Introduction. The economy of any region includes various types of activities. Building development models of individual sectors of the economy contributes to the rational allocation of productive forces, expedient use of economic resources as well as to the comprehensive development of the country’s regions. This determines the relevance of the chosen research topic. The main objective of the analysis is to build models of functioning of the main types of economic activities in the regional context. Materials and Methods. The conducted research applied multidimensional techniques of the regression and factorial analysis by building dependencies of the volume of economic activities of various sectors of the regional economy (based on the initial socio-economic indicators provided by the Territorial Authority of the Federal State Statistics Service in the Republic of Mari El and the integral indicators obtained on their basis). Results. Modeling the region’s economic activity made it possible to identify the factors the change of which directly impact the functioning of the relevant sectors of the economy. In agriculture and the construction sector, the cumulative factors that largely characterize the functioning of these types of activities have been identified based on the integral indicators: the factor of livestock production and the factors of commissioning apartments and living space. The study has proved the greater focus of agriculture in the region on the livestock products with a bias on milk production. The analysis of the construction sector in the Republic of Mari El has revealed the predominance of the commissioning of residential buildings as compared with the construction of industrial and civil buildings as well as social and cultural facilities among the implemented construction projects. Modeling the transport sector has proved a significant dependence of the volume of passenger traffic in the Republic of Mari El on the availability of private vehicles. Discussion and Conclusion. To provide further progressive development of the agriculture and the construction sector of the region, great attention should be paid to the development of crop production within the agro-industrial complex of the Republic of Mari El as well as to the construction of industrial and civil buildings, social and cultural facilities. The results obtained can be used when conducting research on the development of the regional economy or drawing up strategic plans for the functioning of the economic sectors.

The article considers the issues of increasing the level of economic diversification as an effective direction for achieving the strategy of sustainable development of the region. The paper carries out the analysis of the current state of the economy of the Sughd region of the Republic of Tajikistan, calculates the sectoral indicators of diversification and the average level of diversification of the regional economy. An assessment based on the existing methodology showed the need to continue the diversification process, but does not indicate which industries should be diversified first. In order to identify priority sectors in carrying out diversification, a ranking matrix for economic sectors has been developed. The diversification coefficients and the structural coefficient were used as indicators in the matrix, which makes it possible to assess the existing level of diversification of the region’s industries and determine the priority sectors (trade, agriculture and industry), which have the necessary economic potential. The article also considers the experience of successful countries that have reached a high level of economic development as a result of increasing the level of diversification, on the basis of which recommendations for the Sughd region of Tajikistan are substantiated in order to achieve sustainable regional economic growth. The research results can be used in the processes of developing a strategy for the development of the country’s regions and state regulation of spatial development.

The article presents the author’s approach to the role, importance and opportunities of applying the balance method and the technique of cross-industry balances in the process of labor market formation in agrarian regions. Today the balance method is one of the elements of methodical tools in statistical institutions as well as in departmental analytical structures. However, in most cases it is not adapted to market economy requirements, which results in leveling both its methodological advantages and possibilities of practical implementation. In this regard, the aim of the conducted research was the evaluation of opportunities to use the methods of forming cross-industry balances to facilitate the development of staffing mechanism in the agrarian and industrial complex at the regional level. On the basis of the conducted monitoring of the territorial and branch specialization of the Republic of Crimea the author calculates the forecasted indicators of balanced staffing of the agrarian and industrial complex of the region taking into account quantitative and qualitative needs of agrarian enterprises for human resources together with the opportunities of higher and professional education system in agriculture. The paper reveals the imbalance in quantitative and qualitative characteristics of agrarian and industrial complex staffing. The author develops and approves the methodical approach to the assessment of the balanced mechanism of forming human resources capacity in the agrarian sector of the Republic of Crimea. The practical approbation of the suggested method allowed to determine the following forecasted levels of staffing needs in the agrarian and industrial complex of the Republic of Crimea: agriculture in general – 27,6 thousand people, crop production – 17,3 thousand people, livestock production – 6,4 thousand people, food industry – 18,2 thousand people. The perspective direction of further studies is the development of recommendations for providing the conditions for implementing state management mechanisms of the regional system of staff training in the agrarian sector of economy of the Republic of Crimea.

Technical supply of enterprises of agro-industrial complex is one of the important factors of their industrial and economic development. This factor takes place when processing soils, harvesting and selling agricultural products. So, the crop production directly depends on the technical provision of the village with tractors, combines and other agricultural machines, which make it possible to apply and timely fulfill all agronomic requirements. The main reason of deterioration of the material and technical base is the lack of financial means for farms to purchase machinery and equipment, as well as weakened government support, and reduced investment in the development of agriculture. The volume of agricultural production and results of agricultural organizations depend from the timely and full provision of agriculture with material and technical resources, as well as the effectiveness of their use. Optimal formation and rational use of the material and technical base of agriculture has a direct impact on the performance of the entire agro-industrial complex. Effective use of agricultural resources is possible with increasing intensity of agricultural production on the basis of a highly developed material and technical base. At present, agricultural enterprises do not have a complex of machines for mechanizing agricultural production, that corresponds to the achievements of science and technology in this field, and it is very difficult to use the existing outdated material and technical base as the basis for increasing the intensity of agricultural production in modern conditions. In this connection, a particular urgency in modern conditions acquires the ways of technical re-equipment and integrated mechanization of agriculture.

Structural changes in agriculture, rural areas and regions, as well as in economic activities related to the production and trade of agricultural products, most often occur as a response to periodic changes in general economic and social conditions. In order to formulate effective policies and strategies, policy makers need adequate information about the main structural changes in agriculture. Therefore, based on the information framework of the Statistical Office of the Republic of Serbia, the article primarily focuses on changes of agricultural output in Serbia, respectively changes in crop and animal production, and agricultural services. The research aims to analyze changes in the structure of agricultural output in the period from 2007 to 2019 in order to identify its future trend by applying the forecast function. The research results show that the agricultural production of goods and services will keep the positive trend with a dominant share of crop production.

The Republic of Crimea has the potential and opportunities for the development of the agricultural and industrial complex, foreign trade relations, and the tourism cluster. However, the lack of modern transport infrastructure is a serious limiting factor for the economic growth of the region. The organization of transport and logistic flows in modern conditions is difficult due to both political and economic factors. It is the current state of the infrastructure which causes additional costs for shipping carriers. According to statistics of the Federal State Statistics Service in the Republic of Crimea, high transportation costs are the third most important limiting factor in the development (after the insolvency of buyers and the lack of financial resources) of the peninsula’s trading sector. Creating and modernizing the infrastructure is a systemic task connected both with the improvement of the logistics efficiency of the Crimea and directly with the intensification of the manufacturing sectors, and with the integration of these areas into the economy of the Russian Federation. In order to increase the capacity of freight and passenger transportation, it is necessary to reconstruct the entire transport system of the peninsula. Large-scale projects transforming the transport framework of the peninsula include the construction of the Crimean Bridge, the “Tavrida” highway and the new terminal of the International Airport “Simferopol”. The article shows that developing port and logistics facilities, implementing related investment projects require creating an accompanying social and engineering infrastructure. Improving the transport constituent will give a powerful impulse to the development of the tourism sector, will allow to implement the social and economic opportunities of the peninsula by increasing the tourist flow, reducing the cost of transportation, marketing and delivery of goods and the growth of transport accessibility of the territories.

Agriculture is the central link in the agro-industrial complex, an important source of income and an instrument for ensuring the country's food security. In modern research works, the fundamentals of the development of the technical base of the agricultural economy sector have not been practically revealed. Issues related to the formation and functioning of the agricultural machinery market remain unresolved. In this regard, the search for solutions to the problem of complex mechanization of agriculture is becoming especially relevant in modern conditions. The scientific novelty of the work is to justify the need to improve technical equipment and practical recommendations for the development of the innovative base of agriculture. Provisions that determine the scientific novelty of the study are: to identify the main trends in the changes in the elements of the material and technical base of agriculture in the Republic of Tatarstan and to reveal the necessary modernization and innovative development of the technical base. The practical potential of the research results is to increase the economic efficiency of the technical base of agriculture in the republic. Theoretical and practical results of the study can be recommended for use in the formation of programs for the development of technical equipment of the republican agrarian sector, planning of agricultural production, economic analysis of the economic activity of agricultural enterprises and organizations. Not only the development of the agro-industrial complex as a whole, but also the improvement of the quality of life of the population and its provision with food products depend on the efficiency of using the technical base. The most important agricultural sector in our country is crop production, which produces about 60% of this type of product. The priority area for agricultural development is stable technical support for business development. The solution to this problem largely depends on the use of structural elements of the technical base, on the conditions of its operation and reproduction, on susceptibility to various innovations and on high adaptability to a changing external environment.
