The digital transformation of the judiciary actualizes scientific problems of a managerial nature related to the search for more effective organizational forms of judicial activity in modern conditions. The purpose of the study is to justify the scientific concept of the organization of judicial activity, the content of which would make it possible to improve the processes of intrasystem management of the activities of the courts to achieve the goals of the formation of the information society and digital economy. The worldview and methodological basis were the work of scientists and the methods used by them in the analysis of the general theory of public management and public administration. The modern scientifically grounded concept of the organization of judicial activity is a system of guiding ideas that define, for a clearly defined perspective, the tasks, principles, directions and organizational and legal forms of public administration in the judicial sphere to achieve national goals. The content of this concept is an intra-system organizational and management activity, considered in two aspects: functional (goals, objectives, principles, directions, forms and means) and institutional (legal statuses, structure of the judicial organization, judicial self-government bodies, public service). It is argued that the intrasystem judicial management reveals the content of the analyzed concept. The authors, analyzing the terms «judicial management» and «judicial administration», consider them close, but not identical, the criterion for distinguishing them is the professionalization of subjects of organizational and managerial activity. The work defines the strategic goals of the judicial management, its main directions. The conclusion is substantiated that a new type of judicial organization will reflect its technological effectiveness and will result from the modification of its model: from the organization of judges and judicial personnel to the model of a unified organization of judges, court administrations and information systems. This organizational regularity will need to be taken into account in judicial reform plans.

European countries have been reaffirtmating the role and the significance of agricultural multifunctionality for rural areas development. The transition countries have to make the assessment of their weaknesses and opportunities before facing the necessary significant investments in agriculture, rural settlements and deprived rural areas. Overall economic development should provide for further agriculture employment reduction, along with taking measures for the agriculture farms modernization and changes in the structure of agriculture production, within the process of integrated rural development. Declining population at mountain areas might be a prerequisite for intensified farm restructuring, namely through development reorientation, achieving more balanced agriculture economy, along with rediscovering comparative advantages in the development of new activities linked to social changes and changes in lifestyle - green tourism, leisure activities, health care, as well as to forestry, traditional crafts etc. Subsequent to European experience in maintenance of the necessary level of spatial development in sparsely populated and neglected rural areas, the development of priority mountain areas in Serbia should be defined at national level, and the new system of support should facilitate the preparation and the implementation of different projects for integrated rural development of this priority areas.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.

The development of rural areas is solved by the regional policy from a great part. Since every country implicating and applying this support system is identified by its geographical and political specifics, many problems rise also in the Czech Republic and they complicate the implementation of the regional policy principles in the final result. The possibility of improving this situation is given through identification of the relevant problems and the realization suggested actions. The problem areas in rural municipalities development requiring solution are as follows: poor transport services, non-existing cooperation inside the transport and mutual losses compensation, poor technical equipment of municipalities, securing a constant support of rural development, establishing functioning ties to the community center areas in the micro- regions, establishment of foundations, decomposition of rural development aims, public administration. AbstractCultural heritage can play a very important role in local and regional development with economic and social effects. The European Union (EU) outlined a specific measure that is aimed at the protection and development of rural heritage within rural development policy in the programming period of 2007–2013. The main aim of this paper is to assess economic and social impacts of projects supported by EU Rural Policy in the Czech Republic during the period of 2007–2013. The implemented projects were located mainly in peripheral rural areas, both near to borders and in inner peripheries, which means that the measure was geographically well targeted. The results of the measure contribute to the restoration and reconstruction of historical monuments, churches, cemeteries and small sacral monuments which create an environment in rural settlements. This environment is very important for the community life and strengthening local identity. In the field of economic development, the results of this measure demonstrate only limited effects in supported villages.

In addition to the involvement of public administration (PA) as a catalyst for economic development, today we are witnessing the need to enhance innovation in PA itself, with a commitment to maximizing efficiency, effectiveness, performance, and to improve quality of public service. In PA, the emerging theory of innovation represents a combined effort between conventional organizational innovation tools such as strategic planning and modern ones such as Information and Communication Technology (ICT) and e-governance. With regard to this challenging situation, this paper seeks to present a substantial literature concerning the theory of innovation, New Public Management (NPM), ICT, and e-governance. Furthermore, using a qualitative approach based on centered semi-structured interviews, this article illustrates the current activities conducted by the Lebanese government, specifically the Office of Ministry of State for Administrative Reform (OMSAR), compared by data gathered from platforms and databases from Romanian PA such as Ministry of Communication and Information Society, OECD, DESI index, and Eurostat on ICT and e-governance at European level. The paper results reveal the significant effect of innovation in Romanian PA paving the road toward facing the challenge to achieve its digital 2020 agenda and contributing to transparency, efficiency, effectiveness, community participation, and development of public service. However, Lebanese PA should join and shake hands to strengthen the adoption of innovation in its public corridors and should cross the notion of “still born” application of ICT to a fruitful implementation contributing to strategic innovation in public services and improved PA efficiency and performance.
