriots in China at the regional level. It makes a conclusion that the Russian Federation places great emphasis to strengthening of partner cooperation of compatriots with Russia, the government tries along with the public to determine new and most prospective direction of activities. In China, the integration of business community, integration of youth organizations can be referred to such directions.

Abstract.  One impact of the development of information technology is the use of websites as a medium to facilitate the dissemination of information. One type of website that is widely used by government agencies, education, industry and public organizations is a website profile. Palang Merah Indonesia (PMI) Kota Tarakan is one of the public organizations engaged in humanity in Tarakan City. Current conditions, PMI Kota Tarakan does not yet have a media information in the form of a website that can be used to disseminate various information related to PMI Kota Tarakan activities to the public, so a process of developing a profile website for the PMI Kota Tarakan is needed. The main objective of this community service activity is to produce a PMI Kota Tarakan Profile Website to support the PMI Kota Tarakan. Website development process is done by using PHP (PHP: Hypertext Preprocessor) as a scripting language and MySQL as a database server. The final result of community service activities in terms of developing this website is a website that is able to provide convenience for the PMI Kota Tarakan in terms of providing information to the public, specifically related to the activities carried out by the PMI Kota Tarakan.Keywords: information, PMI, Tarakan, websiteAbstrak.  Salah satu dampak dari berkembangnya teknologi informasi adalah pemanfaatan website sebagai salah satu media untuk memudahkan dalam menyebarkan sebuah informasi. Kondisi yang ada saat ini, PMI Kota Tarakan belum memiliki media informasi berupa website yang dapat digunakan untuk menyebarkan berbagai informasi terkait dengan kegiatan PMI Kota Tarakan kepada masyarakat, sehingga dibutuhkan sebuah proses pengembangan terhadap website profile bagi PMI Kota Tarakan. Tujuan utama dari kegiatan pengabdian masyarakat ini adalah menghasilkan sebuah Website Profile PMI Kota Tarakan untuk mendukung PMI Kota Tarakan. Proses pengembangan website dilakukan dengan menggunakan PHP (PHP: Hypertext Preprocessor) sebagai bahasa scripting dan MySQL sebagai database server. Hasil akhir dari kegiatan pengabdian masyarakat dalam hal pengembangan website ini adalah sebuah website yang mampu memberikan kemudahan bagi pihak PMI Kota Tarakan dalam hal memberikan informasi kepada masyarakat, khususnya terkait dengan kegiatan-kegiatan yang dilakukan oleh PMI Kota Tarakan.Kata kunci: informasi, PMI, tarakan, website.

Arts turned to the background of the attention of public administration proceeding from the fact that our country is in a rather difficult political and economic situation. Therefore, it is not surprising that globalization processes affect the weakest, from a managerial point of view, state-building aspects. Art is the philosophical and spiritual layer of social consciousness, which is not manifested as clearly as, for example, some industrial branches, but its significance does not become less from it. The proof of the magnitude development of arts’ state management is an example of some negative globalization impact on modern Ukrainian society. Also relevant is the consideration of the conceptual public administration approaches to professional and amateur arts, their transformation into modern conditions of society development. The transformation of conceptual approaches to public administration is dedicated to a large number of studies by leading Ukrainian scholars. Each of them made a significant contribution to the state-management transformations development of almost all branches of government. The aim of the article is to consider the conceptual approaches of public administration transformation to professional and amateur arts through the analysis of scientific research of modern Ukrainian scholars. In the management there is always a public authority or its official, the other part is a citizen, or an association of citizens, an enterprise, an institution, an organization. And if in public administration a citizen is the main subject of publiclegal relations, then public administration of professional and amateur art aims more broad on the population of the country. It has been concluded that in the broad sense the state administration of art will be understood as a system of social development management. This is disclosed through the activities of public administration and local government. They are fully accountable to the public and operate in their interests, with the help of co-ordination of decisions on the development and implementation of state policy on the development of professional and amateur art.
