This paper discusses complex problems of the second virgin land performance - livestock production development. The study analyzes specific conditions in the late 1950s when a massive campaign began; it was widely covered in the periodicals. The author and ideological inspirer of the new project was N.S. Khrushchev, he believed that the farms established on the virgin lands had all the necessary resources for the effective development of the livestock industry. In this regard, in the paper, special attention is paid to the study of a real state of affairs in state farms organized shortly before as well as their potential capabilities identification. At the same time, feature characteristics of the second virgin land performance on the territory of the Orenburg Territory were noted. The information given in this paper allows us to trace the dynamics of animal husbandry development in the virgin regions. We study the impact of the campaign on the development of traditional pasture and stall (stall-pasture) livestock, characterized by the main ways to improve production efficiency. We raise a problem of providing virgin lands with human resources - specialists demanded directly in the livestock industry. The conducted research allows us to assume that the result of the second virgin land performance was a unique experience; however, the results of this campaign are mixed.

Attention is drawn to the fact that the livestock industry occupies a leading place not only in the economy of many European countries, but also is crucial in ensuring their food security. Foreign experience of revival and development of the livestock industry is considered. It is indicated that an important component of ensuring the stable development of each country, the life of society and the livestock industry is state policy. The role of state policy of European countries and mechanisms for its implementation in this important process are defined. It is established that the state policy measures of various European countries focus on the development of programs for state assistance to the development of farms in order to increase their competitive ability, financial support for their producers and provide various types of resources. At the stage of developing a state policy and for the purpose of its effective implementation, a system of means, tools and methods is determined by which the policy implementation mechanism is formed. Common features in the development of animal husbandry in different European countries are identified and its features are highlighted. Taking into account global trends, priority areas for the development of such sub-sectors of animal husbandry as cattle breeding, pig breeding, and sheep breeding are identified. It is noted that for the further effective development of Agriculture and the maintenance of animal husbandry in the most vulnerable rural areas, an important role is played by state regulation mechanisms aimed at social security of existing producers, especially young farmers in areas where agriculture is their main source of income. It is proposed to continue creating appropriate conditions for the full entry of animal husbandry into efficient production and full provision of the domestic market with high-quality, competitive, environmentally friendly livestock products.

Domestic agricultural enterprises do not have a high level of innovation activity, however, stable and competitive operation of an agricultural enterprise is impossible without its innovative activity. Stabilization of the situation in the agricultural sector with the current level of competition and constant technological variables, the innovative vector of development is the driving component of economic growth. Activation of innovation of domestic agricultural enterprises is one of the important prerequisites for stability and sustainable socio-economic development of the country. Consequently, the effective functioning of the livestock industry is possible only under the conditions of systemic and purposeful innovation aimed at finding a variety of new opportunities provided by the business environment. The innovation process in domestic animal husbandry is clearly aimed at the end result - a certain socio-economic, technical or environmental effects. The efficiency of animal husbandry is determined after the introduction of innovation, calculated by the method of evaluation of investment projects. On the example of Lviv region we analyzed the conditions of innovative activity in animal husbandry, assessed the modern innovative potential of the industry, established the features of its innovation and investment activities. SWOT-analysis is an important component of assessing the position of livestock enterprises in the region. It should be recognized that the innovative activity of livestock enterprises is mainly associated with the final stage of the innovation process – the development of innovations. In 2020, farms of all categories of Lviv region compared to 2019 decreased meat production (sales for slaughter of farm animals in live weight) by 1.6 %, milk – by 4.7 %, eggs – by 0.3 %. cattle on farms of all categories on January 1, 2021 amounted to 144.4 thousand heads (including cows – 86.2 thousand heads), pigs – 346.1 thousand heads, poultry – 10.5 million. heads. Compared to January 1, 2020, the number of poultry increased by 5.7 %, pigs – by 4.1 %, the number of cattle decreased by 8.2 % (including cows – by 8.6 %). Innovative activity of the livestock industry is formed under the influence of the domestic innovation system and has its own specifics, which is caused by the peculiarities of agriculture. Most innovative projects are aimed at introducing innovations that contribute to the intensification of animal husbandry and increase the competitiveness of products. Thus, on the basis of innovative development of animal husbandry it is possible to achieve a significant increase in the competitiveness of agricultural enterprises, which will allow Ukrainian producers to achieve significant results in world markets for agricultural products.

To solve the problems of installed trival, resource waste, hammerhead falling off and improve the poor abrasion resistance of hammer handle under the crusher hammers working condition, the new combined type crusher hammers were designed by connecting separated hammer handle and separated hammer head. When hammer head were worn badly, we just replaced hammer head and don't have to remove the shaft rod. This design can save a lot of time and labor force, improve production efficiency and we can save a lot of resources by reusing the hammer handle; At the same time, hammer tip was casted with liquid-liquid bimetal composite casting technology of casting, under the premise of guaranteeing the wear-resisting, which can also ensure that the impact toughness of the joint. Validated by actual working condition, hammer handle can be replaced at least five times for this design of hammer, and each group has 24 hammer heads, every 5 sets of hammer heads can save 1200 kg metallic materials, 1800 KWh and CO2 emissions dropped by 1795 kg.

The purpose of the article is to carry out an analysis and improvement of the methodological approach for estimating and forecasting socio-economic devel-opment of regions. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as: expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the region; economicmathematical analysis – to study the influence of a defined group of indicators on the level of development of the region; abstract-logical – for a theoretical synthesis and formulation of conclusions. The results of the study suggest that the introduction of a sound scientific and methodological approach to assessing and forecasting the level of development of the country and regions in particular will allow not only to identify problem areas in the development of the respective territories, but also to get the potential investor reliable information about the real state of affairs and to determine the justification of further investment in the activity of the research object. Using an unjustified scientific and methodological approach not only can distort the real state of affairs in the regions and the country in general, but also send limited financial resources of the State and local budgets in the conditions of the crisis to improve the indicators that have a minor impact on the development of the economy. It is proved that in current crisis conditions, the functioning of the national economy, state authorities should implement a more effective discretionary fiscal policy aimed at reducing the tax burden in the formation of the wage fund of the socially vulnerable population. The errors, ob-tained during misuse of information technologies in the assessment of socio-economic development of regions are revealed. The scientific and methodological approach to determining the coefficient of competence of experts and the value of 1 point of qualification competences during the construction of forecast scenarios and the development of regional economic development programs using intuitive fore-casting methods has been improved. Proposals for improving the system of taxation of the socially vulnerable population are developed.

The relevance of the study is explained by the fact that the combination of branches of livestock farming and crop production within agrarian enterprises creates a certain complexity in the use of material, labour and land resources and makes it necessary to create an optimal ratio on the basis of the formation of the most perspective and efficient industries. However, the contradictory and controversial nature of the data on the impact of various interconnected factors, the presence of primarily theoretical modelling while determining the optimal level of specialization of agrarian enterprises does not allow to achieve a given level of efficiency and efficiency of functioning performance Therefore, the purpose of the research is to provide scientific substantiation of the efficiency improving directions of agrarian enterprises through their specialization improvement. They are the empirical basis of the structured choice of directions to increase the functioning efficiency of agrarian enterprises. For the crop production industry, the main direction that will increase the management efficiency is the crops productivity increase due to the production profitability increase for the most management conditions. It was determined that regional features are important for plant cultivation and animal husbandry sectors while determining the influence factors on specialization. It was found out that for both industries, the negative impact of labour security and ineffective management practices are typical, and state support through subsidies for agricultural enterprises does not guarantee the increase in the production efficiency.

Purpose. To determine the impact of development of the domestic feed market on the efficiency of livestock industry in agricultural enterprises of Ukraine. Methods. The theoretical and methodological basis of the study was the dialectical method of cognition. The study used specific methods: monographic, economic and statistical, analysis and synthesis. Results. It is established that the Ukrainian market of compound feeds and premixes shows a tendency to the decrease in the level of production and reduction of demand, except for the poultry industry. Positive factors of domestic feed market development are highlighted – growth of demand for roughage (silage and haylage), increase of meal production, growth of cattle and poultry productivity in agricultural enterprises due to optimization and balance of rations feed conversion and share of feed cost in cost structure decreases. Negative factors and threats to the market have been identified – a decrease in the number of farm animals, low purchasing power of consumer companies and farms, lack of state support for livestock, rising prices for forage crops and increase in the cost of livestock products. Conclusions. The domestic feed market in Ukraine is developing in terms of increasing the industrial production of feed, meal and premixes for farm animals. Activation of the domestic feed market has a positive effect on the animal husbandry efficiency. Development of the domestic feed market requires: efficient participation of the state in terms of creating a regulatory framework for economic relations between market participants, a balanced foreign policy on export-import flows of feed and feed resources, strict regulation of feed quality and safety in the “soil – plant – feed – animal” system.

AbstractWithin the mountain altitudinal vegetation belts, the shift of forest tree lines and subalpine steppe belts to high altitudes constitutes an obvious response to global climate change. However, whether or not similar changes occur in steppe belts (low altitude) and nival belts in different areas within mountain systems remain undetermined. It is also unknown if these, responses to climate change are consistent. Here, using Landsat remote sensing images from 1989 to 2015, we obtained the spatial distribution of altitudinal vegetation belts in different periods of the Tianshan Mountains in Northwestern China. We suggest that the responses from different altitudinal vegetation belts to global climate change are different. The changes in the vegetation belts at low altitudes are spatially different. In high-altitude regions (higher than the forest belts), however, the trend of different altitudinal belts is consistent. Specifically, we focused on analyses of the impact of changes in temperature and precipitation on the nival belts, desert steppe belts, and montane steppe belts. The results demonstrated that the temperature in the study area exhibited an increasing trend, and is the main factor of altitudinal vegetation belts change in the Tianshan Mountains. In the context of a significant increase in temperature, the upper limit of the montane steppe in the eastern and central parts will shift to lower altitudes, which may limit the development of local animal husbandry. The montane steppe in the west, however, exhibits the opposite trend, which may augment the carrying capacity of pastures and promote the development of local animal husbandry. The lower limit of the nival belt will further increase in all studied areas, which may lead to an increase in surface runoff in the central and western regions.

Abstract Introduction The establishment of a legal market for medicinal cannabis under the Dangerous Drugs Amendment Act 2015 has positioned Jamaica at the forefront of cannabis law reform in the developing world. Many local cannabis businesses have attracted investment from overseas, including from Canada, US and Europe. Aim To explore the opportunities and risks of foreign investment in an emerging domestic legal cannabis market in a developing country. Methods Thematic analysis of semi-structured face-to-face interviews with 22 key informants (KIs) from the Jamaican government, local cannabis industry, academia and civil society, and field observations of legal and illegal cannabis cultivators. Results KIs from the Jamaican public agencies and domestic cannabis entrepreneurs saw foreign investment as an essential source of capital to finance the start-up costs of legal cannabis businesses. Local cannabis entrepreneurs prioritised investors with the greatest financial resources, brand reputation and export networks. They also considered how allied an investor was with their business vision (e.g., organic cultivation, medical vs. recreational). The key benefits of partnering with a foreign investor included transfer of technical knowledge and financial capital, which enhanced production, quality assurance and seed-to-sale tracking. Some KIs expressed concern over investors’ focus on increasing production efficiency and scale at the expense of funding research and development (R&D) and clinical trials. KIs from the local industry, government agencies and civil society highlighted the risks of ‘predatory’ shareholder agreements and domestic political interference. Concerns were raised about the impact of foreign investment on the diversity of the domestic cannabis sector in Jamaica, including the commitment to transition traditional illegal small-scale cannabis cultivators to the legal sector. Conclusion While foreign investment has facilitated the commercialisation of the cannabis sector in Jamaica, regulatory measures are also needed to protect the domestic industry and support the transition of small-scale illegal cultivators to the legal regime. Foreign investments may alter the economic, social and political determinants of health in transitioning from illegal to legal cannabis market economy.
