This article discusses rating issues in the context of assessing the quality of higher education. In recent years, ratings have become an important attribute of the global educational services market. The main factor of the university's competitive success is its reputation in the national and international educational areas. Therefore, the institution chooses to participate in a particular rating based on its mission. The article tells about the experience of participation of the Korkyt Ata Kyzylorda State University in national and world rankings. It is noted that the worthy position of the Korkyt Ata KSU in the ratings is another confirmation and recognition of the quality of education in the university, the result of the painstaking work of the entire university staff. To improve the position of the Korkyt Ata KSU, the main directions are defined in the ratings.

The article presents the results of an empirical study whose purpose was to identify students’ assessment of the quality of education at a regional university. The study was conducted on the basis of Udmurt State University as part of the research project “Transitive University in the face of global, national and regional challenges” in February-March, 2019. In total, 611 full-time students were interviewed. Despite the fact that the university is on the 228th place out of 2060 organizations engaged in research activities and is of high potential, the quality of education as a whole is estimated by students at a low level and the main complaints are reduced to the poor state of the facilities of the educational environment and the practice organization.

The article assesses the quality of educational services of the University on the example of fgbou VO “KubSTU”. The concepts of quality of education and educational services are considered, which determine the main components of quality of education, consisting of four parameters: the object of receiving services, the subject of providing services, the process of providing services, the degree of customer satisfaction. Based on these components, the analysis of the quality of education “Kuban state University”, in which was investigated the following categories: number of students enrolled in the University, average grade of students enrolled in College on a budget, the number of educational programs, quality workforce, research and innovation activities, the level of satisfaction of employers with graduates. Based on the analysis of the main indicators characterizing the quality of educational services, it is concluded that quality management in “KubSTU” is effective and provides a high level of training of graduates, and to achieve modern quality of educational services of the University it is necessary to improve the quality system of education at all levels of management of higher education institutions.

The analysis of the results of a questionnaire survey of heads of institutes, departments and members of Academic board of the State University of Management on a set of issues related to goal-setting in teaching managerial personnel has been presented. It has been revealed, on the one hand, a variety of respondents ‘ points of view, on the other hand, the presence of a sufficiently high degree of unanimity in goal-setting and ways of exit of the University to the trajectory of effective development. It has been concluded, that it is necessary to take serious measures to improve the quality of higher education using, first of all, rich domestic experience and strategic guidelines in the socio-economic development of the country.

The uniqueness of the special course program “Monitoring the quality of education in the context of interaction with stakeholders” is to take into account the sectoral context and the actual results of monitoring studies of quality training of vocational (professional and technical) education at the Bila Tserkva Institute of Continuing Professional Education. The article considers the purpose, objectives, andragogical principles of building a special course program. The content and logic of the special course, which reflects the movement from the analysis of the concepts of quality of education, quality of educational activities, educational monitoring and monitoring of the quality of professional development, to practice-oriented issues of monitoring research on the quality of education and educational services in the context of interaction with stakeholders. The generalized indicators on results of diagnostics of students of advanced training courses during approbation of a special course “Monitoring of quality of education in the context of interaction with stakeholders” are presented.

This chapter focuses on the problem of assessing the quality of higher education. It has been identified that the quality assessment of higher education consists of external and internal assessment of educational services quality. External assessment of educational services quality is carried out by all economic entities that are consumers. Internal assessment of educational services quality should be carried out by the university itself. For these purposes, the university develops a quality management system and organizes a department responsible for organizing and monitoring the quality of educational services. Internal assessment of educational services quality includes such parameters as the quality of student training and the quality of teaching at university. A rating assessment of students' knowledge is developed at university to control the quality of students' training. A rating assessment of the university academic staff is carried out to maintain the quality of teaching.

The article highlights the peculiarities of the justification of the concept of “quality of education” in modern scientific discourse. At the same time, the investigated phenomenon is presented in the interpretation of the systemic and synergistic approaches. It is noted that the synergy of systematic and synergistic approaches can serve as a theoretical and methodological justification for the quality of education. In the context of systemic and synergetic approaches, modern realities of introducing the basic principles of the quality of education and its expert support in the national higher school are analysed. It has been proved that taking into account the best European principles for ensuring the quality of education and own vision of the solution of the problem will allow accelerating the processes of reforming the education sector in Ukraine.

The method used in this research is descriptive research method is a method in researching the status of groups of people, one object, one condition, with a system of thought or one class of events in the present. The results achieved in the quality of education in the University Dehasen Bengkulu, although the implementation of the financing has not run optimally, does not mean not having good results. The process of higher education quality assurance is a strategic priority for the development of higher education in Ukraine. To meet the EHEA standards in the sphere of higher education for the Ukrainian HEIS to cooperate with European ones; the conceptual foundations of the reform of higher education, which are designed to provide quality educational services, are to be considered. Modern higher education policy in the European Higher Education Area to ensure the quality of higher education involves the involvement of various stakeholders in the functioning of higher education, including NGOs and associations, employers, local communities, and active citizens. Departmental HEIs began to form an internal system of quality assurance in higher education in 2016. At this stage, the relevant provisions have been developed, which regulate the distribution of powers to ensure the quality of education between different services and departments of the university. Based on the analysed documents, it was concluded that some structural units for quality assurance in higher education in departmental HEIs have not yet been formed, and the functions of compliance with quality standards are assigned as additional to existing structural units. Based on the analysis of news from the websites of departmental HEIs of Ukraine, it was concluded that departmental HEIs cooperate with international and Ukrainian non-governmental organisations whose activities are related to law enforcement. The priority of cooperation between HEIs and non-governmental organisations, which is publicly available on the websites of universities, is joint educational activities, training, conferences and round tables, professional development of employees. There are no documents outlining the influence of non-governmental organisations on ensuring the quality of educational services and information on the practical dimension of cooperation in ensuring the quality of educational services on the websites. The conclusion is made about the need to develop mechanisms for the cooperation of departmental HEIs of Ukraine with non-governmental organisations and the algorithm of the promulgation of this process.

Competition to attract international students continues to grow and understanding the factors that influence study destination choice is critical to the marketing efforts of nations, states, and institutions. This surveybased study of international students at Michigan State University demonstrates that they appear to choose the country in which to study, and/or the specific school, with less regard for school location. The most critical influences on their choices were expected quality of education, reputation/ranking of the university and individual departments/programs, safety/security, and cost/affordability. Differences in relative importance by nationality, gender, and level of education sought were also identified. Implications of these findings, for the marketing, promotion, and recruitment efforts of universities and national/regional economic development agencies, are discussed.

The article addresses the problems of the quality of education in general, including from the perspective of employers. The authors believe that the mechanism for assessing the quality of education should be implemented through the active participation of the University’s key partners and employers in the educational process.The article presents the results of a study of the level of satisfaction with the quality of education of graduates estimated by enterprises that are the key partners of Orenburg State University (2020). The first set of questions involved an analysis of the degree of participation of employer organizations in the educational process and assessment of the level of training of university graduates. The second block included an assessment of personnel needs and demands on graduates when applying for a job, as well as an analysis of the prospects for developing forms of cooperation between employers in the region and the University.In conclusion, we offer a list of recommendations for improving the effectiveness of internal independent assessment of the quality of education with the involvement of representatives of employers. The list includes recommendations aimed at enhancing their participation in improving the system of training for the region’s economy.
